DEFCORD AND DEFCON's
Mr. Joseph Sahm gave a briefing on the operation of the DEFCORD system ..
There was general discussion regarding the use of DEFCORD by OCD for
announcing change in DEFCON' s. The agencies expressed a desire to
participate with OCD and OEP to influence a decision to use the system
for this purpose. Although this is a matter within the purview of OCD,
the Chairman stated he would make an effort to bring about the participation
of the interested agencies.
Timing of relocation was also discussed. It was suggested that it might
be an appropriate time to seek a revision of current policy: to have
meaningful relocation take place automatically in phase with DEFCON' s
rather than to await specific instructions to relocate. The Chairman stated
he would refer the problem to Washington and request that an inquiry be
made at high level.

The Chairman announced that a buzzer has been installed at the east
guillotine gate.
Col. Caron announced there would be demonstrations of new high speed
printers on January 25 and 26.

Mr. Grimwood (FRB) asked if fund s for new and/or improved agency
facilities had actually been i ncluded in the FY 1966 budget. No definitive
aaswer could be given. 1-Iowever, it was assumed to be a departmental
problem.

Mr. Miller (PO} commented favorably on the briefings presented at the
Communications Officers Conference.
Mr. Handy (Treas.) indicated that Secretary Dillon had used the issuance
of the revised National Plan as an oc.casion to revitalize emergency
planning within the several bureaus of the Treasury Department.
Col. Caron (USAICA) announced the OCD regional Communications
Officers Conference on February 1 - 2 and invited Federal Agency
Representatives to attend.

The Chairman made the following announcements:

1. Briefing of the Assistant Secretary of Defense (I&L), Mr. Ignatius,
is postponed until February 15.
2. Briefing on Data Transmission Network will be scheduled during the
next 2-3 weeks .
3. Briefing for the new Director, OEP, Governor Buford Ellington,
will be scheduled as soon as possible after confirmation.
4. Move of NREC and MCL personnel is on schedule.

6. That a briefing on "Switch.tnan" would be appreciated.
Mr. McEldowney (OCD) explained the test use of "DEFCORD for announcement
of DEFCON' s which is scheduled for .eight weeks starting February 21.
Mr. Coe {Agriculture) asked if there were any feedback on the last IEPC
meeting. Mr. Bourassa {OEP), Mr. McEldowney {OCD) and Mr. Davis
{Labor) briefly summarized the meeting and gave their reactions .
Dr. McAnally (PHS) announed that -
1. Aubrey Payne, who was injured some weeks ago, had called by and
would be at work in a few weeks.
2. Carl Chappell and Len Trager are on the sick list.
Mr. Smith {FAA) announced a possible internal FAA exercise here at the
end of the month, and requested information on CIVLOG and Fine Arts
exercises. Mr. Bourassa replied that Mr. Patti {OEP) at the IEPC
meeting had indicated a dry run in April and an exercise liability period
during the latter part of May. Mr. McEldowney {OCD) indicated Fine Arts
is a military parallel to CIVLOG.
Mr. Aime (WB) forecast a warm weekend with no precipitation and offered
to "make book" on it.

The Chairman made the following
1. That FAR's would in the future be notified when CINCONAp or
higher authority declares a DEFCON 4. Notification, however ,
will not use phrase "DEFC ON 4," but will be limited to, "It is
advisable to monitor news broadcasts/telecasts."
2. The possiblity of providing light lunches in the Area A Cafeteria
through a contract arrangement with a vending machine outfit is
being explored. If it is feasible it will be done.
3. tour postponed for at least a week.
4. Rumors to the no action has yet been taken in regard
to of support activities provided by elements of
the De partment of Defense . No action will be taken that does not
have full concurrence of Director, OEP.
5. Governor Ellington will probably be "on board" on F ebruary 25.

6. Meeting of FAR's with Assistant Secretary of Defense Ignatius
cancelled due to the extremely tight schedule.
7. The next briefing will be scheduled in about 10 days; at the time
Jim Derieux brings out the newly assigned broadcast personnel.
Col. Caron (USAICA) announced imposition of minimize on CINCPAG
traffic.
Col. Caron also requested information concerning any evacuees from
Viet Nam who happened to turn up in this area. Support from Welfare
funds is to be made available.
Mr . Aime (Weather Bureau) predicted a "good weekend.

Mr. Handy (Treasury) offered to make available quantity and cost
estimates of paper required for operation of new DEVPLAN equipment.
Mr. Coe (Agriculture) announced that rabbits would be available for
Easter - despite Drew Pearson.

The Chairman announced that a speaker from the Arms Control and Disarmament
Agency was tentatively scheduled for March 17. Further details will be
available next week.
Mr . Haley (GSA) asked for verification of rumors that "Switchman" was .
to leave the installation. Major Duarte (Switchman} confirmed the rumor
and indicated an official announcement would be made shortly.
Dr. McAnally (PHS} asked for verification of the rumor that food was to be
served in Area A and recommended that Mr. Johnson be consulted. Mr. Carey
(C of E) explained that negotiations were underway betwee n the
Midway We lfare Associa tion and seve ral alternative vending machine
operating comP.anie s. Negotiations should be completed shortly. Mr . Johnson

Associations were given a full briefing and tour of the facility. A discussion of
emergency news handling procedures was also conducted.

briefing and tour with emphasis on emergency news handling arrangements .
Thursday, March 11 - Governor Buford Ellington, OEP Director; lyir. Franklin Dryden,
OEP Deputy Di rector; Mr. Robert Phillips, Chief, OEP Government Readiness Office
and possibly other key OEP official s will receive briefing and tour.
Wednesday, March 17- The Honorable Archibald S. Alexander, U. S. Arms Control
and Disarmament Agency, will present a special briefing on the topic, "Arms Control
and Emergency Planning." Federal Agency Representatives are encouraged to invite
officials of thei r agencies.

Announcements by the Chairman
Governor Ellington was sworn in as Director of OEP, a second time, at the White House
yesterday, 4. Reference was made to an article in the Washington Post of March 5
covering this ceremony and quoting the in his laudatory statements concerning
the Governor.
Lunch time messing facilities in Area "A" has received continued study. Plans for
installation of vending machines had been developed. However, a survey performed
by the Midway Welfare Council to determine extent of possible use of such equipment
indicates surprising lack of interest. As a consequence plans are presently being held
in abeyance. The Midway Welfare Council report is available for anyone who would
like to study the matter.
Communications
Col. Caron, Commanding Officer, USAICA, presented a report on DEVPLAN status and
future developments. The cutover date originally scheduled for July 1, 1965, has been
reprogramed for a date later than October 1, 1965. The hardware involved is in place
and available for operation, on call, in an emergency. Federal Agencies should continue
preparedness planning as previously programed. Existing equipment will remain in
operation until after the cutover. USAICA personnel reassignment and employment will
include two persons at each OEP/OCD Region.
Law Libraries at Relocation Positions
Law Libraries at emergency relocation positions were discussed. Comparisons were
made of available materials in such libraries and general sufficiency was discussed.
The Chairman reported that a copy of the U. S. Annotated Code was being procured
for emergency use by the OEP Legal Adviser.
Miscellaneous
Distribution of the following documents was made to the Federal Agency Representatives:
(1) OEP Circular 9150. 3, outlining Defense Coordination Teletypewriter Network
(DEFCORD) utilization.
(2) A Report to the President ... Four Years of Progress in Civil Emergency
Preparedness
The next IEPC Meeting will be held on March 23.
Announcement was made of the showing of a training film, "Anti Personnel Biological
Warfare" a t 1400 hours in the Main Briefing Room.

The Chairman requested reactions to the presentation made by Mr .
on March 17th, and expressions of opinion as to future activities: Should a
speaker be selected primarily because of subject matter to be covered or
because of personal pre-eminence? Consensus seemed to be that subject
matter was more important.
Dr . Butler reported briefly on Region 2 meeting at which confusion in roles
of OEP and OCD at regional level seemed 'very evident . A discussion
regarding Nudet reporting, damage assessment, etc. , followed.

March 25, 1965: Mr. Patrick Boyle of the Federal Aviation Authority
visited the installation for briefings and discussion of FAA
at the installation.
Visits by OEP Assistant Director Cosgrove, scheduled for March 22, and
OCD Deputy Director Hanna, &cheduled for March 24, were cancelled .
Both visits will be rescheduled for later dates.

April 7, 1965: A party from the Interior Department, Bureau of Fisheries,
will visit the installation for briefing and tour.
CIVLOG
Activities during CIVLOG, scheduled for May of 1965, and the "Dryrun" of
CIVLOG, scheduled for April 12 and 13, were discussed. The Chairman
promised to make available the agenda for the "Dryrun" activity and to assist
Federal Agency Representatives in securing copies of the complete, final
CIVLOG document.
IEPC MEETING
Mr. Curtis Anderson, Small Business Administration Representative, gave
a comprehensive report on the lEPC Meeting held on March 23. Status Reports
and the OEP Circular on proposed Preparedness ObJectives, Programs, and.
Reporting were discussed at length. Several FAR's reported that the Manpower
Briefing by Mr. Millard Cass had received much favorable comment .
MISCELLANEOUS
Relocation of the "Switchman" activity has not been finally determined.
Mr. Handy, Treasury Representative, asked about other agency relocation
sites to exchange relocation site information with the Treasury Department.
The officials responsible for Censorship relocation were suggested as a good
source of such exchange information.

The Chairman r emarked on the following:
1. The CIVLOG "Dry-Run."
2. Finalization of arrangements for emergency deployment of
a military unit in defense of this installation.
Mr. McEldowney suggested an additional slide to improve the fallout
portion of the May CIVLOG briefing.
Mr. Handy stated some dissatisfaction with the PA System in the Main
Briefing Room: that sound qualities from Studio C on 12-13 April
(CIVLOG "Dry-Run") were poor. Mr. Sahm indicated that a study would
be made to improve the quality.
Mr. McKay announced the availability of the firing range for private use.
The Chairman, at the suggestion of Mr. Davis, agreed to attempt to
procure additional copies of the basic assumptions for Nonmilitary
Planning. "
Mr. Johnson announced that a r ecent inspection of food service facilities showed
a very high level of compliance with regulations. A written report will be
issued.
Mr. Davis requested that the possibility of establishing an installation
barbershop be reopened and further explored. WVAO will make further inquiries.

Copies of the basic assumptions "Guidance for Non-Military Planning" were
distributed to the FAR' s.
The following announcements were made by the Chairman:
1. The DOD visit, scheduled for this date, was canceled. Mr. Cosgrove and
party have rescheduled visit for sometime next week.
2 . There has been a . postponement of one day in the opening date of CIVLOG,
to be held in May; the Exercise dates are now from May 18 - 21 inclusive.
The Chairman reported on the Intelligence Lecture given on April ZZ i n the
Executive Office Building.

Mr. Carey reported on Captain Brownfield's port call date of July 12 and that

5. Second Army responsibility in emergency security is undergoing continuing
analysis .
6. Revolutionary activity in the Republic is being closely followed.
Federal Agency Representatives are urged to keep themselves abreast of
further developments.
7. The earthquake in the Region 8 area appears to have caused considerable
damage but little loss of life. It has not yet been determined, to our
knowledge, whether assistance will be provided under Public Law 875.
8. The Main Briefing Room is being analyzed for reorganization and improve-
ment. It is hoped that improvements will include a better sound s ystem,
more optimum seminar capability, a better policy making atmosphere,
and greater capability for closed circuit television of Main Briefing Room
activities .
Exercises
PARMEX
Mr. McKay briefed the group on PARMEX Plans. Phase I of PARMEX, an
exercise in Program Analysis for Resource Management, will be held
May 3 and 4 at this installation. Except for a short period on the evening
of May 3, the exer ci se will take place in Building 405, Area A. The
evening session on May 3 will be held in Building 3, Area B. This is
the first of five phases planned for PAR.MEX. Mr. Anderson, Small
Business Administration, gave an excellent explanation of PARM, including
its purposes, uses, and limitations. Following Mr . Anderson's remarks,
there was a long discussion by the Federal Agency Repre sentatives concern-
ing PARM. Representatives were unanimous in the.ir recognition of the
worth of the pro;ect and JOined in complimenting Mr. Anderson on his
presentation.
CIVLOG
Relocation activities of Exerci se CIV LOG will take place May 18 through
May 21. OEP Regional Directors will arrive at the installation on the
evening of May 17 to take part in exercise activity. Governor Ellington
is expected to visit the installation during the exercise period, but the
date of his visit has not become definite. The detailed schedule of
activities is not yet available, nor has a final list of participants been
submitted.

OEP Direction and Guidance
Mr. Oa vis of the Labor Department requested information on the issuance of
the OEP Circular entitled System for Development of Civil Emergency
Preparedness Objectives and Programs issued in draft on January 26, 1965.
The circular, issued with IEPC Paper No. 32, changes the semiannual reporting
by Federal Agencies to annual reporting. Mr. Davis pointed out that early
issuance of the circular would be helpful to those with reporting responsibilities.
Agency Representatives who attended the !EPC Meeting on April 27, 1965,
discussed IEPC Paper No. 34 dealing with General Procedures .For Planning
The Management of National Resources For A Time of National Emergency.
It was agreed that this paper would constitute valuable reading. The Special
Facilities Division agreed to secure copies of the paper for issuance to FAR's.
Miscellaneous
The new Security Pass System i s in final stages of.development. The System
includes a block designation of numbers according to Federal Agency, with
numbers indicating official rank.
Mr. Dale Johnson, Sanitation Officer, is attending a course at Howard University
on "Sanitation Practices."
Good progress was reported by Dr. McAnally on annual physical examinations.

Exercises
PARMEX: Mr. Grady reported that PARM Exercise Phases I and I I have
been completed with good results. Other participants attending the meeting
agreed with this assessment. Phase I II of PARM Exercise will probably
be held at this installation June 3 and 4.
CNLOG: CIVLOG activity and scheduling w ~ discussed in detail. Overall
dates and times remain substantially the same as previously reported. A
dry run on required briefings will be held at 10 a. m. Monday, May 17.
Gov. Ellington is expected to arrive early on the first day of the exercise.
Schedules, participant lists, and instructions will be available in handout
form, as previously discussed.
Budgetary Considerations
Independent Agency budget hearings were discussed, including the findings of the
Committee on Appropriations of the House of Representatives. Analysis included
possibility of reduction in force for Agencies involved, increased capabilities
indicated in such fields as Communications, and the overall effect of budget
findings on the preparedness program.

Budget

comparing markup figures from both House of Representatives and Senate
Appropriation Committees.
Oriefing on Global Strategy
Mr. Walter Handy presented a briefing and l ed a group discussion on the general
subject of "Global Strategy." Mr. Handy, who recently attended a two-week
course at the Naval War College, summarized the more important course materials
and gave his own thoughts concerning the i ssues raised. Federal Agency Representa-
tives unanimously stated their thanks to Mr. Handy and their approval of this type of
discussion.

4. Plans for the Main Briefing Room redesign are developing. Mr. Lee Collins
attended a meeting with Defense Communications Agency personnel this week
and clarified certain requirements.
5. Cost estimates on the Emergency Action Console have been submitted by the
Defense Communications Agency. Recommendations concerning balance
between requirements and fund availability will be developed by the Special
Facility Division in the next few days.
6. Implementation of the plan for emergency disbursement by the Treasury
Department has been postponed due to illness of an official involved. Federal
Agency Representatives should coordinate administrative arrangements
directly with the Treasury disbursing officer.
7. House-Senate conference committee appropriation recommendations have
been completed, with results favorable to the Office of Emergency Planning.

ANNOUNCEMENTS
1. The Chairman explained recommended expenditures in communications support
for Operational Information Processing Center, Main Briefing Room, Secretariat
and National News Center. Recommendations were to be discussed by Mr. Hackett
with DCA later in the day.
2. The Chairman also reported on establishment earlier in the week of a Planning
Board for the purpose of discussing long- range requirements for construction
and support at the site. The Board will be composed of representatives from
NREC, WV AO, USAICA, PHS Health Unit #1 and WHCA and chaired by the
Chief, SFD.
3. Mr. Bourassa announced preparations for dis bursements in an emergency.
4. The Chairman reported all cooking is now being done in kitchen in Area B and
that the kitchen in Area A will retain a capability for use in emergency on
completion of refurbishing now underway.
Colonel Whitfield offered to review new developments in ICA for benefit of Federal
Agency Representatives. Briefing will be held Friday morning, August 27, at time
of regular FAR meeting.

There was discussion regarding deterioration of new passes. Mr. Curran said
repairs can be made easily.
In response to question by Mr. Coe, Mr. Bourassa explained gates in Area B are
open at present time to permit running of tests of air system.
Mr . Larson raised the question about enforcement of speed limits on Route 601.
He was advised by the Chairman that limits were being enforced and would continue
to be enforced in the future .
Dr. Nickell requested clarification of OEP procedure in projected decrease in cadres.
Mr. Bourassa explained that the matter is being handled downtown in consultation
with departments and agencies.
Dr. Butler made mention of a few mishaps caused by the frosted glass on corridor
doors and asked for replacement of this glass. Complaint was also made of speed-
ing carts in corridors. Mr. Curran said he would check into both matters.

on console configuration.

Exercises
There \.\85 lengthy discussion of OEP and OCD exercise plans. Cancellation
of certain OCD exercises was recognized as the cause of considerable
confusion in the total national exercise picture. There was substantial
agreement that the security classification on OEP exercise material,
including exercise dates, creates a problem for Federal agencies and
makes the development of exercise instructions for field offices much
more difficult. The Chief, Special Facilities Division, will bring these
matters to the attention of the OEP Program Evaluation Office.
DEVPLAN Briefing
Mr. Griffin Davis, USAICA, presented an excellent briefing on DEVPLAN,
including installations, equipment, capabilities, staffing, and procedures.
Problem areas of the separate specific Federal agency relocation sites
were discussed a t l ength. The Chairman and the Federal Agency Representatives
commended Mr. Davis for the briefing and discussion.

MEETING DATE
The Chairman encouraged discussion of the most opportune time and date fo r

the present Friday morning meeting time is acceptable to more participant s
than any other suggested a lternate.

Col. Therrell discussed the OCD regional communications functions whi ch
have been acquired by USAICA. He indicated that further study will be
necessary to definitely assign the organizat ional responsibility and promulgate
the operational plans . No modification in service is invol ved.
New plans are being developed for repair and replacement of radio alerting
devices . User responsibility for any required exchange of devices is being
considered. The Commanding Officer of USAICA will report further on his
findings .

State Department Briefing
A briefing by State Department personnel on the situation in Viet Nam and Indonesia
will be conducted in the Main Briefing Room at 10:30 a.m. on Tuesday, November 23.
Speakers will be Bruce M. Lancaster, Director of the State Department Operations
Center and Tadao Kobayashi of the Bureau of Intelligence and Research. Mr. Lancaster
will also present information on the functioning ofthe State Department Operations
Center . Federal agencies have been invited to send a restricted number of emergency
assignees to the briefing. Agency response has been good, with approximately fifty
persons already recorded for attendance. The Area Engineer Office and U$AICA will
be allocated a number of seats after it has been determined how many OEP officials
will be in attendance. The Special Facilities Division will make this allocation on
Monday, . November 22. An SFD briefing for the State Department group will be held
in the Main Briefing Room after lunch. Those visiting agency emergency assignees
who would like to hear the SFD briefing in t ~ afternoon are invited to do so.
Federal Agency Representatives Meeting Date
The Chairman again asked for indication of preference for the day on which the regular
FAR Meeting should be held. After considerable discussion it was determined that
both Monday and Thursday are acceptable to all representatives. The Chairman
stated his intention to recommend Thursday as the first choice and Monday as the
second choice of the group. However, the FAR Meeting will be held on Friday next
week because of the Thanksgiving holiday on Thursday.
NREC Workshop
Mr . Canfield announced a training workshop on Resource Evaluation Procedures to be
conducted Wednesday through Friday, December 8 through December 10, in the lounge
of Building 435. This workshop has been scheduled primarily to accommodate agency
representatives for indoctrination and training of their emergency relocation personnel.
Federal Agency Representatives and SFD support units are invited to attend to the extent
that facilities permit. An additional workshop will be conducted in the Washington area
prior to the dates designated for REX-66.
Communications
1. Telephone cascades are still undergoing revision.
2. The unclassified directory which will replace the Key Personnel Directory is in
final draft form and is being staffed out for early i ssuance.

3. Average time of notification of personnel during the last ABLE alert was 20 minutes
as compared to 16.7 minutes during JUNIPER. This was due in part to the greater
number of persons who were not at home but also to a number of receivers that had
been left unplugged. All personnel who have receivers in their homes are admonished
to utilize the receivers according to prescribed instructions.
4. The locator service performed by switchboard personnel must be curtailed because
of the workload involved. Col. Therrell will consider the matter further and advise
the representatives on the extent to which such service will still be available.
Space Allocation
The Chairman briefed the group on space allocation developments and presented a floor
plan showing agency space assigned. He stated that aaual floor space was not a matter
for negotiation at this level. However, he indicated his willingness to modify agency
space locations in cases where cogent reasons are presented. It is anticipated that
actual movement of personnel to new spaces will not begin until after the first of January.
Agency offices will retain their present telephone numbers after the transfer.

information on the broadcasting and journalistic function of the FCC. Mr. Moore

The possibility of a briefing in the near future on ODR by a representative
from the OEP Economic Affairs Office was mentioned.
The Chairman reminded FAR' s that, should they have any "print jobs" they
wished done, they should submit a r equest for such work to OEP/SFD and
not go directly to either USAICA or WVAO.

The Chairman speculated concerning the possible use of Area A facilities
by elements of ODR in a limited war situation. A very brief discussion
followed.
The Chairman briefly discussed some additional responsibilities recently
placed on SFD and supporting elements to provide the Director, OEP, with
early, accurate information concerning significant happenings (natural
disasters, man-made disasters, etc. ) throughout the country. Assistance
from agencies with nationwide organizational structures and reporting systems
was solicited. Mr. Smith of FAA gave assurance of continued support and
Mr. McEldowney announced that the imminent establishment of an OCD
emergency operations center at the Pentagon could be of help.
Col. Therrell indicated his continuing dissatisfaction with the alert receivers
and stated he had DCA to investigate the of replacement
by new and improved (battery type) sets. Be also stated that he is recommending
to Mr. Bourassa the issuance of revised and up-dated procedures when
services are put to personal use.

The Chairman covered briefly the additional new responsibilities placed
on OEP/SFD to secure and report information on significant incidents of
possible national importance.
Col. Therrell announced that, as a Christmas present from USAICA, a
new unclassified telephone directory is to be issued. The information
therein is as of December 15.
Mr. Anderson aske d if any information were available concerning a new
Department of Commerce communications network designed to report
on natural disasters. No information was available at the time. Inquiry
reveals that there is sortie intention to expand the Weather Bureau system
through which the public is informed of tornadoes, hurricanes, etc., to
include some sort of "advisories" to elements of the Federal Government.
It is still in a planning development stage.
Dr. Zigler announced that he will be on leave until December 27. That a
doctor will be available on a standby l;>asis.
Mr. McEldowney stated that during a recently concluded exercise,

Big Noise" was accidentally disseminated.
A brief discussion on rou.nd-the-clock monitoring of agency alerting points
took place. Particular reference was made to possible 24 hour coverage
of DEFCORD stations.
Due to the holidays, the next mee ting of FAR's will be held January 6.

Mr. Handy requested that steps be taken to eliminate certain accumulations
of water in the east entrance. Lt. Col. Ewing saw no difficulty in the matter.
Mr. McEldowney requested an explanation in regard to the reason why
the guards at the outer gate after 1700 hours were required to record the
numbers of passes of individuals leaving the installation. Lt. Col. Ewing
replied that the security regulations required s:uch a procedure. The
Chairman stated that inquiry would be made as to the "why."
