SUMMARY OF ENEMY SITUATION

I. ENEMY ACTIVITY IN FORWARD AREAS
Patrolcontacts with groups apparently fleeing east-
.ward into SIERRA MTNS cansti tute the only enemy resistance
in this Divislon-Is..: sector.
II. ENEMY MOVEMENT. CONcENTRATIONS, AND INSTALLATIONS
'l'hebulk of the enemy force !lOW in the Division sector appears
presently'to be located in the MADRE MTNS or alocg the trails
leading intoits foothills. This force is estimated to have a . '
8,000 to of whom approximately 3000 are combat
and service troops of the lQ3d Division. The remaining 5-7000 are
Army and Navy service troops.

The combat efficiency of service troops, highly heteroscncous
lacking training and weapons, was always low. Before Blue 'occupation
of theValley and the, defeat.and withdrawal of ,0rganizQd combat units,
these service troops were useful to a limited extent as replacements
but can be considered negligible now that they are disorganized and
forced to concentrate their energies upon their existence and since
there is no organized framework of combat troops to which they can
adhere.
Those elements of the 103d Div which have apparently
towards the mountains atter limited contact with Blue forces'may have
retained, to some degree, their organization and weapons, and while
scarcely disposed to attack orcapable of offensive action could con-
ceivably orter'further resistance. Such likelihood, however, constant-
lydiminishes as time passes and the problem of living and the ravages

The withdrawal of these forces eastward is believed to have been,


over.four'routes latera1toHwy #5. The first of these 1s Hwy #3 lead-
ing eastwardfrom APARRI to GONZAGA and thence to PORT SAN VICENTE.

The best evidence indicates that an al.most total evacuation of combat
troops from the 8.:'Gu took southward
during the month of May' and,the early portion of June. 80me service
troops left in the area at that tim.e have pl'8sumably token this route.
,A trail leading from GONZAGA southeastw[1l'd to J.B. BAY could
also have been Llsed as a route of escape for these se!":ice troops.
The second is the trail following the DUM,:\.'IAN R VALLEY far into the
mountains. Numerous guerrilla reports incHes te a hea"\.7 use of this
route, some troops reportedly traveling by raft on the DUMMAN R. A
well used trail leads eastward from the BAGG1'..O area following the
PAHET R. Total.forces numbering approxime 3000 ha',re been reported
in the BAGGAO area moving eastward over this traiJ.n Guerrilla forces
report the enemy organizing a defensive line facing w8:.:;:'v:al'd from PIN..
AC:PAC on the D8MlilAN R south to I:MiJRUNG on t:le PAR2'f R. The abili ty of
the enemy to prepare such a "line" is highly conjo(}tllral. The last
route reported used by the enemy is the trail leading eastward from
PENABLANCA. Numerous civilian and guerrilla reports in.dicate the use
of this trail by a strong force believed to be composed chiefly of the
l??th lIB.
III. TERRAIN A,11) iNEATHER
a. Drainage - The area under consideration is drained axially by
the broad CAGAYPJI R, Six tributaries of importance run eastward to
sources deep in tte'SIERRA MTN RANGE. These are from N to S the
DUMMAN;.. PARET, PIN}\NACUAN de TUGUEGARAO, PINANACUAN, PELIG, and PINA-
NACUAN de TtnvIAUINI Rivers. The CHICO R forms the major branch drain-
ing the area to the Wof the CAGAYAlJ R. This has its confluence with
the CAGAYAN R about 34 miles S of the moutho The CAGAYAN R is navig-
able to inter-island vessels as far as LAL-LO, 12 miles upstream.. Ves-
sels with a draft of 12' can travel up the River for about 75 miles in
all seasons.
Ridge System - Rising to the Wof the Valley formed by the
CAGAYAN R are the CORDILERRA MTNS. This rugged range rises to eleva-
tions of five to seven thousand feet. These mountains are covered to
a large extent by tall grass with stands of pine forest. To the E of
the Valley the SIERRA MADRE RANGE rises to from three to four thousand
feet in elevation. These mountains are covered by a dense rain forest.
The E coast is a barren region with no coastal plain; the mountains
dropping shar,ly into the sea forming bare cliffs.
c. Routes - The chief axial route through the Division's sector
is Hwy'#5, a two-lane gravelroad most of the distance from to
APARRI. Two roads, Hwy #2 and Hwy /fll leave Hwy #5 leading generally
westward to their cObvergence at TAUO. Hwy #2 branches eastward from
TUGUEGARAO, crossing the CAGAYAN R by ferry at SOLANO. Hwy #11 leaves
HWY,#5 in the vicinity of NASSIPING and runs southward through FAIRE
to its junction with Hwy #2. Generally paralleling Hwy #5,eight to
twelve miles to the is an inland trail that leads through tho foot
hills of the SIERRA Y.lADRE MTNS and forms and auxiliary axial route for
foot troops onlYa This trail was reportedly developed by the enomy
curb growing losses in troops and supplies by friendly air action alonf
Hwy #5. A total of 5 routes lead eastward from Hwy #5 within the Div-
isiont s sector. 'Ihe first and northermnost' of these is Hwy #3 running
from APARRI' to GONZl.\.GA and PORT SAN VICENTE. The second is the GAT-
TARAN-CAPISSAYAN trail which follows the DUMMAN R. The BAYBAYOG-BAGGAO
trail is the third and has been reported to lead to the E coast.' The
YMURUNG trail whioh leaves Hwy #5 juot N of lGUIG also 13 reported to
lead over the mountains to the east coast. The last is the PENABLANCA-
trail e These are all joined by the axial trail
previously described.
IV. CONCLUSIONS
a. Enemy Capabilities - The enemy is capable:
1. Of defending in areas commanding routes of withdrawal to
SIERRA MADRE MTNS - particularly CALLAO. BAGGAO, DUMMAN R
areas.

The enemy now paying the penalty of defeat is no longer in positiol
to choose the most advantageous of several available C8urses. He can
scarsely even choose the least of several evils. Practically all the
evil incidents of military failure b,ave' either overtak'Jn the enemy or
will reach him in logical sequence
.
The first th:r3e capa'bili ties listed above serve to trace the only
course left availacle to the enemy as a military force. up to and in-
cluding his complete disintegration. The capaoility is designe,
to cover any effort by possible infiltration g:-oups to harass the MSR
or to stage attacks. policy still requires full
allowance for a final venomous back-lash of the type exemplified by
FA bombardment of the Division Command Post on 24 June. no
artillery is believed left to the onemy, concealed tanks are a pos-
sibility. Small harassing expeditions and raids on the MSR may con-
tinue for a period.
There is no cohesion or central control over the various
enemy groups. Some will run the gamut faster than others; some may
take one by one all the steps on the way to oblivion, others may omit
all but the final one.
