The Bylaws of the Tazewell County Foster Parents Association Amended January 7, 2012 Article I. Article II. NAME MISSION
children, foster parents can learn from each other, encourage and support each other, and succeed in offering the very best home, guidance, care and love to the children of foster care. We believe we were called together as a support group with the backing the Tazewell County Department of Social Serviced to help children in need. We believe that as a group, we can endeavor to create an atmosphere of cooperation with social services to the best advantage of each individual child and individual family. We will strive to work with the Department of Social Services in the availability of services it has to offer us and the children. It is our belief that the better we are trained, the better parents we shall be. It is our belief that by availing children of the services available, children will gain an understanding and be better equipped to handle the situation they are in. It is also our belief that the training, love and understanding we give the foster children will endow them with a sense of values they will take with them throughout life.

SECTION 1.01 The name of this organization shall be the Tazewell County Foster Parents Association.

SECTION 2.01 It is the belief of foster parents that, by working together for the common interest of

SECTION 3.01 Membership shall consist of agency approved foster parents and members of the

attended at least six (6) regular scheduled meetings, which include Halloween parties, Christmas Banquets, etc.
SECTION 3.03 Any foster parent can attend any and all functions of the foster parents association

without being a voting member. However, the non-voting member has not voice as to decisions made for disbursement of funds, money-making projects, and any other motion that needs a voting process.

Article IV.

MEETINGS

SECTION 4.01 This organization shall meet twelve (12) times a year. SECTION 4.02 The time and meeting place shall be the first Saturday of each month at 10:00AM and the

designated place shall be the Tazewell County Department of Social Services in Tazewell, Virginia. If the meeting place or time must be changed, all members must be notified as soon as possible.
SECTION 4.03 Special meetings may be called any time during the year by the President. SECTION 4.04 A majority of voting members present shall constitute a quorum.

SECTION 5.01 Each member shall have one (1) vote. SECTION 5.02 A majority of voting members present shall constitute a quorum.

Article VI.

OFFICERS
Treasurer and shall be required to attend six (6) regularly scheduled meetings each year during their term.

SECTION 6.01 The officers of this organization shall be a President, Vice-President, Secretary, and

SECTION 6.02 Election of officers shall be held in November and begin office the following January. SECTION 6.03 Officers shall be elected by a majority vote of those present at the meeting. A minimum

seven (7) voting members is required. The terms of the officers shall be for one (1) year. In the event an officer is no longer on the active foster parent list, the office will be terminated immediately.
SECTION 6.04 The Duties of the President Shall Be:

(a) To preside at the meetings of the organization. (b) To prepare the agenda. Any member can submit items to the President for inclusion on the
agenda prior to the meeting.

(c) To call special meetings. (d) To select committee membership and chairpersons in consultation with the organization. (e) To stay in contact with the Department of Social Services (i.e., Foster Home Coordinator or DSS
Director.)

(f) In the event the President cannot complete their term, the Vice-President will assume the
responsibility of the President immediately until the next scheduled election.
SECTION 6.05 The Duties of the Vice-President Shall Be:

(a) To fulfill the duties of the President when he or she is indisposed. (b) To chair social events, projects, purchase supplies (including gifts) and to act on request of the
association.

(c) In the event the Vice-Presidents office is vacated, the position will be determined at the next
scheduled meeting provided a voting quorum is met. The term of office will be until the next schedule election.
SECTION 6.06 The Duties of the Secretary Shall Be:

(a) To record the minutes of each meeting. (b) To keep the records of the Foster Parent Association and make these records available to all
members.

(c) To bring a list of active members to each meeting. (d) Responsible for attendance records at all meetings.

(e) To submit to the newspaper and radio items of interest and coming events, including Thank-You
notes and invitations.

(f) In the event the Secretarys office is vacated, the position will be determined at the next
scheduled meeting provided a voting quorum is met. The term of office will be until the next schedule election.
SECTION 6.07 The Duties of the Treasurer Shall Be:

(a) To keep an accurate accounting of all monies received and paid. (b) To have a report ready at all meetings. (c) To make sure all authorized bills are paid. (d) In the event the Treasurers office is vacated, the position will be determined at the next
scheduled meeting provided a quorum is met. The term of office will be until the next schedule election.

Article VII.

SECTION 7.01 Committees shall be chosen by the President when the need arises. It shall consist of a

the task. A one month extension on deadlines can be given; however, the goal must be completed at that time or a new committee will be appointed.

Article VIII. AMENDMENTS


SECTION 8.01 Any article or section of these bylaws maybe amended by a majority vote of voting

members at any meeting of the association, provided that notice of the proposed amendment has been given to all voting members in writing prior to the meeting.
