University and College Student Councils, Student Governments Proposed Amendments to the Codified Rules on Student Regent Selection (CRSRS)

Last October 1, the UP Diliman College of Social Sciences and Philosophy SC (UPD CSSP SC), UP Manila College of Medicine SC (UPM CM SC) and the UPLB College of Agriculture SC (UPLB CA SC) forwarded proposals to the Office of the Student Regent to amend several provisions in the CRSRS. UPD CSSP SC proposes the following: 1) include a minimum academic requirement for nominees for Student Regent; 2) to give one vote to each University Student Council and College Student Council of Autonomous Units (AU) and Regional Units (RU) present during the SR Selection; 3) that in the event that no nominee garners two-thirds of the votes, the two nominees with the highest number of votes will be subjected to further deliberations; 4) that in the event that no consensus will be reached, votes shall be cast and the nominee garnering the highest number of votes will be declared the next SR; 5) that the incumbent SR shall declare the selected nominee; 6) that no student or student group from directly nominating any student to the Office of the UP President or the Office of the President of the Republic of the Philippines and shall only follow the procedure as indicated in the CRSRS; and 7) that the amendments passed by the GASC shall take the effectivity of three years and the CRSRS will only then be open for new amendments. UPM CM SC proposes the following: 1) to include that the GA is composed of the student council officers elected for the same academic year as the GASC in reference; 2) to list down the constituent units (CUs) of the System instead of separately stating which are the AUs and the RUs; 3) to include that maximum student participation mean that no student council member shall be limited or prohibited from participating and voting in the GASC due to mere technicalities; 4) that the nominees should meet a minimum academic requirement in that s/he is not academically delinquent; 5) to remove the role of KASAMA sa UP in the Office of the Student Regent; 6) to include the order of business during the Student Regent selection;

7) to add that college USC representatives who are not officially part of the CSC must be recognized as part of the CSC and may vote in behalf of the CSC provided that they have an authorization letter from his/her student council; 8) that all protest and/or appeals shall be read by the presiding officer and immediately be resolved by the majority of the GASC after a deliberation; 9) that in the event that is applicable, the GA shall vote for the final three nominees and that each student council shall vote for their top three nominees; 10) that consensus building shall take priority over division of the house unless needed; 11) that in the event where no consensus is reached, the nominee that garners two-thirds of the vote shall be declared as the next SR and if the two-thirds vote is achieved, a second round of deliberation shall be made and the nominee garnering the highest number of votes shall be declared as the next SR; 12) that each University, Institute, College and School Student Council present shall have one vote each; 13) that the student councils may also propose the schedule and logistics to be approved by the majority of the GASC; 14) to add that amendments refer to any change not including punctuation or formatting changes and any amendment that did not undergo the proper process shall be considered null and void; 15) that the failure to send a non-SC officer representatives forfeits the councils right to participate in the GA; and 16) to add that the amendments shall take the effectivity of three years or two GASC terms however it may be amended or repealed by the next GASC through two-thirds vote of student councils present and voting. UPLB CA SC proposes the following: 1) that there should be a minimum academic requirement for the nominees; 2) each USC and CSC present during the GASC will have one vote each; and 3) to remove the role of KASAMA sa UP in the Office of the Student Regent. In light with the recent happenings, I will be conducting consultations in your respective constituent units so that we may talk about the schedule of the GASC and what we can do for our kababayans who were affected by Super Typhoon Yolanda. My office will be contacting you personally by the first week of December so that we could set the said schedules. I look forward to your cooperation on this matter. Thank you very much.
