Midway into the 2nd term of this administration it is pertinent to state that our commitment remains the best interest of the people of Lagos State. We are committed to delivering high quality infrastructure that can support their socio-economic wellbeing. Increase focus on road network and neighbourhood connectivity The rationale behind these is the need to address the challenges of the anticipated growth in demand trips in Lagos Metropolitan area from the current 12m trips daily to 18m trips by 2020. The road sector, as a significant component, must prepare accordingly.

Lagos topography poses as major challenge to infrastructure development especially roads. We are constantly having to do soil test. Many road projects are subject of massive soil replacement; this has enormous cost implications for projects Attitudinal challenges
- unhygienic behaviour (indiscriminate dumping of waste on roads
and Drainages; activities of roadside mechanics and car wash operators) - lack of public ownership of Infrastructure (vandalisation of road furniture and public utilities - axle loads on some inner roads usually heavier than can be designed for Quantum of fund portfolio required to prosecute our programmes

PROGRESS REPORT
In the last two years . May 2011 to May 2013 we have accomplished the following Initiated 261 roads upgrade and reconstruction - y2012- 161 -Y2013 100. (These include a planned 53 no grading and surface dressing road programme across the State). Completed 82 nos roads adding 112.746km of high quality asphalted road to the States road stock Our landscape is now adorned with the first cable stayed bridge .

We are happy to report the completion of the bridge and considerable progress is being made to handover the bridge for the use of the people of the State. The benefits to the State cannot be over emphasized. A survey conducted by TNS- RM shows that a great percentage of the respondents are convinced of the benefits of the bridge in terms of reduction in travel time and the exponential effect on health and social life of the people.

KSP9: ALTERNATIVE TO TOLL PLAZA II As part of the strategic road plan that will provide an alternative road to link Lekki-Epe Expressway in view of the tolled plaza, the project was awarded to Messrs Metropolitan Construction Company Limited. It is a 3.0Km DATE OF AWARD December, 2011
This project has been completed SOCIO ECONOMIC IMPORTANCE Post completion of the road, it will positively affect the development of the area and result in increased property value, as well as social and economic activities of the citizen.

LAYING OF INTERLOCKING STONE IN PROGRESS
KSP11: MAIDAN AGILITI: AGILITI: The contract for the rehabilitation /upgrading of Maidan Agiliti network of roads including construction of concrete deck-on-piles was awarded in June 2010. to CCECC. The project was phased due to limitation of funds and for ease of execution: Phase I:- is the construction of drain and culverts at Maidan-AinaAgiliti road and4 Nos network of roads and the construction of concrete deck-on-piles. Phase IIA:- comprises the completion of roads works on Ajanlekoko/Oluwo, Oremerin/Ibikunle, Oniyanrin and Adeyeye Streets and some ancilliary works on Maidan- Aina Agiliti Road. This was awarded in July 2012 to same company .

KSP 12: LAGOSLAGOS-BADAGRY EXPRESSWAY We are high on the road to delivering on this road project which has currently attained 74% completion under its Phase1 or Lot 1. Its rail component is already moving ahead very fast as tracks are being laid. The concept of the development was to do a 10 lane carriageway that incorporate Light Rail Transport (LRT) on the median and also a Bus Rapid Transit (BRT) systems Lot 1 extends from Eric Moore to Mazamaza Involved were 2 major contractors Messers JB Nig. Plc and CCECC Nig. Ltd. Both handled different parts of the job. What is emerging is an integrated transportation system especially around the Mile 2 axis with commuters having an option of the three modes of transportation.

PEDESTRIAN BRIDGES
Pedestrian bridges were initiated as a direct response to the need to make the roads safe for pedestrians to cross; Some of them are located on Federal roads or Federal agencies have properties affected by the bridges; we have worked with them to resolve areas of challenge which has enabled us to fully resume the construction effort particularly at Otto and the Secretariat point on the Lagos Ibadan Expressway. To date the State Government has awarded contracts for 9nos.

PEDESTRIAN BRIDGES
CONSTRUCTION OF 4-LEGGED-PEDESTRIAN BRIDGES AT IDDO BUS-STOP ; LOCO BUS-STOP; and IGBOBI BUS-STOP Date of Award 12th March, 2012 Date of Commencement: 13th August, 2012. Percentage Progress: 45% (The contractor is on site) The State Government has improved on the design of the pedestrian bridges to accommodate the need of the physically challenged . Towards this end 4 nos of this model have been awarded and work has commenced them with appreciable levels of completion. These on completion will afford even the physically challenged to have the freedom of crossing the expressway by utilising the bridges in their wheelchairs.

During course of the year the Isopakodowo market was also completed. It will afford the traders of Osodi a right environment for trading. Most of the traders on the loop of the Oshodi bridge will now be housed within this complex. The State Government had targeted the following gains : Trading Environment : Formal and organised trading environment which reduced stress of trader and users. Job Creation : Creation of temporary jobs for skilled and unskilled labour during construction work.

STREET LIGHTING
Streetlights are a major tool for improving the aesthetic condition of communities. They also improves illumination for motorists and pedestrians hence accidents are reduced to the minimal level and also ensure security of the neighbourhood. The State Government had also commenced a process of integrating streetlight components into new road construction works. Gradually, we are covering the whole of Lagos especially with the Handing over of the JibowuMaryland streelight project. We have also completed the construction of Damaged Pylons and High Tension Cable connecting Kirikiri Town, Snake Island, Ibasa, Ikare and other Riverline Communities

RESEARCH WORKS
There is a Mechanical Dept that has responsibility for all matters relating to maintenance of technical things. It also handles research matters. It has come up with such designs as the Pulverizing and Shredding machines; the Road Sweeping Machine. A prototype of this machine has been completed and an improved version which is of 85% progress is on going. The Dept is poised to deliver an improvised HOT AIR ROTARY FISH DRYING PLANT

All economies leverage on their comparative advantage. Lagos State being endowed with large water bodies has an abundant supply of fish; a commodity with great economic potential both locally and internationally. The industry is challenged with wastage of those harvested but are unsold. We have taken up the challenge of developing machinery that will promote hygienic preservation methods of smoking and drying Rather than use smouldering of wood, charcoal, sawdust in an oven directly below fish laid out on mess trays, we have designed the Hot Air Rotary Fish Drying Plant powered by palm kernel shell cashew nut chaff, etc. this saves over 150% cost when compare to use of gas or any petroleum product.

The Corporation has continued to demonstrate commitment to the discharge of its task of undertaking the day to day maintenance of roads within the State. It has within the years embarked on the rehabilitation of over 571 roads. It has recently launched an initiative to maintain 1000 roads within the year. Towards the realization of its goals the organization sought and obtained approval for the procurement of 2 additional asphalt plant located at Imota and Badagry. When fully operational it will impact on the ability of the organization to deliver on its mandate. The Corporation has also moved to fix 241 manhole covers made from composite resin fibre to ensure the safety of motorists on Lagos roads.

The 21st Century is a period that requires more effective management of the several infrastructure assets; not only do we have high level of depreciation of such assets we have also traced the decline to a low level of maintenance culture. The LASG is determined to ensure the effective management and maintenance of its assets. these assets must be properly maintained so that they continue to support the delivery of a wide range of government services which fulfil social and economic needs of the State. Office of Facility Management and Maintenance (OFMM) objective is to create a framework that provides a consistent approach to the management planning and delivery of maintenance across the State.

Some of the benefits of improved infrastructure maintenance: Preserve taxpayers investments in public buildings. Help buildings function as intended and operate at peak efficiency, including minimizing energy consumption. Prevent failures of building systems and the attendant consequences. We are at a critical stage on our project delivery. We have been careful in selecting projects and also phasing them to ensure they are delivered on schedule. Please recall that it is our avowed commitment that projects will never be abandoned on our watch. The year 2013 awards are a testament to this. There are a number of projects being in the second phase. It is our plan to further deepen our capacity to effectively monitor projects. We will continue to ensure that all our people centred projects are delivered and people allowed to reap the benefits enshrined in the planned development.
