ILNU PARLIAMENTARY DEBATE POLICY CHAPTER 1: PRELIMINARY Clause 1: Short title, extent and commencement of the Policy 1.1 This policy shall be called as ILNU PARLIAMENTARY DEBATE POLICY 1.2 The policy shall apply to all the students of Institute of Law, Nirma University 1.3 The policy shall come into force with effect from 1st January 2012 Clause 2: Definitions 2.1 Academic Year means the year consisting of one odd semester and one even semester. 2.2 Committee means the PARLIAMENTARY DEBATE committee constituted under this policy 2.3 External PARLIAMENTARY DEBATE Competition means the PARLIAMENTARY DEBATE Competition inviting participation from other Law institutes, Universities or Colleges and hosted by Institute of Law, Nirma University. 2.4 Institute means the Institute of Law under Nirma University 2.5 Intra Parliamentary Debate includes both the Intra National Round Parliamentary Debate Competition and Intra International Round Parliamentary Debate Competition organised by the Institute. 2.6 Student member means students of Institute of Law, Nirma University 2.7 Team means the team participating in the Parliamentary Debate consisting of atleast 3 members. CHAPTER 2: PARLIUAMENTARY DEBATE COMMITTEE Clause 3: Parliamentary Debate Committee The Institute shall constitute a committee to be called as Parliamentary Debate committee to exercise such powers and performs such functions as may be conferred on or assigned to it under this policy. Clause 4: Members of Parliamentary Debate Committee The committee shall consist of 4.1 Director of Institute as the chairman of the Committee. 4.2 Two-faculty members of the Institute as Faculty Parliamentary Debate Coordinator. 4.3 Student members, out of which one Student member of 5th year shall be appointed as Student Parliamentary Debate Co-ordinator.

Clause 5: Number of Student Members in Parliamentary Debate Committee 5.1 The Committee shall consist of minimum 25 Student Members.

5.2 Not more than 4 Student Members can be selected from 1st year.

5.3 The Committee shall not consist of more than 35 Student Members. Clause 6: Eligibility Criteria for Student Members 6.1 The student should be having good organisation and management skills. 6.2 The student should not be willing and interested in participating Parliamentary Debate Debate Competition organised by the Institute. 6.3 The student having experience in organisation of different events may be preferred. Clause 7: Selection Procedure for Student Members 7.1 The Student Members should be selected by a Selection Committee Consisting of two Faculty Parliamentary Debate Co-ordinators and Student Parliamentary Debate Co-ordinatior. 7.2 The interested students should make an application to the Selection Committee within 5 days of notice for composition of Parliamentary Debate Committee. 7.3 The application shall be addressed to Faculty Parliamentary Debate Coordinator. 7.4 The application shall contain justification for the selection in the Committee and the same shall be supported by the requisite Certificates. 7.5 The Selection Committee shall scrutinize the application and short list the students for the interview. 7.6 The shortlisted students shall be interviewed by the Selection Committee and select the Student Members for Parliamentary Debate Committee. 7.7 The decision of the Selection Committee shall be final and binding. Clause 8: Function of Parliamentary Debate Committee 8.1 The Committee shall organise Intra Parliamentary Debate Competitions & External Parliamentary Debate Competitions. 8.2 The Committee shall be responsible for identifying National Parliamentary Debate Competitions. 8.3 The Committee shall nominate the teams for representation in the identified Parliamentary Debate Competition.

8.4 The Committee shall provide assistance to the teams selected for the identified Parliamentary Debate Competition

8.5 The Committee shall organise a Parliamentary Debate orientation programme for the 1st Year Students in the first week of their academic year.

8.6 The Committee shall organise expert lecture on Parliamentary Debate and Debating Skills from time to time.

8.7 The Committee shall hold weekly meeting of the Committee on such day as may be decided by Student Debate Co-ordinator.

8.8 The Committee shall keep proper record of all the Parliamentary Debate activities.

8.9 The Committee must ensure utmost transparency fairness and nonarbitrariness in the execution of all its functions. Clause 9: Termination of the Student Member of Parliamentary Debate Committee 9.1 The membership of the Student Member who engages in activities in violation to this policy shall be terminated. 9.2 Membership may also be terminated when any Student Member does not appear for two consecutive meetings without prior application to Student Parliamentary Debate Co-ordinator or valid reason in case of emergency. 9.3 Membership may also be terminated when any Student Member participates in the Intra Parliamentary Debate Competitions organised by Institute. 9.4 Once terminated he will no longer be a part of the Committee and must stop exercising all official powers and functions thereof. He will be debarred from Committee membership for all time in the future. Clause 10: Term of Student Members of Parliamentary Debate Committee The term of Student Members in the Parliamentary Debate Committee shall be one academic year and they are eligible for re-selection in the committee. Clause 11: Executive Committee 11.1 The Institute shall constitute Executive Committee from amongst the students of 5th Year for better Management and Administration of Parliamntary debate Activities. 11.2 The Executive Committee shall consist of Student Parliamentary Debate Co-ordinator as chairman of Executive Committee and four other students from 5th Year. 11.3 All the functions of Parliamentary Debate Committee shall be carried out in consultation with the Executive Committee. 5

11.4 The decision of the Executive Committee shall be final and binding on the Student Members of the Parliamentary Debate Committee. 11.5 The membership of the Executive committee can be terminated on any of the grounds mentioned in Clause 9. 11.6 The members of the Executive Committee shall hold the office for the term of one academic year. CHAPTER 3: Parliamentary Debate COMPETITION Part 1 (Intra Parliamentary Debate Competitions) Clause 12: Organisation of Intra Parliamentary Debate Competition 12.1 The Parliamentary Derbate Committee shall organise Intra Parliamentary Debate Competition for the students of 2nd, 3rd, 4th and 5th year in accordance with the Intra Parliamentary Debate Competition Rules. 12.2 The Parliamentary Debate Problem for the odd Semester Intra Parliamentary Debate Competition shall be based on Municipal law and such competition shall be called as Intra National Round Parliamentary Debate Competition. 12.3 The parliamentary debate problem for the even semester Intra parliamentary debate Competition shall be based on International Law and such competition shall be called as Intra International Round Parliamentary Debate Competition. 12.4 The Parliamentary Debate Committee shall also organise a Parliamentary Debate Exercise for the students of 1st year in accordance with the Intra Parliamentary Debate Competition Rules. Clause 13: Participation in Intra parliamentary Debate Competitions 13.1 All the students except the students of 1st year may participate in the Intra Parliamentary Debate Competition organised by the committee in form of a team. 13.2 The team for the participation in the Intra Parliamentary Debate Competition shall consist of three members. 13.3 The students who have participated in one Intra parliamentary Debate Competition shall not be eligible to participate in another Intra Parliamentary Debate Competition for that academic year irrespective of their standing or ranking. 13.4 The participation in the Intra Parliamentary Debate Competition shall be subject to the rules of Intra Parliamentary Debate Competition framed by the Committee from time to time. 6

Clause 14: Number of Teams to be selected from Intra Parliamentary Debate Competitions 14.1 Top 10 teams from both Intra Parliamentary Competitions shall be selected for the purpose of representing the Institute in different International Law and National Law Competitions held during the academic year. 14.2 The top 10 teams from both Intra Parliamentary Debate Competitions shall be selected on the basis of their ranking or standing in the respective Intra Parliamentary Debate Competitions. Clause 15: Identification of Parliamentary Debate Competition for Participation 15.1 The comprehensive list of the International and National Parliamentary Debate Competition to be held in a particular academic year along with their themes, dates, venues, level of competition and past performance of the university in the same shall be placed before the chairman of the Parliamentary Debate Committee. 15.2 The Chairman of the Parliamentary Debate Committee shall select the top ten International and National Parliamentary Debate Competitions in consultation with the Faculty Parliamentary Debate Co-ordinator and Student Parliamentary Debate Co-ordinator. 15.3 The Institute will participate in these top ten International and National Parliamentary Debate Competitions selected by the Chairman. Part II Allocation of Parliamentary Debate Competitions Clause 16: Allocation of Parliamentary Debate Competitions 16.1 The Parliamentary Debate committee shall allocate International Law and National Law Parliamentary Debate Competitions from out of the top ten Parliamentary Debate Competitions selected in respective areas by the Chairman. 16.2 The allocation shall be based on the performance of teams in respective Intra Parliamentary Debate Competition. Explanation: Each team shall be given a Ranking in the Intra Parliamentary Debate Competition and based on their ranking they shall be given preference to participate in the respective National or International Parliamentary Debate Competition. E.g.: The team placed 1st in the Intra National Round Parliamentary Debate Competition will be given first preference to choose the National Parliamentary Debate Competitions. 7

16.3 Teams participating in the Intra International Round Parliamentary Debate Competition will be allocated International Law Parliamentary Debate Competition and teams participating in Intra National Round Parliamentary Debate Competition shall be allocated National Parliamentary Debate Competition. Clause 17: Allocation of Parliamentary Debate under Exceptional Circumstances 17.1 The Committee shall have the sole discretion in allocating a Parliamentary Debate Competition to a team whose previously allocated Parliamentary Debate Competition has been cancelled without and fault on their part. 17.2 In case of client counselling & negotiation competitions allocation shall be done through special test to be organised exclusively by the committee. Clause 18: Allocation of Parliamentary Debate in case of Team Split In case of a split in the team allocated a particular Parliamentary Debate Competition wherein one member wishes to leave the team or is unable to continue with the team due to unavoidable circumstances then the other two members may induct a new member from the list of participants in the Intra Parliamentary Debate Competitions with the prior approval of the Parliamentary Debate Committee. CHAPTER 4: PARTICIPATION PROCEDURE Clause 19: Submission of the preparation schedule 19.1 Once the Parliamentary Debate competition is allotted to a team and the dates thereof are announced, the respective teams shall submit a proper planning schedule along with the expenditure to the Parliamentary Debate Committee Incharge within 3 days of the said announcement. Clause 20: Pre-participation Demo and Memorial Submissions 20.1 Each participating team has to submit their memorials to the Parliamentary Debate Committee either by email or a hard copy at least two days prior to their final submission. 20.2 It shall be compulsory for the teams to give a demonstration of their preparation before the Faculty in-charges of Parliamentary Debate Committee or any Faculty member of the Institute. 8

Clause 21: Sharing of Experience at the Parliamentary Debate 21.1 After every Parliamentary Debate the team shall be bound to share their experience at the Parliamentary Debate among the students of Institute. 21.2 The team shall also submit a written report of their experience to the Committee. 21.3 The team can also suggest any amendments or alteration to the Parliamentary Debate policy depending upon their experience. CHAPTER 5: REIMBURSEMENT Clause 22: Reimbursement 22.1 No team shall be entitled to reimbursement unless the procedure laid down under Chapter 4 of this policy is complied with by the team. 22.2 Subject to the aforesaid clause the team shall be entitled to the reimbursement to such extent as may be prescribed by the Committee from time to time. Clause 23: Reimbursement policy for national and international Parliamentary Debate Competitions The teams shall be given following facilities for participation in Parliamentary Debate competitions 23.1 Second class sleeper fare of train or actual fare incurred in journey by bus 23.2 Registration Fees subject to the production of Receipt of Fee. 23.3 Local conveyance at Ahmedabad and at the destination of the competition only if Organizers have not provided transportation facility as per the rules of the University. 23.4 The expenses incurred on printing, stationary and binding work of memorials will be reimbursed as per the rules of the University. 23.5 Accommodation Expenses will be provided in case where the same is not provided by the Organizers. 23.6 The students shall submit the Comprehensive Report to the Parliamentary Debate Committee within 2 days of reporting back to the Institution. 23.7 The students shall submit all the bills for reimbursement within 10 days after reporting to the Institute. In case of failing to do so, they will not be entitled for reimbursement. 9

23.8 The students will have to submit a copy of memorial in the library and attach an acknowledgement of receipt thereof with their claim for reimbursement. 23.9 Students who fail to fulfill their obligation as stated above shall not be eligible for any reimbursement of expenses and shall be debarred from participating in any Parliamentarys for one academic year. 23.10 Extent of reimbursement for teams participating in International Law Parliamentary Debate Competition 23.10.1 Entire reimbursement of expenses will be granted to any team participating in the regional rounds in India, subject to the rules contained in 8.1 to 8.9. 23.10.2 The teams participating abroad will be reimbursed as follows (subject to 8.1 to 8.9): Rankings Percentage of reimbursement of the total expense 1st Rank Upto 100% of the total expense 2nd Rank Upto 80% of the total expense 3rd Rank Upto 60% of the total expense Only participation Upto 30% of the total expense
