year after an overhead water tank came crashing down killing seven people and injuring many others at Sai Baba Nagar, E-6, Arera Colony reports of magisterial inquiry and the civic body probe are yet to see the light of day. The locals had blamed the administration for its slow response in providing emergency services and failure to act despite their repeated pleas to repair the creaking tank. A magisterial inquiry was ordered by then collector Bhopal Nikunj Shrivastava, who had made ADM Basant Kurre the probe officer. The report had to be submitted by December 18, a month from the collapse. However, even after a year, the administration officials claim the probe continues and it would be over soon. However, inside sources say the case file was closed more than six months ago even though Kurre recorded the statements of more than 30 people. These days, administration officials state they are busy with poll-related preparations and hence the delay . Reacting to the inquiry committee report, collector Nishant Warwade said, "Since the incident took place before I became collector, I have no clue whatsoever." Meanwhile, the BMC, too, had constituted a high-level enquiry committee headed by chief engineer Sunil Shrivastava and the committee was scheduled
to report to then commissioner Rajneesh Shrivastava within one month. The report was then to be forwarded to the principal secretary urban administration and development (UAD). It also removed city engineer Udit Garg to take the heat off them as the civic body was roundly blamed for its apathy leading to it collapse. BMC first handed over the task of inspection to technical institute here,
MANIT. When the institute washed its hands of the matter, it was handed over to IIT Roorkee. However, the BMC claims that it is yet to receive the probe report. Incidentally, IIT was supposed to submit the same within a month's time. Sources in the department stated there were some 'financial issues' with the institute. The government, too, announced a compensation of Rs one lakh each as
compensation for the families of the dead. Besides, Rs 25,000 each was announced for seriously injured and Rs 10,000 each to those who suffered minor injuries. Madhya Pradesh Human Rights Commission (MPHRC) also pulled up the BMC, district administration and police officials for "negligent and non-cooperative" attitude 10 months after the tank collapse.

has no business to poke its nose as it was not an aggrieved party. In the first place, one wonders why the new editor-in-chief, who has on many occasions in the recent past waxed eloquent on the need to tackle sexual harassment of women in the country, should be so plainly defensive over an incident where her boss is clearly in the wrong. Not only has she gone out of her way to play down the alleged crime, which, incidentally, is no private affair, she had apparently done little even when she came to first know of the incident. The fact that the Tehelka management (from which she cannot be disassociated) widely circulated within the organisation Tejpal's reply of atonement but suppressed the victim's long letter detailing her harrowing experience, points to a whitewash job in progress.

AAP hits back at news portal, says party will file case
S. MANI Email: sastrymani@hotmail.com
NEW DELHI
he Aam Aadmi Party (AAP) has hit back at the news portal, which had conducted a sting operation on their candidates, saying the party would file a defamation case against the news website. AAP member, Yogender Yadav, said: "Relevant portions in the CD were edited out." News portal, Media Sirkar, has submitted the raw tapes of the sting operation to the Election Commission. AAP has also requested the EC to stop the telecast of the CD on different news channels. Earlier, Arvind Kejriwal's party claimed that the video shown in the sting operation against its leaders is doctored and sought raw footage of the entire sting operation. "We suspect that the sting tape has been modified and doctored," Yadav said, adding, "We again request Anuranjan Jha to provide us the raw tape."
The Aam Aadmi Party, which is already battling controversies over its funding, found itself in another embarrassing spot. A sting operation by a web portal on eight AAP candidates and one member, including wellknown faces like Shazia Ilmi and Kumar Vishwas, allegedly found some of them willing to take donations in cash without a receipt and get work done in return for funds.
Other AAP candidates who featured in the sting were Manoj Kumar from Kondli, Dinesh Mohaniya from Sangam Vihar, Irfan Khan from Okhla, Mukesh Hooda from Rohtas Nagar, Bhawna Gaur from Palam and Prakash from Deoli. Of these, Gaur is seen not committing to any help and seems in a hurry to get rid of the sting team. Prakash too refuses to grant favours to the undercover journalist and adds that any question regarding donations should only be posed to party convenor Arvind Kejriwal, since all candidates fielded by the party are only "dummy candidates". "You better speak to Arvind ji. He will tell you what we want. He has fielded 70 candidates, all are dummy (sab dummy hein). I will not be able to take any decision," Gaur is seen saying on tape. The footage released by web portal mediasarkar.com, shows AAP's RK Puram candidate Shazia Ilmi first refusing to help a woman in defaming a rival company without legal documents.
Later, she is shown agreeing to accept Rs 15 lakh in cash without a receipt and tells the undercover journalist how the money will not be accounted for and used for cash expenditure like volunteer stipends. Her assistant also reveals how they have accepted similar donations from several other people which are used for media campaigns and daily expenditure. The party is being slapped with one charge after another over the past couple of weeks. After Anna Hazare raised doubts over diversion of funds from the Jan Lokpal movement to AAP, Kejriwal got slapped with a notice by the Election Commission for asking for votes on religious grounds. Even as the party was been targeted on its alleged foreign funding, another charge cropped up against Kejriwal - that of selling a seat. Amrish Chaudhury, shortlisted for the Badarpur seat, accused Kejriwal of eventually selling the seat for Rs 2 crore to the selected candidate. AAP said the charges were completely fabricated.
owing to weed out corruption from the Capital, Aam Aadmi Party (AAP), which is making its electoral debut in the December 4 elections, has released its manifesto. In the please-all manifesto, the party promised to slash power rates by 50 per cent, provide free supply of water to households consuming up to 700 litres of water a day, affordable housing to middle-class residents and vesting more powers with the Mohalla Sabhas which will have the authority to decide about the construction of roads, public toilets, garbage collection and park maintenance. Besides promising to pass the Delhi Jan Lokpal Bill within 15 days if voted to power, the 50-page AAP manifesto 'Sankalp Patra' also promises introduction of 'Swaraj' (selfrule) to decentralise power in the national Capital. "This Delhi Jan Lokpal Bill would cover all the officials and employees of the State Government, from the Chief Minister to MLAs. Under this law, it would be mandatory for everyone to declare their assets. The Lokpal would have full autonomy; administrative, financial and functional independence and powers to take action public servants," said Yogendra Yadav, head of AAP's Manifesto Committee, while releasing it. The AAP also promised devolution of power to the people by setting up
Mohalla Sabha, which would decide about the development work to be carried out, take care of sanitation, issue of death and birth certificates and monitor local Government schools and primary health centres among others. It also promised to bring down electricity rates by 50 per cent by ordering an audit of accounts of distribution companies (Discoms). "If anyone refused, their licences would be cancelled, inflated bills would be rectified, electricity meters would be checked by independent agencies," said Yadav. The party aims to construct two lakh community and public toilets in the city, with 50 per cent of them for women, if it is voted to power.

Is Politically Correct
henever you say something it always has two meanings, one is what you think you meant and another one is what others interpret. This is a fundamental and universally known fact and there is nothing new in it. Even though we always say we are only responsible for what we day not for what the other person understands, but in the end it is the biggest thing that matters. And this is the root of all evil called Politically correct talks. Just because of this little fact that whatever we say, no matter how we mean it, should seem correct to the other person. People say something, they means something and inside they mean to convey something else. Its never one thing
alone, its never what we think it is. And this is what we call life, where sometimes things turn out to be the opposite of how we think they are, where working too fast results in he has so much free time because he doesnt work at all and sitting idle leads to oh my god poor guy, he works so much all day.., where driving too fast fixes your appointment with an accident and driving too slow makes the person behind your bike come and hit you and still say crawling too slow, you tortoise! Too much fuel or what!! We live in a world where too good becomes show off and being too bad becomes smart, adaptable, where having work bundled on your desk means you work a lot and having your desk all clean and organized means you are doing nothing other than cleaning your desk all day. Where when you smile a lot you become useless giggler never serious
and when you keep your calm and do only what is needed, you become a rude boring and serious person. Where spending out of you cash is not cool anymore and making a pile of credit card bills over the head is smart. Where using your head means thinking too much and not using it at all and ruining everything is called having a life. As soon as you begin to understand whats going on here and blink your eye things have already changed for good and you are once again lagging behind in the game of being right, everyone you see is ahead of you and you stand there and watch them showing how they succeeded walking over your stupid fast and smart working approach, while the rule has changed to work slow and work less long ago. You dont even realize when your approach turned outdated from smart, because you werent
paying attention! Things change as soon as you think about starting to change, as fast as you change the curtains of your bedroom or change from office clothes to night wear. And there is absolutely no one to blame other than yourself, for you were the one that kept following what you thought was right, and while you were busy enjoying life, people took away the ground you were about to step on. So walk your step, and better match it with that of others. Enjoy life! But take care! All the options are in front of you. Deciding whether you want to go with the correct correct thing, or with the politically correct thing, the new kind of correct. Its up to you to decide whether you want to be Correct or Politically Correct Enjoy life. Happy Monday! Ciao!

SANGEETA SHARMA E-mail: sangeeta.dsharma@gmail.com JAIPUR nveiling Congress's poll manifesto recently, chief minister Ashok Gehlot took a dig at BJP's prime minister candidate Narendra Modi and chief minister candidate Vasundhara Raje. The chief minister asserted that Rajasthan is a model state for development and Congress will retain power in Rajasthan. While comparing his performance with Gujarat's development, Gehlot rebuffed Modi's idea of growth. "Rajasthan is the real model of development and not Gujarat. Developing Ahmedabad and Vadodara is not a development of entire state. If you go to villages you will know the real truth of that state," said Gehlot. "They have not given ticket to a single Muslim candidate in Gujarat. In Rajasthan too it was mere eyewash. Modi's idea of India is to divide the nation while not uniting it." Raje and Modi are doing complete marketing and will be soon exposed, he said. Gehlot also patted his own performance of last five years. He claimed that because of sound financial management his government was able to float many welfare schemes in Rajasthan. "We have done fabulous work. Rajasthan is fourth in attracting investments in the country . Also, no major
city or state in the country has so many leading education institutes which we have brought in the state," added Gehlot. Lashing out against Raje, Ghelot said: "She can stoop to such levels that when Gulabchand Kataria planned to take out a 'yatra,' she threatened to quit the party . If she is not loyal to her own organsiation, which gave her everything, can she ever remain loyal to Rajasthan and people of this state?." Without naming Lalit Modi, Gehlot hurled another salvo against her and claimed "Even her key ally who looted the state tweets that party has distributed tickets for money ." The BJP on the other hand criticized the Congress manifesto and dubbed it as antidevelopment. "There is no vision in the manifesto. The economic development is put at last which shows that it is not their priority . Many points are repetitive with no major emphasis on agriculture. In education too there is just a patch work" said Jyoti Kiran, member of BJP manifesto committee. On the issue of covering villages under 90 A, BJP claimed that Congress is aiming to make laws difficult for common man so that few people can be benefitted. "There are already provisions and act in law for such activities. We want to know how this specific clause will help people. Their sole aim is to benefit those who can mint money for the part," said Onkar Singh Lakhawat, vicepresident, BJP.
awai Madhopur, about 160 kilometres east of Rajasthan's capital Jaipur, is better known for its famous Tiger haunt, the Ranthambore National Tiger Park. But these days, as the state heads to election, there is another fight for supremacy being fought here. The former Princess of Jaipur, Diya Kumari, is taking on Kirori Lal Meena, the man who could play kingmaker in Rajasthan in this constituency . Diya Kumari is a Vasundhara Raje protg and a first-timer in politics, still trying to get her grip on the hustle of fighting an assembly election. But she has no regrets in joining the BJP or politics. "I think more and more informed people, educated people and with clean image should come into politics. Then only we can change the system," she says. Narendra Modi has campaigned for Diya Kumari in Sawai Madhopur, where he reminded the people that she is actually no outsider; it was one of her ancestors Sawai Madho Singh who founded this city in 1763 and that she is here to stay and work with the people. But fighting an old hand like Kirori Lal Meena will not be easy for Diya Kumari. Meena knows how to manipulate the socalled "system". Once part of Vasundhara's cabinet, Meena fell out in 2008 with his mentor over ticket distribution. He decided to go it alone in the 2008 elections where he bagged four seats and helped Ashok Gehlot to form a Congress government with outside support. Meena has spent the past last five years trying to set up a Third Front in Rajasthan. His National People's Party under P A Sangma's banner in Rajasthan is an alliance of tribal leaders, BJP rebels and Congress dissidents determined to fight elections on at least 150 seats out of 200. Meena could well play spoilsport for the Congress and the BJP alike. The tribal strongman could turn Rajasthan traditionally a BJP-Congress battleground into a triangular contest in many seats. With more than 27 BJP rebels and 15 Con-
gressmen in his fold, Meena could be a deciding factor if no party crosses the 100 mark in the 200-member Assembly . "We will create a situation where we will not run after the chair, but the chair will chase us, Meena says. Sawai Madhopur has a voting population of about 2.30 lakh. Of these, a large majority about 40,000 - are Meenas and an equal number are Muslims. While the BJP wants to make inroads into the other votes about, the Congress has entered a young face to take on Diya Kumari's royal charisma and Meena's ambitions to be the kingmaker. Young Danish Abrar, the Congress candidate in this triangular fight is also a first timer but in Sawai Madhopur he is seeking to reclaim his family legacy. Danish is the son of late Abrar Ahmed, a former Rajya Sabha MP and Yasmin, who has been a Congress MLA from here. "I have a lot of factors here in my favour. All these people you see supporting me are not supporters, they are my family," he says. Will Diya Kumari's royal glamour translate into votes for the BJP or will Danish be able to reclaim his father's legacy, or will Kirori Lal Meena with dreams of playing kingmaker turn the battle in his favour - Sawai Madhopur will be an election that Rajasthan will be looking at.

mark of 'deleted' was stamped on their names. Many of them had neither received their voters' slip nor found their names enlisted," a BJP supporter said. Many such voters confirmed the allegation. Brijmohan, who is contesting from this region, without mentioning any name alleged, "The chief electoral officer and general observers have 'managed' and connived with other prominent party workers and deleted names of my voters from the list." Brijmohan said, "I have been receiving calls from people of my constituency and many others about their names not being mentioned in the voters' list, which is not fair. On cross-checking, I found that the new voters' list released on November 13 comprised all those names which are now missing. I demand the electoral
authority to conduct polling for those whose names were deleted from the list and who couldn't cast their votes because of officials' mistakes in rightly enlisting voters' names." He said booth numbers 146 and 531 alone had hundreds of voters' names missing which had upset the voters. "I will demand to investigate the matter and if needed will approach high court and Supreme Court.Mere paas saboot hai aur mai chunao aayog aur baki shamil logo ko benaquab karunga. The minister said that he wasn't bothered about the results as he was confident of his win, "But we expect free and fair elections which isn't the case here," he said. Brijmohan also
alleged that the voters whose names have been deleted from the list, majorly belong to communities including Agrawals, Jains and Sindhis who are tagged as BJP supporters. Not just the south constituency but many booths located at Raipur (rural and north) have also made similar complaints. Many such voters complained that when they tried to find a solution through the helpline number 1950, the number went constantly busy for hours and they could not get in touch with the representatives. When contacted, sub-divisional magistrate (SDM) for Raipur (rural) seat, B C Sahu said, "Though there were many names which were deleted or not updated, new lists were released and at least 50 teams were delegated the work of distributing voters' slip to their residences."

he World Bank Tuesday issued $160 million in Indian rupeelinked bonds, the first under its $1 billion offshore rupee bond program designed to deepen Indias capital markets, and said its also developing a substantial domestic bond program. The World Banks International Finance Corporation aims to help reduce major economic vulnerabilities, including foreign exchange exposures and capital flow volatility, by cultivating emerging market debt markets. Thats particularly important as the U.S. Federal Reserve begins an eventual exit from its easy money policies, which will force international investor portfolio reassessments and revive destabilizing capital flows between economies. Demand for Tuesdays issuance was more than double the offering amount, a healthy signal for the rest of the IFCs $1 billion offshore debt program for India. Although the bond is offered and settled
in U.S. dollars, the interest rate payments are tied to the rupee exchange rate. The IFC will then invest the cash raised by the issuance into Indias private sector. This establishes a significant benchmark-sized transaction, said Monish Mahurkar, who oversees the IFCs capital programs across the globe. It definitely has the potential for creating a vibrant, liquid market across the credit curve, he said. The IFC is also working on building a similar-sized program for the domestic market, Mr. Mahurkar told The Wall Street Journal in an interview. He declined to elaborate on the details as the IFC hasnt yet made the program public. But, he said, Obviously, our ambition is to make it very substantial so it has an impact. Deepening Indias debt markets is one way economists say the country can pre-
pare for an eventual hike in U.S. borrowing rates. Bond, currency and stock markets around the globe took a hit earlier this year when the Fed said the central bank could start cutting its bond purchases in the coming months. Those comments prompted interest rates to jump higher and investors to pull their cash out of emerging markets in favor of the prospect of higher rates and lower risk in the U.S. The episode revealed major weaknesses in many developing economies and drove the International Monetary Fund to slash its growth forecasts across the world. India was particularly hard hit, as investors saw political gridlock preventing the types of economic reforms needed to spur long-term growth and exposing its gaping current account deficit. Although the rupee has since somewhat recovered, the currencys value slid by double digits, prompting some economists to question whether the country
would need emergency financing. One worry is the amount of foreigncurrency debt borrowed by companies that largely receive their revenue in rupees. When a countrys exchange rate depreciates, it makes it harder for firms to pay their foreign debt. The absence of rupee-denominated markets can tempt many firms to boost their foreign-currency borrowing, laying the groundwork for eventual financial distress. Developing deeper rupee-denominated or rupee-linked debt markets helps reduce such exchange rate pressures and can subsequently temper capital flow volatility . Although this is the IFCs first rupeelinked bond issuance, its not its first emerging market bond. The division fostered growth in Chinas yuan-denominated debt with so-called panda bonds, and has issued debt in Brazilian reals, the Nigerian naira and the Russian ruble.

"Unquestionably one of the greatest batsman of all time, he was one of the rare craftsmen who acquired perfect control of his medium - batting. He transcended the geographical barriers and appealed equally his opponents who had no options but to admire the art of his batting and his conduct both on and off the field," the resolution, read out by Chatterjee to the media, said. The house also congratulated Tendulkar for becoming the first sportsperson to be honoured with the country's highest civilian award - the Bharat Ratna. "This house is also elated to know he has been chosen as a recipient of Bharat Ratna this year and wishes the unchallenged champion every success in his post-retirement period and truly believes he would continue to serve the game of cricket and cause of the nation like he has been doing during his two-and-a-half decade long career," read the resolution. Banerjee earlier had felicitated Tendulkar during his 199th and penultimate Test match played at the Eden Gardens (Nov 6-8).
Indias tour of SA: Zaheer back but three spinners are too many
for the two-Test series. Zaheer will be the senior-most in a quintet that has Mohammed Shami, Bhuvneshwar Kumar, Umesh Yadav, Ishant Sharma. Ishant, who struggled for form in the ODI series against Australia, has been retained in both the squads. He took amatch-haul of nine wickets in Delhi's win over Haryana in the Ranji Trophy match on Sunday . Umesh Yadav, who was dropped for the recent series' against Australia and West Indies, has been recalled in both the squads as well. The Test squad has seven specialist batsmen, two wicketkeepers, five pacers and three spinners. Shikar Dhawan and Murali Vijay are certain to open the innings, while Virat Kohli is expected to take the number four slot vacated by Tendulkar. Zaheer is likely to be drafted directly into the playing XI with Shami, Ishant, Bhuvneshwar and Umesh fighting it out for two spots. R Ashwin will lead the spin attack while left-arm spinners Pragyan Ojha and Ravindra Jadeja will battle for one position. The three ODIs are scheduled to be held in Johannesburg, Durban and Centurion on December 5, 8 and 11 respectively . This will be followed by a two-day practice match against South African Invitational XI at the Willowmoore Park in Benoni. The first Test match starts on December 18 at the New Wanderers while the 'Boxing Day' Test from December 26 will be played at the Kingsmead in Durban. Test squad: Mahendra Singh Dhoni (captain), Murali Vijay, Shikhar Dhawan, Cheteshwar Pujara, Virat Kolhi, Rohit Sharma, Ajinkya Rahane, Ambati Rayudu, Wriddhiman Saha, Zaheer Khan, Bhuvneshwar Kumar, Mohammed Shami, Umesh Yadav, Ishant Sharma, R Ashwin, Ravindra Jadeja, Pragyan Ojha ODI Squad: Mahendra Singh Dhoni (captain), Shikhar Dhawan, Suresh Raina, Yuvraj Singh, Virat Kolhi, Rohit Sharma, Ajinkya Rahane, R Ashwin, Bhuvneshwar Kumar, Mohammed Shami, Umesh Yadav, Ambati Rayudu, Ravindra Jadeja, Ishant Sharma, Mohit Sharma, Amit Mishra.
eteran India pacer Zaheer Khan has made it to the squad for the two Tests against South Africa in December. Gautam Gambhir has failed to make the team. The national selectors, headed by Sandeep Patil, picked the squad in Vadodara on Monday . Ambati Rayudu has also made the Test squad for the first time in his career. He has been picked as a reserve batsman. But Zaheer's return has been quite sensational. The veteran pacer, who last played a Test match against England in Kolkata in December 2012, has been among wickets in Ranji Trophy, with 13 scalps at an average
of 19.84, and his experience has helped for sure. The 35-year-old has played 88 Tests, taking 295 wickets. (Related: Zaheer and a grueling French experience) Gambhir, however, failed to find a place in the side as a reserve opener despite a healthy average of 74 plus in the ongoing Ranji season. In Delhi's previous home game against Haryana, Gambhir scored 153 to engineer a 105-run victory for the hosts. "His (Gambhir) name was discussed, in fact, we discussed a lot of things. Even skipper MS Dhoni was consulted and all the players were selected unanimously," BCCI
secretary Sanjay Patel said after the selection committee meeting. The month-long tour which includes three ODIs followed by two Tests is India's first international assignment after the retirement of Sachin Tendulkar. Baroda batsman Rayudu, a seasoned domestic player, has been named in both the Test and ODI squads, while veterans like Virender Sehwag and Harbhajan Singh continue to remain on the sidelines. The 28year-old Rayudu, who is currently part of the team in the ongoing ODI series against the West Indies, has played four ODIs so far. The selectors have gone in with five pacers

nion Information and Broadcasting minister Manish Tewari has said Rahul Gandhi's remark that Muslim youths in Muzaffarnagar were being wooed by Pakistan's Inter-Service Intelligence (ISI) was correct. "Whenever there are such incidents of communal tension, the enemies of the nation try to take advantage of the situation. So, Rahul Gandhi made a disclosure in a most transparent way," he said while replying to a media
query . The Congress vice president had made the remarks at an election rally in Indore and was referring to Muslim youth affected by the violence in September this year in Muzaffarnagar district of Uttar Pradesh. The Election Commission had pulled up Rahul Gandhi for the remarks after BJP filed a complaint. On rape allegation against Tarun Tejpal, he said the incident was unfortunate. "The due process of law has be-
Madhya Pradesh, particularly against women, was on the rise. He said time has come to remove the BJP government and bring Congress back to power. "The BJP is trying to make this election revolve around one person, but the fact remains that many of its ministers in Madhya Pradesh are facing corruption charges." He also questioned what kind of message the chief minister was giving by fighting from Vidisha, in an indirect reference to Raghavji incident. He charged the BJP government of camouflaging the central schemes as state government scheme for vote bank politics. On his ministry's attempt to control social media, Tewari said that apart from issues of national security there was no attempt to control the social media.
handling it. Meanwhile, senior BJP leader Arun Jaitley said in a facebook post that an in-house inquiry is not enough and describing it as an alternative is an accused-friendly approach. Referring to the television debates, he said: Regretfully, some participants provided an escape route for the accused. They argued that the victim has a freedom of choice whether to pursue her complaint before the in-house inquiry or pursue the criminal investigation. Pointing out that a criminal offence is a crime against a victim as also against society, Jaitley
said: This is precisely why the State pursues a criminal action. The public exchequer pays for it. There is a larger public interest in punishing a criminal. A departmental or an in-house inquiry and a criminal trial complement each other. They are not alternatives. Punishing an offender acts as a deterrent in the larger interest of the society . It is the duty of one and all to encourage victims to depose truly and faithfully. Public interest must always prevail over private embarrassments. The alternative option theory is an accusedfriendly approach, he added.
