Notorious tiger poacher arrested from Katni


NAGPUR/BHOPAL Dreaded tiger poacher Keru Chiyalal Rajgond was dramatically arrested from his residence in Biruhali, 15km from Katni, by a team of Madhya Pradesh forest officials and its state police recently . Keru was 54th on the list of 80 tiger poachers wanted by the Maharashtra forest department. In the last six months, 24 poachers have been arrested. "Keru is a big catch for us. He is being interrogated in connection with one tiger allegedly poached from Balaghat area. His role in tiger poaching surfaced during interrogation of other poachers who are in custody in Nagpur," said Narendra Kumar, chief wildlife warden of Madhya Pradesh. "For the past seven days we were working on intelligence provided by a Nagpur-based NGO working in wildlife law enforcement about Keru's presence in Biruhali. Led by RFO SK Sinha, a team then zeroed in on Keru," said Rajesh Kumar, chief conservator of forests (CCF) for Jabalpur Circle. There were doubts over Keru's identity. However, Rajesh Kumar said his features like Wildlife Sanctuary in May this year and another in November last in Khumari, adjoining Mansinghdeo sanctuary . Keru is wanted in the killing of a tiger in Ghatang (Melghat) and another near Bamni in Chandrapur. Arrested tiger trader Sarju had procured two tiger skins from Ajit and Keru. Keru is even wanted by CBI in the seizure of tiger skins and bones worth Rs 50 lakh from Sampark Kranti Express at Nagpur station on November 7, 2009. He was absconding after being released on bail. Keru had also bought a skin from Katangi (Balaghat) as per reports from poachers now in custody. Interestingly, MP has not registered a single case in tiger poaching despite confessions by poachers. After the poaching racket was first busted on June 9, Maharashtra forest minister Patangrao Kadam said CBI would be asked to probe the matter. A letter handing over the probe to CBI was also issued on August 26. Although nine offences have been registered till now, on November 2, the state government issued a notification about handing over only two tiger poaching cases and a sloth bear case to CBI.

Tarun Tejpal, Tehelka lose credibility

Will NOTA make any difference?

he election season has once again brought to focus the issue of whether the political class wants cleaner elections. comprehensive government-commissioned reports for electoral reforms, including the Goswami Committee, Vohra Committee, Indrajit Gupta Committee, Law Commission Report and Election Commission of India Proposed Electoral Reforms (2004). If there is an overwhelming consensus about these reforms, why have successive governments sat on them for more than two mental flaws in our political system? Can we identify and attack the root causes instead? People lose faith because muscle power and money power have taken over our democratic system. No one can say that our Parliament and political parties have not had enough time to act. It is no coincidence that the comprehensive Electoral Reforms Bill has been pending before Parliament for the last two decades. Secondly, candidates by and large, hide campaign expenses. During the 2009 general elections, nearly all of the 6,753 candidates officially declared that they had spent between 45 to 55 per cent of their expenses limit. Excessive, illegal and illegitimate expenditure in elections is the root cause of corruption. Therefore, across the board, parties have tried to cope by favouring candidates with black money and the networks. Such candidates, whose political foundations are built on lawbreaking, typically hijack the political system for private profiteering. Thirdly, voter fatigue is setting in, slowly. Gandhiji had said during our freedom struggle, You should be the change you wish to see in this world. We blame others for voting in wrong candidates, forgetting the fact we do not bother to go to the polling booth. Since 1990, there have been at least seven hefty decades? There seems to be great reluctance on the part of the political system towards any attempt at reform. The major concern is the mindset of the political establishment, that since they control the power of making laws, no laws can and should apply to them. They have no overriding motivation to change the current system because they are its biggest beneficiaries. NOTA is just one among a series of efforts being made to restore power to the people in the current assembly polls. The fact that it took more than 12 years to come into practice shows there must be something potent about it .The logic is that NOTA would build moral pressure on political parties. Will the negative vote lead to cleaner politics in India? Will it bring to bear moral pressure upon political parties? And if cleansing politics requires a total rethink and reform of our electoral structure, it is time to start the process. This will encourage honest and good candidates to enter politics. The entire process and effort for political and electoral reforms is to change this mindset of political parties. Democracy can indeed function only upon the faith that elections are free and fair and not rigged and manipulated with money and muscle power. The answer is an emphatic no. It is because parties need to wake up to the fact that people no longer have faith in them or even in the system. Vexed with non-governance, corruption, price rise and inflation, people say they have had enough, and that is happening all across the country right now. There have been huge concerns about the chinks in the electoral system. It is not as if other countries do not have this problem. India has been a functioning democracy and power has changed hands 15 times smoothly. Almost all political parties have ruled the country either on their own, or as part of a coalition. Gone are the days of one-party rule and the coalition era has come to stay. Cleansing elections is the most important route to curb corruption and mal-administration. A look at Parliament shows that nearly a third of the MPs 158 of 543, face criminal charges. There are more than 500 criminal cases against these lawmakers, hailing from across the political spectrum. But how did criminals come to dominate in the first place? There is a vicious circle, where political parties claim that it is the voters who elect them, whereas the voters claim that in the absence of NOTA, they have no choice. All parties agree that people with criminal records should not contest elections, but in practice, they resist any attempts to enforce this, be it through NOTA, the Lokpal Bill or the Supreme Court ruling, disqualifying any politician convicted for more than two years. AAP hits back at news portal, says party will file case

he Aam Aadmi Party (AAP) has hit back at the news portal, which had conducted a sting operation on their candidates, saying the party would file a defamation case against the news website. AAP member, Yogender Yadav, said: "Relevant portions in the CD were edited out." News portal, Media Sirkar, has submitted the raw tapes of the sting operation to the Election Commission. AAP has also requested the EC to stop the telecast of the CD on different news channels. Earlier, Arvind Kejriwal's party claimed that the video shown in the sting operation against its leaders is doctored and sought raw footage of the entire sting operation. "We suspect that the sting tape has been modified and doctored," Yadav said, adding, "We again request Anuranjan Jha to provide us the raw tape."

The Aam Aadmi Party, which is already battling controversies over its funding, found itself in another embarrassing spot. A sting operation by a web portal on eight AAP candidates and one member, including wellknown faces like Shazia Ilmi and Kumar Vishwas, allegedly found some of them willing to take donations in cash without a receipt and get work done in return for funds.

Other AAP candidates who featured in the sting were Manoj Kumar from Kondli, Dinesh Mohaniya from Sangam Vihar, Irfan Khan from Okhla, Mukesh Hooda from Rohtas Nagar, Bhawna Gaur from Palam and Prakash from Deoli. Of these, Gaur is seen not committing to any help and seems in a hurry to get rid of the sting team. Prakash too refuses to grant favours to the undercover journalist and adds that any question regarding donations should only be posed to party convenor Arvind Kejriwal, since all candidates fielded by the party are only "dummy candidates". "You better speak to Arvind ji. He will tell you what we want. He has fielded 70 candidates, all are dummy (sab dummy hein). I will not be able to take any decision," Gaur is seen saying on tape. The footage released by web portal mediasarkar.com, shows AAP's RK Puram candidate Shazia Ilmi first refusing to help a woman in defaming a rival company without legal documents.

Later, she is shown agreeing to accept Rs 15 lakh in cash without a receipt and tells the undercover journalist how the money will not be accounted for and used for cash expenditure like volunteer stipends. Her assistant also reveals how they have accepted similar donations from several other people which are used for media campaigns and daily expenditure. The party is being slapped with one charge after another over the past couple of weeks. After Anna Hazare raised doubts over diversion of funds from the Jan Lokpal movement to AAP, Kejriwal got slapped with a notice by the Election Commission for asking for votes on religious grounds. Even as the party was been targeted on its alleged foreign funding, another charge cropped up against Kejriwal - that of selling a seat. Amrish Chaudhury, shortlisted for the Badarpur seat, accused Kejriwal of eventually selling the seat for Rs 2 crore to the selected candidate. AAP said the charges were completely fabricated.

"This Delhi Jan Lokpal Bill would cover all the officials and employees of the State Government, from the Chief Minister to MLAs. Under this law, it would be mandatory for everyone to declare their assets. The Lokpal would have full autonomy; administrative, financial and functional independence and powers to take action public servants," said Yogendra Yadav, head of AAP's Manifesto Committee, while releasing it. The AAP also promised devolution of power to the people by setting up

And this is the root of all evil called Politically correct talks. Just because of this little fact that whatever we say, no matter how we mean it, should seem correct to the other person. People say something, they means something and inside they mean to convey something else. Its never one thing

And this is what we call life, where sometimes things turn out to be the opposite of how we think they are, where working too fast results in he has so much free time because he doesnt work at all and sitting idle leads to oh my god poor guy, he works so much all day.., where driving too fast fixes your appointment with an accident and driving too slow makes the person behind your bike come and hit you and still say crawling too slow, you tortoise! And there is absolutely no one to blame other than yourself, for you were the one that kept following what you thought was right, and while you were busy enjoying life, people took away the ground you were about to step on. Poll fever grips youngsters in Ajmer


AJMER Election fever has gripped first-time voters who are having animated discussions on candidates, their agenda and party manifestos on social networking sites. The youngsters are also demanding to know about the educational background of the candidates in the fray and their experience in the political sphere. A range of topics, be it development, inflation, corruption and employment, are being discussed by them on social sites. Nearly, 1.5 lakh new voters, mostly in the age bracket 18-25 years, have been registered in Ajmer north and Ajmer south constituencies. Narendra Modi and Rahul Gandhi feature prominently in the debates of youngsters. The young are looking for clean candidates, be it from the BJP, Congress or any other party. They have welcomed the decision on introducing the NOTA (None of the above) option on the EVMs. Keen to tap the young voters through social sites, BJP has developed an IT cell to keep a track on discussions between youngsters on political issues. "We have records of those students who are chatting and sharing their feeling on elections and we are convincing through our intruders" said a state leader of BJP youth Morcha. Congress, on the other hand, is going the traditional way of reaching out to youngsters by visiting colleges. "We try to talk to students outside the college gates and ask them to vote for development," said a Congress candidate.

The chief minister asserted that Rajasthan is a model state for development and Congress will retain power in Rajasthan. While comparing his performance with Gujarat's development, Gehlot rebuffed Modi's idea of growth. "Rajasthan is the real model of development and not Gujarat. Developing Ahmedabad and Vadodara is not a development of entire state. If you go to villages you will know the real truth of that state," said Gehlot. "They have not given ticket to a single Muslim candidate in Gujarat. In Rajasthan too it was mere eyewash. Modi's idea of India is to divide the nation while not uniting it." Lashing out against Raje, Ghelot said: "She can stoop to such levels that when Gulabchand Kataria planned to take out a 'yatra,' she threatened to quit the party . If she is not loyal to her own organsiation, which gave her everything, can she ever remain loyal to Rajasthan and people of this state?." Without naming Lalit Modi, Gehlot hurled another salvo against her and claimed "Even her key ally who looted the state tweets that party has distributed tickets for money ." The BJP on the other hand criticized the Congress manifesto and dubbed it as antidevelopment. "There is no vision in the manifesto. The economic development is put at last which shows that it is not their priority . Many points are repetitive with no major emphasis on agriculture. On the issue of covering villages under 90 A, BJP claimed that Congress is aiming to make laws difficult for common man so that few people can be benefitted. "There are already provisions and act in law for such activities. We want to know how this specific clause will help people. Diya Kumari is a Vasundhara Raje protg and a first-timer in politics, still trying to get her grip on the hustle of fighting an assembly election. But she has no regrets in joining the BJP or politics. "I think more and more informed people, educated people and with clean image should come into politics. Then only we can change the system," she says. Narendra Modi has campaigned for Diya Kumari in Sawai Madhopur, where he reminded the people that she is actually no outsider; it was one of her ancestors Sawai Madho Singh who founded this city in 1763 and that she is here to stay and work with the people. But fighting an old hand like Kirori Lal Meena will not be easy for Diya Kumari. Meena knows how to manipulate the socalled "system". Once part of Vasundhara's cabinet, Meena fell out in 2008 with his mentor over ticket distribution. He decided to go it alone in the 2008 elections where he bagged four seats and helped Ashok Gehlot to form a Congress government with outside support. Meena has spent the past last five years trying to set up a Third Front in Rajasthan. His National People's Party under P A Sangma's banner in Rajasthan is an alliance of tribal leaders, BJP rebels and Congress dissidents determined to fight elections on at least 150 seats out of 200. Meena could well play spoilsport for the Congress and the BJP alike. The tribal strongman could turn Rajasthan traditionally a BJP-Congress battleground into a triangular contest in many seats. gressmen in his fold, Meena could be a deciding factor if no party crosses the 100 mark in the 200-member Assembly . "We will create a situation where we will not run after the chair, but the chair will chase us, Meena says. Sawai Madhopur has a voting population of about 2.30 lakh. Of these, a large majority about 40,000 - are Meenas and an equal number are Muslims. While the BJP wants to make inroads into the other votes about, the Congress has entered a young face to take on Diya Kumari's royal charisma and Meena's ambitions to be the kingmaker. Young Danish Abrar, the Congress candidate in this triangular fight is also a first timer but in Sawai Madhopur he is seeking to reclaim his family legacy. Danish is the son of late Abrar Ahmed, a former Rajya Sabha MP and Yasmin, who has been a Congress MLA from here. "I have a lot of factors here in my favour. All these people you see supporting me are not supporters, they are my family," he says. Will Diya Kumari's royal glamour translate into votes for the BJP or will Danish be able to reclaim his father's legacy, or will Kirori Lal Meena with dreams of playing kingmaker turn the battle in his favour - Sawai Madhopur will be an election that Rajasthan will be looking at.

Names missing from electoral list: Voters fail to exercise franchise

Brijmohan said, "I have been receiving calls from people of my constituency and many others about their names not being mentioned in the voters' list, which is not fair. CHINA, JAPAN RIFT DEEPENS OVER AIR DEFENCE ZONE

ension between China and Japan mounted on Monday over Beijings unilateral move to establish an air defence zone over the disputed islands in the East China Sea, with both the countries summoning each others envoys. China also lodged protests with the US and Japan for raising objections over its creation of the air defence zone, saying that its move was in line with UN Charter and will not affect civilian flights. The diplomatic row erupted after the US said it would stand by Japan in any clash over the Senkaku Islands, which Beijing claims as the Diaoyus. Assistant Chinese Foreign Minister Zheng Zeguang made solemn representations with US Ambassador to China Gary Locke, calling on the US side to immediately correct its mistake and stop making irresponsible accusations against China. China summoned Japanese ambassador to express its strong dissatisfaction and solemn protest regarding Japans unreasonable hype over Chinas establishing an air defence identification zone. It is completely unreasonable for Japan to make irresponsible remarks about Chinas establishing (of) an air defence identification zone, Foreign Ministry spokesman Qin Gang said. Japan also called in Chinese ambassador to demand a rollback of the plan, which it said would interfere with freedom of flight over the high seas. Japanese Prime Minister Shinzo Abe denounced as a profoundly dangerous act Chinas designation of an East China Sea Air Defence Identification Zone (ADIZ), which covers most of that sea and includes the skies over a group of disputed islands.

NEPAL POLLS: NC MAINTAINS LEAD OVER CPN-UML

he Nepali Congress on Sunday emerged as the leading party in polls to elect an Assembly that will draft Nepals new Constitution, maintaining a narrow lead over CPNUML while Prachanda-led Maoists were a distant third. As the vote counting under direct voting system drew closer to an end, the Nepali Congress bagged 104 seats out of the total 240 constituencies under the direct election followed by CPN-UML which got 91 seats. UCPN-Maoist got third position, securing 25 seats and the remaining 18

seats went to Madhesi and fringe parties. CPN-UML was leading in the proportionate voting system, securing 207,000 votes followed by Nepali Congress which so far got 189,000 votes. India Hopes to Up Oil Imports After Iran Deal

ndia is hopeful that crude oil supplies from Iran would nudge up following a deal between Tehran and major world powers that could head off further sanctions on Iranian crude. Though an existing barter trade system between India and Iran to bypass western sanctions may suffer as payment channels to Tehran are expected to normalize. The landmark agreement between Iran the U.S., along with other permanent members of U.N. Security Council and Germany, will run for six months and includes a requirement that Iran halt efforts to improve its uranium-enrichment capacity and allow increased monitoring of its nuclear program. The deal, announced Saturday, didnt include any easing of sanctions on Irans sales of crude oil. But Indian industry officials said the pact was a welcome development and should help over time to boost New Delhis crude oil imports. Iran was the second-largest supplier of crude oil to India until around two years ago, before the sanctions were imposed, but Iranian crude supplies have gradually declined in line with a U.S. requirement that India and some other countries including China and South Korea steadily diminish their purchases. The deal is a positive sign, Raj Kumar Ghosh, refinery director at state-run Indian Oil Corp, Indias largest oil refiner and marketer, told The Wall Street Journal. As sanctions are withdrawn, global crude availability will increase, Mr. Ghosh added. Another private Indian oil company, which has been importing crude from Iran, was optimistic about an increase in supplies. Its a good development. It should cool down the crude oil prices little bit, said Lalit Kumar Gupta, managing director and chief executive of Essar Oil Ltd. We will continue to follow the government of India guidelines on imports of crude from Iran, he added. Indias crude oil imports from Iran declined by around 27% to 13.11 million tons in the financial year ended March 31. Imports between April and August this year were estimated at 2 million metric tons. An industry analyst said that it was too early to comment on how the deal struck between Iran and the major powers would play out for New Delhi, but added that there were likely to be both pros and cons. One boon for India could be that more companies might be willing to offer re-insurance for tankers transporting crude from Iran, which has emerged as a stumbling block in recent years, according to Praveen Kumar, an analyst with Singapore-based Facts Global Energy . On the other hand, Iran might gradually withdraw certain incentives it currently offers on oil sales to prevent buyers switching to other suppliers, he said. Iran has been trying to woo India by offering incentives including tanker services and insurance cover on shipments in order to stay competitive, trade executives say . Under U.S. sanctions, it is very tough for Iran to receive money in dollars for its crude oil. To get round this, India and Iran entered what is essentially a barter system in June 2012; Indian oil importers deposit rupees into an Indian bank and rice traders and other exporters withdraw funds from the same account once their shipments have been received in Iran. Mr. Kumar said that Iran might now look to repatriate its money from the Indian account for oil payments instead of waiting for the barter system. However, a senior Indian trade executive said he did not foresee any changes happening to the trade system with Iran immediately . There is no relaxation on the banking front (with Iran), said Ajay Sahai, director general of Federation of Indian Export Organisations, adding that the latest developments indicated that the U.S. is moving positively on Iran. Iran has stepped up purchases of Indian agricultural commodities such as basmati rice and soymeal as well as pharmaceuticals and automobile parts under the rupee payment mechanism. Mr. Sahai said that Indian exports to Iran would likely continue at the same pace even if the rupee payment mechanism was dismantled since local exporters here have established their market in the Middle Eastern nation.

World Bank Issues First Rupee-Linked Bonds

he World Bank Tuesday issued $160 million in Indian rupeelinked bonds, the first under its $1 billion offshore rupee bond program designed to deepen Indias capital markets, and said its also developing a substantial domestic bond program. The World Banks International Finance Corporation aims to help reduce major economic vulnerabilities, including foreign exchange exposures and capital flow volatility, by cultivating emerging market debt markets. Thats particularly important as the U.S. Federal Reserve begins an eventual exit from its easy money policies, which will force international investor portfolio reassessments and revive destabilizing capital flows between economies. Demand for Tuesdays issuance was more than double the offering amount, a healthy signal for the rest of the IFCs $1 billion offshore debt program for India. Although the bond is offered and settled

in U.S. dollars, the interest rate payments are tied to the rupee exchange rate. The IFC will then invest the cash raised by the issuance into Indias private sector. This establishes a significant benchmark-sized transaction, said Monish Mahurkar, who oversees the IFCs capital programs across the globe. It definitely has the potential for creating a vibrant, liquid market across the credit curve, he said. The IFC is also working on building a similar-sized program for the domestic market, Mr. Mahurkar told The Wall Street Journal in an interview. He declined to elaborate on the details as the IFC hasnt yet made the program public. But, he said, Obviously, our ambition is to make it very substantial so it has an impact. Deepening Indias debt markets is one way economists say the country can pre-

pare for an eventual hike in U.S. borrowing rates. Bond, currency and stock markets around the globe took a hit earlier this year when the Fed said the central bank could start cutting its bond purchases in the coming months. Those comments prompted interest rates to jump higher and investors to pull their cash out of emerging markets in favor of the prospect of higher rates and lower risk in the U.S. The episode revealed major weaknesses in many developing economies and drove the International Monetary Fund to slash its growth forecasts across the world. India was particularly hard hit, as investors saw political gridlock preventing the types of economic reforms needed to spur long-term growth and exposing its gaping current account deficit. Although the rupee has since somewhat recovered, the currencys value slid by double digits, prompting some economists to question whether the country

would need emergency financing. One worry is the amount of foreigncurrency debt borrowed by companies that largely receive their revenue in rupees. When a countrys exchange rate depreciates, it makes it harder for firms to pay their foreign debt. The absence of rupee-denominated markets can tempt many firms to boost their foreign-currency borrowing, laying the groundwork for eventual financial distress. Developing deeper rupee-denominated or rupee-linked debt markets helps reduce such exchange rate pressures and can subsequently temper capital flow volatility . Although this is the IFCs first rupeelinked bond issuance, its not its first emerging market bond. The division fostered growth in Chinas yuan-denominated debt with so-called panda bonds, and has issued debt in Brazilian reals, the Nigerian naira and the Russian ruble.

He transcended the geographical barriers and appealed equally his opponents who had no options but to admire the art of his batting and his conduct both on and off the field," the resolution, read out by Chatterjee to the media, said. Goa police cracks whip
NEW DELHI The controversy surrounding Tehelka editor-in-chief Tarun Tejpals alleged sexual assault on a journalist colleague during the magazines ThinkFest in Goa early this month kept simmering even as the Home Ministry has sought a report from the Goa Government amid the Goa police registering a case of rape against him. The Goa police cracked the whip after the National Commission for Women asked it to file an FIR against Tejpal in the incident that came to light with the victim girls e-mail to the magazines managing editor Shoma Chaudhary and journalist friends on her alleged molestation by him for two days. The Home Ministry asked the Goa authorities to send a status report on the action taken by the police in the case, with details about the sequence of events which took place during a literary function organised by the weekly news magazine in Goa. After the email of the victim woman journalist got into the circulation, Tejpal had announced on Wednesday night that he was recusing from his job for six months. On the Goa police registering an FIR to book him for rape since molestation is also treated equivalent to the crime of rape under the amended law, Tejpal spoke for the first time since the scandal erupted, saying he would cooperate with the police. He also urged the Goa police to release CCTV footage of the alleged incident seized from a 5-star hotel as he claimed it would present an accurate version of events. A report from Goa says a team of the Goa police was on its way to interrogate Tejpal. He may be taken into custody on the basis of the FIR and flown to Goa after obtaining permission from a Delhi magistrate as required on arrest of an accused at a place away from the city of incident. The victim journalist has not filed any complaint with the police so far and it would be difficult for police to take Tejpal to the court without any complaint, though legal experts say the footage of the incident in the hotel lift can be produced by police as evidence in the court. They also faulted the managing editor Chaudhary and Tehelka for not reporting the matter to the police as soon the victims complaint was received. Chaudhury said though Tejpals version of what happened in Goa differed from that of the journalist, she asked him to render an unconditional apology to the young woman, who had demanded that he should apologise before all staffers. Her first reaction was that the case is an internal matter and she was

handling it. Meanwhile, senior BJP leader Arun Jaitley said in a facebook post that an in-house inquiry is not enough and describing it as an alternative is an accused-friendly approach. Referring to the television debates, he said: Regretfully, some participants provided an escape route for the accused. They argued that the victim has a freedom of choice whether to pursue her complaint before the in-house inquiry or pursue the criminal investigation. Pointing out that a criminal offence is a crime against a victim as also against society, Jaitley

said: This is precisely why the State pursues a criminal action. The public exchequer pays for it. There is a larger public interest in punishing a criminal. A departmental or an in-house inquiry and a criminal trial complement each other. They are not alternatives. Punishing an offender acts as a deterrent in the larger interest of the society . It is the duty of one and all to encourage victims to depose truly and faithfully. Public interest must always prevail over private embarrassments. The alternative option theory is an accusedfriendly approach, he added.
