CHANGE OF EUROCONTROL/CFMU AFTN LOCATION INDICATORS

INTRODUCTION

The EU addressing indicator has been foreseen in ICAO Doc 7910 for use by multinational service systems in the European Region. The purpose is to allow multinational service systems, such as the European AIS Database (EAD) or Central Flow Management Unit (CFMU), both provided by the EUROCONTROL Agency, to retain the same addressing indicator, irrespective of which State or States the Service is operated from. The location indicators EUCH and EUCB have been allocated to the CFMU in ICAO Doc 7910, Edition 123, dated March 2007.

LOCATION INDICATORS CHANGE

The current CFMU AFTN location indicators will be replaced as follows: 1. EUCH will replace EBBD for the CFMU site in Haren (Bruxelles) 2. EUCB will replace LFPY for the CFMU site in Bretigny-sur-Orge (Paris) This change does not concern the CFMU SITA addresses.

MIGRATION PLAN

The migration from the current CFMU AFTN addresses to the new addresses will be done according to the following plan. The plan includes a transition period during which both current and new AFTN addresses will be in use in order to facilitate the transition for the CFMU users. - Step 1 (to be completed by April 2008) *Configure routing in the AFTN/CIDIN network for the new EU addresses. This step only concerns AFTN/CIDIN COM centres. CFMU users should continue to transmit their messages to the current CFMU addresses, as indicated in the CFMU handbook. All AFTN/CIDIN COM centres within the ICAO EUR Region should configure, as a minimum, the EUCH and EUCB location indicators to be routed to the CFMU AFTN/CIDIN COM centre. All AFTN/CIDIN COM centres outside the ICAO EUR Region should ensure that either:

A routing entry with the single character "E" is routed to the gateway centre in the corresponding ICAO region towards the EUR Region, or Two routing entries with four characters "EUCH" and EUCB" are routed to the gateway centre in the corresponding ICAO region towards the EUR Region.

- Step 2 (from April 2008 until October 23rd 2008) *Prepare systems and procedures updates for the progressive introduction of the new CFMU EU addresses. CFMU users should prepare the update of systems and procedures (if needed) to be able to transmit and receive messages to/from the new EU CFMU AFTN addresses. During this step, CFMU users shall continue sending their messages to the current CFMU addresses and the CFMU shall continue sending its messages with the current AFTN addresses as originator (i.e. EBBDxxxx, LFPYxxxx). - Step 3 (from October 23rd 2008 until October 22nd 2009) *CFMU users transmit messages to the new CFMU EU addresses. Between October 23rd 2008 and October 22nd 2009, CFMU users shall gradually start transmitting their messages to the new EU addresses of the CFMU. The start of using the new CFMU addresses can be on any date during this period of time. This is intended as a transition step. The CFMU will accept messages sent to either the new or the current AFTN addresses and will continue transmitting messages with the current AFTN addresses as originator.

- Step 4 (from October 22nd 2009 onwards) *CFMU transmits messages from the new EU addresses (full operations). Starting October 22nd 2009, CFMU shall transmit messages to AFTN users with the new EU addresses as originator. CFMU users are expected to continue transmitting their messages only to the new EU addresses of the CFMU. The current AFTN addresses should no longer be used by external users. There will be no guarantee that messages transmitted to the current CFMU addresses will reach the CFMU systems. 5FURTHER INFORMATION
