OPERATION OF RUNWAY FRICTION MEASURING EQUIPMENT (MU-METER)

A.

PURPOSE:
A1. This SOP describes the procedures for Testing / Measuring of Runway Friction using Mu-Meter.

B.

SCOPE:
This procedure applies to Airside Management JIAP.

C.

CORE RESPONSIBILITIES:
C1. Manager Airside is the process owner and responsible for execution of this procedure. He shall also be responsible for the safe custody of Laptop & printer along with accessories like USB Key, Power adopter and associated cables. C2. OI/C E&M shall be responsible for overall serviceability of the equipment, periodic / schedule maintenance and calibrations. C3. CFRO shall be responsible for appropriate & safe custody of the complete system along with allied accessories as per OEM (except Laptop, printer and its accessories). C4. Aerodrome Controller shall be responsible to initiate occasional tests, whenever need arises.

DESCRIPTION:
D1. New MU-Meter has been positioned at JIAP Karachi and tested for use to carry out runway friction tests at specified intervals / occasions. D2. The runway friction tests are to be taken as: D2.1 D2.2 Under normal condition, the friction meter reading shall be taken once in a month. During Wet conditions, the friction meter reading shall be taken immediately after rainfall when the runway surface becomes wet. In case of heavy down pour, friction reading to be taken more than once depending upon aircraft movements. Reading may be taken during foggy weather, if required. The evaluation of pavement surface condition taken by the MU-Meter is as under :D2.4.1 D2.4.2 D2.4.3

When the breaking condition of any segment of runway is categorized as poor, aerodrome controller shall give friction reading and breaking action (poor / medium / good) of all three segments of the runway (refer para D2.9.3). If the reading comes to be poor, then fresh reading must be taken as soon as rainfall decreases. Aerodrome Controller shall notify Runway may be Slippery, if breaking action comes to be poor to aircraft concerned, Approach Controller and Team Leader. Aerodrome controller to report friction reading both in terms of figures as well as breaking action along with the time of observation taken. Type of friction tester (i.e. Mu-Meter MK-6) is to be indicated if desired by the aircraft. Procedure for reporting surface friction information will be as follows :D2.9.1 D2.9.2 D2.9.3

The surface friction for each third of the runway shall be reported. The each segment shall be called A, B and C. When given information to a pilot before landing, the segments are referred as the first, second or third part of the runway. The first part always means the first third of the runway where the aircraft will land.

The information / reading regarding breaking action shall be passed to departing aircraft prior to take-off.

D3. Few of the responsibilities in relation to the routine inspection / operation and maintenance of the equipment as assigned by the HQCAA are as under: D3.1 D3.2 D3.3 O I/C E&M is OPI for overall serviceability of the equipment, periodic / schedule maintenances and calibrations. CFRO will ensure appropriate & safe custody of the complete system along with allied accessories as per OEM (except LAPTOP, Printer and accessories). MAS to ensure positioning of LAPTOP, USB Key, Power adopter and associated cables in a safe and secure place in a manner that this equipment can be used at all times whenever need arises, with minimum preparatory action and time.

D4. In order to conduct test in timely, effective and systematic manner, following procedures have been devised:D4.1 D4.2 D4.3 D4.4 D4.5 D4.6 Duty Aerodrome Controller shall initiate the occasional tests as specified in paraD2.1, D2.2 & D2.3 whenever need arises. MAS will initiate action on periodic tests as per specified in para-D2.1 Shift Incharge Fire / CFRO shall be informed to deploy the nominated MTD / SVD from the shift to keep the equipment & vehicle in ready condition. Airside Inspector will use the LAPTOP, printer etc. to compile results and relevant tasks. Deputy MAS will arrange placing of the LAPTOP, printer and other accessories in a cabinet in his office. In case it is desired to use the LAPTOP for the test (after office hours) Aerodrome Controller will coordinate with Airside Inspector for the same. The same procedure will be repeated to lock the equipment when placing back the LAPTOP equipments in the cabinet after completion of tests. A log entry will be made in the LAPTOP Logbook (placed in cabinet along with LAPTOP etc.) by the officials. MAS will be informed on telephone accordingly. Airside Inspector along with LAPTOP and allied accessories will proceed to the Fire Station and attach the LAPTOP with the equipment and will conduct necessary checks and compile the results. After satisfactory checks, equipment will move to the runway and conduct the tests as mentioned above. After the test, one copy of the result be forwarded to DATCO Control Tower (who in turn will pass the result immediately to the concerned aircraft, Approach controller, and team leader) and one copy to MAS. MAS will keep record and submit the data to the concerned quarters. MAS will also forward a copy of the tests to COO, O I/C E&M and a copy to SE Electrical on CAA website as mentioned in 3(b)-(ix) of st HQCAA SOP dated 1 July, 2008.

D5. In order to ensure continuous serviceability of the equipment:D5.1 OI/C E&M shall ensure:

To nominate well-trained officials from the shift to attend any malfunctioning / fault in the equipment, on round the clock basis. To arrange repair and calibration of the overall system and allied accessories and to liaise with HQCAA for arranging critical spares and fast consumable items. To follow the operational and safety instructions for MU-Meter trailer and associated systems, as mentioned in chapter 3(d) and 5 in Operating and training Manual of the manufacture. To nominate well trained MTDs / SVDs from the shift to drive the MU-Meter equipment on round the clock basis. To maintain Logbook No.1& 2 as mentioned in HQCAA SOP dated st 1 July, 2008. To arrange appropriate and safe custody of the complete MU-Meter system along with allied accessories as per OEM recommendations. The complete equipment shall be kept ready for use with minimum preparatory actions. To follow operational and safety instructions for MU-Meter trailer and associated systems as mentioned in Chapter 3(b)+4 of the HQCAA SOP, st dated 1 July, 2008 and operating and training manual of the manufacturer.

That trained Airside Officials are available for operation of the LAPTOP as and when required on 24 hours basis. The nominated official will compile the results and submit the same to all concerned as per para D4.7 The battery of LAPTOP is recharged at appropriate intervals to keep the LAPTOP in working condition, all times. To conduct tests and compile results of the periodic checks as mentioned in D2.1and to monitor the occasional checks performed by the Airside Officials as D2.2 and D2.3 and initiate subsequent actions. To adhere the operational and safety instruction as given in 3(a) of st HQCAA SOP Dated 01 July, 2008 and operational and training manual of the manufacturer. To intimate O I/C E&M, in case of any un-serviceability, for subsequent actions and inform ATS units Aerodrome Controller/APM and HQCAA GM ATS & GM APS.
