"ith the ob/ecti%e to facilitate the good education o##ortunities and ma0e them affordable to its em#loyees, go%ernment of 1ndia earlier #ro%ided either tution fee or children education allo2ances. )his assistance is #ro%ided for schooling only. Si3th Central &ay Commission made some recommendation for education allo2ance to remo%e anomalies. $o%ernment acce#ted these recommendations 2ith minor modifications and later issued some clarifications for 4uerries by the em#loyees. 5 gist of recommendations and acce#tances is gi%en belo2. Children 'ducation 5llo2ance,

1n 6 C&C7s o#inion, there 2as no /ustification of reimbursement of tutition fees in some de#artments and 'ducation allo2ance in others. )he Commission rightly recommended merger of Children 'ducation 5llo2ance and 8eimbursement of )uition 9ee and raised the reimbursement u#to the ma3imum of 8s.1::: #er child #er month sub/ect to a ma3imum of 2 children. Since the cost of education has increased substantialy, hostel subsidy reimbursement 2as allo2ed u#to the ma3imum limit of 8s. ::: #er month #er child. )he limits 2ould be automatically raised by 2(; e%ery time the Dearness 5llo2ance on the re%ised #ay bands goes u# by (:;.

6 C&C recommendations 2ere acce#ted by the $o%ernment 2ith foll2ing condiotions, 1. Children education allo2ance 2ill be admissible to school going children only i.e. from class nursery to t2elfth. 2. no2 on2ards, education allo2ance 2ill not be sto##ed e%en if child fails in the e3amination . both education allo2ance and hostel subsidy can not be a%ailed concurrently !. 8eimbursement of education 2ill include e3#anditure incurred on one set of boo0s and noteboo0s, one #air of shoes, t2o sets of uniform, and school fees etc. Clarifications,

+ostel subsidies means e3#anses incurred by an em#loyee if he has to 0ee# children in the hostel of a residential school a2ay from the station at 2hich he is #osted or residing. 1t 2ill include e3#enses to2ard boarding, lodging and e3#enses.... Children education allo2ance is admissible for di#loma courses in #olytechnic #ro%ided minimum 4ualification is < and student /oins the course after #assing < class. Children education allo2ances can be reimbursed for more than t2o children if second child birth results in births of t2ins or multi#le births Children education allo2ance is admissible for disabled children =(>22 yrs?studieng in %ocational or non>formal training institutions a##ro%ed by go%ernment.

)he follo2ing items 4ualify for the reimbursement,

)uition 9ee, admission fee, laboratory fee, s#ecial fee charged for agriculture, electronics, music or any other sub/ect, 9ee charged for #ractical 2or0 under the #rogramme of 2or0 e3#erience, fee #aid for the use of any aid or a##liance by the child, library fee, games/s#orts fee and fee for e3tra>curricular acti%ities. #urchase of one set of te3t boo0s and noteboo0s, t2o sets of uniforms and one set of school shoes can be claimed for a child, in a year. )he annual ceiling fi3ed for reimbursement of Children 'ducation 5llo2ance, o +ostel subsidy 2ill be reimbursed u#to the ma3imum limit of 8s. ::: #er month #er child sub/ect to a ma3imum of 2 children. o @nder this scheme, reimbursement can be claimed once e%ery 4uarter. )he amount that can be claimed in a 4uarter could be more than 8s. :::, and in another 4uarter less than 8s. :::, sub/ect to the annual ceiling of 8s.12::: #er child being maintained. o 1f both the s#ouses are $o%ernment ser%ants, only one of them can a%ail reimbursement. o original recei#ts =on the basis of self>certification? are to be submitted by the $o%ernment ser%ant for reimbursement
