1.What was the problem in the old performance appraisal system ?

major problem of rating is : -

As the ratings were on a forced distribution & controlled at 3 level or below most of the employees were evaluated in the Average scale.Due to this type of scaling it was difficult to distinguish the performance levels of all employees. As the performance appraisal is only once a year the supervisor tends to consider only the recent performance of the employee for appraisal.This leads to bias in the performance appraisal. Another flaw in this system is that the supervisors tend to be biased from one employee to another.One employee might be favourable to the supervisor while the other may not.Hence this might have an impact on the employees appraisal.
