Petitioners possess personal an" substantial interest in the ensurin' that Meralco fulfils its responsibilit& to the public of suppl&in' electricit& in the least cost %anner B2ection , R.A. @20@ an" 2ection 2D, R.A. @1D?C, an" that the ERC 'uarantees that it "oes. F. *n Petitioners9 representative an" personal capacities, the& are a%on' the esti%ate" .A %illion %e%bers of Meralco9s captive %ar;et as "efine" in EP*RA. Bein' Part&-4ist Representatives as #ell, the& stan" before this Court on behalf of their constituents #ho resi"e in the cities an" %unicipalities #ithin Meralco9s franchise area.
