1.0

GENERAL 1.1 SCOPE 1.1.1 This specification is intended to cover design, engineering, procurement, manufacture, inspection and testing at manufacturers works, packing, loading, forwarding, transport and delivery to site, erection / installation, testing and commissioning at site of isolator suitable for 66 kV, three phase, 50Hz for outdoor use on an effectively earthed system for 66kV switchyard. 1.1.2 It is not the intent to specify completely herein all details of design and construction of the equipment. However, all components shall conform in all respects to high standards of design engineering, materials of construction, workmanship and shall also be in line with the current practice for reliable and efficient functioning of the equipment and be capable of performing in continuous commercial operation in a manner acceptable to the Owner. 1.1.3 Supplier is required to carefully examine and understand the specifications and seek clarifications, if required, to ensure that he has understood the specifications as intended by the Owner. In the absence of any specific clarifications made by the Owner during bidding stage, the interpretation of Owner shall be final. The Suppliers offer should not carry any sections like clarifications, interpretations and/or assumptions. All such points are required to be clarified during bidding stage. 1.2 REFERENCES 1.2.1 The isolator and the associated equipment shall conform to the latest editions of following standards issued by BIS (Bureau of Indian Standards) and IEC unless otherwise specified. Each publication shall be the latest revision and addendum in effect on the date this specification is issued for Purchase, unless noted otherwise. In case of any contradiction between various referred standards/specification/data sheets and statutory regulations, it shall be brought to the notice of Client for resolution. SERVICE CONDITION 1.3.1 The isolator shall, in all respects, be suitable for operation under the service conditions stated in the RFQ. 1.3.2 The isolator shall be fully stabilized thermally to give a life expectancy of twenty five (25) years under site conditions and take care of effect of direct solar radiation. Periodic maintenance interval shall be greater than 5 years.

2.0

TECHNICAL REQUIREMENTS 2.1 GENERAL 2.1.1 The isolator design shall be double break for 66kV switchyard. The isolator and accessories shall conform to IEC- 62271-102. 2.1.2 The method of operation shall be electrical motor drive on an individual pole basis. Wherever shown on the single line diagram, the design shall incorporate an in-built earth switch, with possibility of being mounted on any side of the isolator.

66 kV Isolator 2.2 DUTY REQUIREMENTS 2.2.1 Isolators and earth switches shall be capable of withstanding the dynamic and thermal effects of the maximum possible short circuit current of the system in their closed position. They shall be constructed such that they do not open under influence of short circuit current/wind pressure/combined force etc. The earth switches wherever provided shall be constructional interlocked so that the earth switches can be operated only when the isolator is open and vice-versa. 2.2.2 In addition to the constructional interlock, isolator and earth switches shall have provision to prevent their electrical and manual operation unless the associated and other interlocking conditions are met. All these interlocks shall be of fail safe type. Suitable individual interlocking coil arrangements shall be provided. The interlocking coil shall be suitable for continuous operation from DC supply 2.2.3 The earthing switches shall be capable of discharging trapped charges of the associated lines. Isolator and earth switches shall be able to bear on the terminals the total forces including wind loading and electro-dynamic forces on the attached conductor without impairing reliability or current carrying capacity. 2.2.4 The isolator shall be capable for making / breaking normal currents when no significant change in voltage occurs across the terminals of each pole of the isolator on account of making / breaking operation. 2.3 CONSTRUCTIONAL FEATURES 2.3.1 The isolators shall be provided with high pressure current carrying contacts on the hinge/ jaw ends and all contact surfaces shall be silver plated. The contacts shall be accurately machined and self aligned. 2.3.2 The isolator shall be provided with a galvanized steel base provided with holes and designed for mounting on a lattice/pipe support structure. The base shall be rigid and self supporting. The position of movable contact system (main blades) of each of the isolator and earthing switch shall be indicated by a mechanical indicator at the lower end of the vertical rod of shaft for the isolator and earthing switch. The indicator shall be of metal and shall be visible from operating level. 2.3.3 All metal parts shall be of non-rusting and non-corroding metal. Current carrying parts shall be from high conductivity electrolytic copper/aluminium. Bolts, screws and pins shall be provided with lock washers. Keys or equivalent locking facilities,

66 kV Isolator if provided on current carrying parts, shall be made of copper silicon alloy or equivalent. The live parts shall be designed to eliminate sharp joints, edges and other corona producing surfaces. 2.3.4 The isolators shall be so constructed that the switch blade will not fall to the closed position if the operating shaft gets disconnected. Isolators and earthing switches including their operating parts shall be such that they cannot be dislodged from their open or closed positions by gravity, wind pressure, vibrations shocks or accidental touching of the connecting rods of the operating mechanism. The switch shall be designed such that no lubrication of any part is required except at very infrequent intervals. 2.3.5 Each single pole of the isolator shall be provided with a complete galvanised steel base provided with holes and designed for mounting on a support structure. 2.3.6 Each isolator shall be provided with two ground pads. The ground pad shall comprise of buffed metal surface with two tapped holes, M 10 steel bolts and spring washers for connection to 75x10 mm GI flat. 2.4 EARTHING SWITCHES 2.4.1 Earthing switches shall include the complete operating mechanism and auxiliary contacts. The earthing switches shall form an integral part of the isolator and shall be mounted on the base frame of the isolator. Earthing switches shall be suitable for local operation only. The earthing switches shall be constructional interlocked with the isolator so that the earthing switches can be operated only when isolator is open and vice versa. 2.4.2 The earth switch shall be able to carry the same fault current as the main blades of isolators. 2.5 OPERATING MECHANISM AND CONTROL 2.5.1 The Isolator shall have motor operated switches having padlock arrangement on both ON and OFF positions. 2.5.2 Limit switches for control shall be fitted on the isolator/ earth switch shaft, within the cabinet to sense the open and close positions of the isolators and earth switches

66 kV Isolator 2.5.3 It shall not be possible, after final adjustment has been made for any part of the mechanism to be displaced at any point in the travel sufficient enough to allow improper functioning of the isolator when the isolator is opened or closed at any speed. 2.5.4 Each isolator and earth switch shall be provided with a manual operating handle enabling a person to open or close the isolator with ease in one movement while standing at ground level. The operator handle shall be located at a height of 1000 mm from plinth level. 2.6 OPERATION 2.6.1 Isolator shall be individual pole operated for main blades and earth switches. The operation of the three poles shall be well synchronized and interlocked. 2.6.2 The design shall be such as to provide maximum reliability under all service conditions. All operating linkages carrying mechanical loads shall be designed for negligible deflection. The length of inter insulator and interpole operating rods shall be capable of adjustments. 2.6.3 The design of linkages and gears be such so as to allow one man to operate the handle with ease for isolator and earth switch. 2.6.4 A local/remote selector switch and a set of open/close push buttons shall be provided on the control cabinet of the isolator to permit its operation through local or remote push buttons.

INSPECTION AND TESTS The isolator shall be subjected to all type, routine and site tests in accordance with the relevant IEC / IS. 3.1 TYPE TESTS The isolator shall be subjected to type tests in accordance with the relevant IEC/IS. 3.2 ROUTINE TESTS Routine tests as per IEC- 62271-102 on the isolator / pole along with its own operating mechanism and pole column shall be performed on all circuit breakers.

66 kV Isolator 3.3 SITE TESTS All routine tests except power frequency voltage dry withstand test on isolator shall be repeated on the completely assembled breaker at site.

4.0

SPARE PARTS Bidder shall submit list of spares recommended by him for satisfactory operation of the isolators for first two (2) years and rate for each spare shall also be quoted. The owner shall decide the actual quantity of spare parts to be ordered on the basis of the prices of the spare parts, quoted by the bidder.

5.0

FITTINGS AND ACCESSORIES Each isolator shall be furnished complete with fittings and accessories as listed below (not limited to): Base frame with anchor bolts, nuts and washers. Operating mechanism with all accessories including operating rod of required length, castle key etc. Local / Remote selector switch Mechanical ON-OFF indicator Internal illumination lamp with ON-OFF switch Weather-proof mechanism box with lock and key Space heater

SUPPORT STRUCTURE For steel support structure specification, refer Doc. No. G3IR-1050-65-SP-9042 attached with RFQ

7.0

DRAWINGS AND DOCUMENTS The Vendor shall furnish drawings in accordance with SDDC form, enclosed with the Bid.
