McDaniel
CURRENT ACADEMIC ASSIGNMENT: Michael McDaniel joined the Thomas M. Cooley Law School in January, 2011, to establish a Homeland Security Law program. Besides serving as the Director of the newly-accredited Master of Laws in Homeland and National Security Law program, he is also a tenured Professor. PAST EXPERIENCE: Mr. McDaniel was the Deputy Assistant Secretary for Homeland Defense (HD) Strategy, Force Planning and Mission Assurance at the Department of Defense from August, 2009 to January 2011. He advised the Secretary of Defense, Under Secretary of Defense for Policy, and Assistant Secretary of Defense for Homeland Defense and Americas Security Affairs on all HD-related strategies (Quadrennial Defense Review, HD & Civil Support strategies, the Mission Assurance strategy, and domestic counterterrorism and counternarcotics strategies, among other efforts). Mr. McDaniel also had oversight of all HD-related planning (Global Employment of the Force, Global Deployment of the Force, CBRNE Consequence Management planning and implementation, Department of Defense (DoD) role in the National Preparedness Framework , IED Interagency planning, USNORTHCOM planning for domestic prevention and response, among other requirements). Mr. McDaniel led DoDs effort to develop a new Mission Assurance strategy to provide the organizing principles and approach to ensure DoDs ability to conduct its critical mission -sets. He supervised the DoD and Defense Industrial Base Critical Infrastructure Protection program and Global Anti-terrorism/Force Protection policy. Mr. McDaniel developed and led the effort to establish the Council of Governors (established by President Obama on January 11, 2010) to exchange views, information, and advice on matters involving the National Guard of the various States, including homeland defense, civil support, and synchronization and integration of State and Federal military activities in the United States. Other achievements include drafting and coordinating the execution of the Executive Order creating the Council of Governors; coordinating the DoD response to the Ft. Hood Shooting Independent Review; leading the development of a Joint Action Plan to improve Unity of Effort (Dual Status command) during domestic disaster response (approved by SecDef and CJCS and endorsed by the Council of Governors); and the Memoranda of Agreement with FBI on information sharing. He served as the DoD lead on Joint Terrorism Task Force issues, and the DoD representative to the State and Local Fusion Center Executive Council. Brigadier General McDaniel was appointed by the Michigan Governor as her Advisor on Homeland Security, on February 5, 2003 and served in that capacity until July 31, 2009 while simultaneously serving as the Assistant Adjutant General for Homeland Security, Michigan National Guard.

He was the liaison between the Governor's Office and all federal, state and local agencies on homeland security with responsibility for developing statewide policy on homeland security preparedness and for coordinating the development of plans and training for homeland security on a statewide basis. His duties included coordinating efforts to protect the state and its critical infrastructure from terrorist attacks, to ensure all state agencies have interoperable IT and communications systems, and to prepare for, prevent, and mitigate the consequences of terrorist threats or attacks. As Michigan's Assistant Adjutant General for Homeland Security, BG McDaniel had command and control of the Homeland Security Directorate. This Directorate includes Military Support to Civil Authorities, the 51st WMD Civil Support Team, the Reconnaissance & Interdiction Detachment (RAID) Team, Anti-Terrorism/Force Protection, the Exercise Planning Group, the Counter-Drug Division, and the Michigan Volunteer Defense Force. He was directly responsible for over 700 full and part-time soldiers and volunteers who serve as the "First Responders" for the Michigan National Guard. His previous assignments include serving as the State Judge Advocate and as a military judge. BG McDaniel has been a member of the Michigan National Guard for over 27 years. BG McDaniel served as a member of the National Governors Association's Homeland Security Advisors Council. He was elected to the eight-member Executive Committee in 2006, and reelected in 2008. BG McDaniel was named by the Office of Infrastructure Protection, Department of Homeland Security as Chair of the State, Local, Tribal, and Territorial Government Coordinating Council in 2007. While serving as the Chair of the State, Local, Tribal, and Territorial Government Coordinating Council (SLTTGCC), the Council extensively contributed to the 2009 revision of the National Infrastructure Protection Plan, and was instrumental in recognizing Critical Manufacturing as the 18th critical sector of the national economy. Other significant contributions include the publications A Guide to Critical Infrastructure and Key Resources Protection at the State, Regional, Local, Tribal, and Territorial Level1 in September 2008, and a Critical Infrastructure and Key Resources Protection Capabilities for Fusion Centers An Appendix to the Baseline Capabilities for State and Major Urban Area Fusion Centers2.

Previously, Mr. McDaniel was the Assistant Attorney General for Litigation in the Executive Division of the Michigan Department of Attorney General. His duties included the review of all civil and criminal actions proposed to be initiated by the department in state or federal trial courts, and evaluation of all proposed settlements of every court case. McDaniel was responsible for special projects, such as anti-terrorism legislation, forming the hate crimes prosecution team, and supervising the prosecution of internet tobacco sales to minors. He started in the Attorney Generals Office as a trial attorney in January, 1984. He has maintained his bar membership and has an AV Peer Review Rating from Martindale- Hubbell. LAST MILITARY ASSIGNMENT: BG McDaniel served as the Assistant Adjutant General for Army Future Missions, a traditional part-time position in the Michigan National Guard, from January, 2011 until October 2012.

PREVIOUS ACADEMIC POSITIONS: Mr. McDaniel was a Visiting Professor in the National Security Institute at the Naval Postgraduate School in Monterey, California, from 2010-2012. He served as an Adjunct Professor in the Geoffrey Fieger Trial Practice Institute at the Michigan State University College of Law in East Lansing, Michigan, from the programs inception in 2001 until 2010.
