SL Guv. Orders The New PNP Provincial Director To Crush The Bad Elements

Maasin City, Southern Leyte-Governor Damian Mercado in his speech during the
turnover ceremony at the PNP Headquarters at Camp Alfredo K. Bantug in brgy.
Canturng, this city, has ordered the new Provincial PNP Director Pepito M.Pacada
to crush the bad elements that were believed to be existing in the province.
In an interview with the media regarding the order, Pacada now replacing Prov’l
Police Superintendent Nilo Donayre, said that it is but the nature of their job,
duties and responsibilities as law enforcers to go after the bad elements of the
society.
He said that the bad elements refer to those who area engaged in all illegal
activities like illegal gambling, illegal fishing, drug pushing and other forms of
criminalities committed against the law.
He said that they will be complying with the Governor’s order with the support
of the provincial government and the people of the province.
He said there’s the need to re-train the PNP personnel here to improve their
skills and capabilities in doing their duties as enforcers of the law to attain
peace and order.
The Governor reiteratedly pointed out that it’s important to maintain the
peaceful condition of the province by getting rid of all bad elements who are
engaged in illegal activities and other forms of criminalities.
Earlier, PPS Nilo Donayre was emotional in his departure speech at the start of
the turnover ceremony. His “keep-on coming-back-assignments” in Southern Leyte,he
said, which lasted for 14 years has earned him more friends and family friendships
and acquaintances.
He disclosed that as the Prov’l Police Director he earned his first, second and
third promotional rank as full pledge colonel here in this province, serving under
the incumbencies of Governor Tan, Governor Rosette Yñiguez-Lerias and currently
Governor Damian Mercado.
However, his new assignment is not so far from here. He said in some occasions
he still can visit here, his second beloved home.Ormoc can be reached by three
hours drive from here by a non-stop car. Outgoing province Director Donayre hails
from Albuera, Leyte.
“I have been to many places”, he said, “but I like Southern Leyte personally
and officially.” “My heart still belongs to Southern Leyte. I will always cherish
Southern Leyte and I’ll keep coming back here”.
The outgoing Police Provincial Director further said that “it’s a rare
opportunity” that the PNP-DRD is giving him “a command after another command”
He also told the municipal Police Chiefs and all his subordinates in the
province that they have performed well in their task. He urged all of them to give
more support to his successor Pacada.
In his acceptance speech the new PNP Director was thankful for his new
assignment out from his place in Tarlac and down to Southern Leyte.
He encouraged all the PNP officers and personnel now under his command to
dutifully adhere to implement the laws to improve the image of the PNP.He said
that the PNP machinery is charting a new direction to attain responsible
leadership thru improvement in the training of personnel and officers and as well
as improving its logistics. He said it is also important to develop a strong human
resource in the law enforcement agency.
The new PNP Provincial Director quoting Defense Secretary Gilbert Teodoro’s
UST,which is actually a quote from Congressman Mercado’s slogan(Unity, Solidarity
and Teamwork), further enjoined all the PNP officers and subordinates in the
province “to go beside me and join hands to do and achieve our goal to serve well
the province”.
“Rest assure that we’ll always be in action and extreme initiatives to keep
recommendable services”, he added.
During the occasion Donayre was awarded with the Medalya Ng Kasanayan by PC
Superintendent Drusillo C. Bolodo, DRDA, PRO8 and Certificate of
Recognition/Appreciation from Governor Mercado.
Also in attendance, among others, were Vice-Governor Miguel Maamo,11,SP members
Albert Esclamado,Dr. Roberto Lagumbay,Caesar Rey and Daisy Gumale;Provincial
Administrator Crispin Arong,Jr.,Judge Bethany Kapili,Allen Olaybar,Nely
