In order to meet APEC's Bogor Goals for free and open trade and investment in AsiaPacific, APEC member

economies follow the strategic roadmap as agreed by APEC Economic eaders in !sa"a, #apan in $%%&' (his roadmap is "nown as the !sa"a Action Agenda' APEC member economies report progress towards achieving free and open trade and investment goals thro)gh Individ)al Action Plans *IAPs+ and Collective Action Plans *CAPs+, s)bmitted to APEC on an ann)al basis'

Osaka Action Agenda (he !sa"a Action Agenda provides a framewor" for meeting the Bogor Goals thro)gh trade and investment liberalisation, b)siness facilitation and sectoral activities, )nderpinned by policy dialog)es and economic and technical cooperation' As part of this framewor", General Principles have been defined for APEC member economies as they proceed thro)gh the APEC liberalisation and facilitation process' Individual Action Plans APEC member economies reg)larly s)bmit their Individ)al Action Plans *IAPs+' (his is a record of actions ta"en to meet its stated goals for free and open trade and investment' APEC member economies set their own timelines and goals, and )nderta"e these actions on a vol)ntary and non-binding basis Collective Action Plans Collective Action Plans *CAPs+ detail the collective actions of all APEC member economies in the iss)e areas o)tlined in the !sa"a Action Agenda, mirroring the IAP's' CAPs are )sed by APEC to o)tline actions and ob,ectives to meet the free trade and investment goals, as well as to monitor and report on progress'

Each APEC economy will. a' enhance the transparency of its government proc)rement regimes and its government proc)rement information0 b' establish, where possible, a government proc)rement information database and provide the information thro)gh a common entry point0 and c' review on a vol)ntary basis and ta"e appropriate steps to improve the consistency of its government proc)rement regime with the APEC 3onbinding Principles on Government Proc)rement *transparency, val)e for money, open and effective competition, fair dealing, acco)ntability and d)e process , and non-discrimination+0 d' provide for and promote government proc)rement thro)gh electronic means wherever possible'
