Attorney Howard Klebanoff, Principal, Klebanoff & Alfano, P.C., is a pioneer in the field of special education
law and has paved the way for thousands of special needs children and their families in Connecticut. Whenever you
mention special education law, his name always comes to mind. The father of two children with disabilities,
Attorney Klebanoff is nationally recognized for his efforts in special education, and the educational rights of
students. He helped write key legislation designed to protect the rights of people with disabilities and their families.
He is the recipient of numerous awards including the Hall of Fame Award from the CT Assoc of Children with
Disabilities, The Hartford Bar Association President’s Award for Excellence, and is a Fellow of the Connecticut Bar
Association. The University of Connecticut established the Klebanoff Institute of Special Education in recognition of
his work. Attorney Klebanoff has been designated as one of the Preeminent Lawyers in the United States by
Martindale-Hubbell/LexisNexis.
Attorney Lawrence W. Berliner is a Principal, Klebanoff & Alfano, P.C., the special education law practice
based in West Hartford and Fairfield, CT. For the past 25 years, he has dedicated his law career to the representation
of children and adults with disabilities and championed their rights. Attorney Berliner practices law in the areas of
special education law, expulsion, and disability law. He handles cases before various administrative law tribunals,
and practices in the state and federal courts. Prior to joining Klebanoff & Alfano, he was the General Counsel with
the State of Connecticut Office of Protection and Advocacy for Persons with Disabilities. He is also a member of
the Connecticut Bar Association, a Fellow of the Connecticut Bar, and was the recipient of the Quinnippiac Law
School’s Alumni of the Year Public Service Award.
