VACCINATION CENTRE SET UP & LAYOUT

WEST ESSEX PCT

Pre- Use the WEPCT will:

• Liaise with the Local Authorities to identify suitable for use as Mass
Vaccination Centres
• Alert the Local Authorities as to the likelihood of needing to use the facilities –
re Pandemic Influenza for example this will include providing timescales for
the likely production and availability of the vaccines.
• Work with the Local Authorities and other relevant partners to identify the
proposed processes and flows within the centres
• Agree to an SLA / MOU between the PCT, Local Authorities and the Centre
users.

During Use the WEPCT will:

• Agree with the Local Authority when to open a Mass Vaccination Centre.
• Plan nos. to be vaccinated per day and for how long
• Plan staff rotas to meet these demands
• Assume command and control of the Vaccination Centre.
• Provide staff to perform the following roles :

- co-ordination across the vaccination centre sites (one lead per PCT)
- on site management (one manager per site)
- welcome / reception work
- initial form filling / admin work
- triage - identify those contraindicated for vaccination and provide
follow up arrangements for this group.
- clinical form filling
- administering of vaccines
- stock control of the vaccines, syringes, etc
- ensure secure storage of the vaccines whilst on site, including
temperature control of fridges
- observation post vaccination
- safe disposal of clinical waste ( infection control)

Post-Use the WEPCT will:

• Work with the Local Authorities to agree reimbursement issues.

LOCAL AUTHORITIES

Pre- Use Local Authorities will:

• Assist the PCT with identifying locations suitable for use as Mass Vaccination
Centres.
• Liaise with the owners / users of these locations to ensure they can be used
as a Mass Vaccination Centre.
• Agree to an SLA / MOU between the PCT, Local Authorities and the Centre
users.

During Use Local Authorities will:

• Agree with the PCT when to open a Mass Vaccination Centre (although it
should be noted that the PCT has over-all command and responsibility for any
response involving a Mass Vaccination Centre).

• Provide staff to perform the following roles ONLY if staff are available:

- welcome / reception work


- Initial form filling / admin work (no clinical form filling)
- Organise queues of people to ensure minimum waiting and direct to
appropriate areas of the centre
- Traffic management within the Vaccination Site subject to health and
safety considerations

NB - If Local Authority staff are used at a Mass Vaccination Centre, an on-site


manager will be present to liaise with the PCT manager on matters arising in
terms of staff needs and rotas etc.

• Provide a Centre Manager to be on site during opening hours and on-call


24 hours a day, to trouble shoot any maintenance or day-to-day running of
the centre in terms of IT / Communications etc. This person will liaise with
the PCT centre manager who has over-all responsibility for the centre.

• Liaise with Essex County Council to request use of the Voluntary Sector and
the Transport Plan if required.

• Ensure that an accurate record of costs incurred surrounding the opening of


the Mass Vaccination Centre will be made.

• The Centre Manager in consultation with the PCT Manager to liaise with the
police in the event of public disorder/crowd control etc.

• Consider the provision of refreshments either utilising the Council’s resources


or requesting assistance from the Voluntary Sector.

Post-Use Local Authorities will:

• Assist the PCT with any cleaning requirements subject to an agreement on


the reimbursement of costs. The PCT must provide a Risk Assessment and
any protective clothing or specialist equipment required.

• Support and provide evidence for any Bellwin Claims.
