MINUTES OF THE 72nd OPERATION COORDINATION SUB-COMMITTEE MEETING OF NERPC

Venue : Hotel Grand Starline, Guwahati. The List of Participants in the 72nd OCC Meeting is attached at Annexure I Shri A.K. Mishra, Member Secretary I/C, NERPC welcomed all the participants to the 72nd OCC. He briefed about the power scenario during the month of March, 2012 and stated that all the grid parameters were within the IEGC band. Further, he mentioned that there was no major grid disturbance during the month of March, 2012 and he also mentioned about the latest IEGC/CERC Regulations viz.

preparation of LGBR, Islanding Scheme in NER, etc. He requested all the constituents to keep themselves updated with these new regulations for the benefit of their organizations. Thereafter, Member Secretary I/C requested Shri B. Lyngkhoi, Assistant Secretary, NERPC to take up the agenda items for discussion.

CONFIRMATION OF MINUTES OF 71st MEETING OF OPERATION SUBCOMMITTEE OF NERPC. AS, NERPC mentioned that the minutes of the 71st OCC meeting held on 12th March, 2012 at Guwahati were circulated vide letter No.

NERPC/AS/OCC/2012/5268- 5300 dated 19th March, 2012. DGM, NERLDC stated that they have one observation on Items No. D. 2 to be modified as below: Item No: D.2 - Minutes recorded: The NERLDC agreed for putting these information in their website.

CM, NERTS, POWERGRID stated that they have some observation on Items given below to be modified:

Item No: B.1 - Minutes recorded: The OCC Sub-committee requested NERLDC and POWERGRID to find out the cause of overvoltage at above substations and requested for carrying out system studies to evaluate the requirement of additional reactors. Minutes to be recorded: The OCC Sub-Committee requested POWERGRID to expedite the commissioning of 80 MVAR, 400 KV Bus Reactor at Balipara against Kameng HEP scheme to mitigate the issue of over voltage in the grid at the earliest. POWERGRID agreed to look into the matter. Item No: C.3 - Minutes recorded: The issue regarding Non-utilization of transfer facility at Khandong HEP has been discussed in detail and the Sub-committee has advised both POWERGRID and NEEPCO to resolve the matter bilaterally as agreed by them in the last NERPC meeting. Both POWERGRID & NEEPCO agreed to discuss and sort out the matter.

Minutes to be recorded: The issue regarding Non-utilization of transfer facility at Khandong HEP has been discussed in detail during various OCC meeting after 12th NERPC meeting, but till date the matter remained unresolved. The Sub-committee has decided to take up the issue again in 13th NERPC meeting. Item No: C.5 - Minutes recorded: POWERGRID disagreed with the statement and requested Dept. of Power, Govt. of Arunachal Pradesh to furnish the certificate received from Statutory Officials so that further action would be taken up by POWERGRID. Minutes to be recorded: POWERGRID disagreed with the statement and requested Dept. of Power, Govt. of Arunachal Pradesh to furnish the certificate received from Statutory Officials. AS, NERPC requested NERLDC; to give their presentation about the grid performance during the month of March, 2012.

B. 1 OPERATIONAL PERFORMANCE AND GRID DISCIPLINE DURING Mar, 12

The grid performance parameters for the month of March, 2012 as presented by NERLDC during the meeting are given below: i) Average frequency during March, 2012 was 49.86 Hz, as compared to 49.84 Hz in February, 2012. ii) Minimum frequency in March, 2012 was 48.96 Hz (23.03.12 at 19:08 hrs) as compared to 49.05 Hz recorded in the previous month. iii) Maximum frequency was 50.61 Hz (03.03.12 at 17:02 hrs), as compared to 50.54 Hz in February, 2012. iv) System frequency remained within permissible range of 49.5 Hz to 50.2 Hz for 95.35 % of the time, below 49.5 Hz for 2.14 % and above 50.2 Hz for 2.51% of the time as compared to 95.34 %, 2.89 % and 1.77% respectively in the previous month. v) Regional peak demand in March, 2012 was 1859 MW as compared to 1813 MW in February, 2012, an increase of 2.55% over the previous month. vi) Energy requirement was 860.05 MUs in March, 2012 compared to 837.59 MUs in February, 2012, an increase of 2.68 % over the previous month. vii) Regional energy availability in March, 2012 was 771.80 MUs compared to 744.43 MUs in the previous month, an increase of 3.68 % over the previous month. viii) Rise in demand met was recorded in Ar. Pradesh (11.95%), Tripura (10.26%), Assam (4.51%), Meghalaya (0.52%), Manipur (0.47%) & Nagaland (0.42%) over the previous month. ix) Drop in demand met was recorded in Mizoram (8.15%) over the previous month viz. February, 2012.

Minutes of 72 nd OCC meeting held on 10 th April, 2012 at Guwahati x) Over Voltages at 400 kV substations were observed at Bongaigaon, Misa and Balipara, where maximum voltage observed were 422 kV, 434 kV and 434 kV respectively. Over voltage at 220 KV S/S was observed at Misa was 282 KV. xi) No over Voltages were observed at 132 kV S/S. xii) No Under Voltages were observed at 400 kV S/S, 220 kV S/S. FOLLOW UP ACTION C. 1 Installation of new Under Frequency Relays (UFRs) in NER systems and constituent-wise quantum of load relief as recommended by the subcommittee: The latest status of installation of UFRs in Manipur could not be updated as no representative was present from Dept. of Power, Manipur. NERPC informed that only Tripura has certified that UFR installed are working satisfactorily. NERLDC requested NERPC to compile the list of UFR installed in NER, their locations and quantum of load relief etc. and the same should be made available in the website of NERPC. NERPC agreed that once the UFR installation is completed in all the NER States the same would be done accordingly. The sub-Committee noted as above.

Minutes of 72 nd OCC meeting held on 10 th April, 2012 at Guwahati C. 2 Feasibility Report for 132 KV Ranganadi Nirjuli Line: POWERGRID informed that their SEF and Engineering Department have examined the proposal and suggested to construct new circuit as reconductoring of existing circuit or coverting existing single circuit line to double circuit is not feasible. Further, POWERGRID informed that they have already carried out the walkover survey and report is submitted for internal approval. The status would be

intimated in the next OCC/NERPC meetings for getting the concurrence. The Sub-committee noted as above. C. 3 Non-utilization of transfer facility at Khandong HEP: CM, POWERGRID informed that as stated earlier in the amendment, the issue may be referred to next NERPC meetings. *During the 69th OCC meeting, NEEPCO expressed their unwillingness to replace the CBs at their ends as these CBs are less than 10 (ten) years old. It was suggested that if Ar. Pradesh is interested to buy these CBs from NEEPCO and use at their sub-stations, then the same may be communicated to NEEPCO for further necessary action. NERPC also stated that once the SPAR is implemented then the problem of frequent tripping in Ar. Pradesh line would be minimized. NERPC had 5

Minutes of 72 nd OCC meeting held on 10 th April, 2012 at Guwahati requested Ar. Pradesh to look into the matter and communicate their decision at the earliest. *SE, Dept. of Power, Govt. of Ar. Pradesh stated that since this is a matter of policy decision it would not be possible for him to decide in the meeting. He requested NERPC Secretariat to write to Dept. of Power, Govt. of Ar. Pradesh so that the matter could be resolved. Accordingly, NERPC, vide their letter dated 30.01.2012, had written to the Secretary (Power), Govt. of Arunachal Pradesh to look into the matter at the earliest and intimate NERPC Secretariat about their action plan on this matter. No communication has been received so far from Govt. of Arunachal Pradesh. EE, SLDC, Dept. of Power, Arunachal Pradesh informed that they would not procure the above CBs from NEEPCO. However, the issue will be discussed again in the next OCC . Since no representative from Ar. Pradesh was present, the status could not be updated. To a query whether NEEPCO will implement the SPAR scheme at 132 KV Ranganadi Ziro line as Ar. Pradesh was not interested to buy the old CBs, NEEPCO informed that under such circumstances they will not implement the scheme on this line.

Member Secretary (I/C) stated that since the matter was recommended by the RPC the same should be put up in the next RPC meeting for consideration/approval. The Sub-committee decided to refer the matter of Sl. No. 7 above to the next NERPC meetings. C. 5 Installation of Harmonic filters:

During the 69th OCC meeting SE, Ar. Pradesh informed that Satyam Plant has already installed the harmonic filters at their plant. Further, he informed that Statutory Officials have certified stating that the work has been completed. POWERGRID disagreed with the statement and requested Dept. of Power, Govt. of Arunachal Pradesh to furnish the certificate recived from Statutory Officials so that further action would be taken up by POWERGRID. Meanwhile POWERGRID vide their letter No. NESH/OS/F-502/817 dated

20.03.2012 has intimated that join inspection with Dept. of Power, Govt. of Ar. Pradesh has been carried out at Satyam Steel Plant in Banderdewa and it was 6

Minutes of 72 nd OCC meeting held on 10 th April, 2012 at Guwahati found that no harmonic filters were installed at the site as stated by Dept. of Power earlier. CM, POWERGRID informed that installation of 11th Harmonic Filter is required to be expedited by Arunachal to avoid stresses on euipments. The Committee decided to refer the matter to the next NERPC meeting.

C. 6 Status of 132 KV Kopili Khandong 2nd Ckt: NERPC stated that during the 12th TCC/NERPC Meetings, POWERGRID had informed that the Final Forest Clearance has been received and POWERGRID has started mobilizing the team to carry out the construction of 4 (four) remaining towers of above line and the work would be completed by January, 2012. Accordingly, the job was taken up by POWERGRID during the approved shut down period from13.01.2012 to 23.01.2012. But, on 23.01,2012 a fatal accident had occurred during the stringing of conductor on for which one tension tower before dead end tower got totally damaged. Subsequently POWERGRID restored the Line # 2 on 23.01.2012 and Line # 1 on 23.01.2012 temporarily on old tower as per the existing arrangement. Meanwhile, POWERGRID has already arranged the tower from MeECL and applied shut down during the period from 23.04.2012 to 04.05.2012 for Line # 1 and from 06.05.2012 to 14.05.2012 for Line # 2 to carry out restoration on permanent basis. The proposed shut down has already been approved in 72nd OCC and thus, the job is expected to be completed by 15th May 2012. The Committee noted as above.

Restoration of LILO of 132 KV Dimapur (Nagaland) Kohima (Nagaland) line at 220/132 KV Dimapur (PG) S/S.

EE, Dept. of Power, Nagaland informed that request for shutdown on 28.03.2012 has been received from POWERGRID to carry out LILO work at Dimapur substation, but since no approval from competent authority was obtained, the

convenient date shall be intimated to POWERGRID again. The Committee requested POWERGRID to pursue the matter with Dept. of Power, Govt. of Nagaland.

Minutes of 72 nd OCC meeting held on 10 th April, 2012 at Guwahati C. 8 VSAT Communication: AGM, NERLDC informed that VSAT commissioning has not been accepted by them since the parameters are not as specified by them. Further, he informed that they have asked them to carry out the work as per specification or else the contract would be terminated and they would seek another vendors to carry out the same work. The matter would be intimated in the next OCC meeting. The Committee noted as above. C. 9 Demand for Assam & Arunachal Pradesh: NERLDC informed that demand of state for Assam & Arunachal Pradesh (area wise demand & for others total demand), Generation Pattern of States, Generation Pattern of ISGS, Outage Planning of transmission elements, outage planning of generation elements for fifth month i.e. June, 12 is necessary. These information are required for calculation of TTC/ATC to facilitate STOA. NERLDC also informed that in line with the decision of 71st OCC meeting they have sent reminders to all the constituents. Assam informed that they have already taken the initiative to furnish the data at the earliest, but since the data are to be provided by Generating Division; they requested NERLDC to write directly to their generating utilities for early compliance. The Committee requested all the constituents to furnish the above information at the earliest. C. 10 Machine Data for Dynamic Simulation for NER Power System : NERLDC informed that during the 69th OCC meeting, they have intimated that they would undertake dynamic study of NER system is required for ensuring security and stability of the grid. For this purpose, technical data of all generating units are urgently required (especially Assam, Meghalaya & Tripura & ISGS). Accordingly, NERLDC had circulated the proforma during the meeting and requested all the constituents to submit the relevant information by January, 2012, but none of the constituents have submitted the information, except Tripura. In the meeting NERLDC stated that they have sent reminders to all concerned for furnishing the same.

C. 11 Looping arrangement of 132 KV Balipara Ranganadi - Nirjuli Gohpur Balipara. NERLDC informed that most of the time 132kV Balipara Gohpur line remains open and under lean hydro condition the power to Gohpur is fed through 132 kV Balipara Ranganadi - Nirjuli Gohpur route. In case of exigency, for closing of 132kV Balipara Gohpur line, without disconnecting any sections of 132 kV Balipara Ranganadi - Nirjuli Gohpur line, the phase sequence at Gohpur needs to be checked. For the benefit of the grid, Balipara looping arrangement should be tested at a suitable time in consultation with NERLDC. AEGCL was requested to check the phase sequence of Balipara Gohpur line at Gohpur. Assam informed that the date for test synchronization (phase sequence) of the above line has been fixed for 28.03.2012 in consultation with NERLDC. Assam vide letter dated 28.03.2012 informed that phase mis-match between Samaguri and Nirjuli-Balipara has been rectified and is ready for looping of the above line. Assam informed that test synchronization of above line can be carried out in consultation with NERPC, NERLDC/POWERGRID, NEEPCO and AEGCL. Assam requested NERLDC to inform the suitable date. NERLDC agreed. The Committee noted as above. C. 12 Transformer Tap Optimization required to operate the system within permissible voltage limit NERLDC informed that transformer data are required to carry out system study for operating the system within permissible voltage limit. Further, the format for furnishing relevant transformer data was distributed by NERLDC long back and it was requested to furnish the relevant data by February, 2012. No constituent had furnished the relevant information so far except Tripura, POWERGRID & NHPC. Member Secretary (I/C) requested all the constituents to furnish the required information at the earliest. Consttuents agreed. The Sub-committee noted as above. C. 13 Double pole center break type isolator at R.C. Nagar I & II.

Tripura informed that 6 (six) Nos. Double pole center break type line isolators & 9

Minutes of 72 nd OCC meeting held on 10 th April, 2012 at Guwahati auxiliary bus isolators connected at R.C. Nagar Line I & II bays at 79 Tilla Grid S/S belong to POWERGRID. Out of these, 3 (three) Nos. are fully out of order & 3 (three) others are not functioning properly, even Earth Switches were also nonfunctioning. The issue has already been taken up with POWERGRID and the same has been inspected by them. Tripura requested POWERGRID to look into the matter at the earliest. POWERGRID informed that they have inspected the site and the matter has already taken up with M/S BIMCO, the original manufacturer of the isolator for replacement of MOM Box which will take some time for procurement and execution. Further, CM, POWERGRID informed that the said 132 KV bays (two nos.) of POWERGRID at 79 Tilla Grid S/S was constructed by TSECL as deposit work and since inception (a) the earth switches were not functioning and (b) no gravel spreading was done. Also, till date, TSECL has not handed over the bays to POWERGRID. After detailed discussion the Sub-committee requested POWERGRID and TSECL to resolve the matter bilaterally. C. 14 Start up Power for Pallatana GBPP. During the 71st OCC meeting, Tripura stated that during lean season, NERLDC has not allowed Tripura to draw more than 35 MW due to constraints in 132 KV pocket, whereas the demand has gone up day by day and now it is touching 220 MW regularly. Hence arrangement of extra power to Pallatana for startup power is very difficult. The Sub-committee enquired if start up power can be extended to Pallatana during the off-peak period. DGM, Tripura stated that the matter has to be discussed with competent authority of TSECL. The Sub-committee has decided to drop this agenda.

D. 1 Indian Electricity Grid Code (IEGC). Member Secretary (I/C) NERPC informed that Amemndments have been issued by 10

Minutes of 72 nd OCC meeting held on 10 th April, 2012 at Guwahati CERC in respect of IEGC Regulations, he requested all the constituents to update themselves by reading regularly all these Amendments from CERC website for the benefit of their organizations. The Sub-committee noted as above. D. 2 Committee of Load Generation Balanced Report (LGBR). Member Secretary (I/C), informed that as per Sub-Regulation (c) of the Regulation 5.7.4 of Principal Regulation(IEGC) (c) RPC Secretariat shall compile LGBR for peak as well as off peak scenario and also prepare annual outage plan in the respective region. RPC Secretariat shall then come out with the draft LGBR and draft outage plan for the next financial year by 30th November of each year for the regional grid taking into account the utilization of available resources in an optimal manner and to maintain security standards. This will be done after carrying out necessary system studies and, if necessary, the outage plan shall be rescheduled and LGBR shall be modified, accordingly. Adequate balance between generation and load requirement shall be ensured while finalising outage plan. The draft LGBR and draft outage plan shall be uploaded by the RPCs on their websites. During the meeting, it was informed that IEGC (First Amendment Regulation) 2012 & UI Charges & related matters (second Amemndment Regulations), 2012 have been stayed by Honble Chennai High Court. However, it was decided by the subcommittee to constitute a committee in the next OCC meeting for preparation of LGBR for the next financial year i..e. 2013 -14. The Sub-committee noted as above. D. 3 Empowerment of system operators in SLDC/Sub-station/Power plants. NERLDC informed that they have observed that on many occasions the shift-incharges in SLDC/Sub-station/Power Plant control rooms hesitate to take decisions without consulting their higher authorities. This causes problem in real time operation of the grid especially during emergency situations. Hence, empowerment of shift-in-charges is very essential to maintain secured grid operation. Member Secretary (I/C) also requested all the constituents to abide by the instruction of NERLDC for security of the grid. However, regarding empowerment he requested NERLDC to write to their management or the matter can be referred to the next NERPC meeting. The Sub-committee noted as above. 11

Minutes of 72 nd OCC meeting held on 10 th April, 2012 at Guwahati D. 4 Quarterly report on DG set operation. NERLDC informed that they have requested NHPC (Loktak) and NEEPCO for regular & timely submission of the weekly test run report of DG set earmarked for Black start of the plant. Though NERLDC have received only one letter from NHPC but no communication was received from NEEPCO. Further, DGM, NERLDC informed that as per IEGC the reports on the above are to be furnished on quarterly basis to NERLDC Sr. Manager, NEEPCO informed that they will take up the matter and assured that quarterly report on DG set operation would be furnished to NERLDC. Since no representative was present from NHPC, the Sub-committee requested NERLDC to take up the matter with NHPC. The Sub-committee noted as above. D. 5 Frequent revision of OCC approved shutdown schedule of grid elements. NERLDC informed that as decided in the 71st OCC meeting shutdown of Transmission lines or Generating stations should be adhered to approved shutdown schedule in the OCC meeting for grid security as well as market operation optimization. Member Secretary (I/C) also shared the same opinion with NERLDC and further stated that it has been observed that just few days after the OCC meeting, some constituents have requeseted to either grant the new shutdown or deviation from the approved shutdown. Also at times, Annual Plan shutdown proposal are requested after the OCC meeting. This is not a healthy practice. He requested all the constituents to put their shutdown proposal in the meeting for approval of the sub-committee. Also, no deviation of shutdown would be considered henceforth, unless in case of emergency. AGM, NERLDC informed that in case of any deviation proper planning of ATC/TTC could not be optimally ascertained and may lead to commercial loss to the constituents. Constituents enquired if their state lines shutdown have to be approved by the OCC. AGM, NERLDC informed that list of important grid elements are already identified at NERPC forum. Any shutdown/opening of those listed lines has to be approved by the OCC Sub-committee. The Sub-committee noted as above. 12

NERLDC informed that it has been observed in the recent times that constituents are overdrawing from the grid despite of repeated requests/messages from NERLDC. This results in violation of Inter-regional ATC and also jeopardizing system security. NERLDC requested constituents to adhere to real time advices of NERLDC for secured system operation Member Secretary (I/C) NERPC requested once again to all the constituents states of NER to follow the real time instruction by NERLDC for grid security. Also, he informed that CERC is monitoring very closely to the constituents who constantly overdraw through respective RLDC and if constituents continue to persist their overdrawl, they may have to pay the penalty as fixed by CERC. D. 11 Estimated Transmission Availability Certificate (TAC) for the month of January, 2012. The Final TAC for the month of February, 2012 has not been issued by NERPC as the data are yet to be received from POWERGRID. The Estimated Transmission/System Availability for the month of March, 2012 furnished by PGCIL is 99.9678 % as per details at Annexure D. 11. ii). Machine data for Dynamic Simulation for NER Power System: As per Item No C.10 of Minutes of 71st OCC Meeting, reminder vide Ref NERLDC/SOII/9950-68 dtd 26.03.12 sent along with Format. Steady State data & few dynamic data of machine received from AGTPP ( Data for exciter and governor snot yet received) and only steady state data from TSECL received (Data for Dynamic Simulation not yet received). iii). Tap optimization is required to operate system voltage within permissible limit: Data from Arunachal Pradesh, Assam, Manipur, Nagaland not yet received. Tap setting data for all GTs (Generator Transformers) are also required. iv). Furnishing of element-wise relay setting details: These data are required for limit checking of elements while conducting offline load-flow study in NER grid. Letter vide Ref NERLDC/SOII/5610-24 dtd 15.12.11 was sent to all power utilities of NER for furnishing of element-wise relay setting details. Relay Setting Data not yet received from any power utilities of NER.

v). Submission of data for required development of Power Atlas of NER & States of NER: Letter vide Ref NERLDC/SOII/9767-81 dtd 19.03.12 was sent to all power utilities of NER for development of Power Atlas of NER & states of NER. Assam has furnished Essential Load, Max, Min & Avg Demand of Load Centre, Hydro & Thermal Power Station Data. Latest Power Map, Sub-Station and Transmission Line data not yet received. Arunachal Pradesh has not furnished data as per our requirement. vi). Shutdown of 400 KV Bongaigoan Binaguri II w.e.f. (07:00 hrs to 17:00 hrs) of 12.04.2012 to 18.04.2012 (daytime) by POWERGRID: TTC/ATC to be revised due to this shut down.

Furnishing of Monthly Generation (in MU) data for monthly Power Supply Position (PSP) and Unit Generation (UG) report: These reports are to be sent to CERC and RPC by 1st of every month for the previous month. It is being seen that some constituents are delaying data submission resulting in undue delays in report preparation. Constituents are requested to send the data by 1300Hrs of 1st of every month for the previous month. The sub-Committee requested NERLDC to take up with respective constituents of NER to collect all the relevant data. NERLDC ageed.
