Thailand Bank for Agriculture and Agricultural Cooperatives (BAAC) Says Farmers to be Paid by End of January, After Missing January 15 Target Deadline

Thailands Bank for Agriculture and Agricultural Cooperatives (BAAC) now says farmers will be paid by the end of January, a couple weeks later than the previous target deadline of January 15. The bank is scrabbling to pay farmers for their pledged paddy and farmers are running out of patience protesting and trying to exercise their rights by writing letters of demand to government offices.The BAAC says it will try to use state enterprises funds to pay farmers. It was separately announced the BAAC conducted a successful debt auction, borrowing the 32.58 billion baht (about $991 million) at 3.14% interest, but the term of the debt was not reported.

Thailand National Anti-Corruption Commission to Probe Rice Subsidy Scheme

Thailand's National Anti-Corruption Commission (NACC) will investigate the much debated rice subsidy scheme brought in by the - now caretaker - government.The NACC made the announcement amidst protests against the caretaker government and the caretaker Prime Minister Yingluck. The prime minister is facing opposition from farmers and other rural voters who are angry over delay in payments; the government was supposed to pay farmers by January 15 but is missing that deadline. The President of the Thai Rice Exporters Association said the government has to pay approximately 170 billion baht (around $5.2 billion) to the farmers.Critics say corruption is ripe in the scheme and has cost tax payers hundreds of billions of baht (tens of billions of dollars). Since Yingluck is the nominal head of the National Rice Committee, she is likely to face charges.The NACC may also investigate the role of the former Commerce Minister in the government-togovernment deals. He was sacked by Yingluck in June 2013 for not being able to answer public concerns about the deals.Locals are skeptical about the likelihood of those responsible actually being held accountable.
Thailand Exchange Plans Auction of Pledged Rice on January 22, Despite Political Rifts

The Agricultural Futures Exchange of Thailand (AFET) is planning a new round of rice auctions from government stocks on January 22, 2014, despite ongoing political protests in Bangkok, according to the Thai News Bureau.The auctions were originally scheduled for January 15 but were postponed.The AFET said that the price offered by bidders from the last year's auction would be used as base for setting the default prices for the January 22 auction. It also said that the offer would comprise of 110,000 tons of white rice with 5% water content from silos in Saraburi, Lopburi and Phitsanulok , and 38,000 tons of second grade Jasmine fragrant rice
from Ubon Ratchathani and Nakhon Ratchasima barns.The exchange expects the bidding to be more interesting as there are more varieties of rice in the coming auction as compared to the earlier auctions.

Oryza U.S. Rough Rice Recap Price Ideas Unchanged, Despite Dismal Export Sales

The U.S. cash market was uneventful today with buyer and seller price ideas unchanged despite the fact the USDA reported dismal export sales numbers.As of today, offers were firm near $15.55-$16.66 per fob farm (about $343-$367 per ton), depending on where they are located in the U.S. mid-South, for January through March shipment.Bids from larger mills and exporters could both be found around $15.15 per cwt (about $334$345 per ton), for January through March delivery, although there are still reports of smaller paying more than $16.00 per cwt (about $353 per ton) for delivery before April.In the meantime, today the USDA reported that cumulative net export sales for the week ending on January 9th, totaled 7,100 tons, a marketing year low, which was 92% lower than last week and 91% lower than the prior 4-week average.Increases were reported for the following destinations including: 1,900 tons to Mexico, 1,500 tons to Canada, 700 tons to Israel, 700 tons to Hong Kong, and 400 tons to Singapore.U.S. rice exporters shipped 50,300 tons, which was 39% lower than the previous week and 40% lower than the prior 4-week average. The primary destinations included: 24,800 tons to Mexico, 7,300 tons to Haiti, 4,000 tons to Saudi Arabia, 3,100 tons to Jordan, and 2,700 tons to Taiwan.

Oryza Rice Currency Analysis for Today Argentine Peso Down Nearly 1%

U.S. dollar index was down -0.15% from the open today, when it traded at 80.909 at the close. Euro was stronger +0.09% today by the close, trading around 1.3618 by end of day, after trading between an intraday high of 1.3650 and low of 1.3583. The dollar slipped today even as jobless claims painted a very optimistic picture of the U.S. economy. Thai baht was stronger +0.26%, trading at 32.785 at the close of business. Indian rupee was stronger +0.01% at 61.5425. Brazilian real was -0.09% weaker than the open at todays close, when it ended at 2.3614 reais per dollar. Pakistan rupee was -0.06% weaker at 105.4900.
Vietnamese dong was -0.05% weaker, trading at 21100. Mexican peso was -0.55% weaker today, when it traded at 13.2718 pesos per dollar by the close of business today. Chinese yuan was weaker -0.16%, trading at 6.0560. Argentine peso was -0.96% weaker, trading at 6.7737 pesos per dollar.

Italian Minister of Agriculture May be Forced from Office; Departure Could Impact Efforts to Limit Duty-Free LDC Rice Imports

Italys Minister of Agriculture, Nunzia De Girolamo, may be forced to step down amid accusations she improperly exerted influence over the choice of public healthcare managers in 2012.At an EU meeting back in December 2013, De Girolamo represented the Italian rice industry with support from Bulgaria, Greece, Spain, France, and Portugal - in asking the EU to stop duty-free rice imports from LDC (Least Developed Countries) due to increased alarm European rice producers were facing from rising duty-free rice imports from LDCs under the Everything But Arms (EBA) agreement. With De Girolamo facing charges, her and the EU rice industrys efforts to restrict LDC duty-free rice imports to Europe may be delayed. Ente Nazionale Risi, Italys National Rice Agency, reports that rice imports from LDCs Cambodia and Myanmar increased from 31,750 tons in 2009-10 to 129,299 tons in 2012-13, including 123,182 tons of from Cambodia and 3,952 tons from Myanmar. Myanmar has only enjoyed LDC status since 2013 after resolving some EU issues with local labor practices.

Iraq Tenders to Buy 30,000 Tons of Rice

Iraq has tendered to buy 30,000 tons of rice. Iraq is accepting bids for long-grain rice from the US, Uruguay, Argentina, and Brazil and bids for medium-grain rice from Spain, the U.S., and Australia.Offers must be submitted by February 2 and valid until February 6.

Buyers Beware: Rice Companies Try to Trick Consumers with Low Quality Rice, Change Packing with Markers

Taiwans Agriculture and Food Agency (AFA), an arm of the Council of Agriculture (COA) will inspect packaged rice in Taiwan every month from this year after finding mislabeled rice on store shelves.Inspections by the COA officials in the state brought to light that many rice bands are mislabeling low-cost rice as more expensive rice, deceiving the consumers.Instead of decreasing the prices of downgraded packages, companies are changing the names of the products on the labels, sometimes even with markers. While some have pushed for the revocation of companies licenses, the Food Administration Act governs only food labels and the quality of food products; it does not deal with pricing.However, some companies were fined for mislabeling and told to revise their labels within 24 days, and the COA has also asked consumers to boycott packages with unreasonable prices or doubtful labels. Trying to escape blame, the rice selling companies demanded that the government pay more attention to rice that is sold in bulk, saying most of those products are not well labeled and thus they claim they cannot identify the rice quality they are pricing and selling to consumers. The AFA said it will randomly inspect 80-90 packages on a monthly basis starting this year.

Louisiana University's AgCenter Educates Rice Farmers through Clinics; US Farm Bill Uncertainty Poses GreatestChallenge

Louisiana State University's professors are assisting the rice farmers through rice clinics to get ready for the coming 2014 rice season.With the Louisianas rice season less than two months away, the clinics are providing the farmers with the latest farming practices and production alternatives. The farmers are also educated about expected yield data on various rice varieties as well as optimal fertilization rates. The knowledge helps the farmers to maximize net returns on their investments. The clinics also aim to keep the farmers well-informed about the possible insect and plant disease problems and the methods to control them. They will also educate the farmers regarding the US rice commodity market and the ways to benefit from it. While farmers will face the usual challenges this year such as potential hurricanes, droughts and excessively high temperatures, Steven Linscombe, the director of the University's Rice Research Station, says the delay of proposed U.S. Farm Bill is a major challenge to farmers as they decide what crops to plant.

Coal Seam Gas Activities to Impact Rice Production in Eastern Australia; Rice Industry Demands Critical Recognition

The Ricegrowers Association of Australia has applied to the New South Wales (NSW) government to recognize the rice sector as a 'critical industry cluster' (CIS). The association is seeking to protect the rice producing land from negative effects of the Coal Seam Gas (CSG) activities in the area.The association has reacted to an application by a private gas company to explore the NSW region for CSG reserves. The rice growers association's executive director said they are not opposed to gas development in the area but are concerned that CSG activities would impact rice production in the region.Although the government has introduced Strategic Regional Land Use Policy (SRLUP) - a mechanism to protect strategic agricultural land through an independent scientific assessment prior the development application stage - the farmers are keen on getting CIS status for the rice sector. The government has recognized viticulture and the horse breeding and training industries in the area as CISs.CSG is a natural gas found in coal deposits and it can be used for cooking and heating as well as in industrial processes and electricity generation.The USDA estimates the milled rice production in Australia at 680,000 tons in the year 2013-14 around 19% lower compared to 840,000 tons in 2012-13 due to a 12% decline in rice acreage to 100,000 hectares from last year's 114,000 hectares. Australia will export 520,000 tons and import about 140,000 tons in 2013-14, according to USDA estimates.

U.S. Rice Export Sales Disappoint

In the week ending January 9, US rice exporters sold 7,100 tons of rice from the 2013-14 crop, the USDA reports. This is a marketing year low and down 92% from the previous week and down 91% from the prior 4week average. Increases were reported for Mexico (1,900 tons), Canada (1,500 tons), Israel (700 tons), Hong Kong (700 tons), and Singapore (400 tons). US rice exporters shipped 50,300 tons of rice, down 39% from the previous week and down 40% from the prior 4-week average. The primary destinations were Mexico (24,800 tons), Haiti (7,300 tons), Saudi Arabia (4,000 tons), Jordan (3,100 tons), and Taiwan (2,700 tons).

Vietnam, Pakistan Rice Sellers Increase Some of Their Quotes Today

Vietnam rice sellers increased their quotes for 5% broken rice and 25% broken rice by about $5 per ton and $10 per ton respectively to about $400 - $410 per ton and $375 - $385 per ton respectively today. Pakistan rice sellers increased their quotes for 5% broken rice and parboiled rice by about $5 per ton each to about $395 $405 per ton and $425 - $435 per ton respectively. Thailand and India rice sellers kept their quotes mostly unchanged. 5% Broken Rice Thai 5% rice (of new crop) is quoted around $440 - $450 per ton, about a $40 per ton premium over Viet 5% rice shown around $400 - $410 per ton, up about $5 per ton from yesterday. Thai 5% rice of the old crop is shown around $370 - $380 per ton. Indian 5% rice is quoted around $405 - $415 per ton, about a $10 per ton premium over Pak 5% rice quoted around $395 - $405 per ton, up about $5 per ton from yesterday. 25% Broken Rice Thai 25% rice (of new crop) is quoted about $385 - $395 per ton, about a $10 per ton premium over Viet 25% rice shown around $375 - $385 per ton, up about $10 per ton from yesterday. Thai 25% rice of the old crop is shown around $345 - $355 per ton. Indian 25% rice is quoted about $360 - $370 per ton, about a $15 per ton premium over Pak 25% rice quoted around $345 - $355 per ton. Parboiled Rice Thai parboiled rice of the old crop is quoted around $450 - $460 per ton. Indian parboiled rice is quoted around $395 - $405 per ton, about a $30 per ton discount to Pak parboiled rice quoted around $425 - $435 per ton, up about $5 per ton from yesterday. 100% Broken Rice Thai broken rice, A1 Super, of the old crop is quoted around $305 - $315 per ton, about a $50 per ton discount to Viet broken rice shown around $355 - $365 per ton. Indian broken sortexed rice is quoted about $295 - $305 per ton, about a $20 per ton discount to Pak broken sortexed rice quoted around $315 - $325 per ton.

Yingluck to be probed, ex-ministers charged on rice scheme

Published: 16 Jan 2014 at 18.48 The anti-graft agency will investigate caretaker Prime Minister Yingluck Shinawatra's role in the rice pledging scheme after bringing formal charges of corruption against two of her cabinet ministers. About 50 farmers in Buri Ram rally at the provincial hall on Thursday to demand quick payment for their pledged rice. The National Anti-Corruption Commission has found the scheme plagued with corruption. (Photo by Surachai Piraksa).The National Anti-Corruption Commission (NACC) will check to see if she was negligent in her duties as chair of the National Rice Policy Committee.Ms Yingluck failed or had no intention to stop the alleged corruption and she could face criminal charges, said NACC member and spokesman Visa Mahakhun, who chaired the inquiry panel into the issue. Former commerce minister Boonsong Teriyapirom and ex-deputy commerce minister Poom Sarapol were charged by the agency, together with 13 other persons including former director-general of the External Trade Department Manas Sroypol who was involved in negotiations to sell rice to two Chinese state enterprises on government-to-government contracts.The NACC has found no evidence that the two firms - Guangdong Stationery & Sporting Goods Import & Export Corp, and Hainan Grain & Oil Industrial Trading Co - had been authorised by the Chinese government to buy the rice under the government-to-government scheme. It also found no evidence that the rice had been exported to China. The NACC investigators excluded Ms Yingluck from its inquiry and concentrated on the persons directly involving in attempts to sell the rice under the scheme.Anti-graft investigators spent more than one year before reaching the conclusion by questioning more than 100 witnesses and reading more than 10,000 pages of evidence.Mr Vicha said Ms Yingluck will be called on to defend the case and added that the NACC will try to wrap up the probe on the caretaker prime minister as soon as possible.Mr Boonsong and Mr Poom and 13 other persons will be summoned to listen to the charges.Democrat Party spokesman Chavanond Intarakomalyasut urged stern action against those found guilty in the case as the scheme had severely damaged the country."We would like to see the NACC make the right decision and see politicians who want to promote themselves at the expense of the national image punished,'' he said.
