(BBC) - Former Venezuelan beauty queen Monica Spear, 29, and her Irish husband Thomas Berry have been shot dead in their car in Venezuela. Their five-year-old daughter, who was injured in the incident, is said to be in a stable condition in hospital. Police have launched a investigation into the killing, which happened on the highway leading from Valencia to Puerto Cabello. Ms Spear became Miss Venezuela in 2004, and also acted in soap operas. Local media reported that Ms Spear and her husband had stopped by the roadside because their car had broken down. The gunmen opened fire in what police said might have been a robbery gone wrong. Venezuela has one of the highest murder rates in the world, and armed robberies and kidnappings are not unusual.

(BBC) - An aid worker at a Catholic mission in the Central African Republic, where some 3,000 people have sought shelter, says he fears a massive attack. Vojtech Bily told the BBC that the town of Bozoum, north of the capital Bangui, was surrounded by Christian militia, who he feared could massacre Muslim residents. He said the mission only had enough food supplies to last for three days. The conflict has pitted Christian and Muslim militias against each other. The situation here in Bozoum is critical, Mr Bily told BBC Focus on Africa. We are here alone since French soldiers left on 21 December. France has deployed 1,600 troops to try to end the conflict but fighting has continued.

Central African Republic Crisis: Aid Worker Fears Attack


The African Union also has some 4,000 peacekeepers in the country. UN Under Secretary General for political affairs Jeffrey Feltman on Monday warned that the country was on the brink of a catastrophe. About half the people of Bangui have been driven from their homes, a total of about 513,000, he said. Really scared Mr Bily, a volunteer at the mission, said that international aid workers had been unable to get supplies into the town as attacks by Christian militia, known as anti-Balaka, had intensified. He said he feared most of the Muslim population might be killed in a large-scale attack on the town. The situation is very confusing, he added. The

Dozens of houses were torched in the attack on Shonong, in the Riyom area. Cattle were killed or taken away by the perpetrators, suspected to be Hausa-Fulani herdsmen, witnesses told AFP news agency. Thousands have died in titfor-tat ethnic violence in Plateau state in recent years.

(BBC) - The family of a 16-year-old Indian girl who died after being gang-raped and set on fire in the eastern city of Calcutta have met the president to seek his help in their fight for justice. A family member later told reporters the president had promised to help. The family also met the head of the National Commission for Women and asked for an inquiry by the federal police. The gruesome crime and the polices alleged mishandling of the case have led to days of protests in Calcutta.

(BBC) - Turkey has dismissed 350 police officers in the capital Ankara in the biggest shakeup since a corruption inquiry targeting government allies. Hours later the top judiciary body said it would investigate alleged misconduct by officials overseeing the inquiry. The sons of three cabinet ministers were among more than 50 detained in raids last month. The government appears to be hitting back by sacking or reassigning hundreds of police, correspondents say. Prime Minister Recep Tayyip Erdogan recently accused the police and judiciary of a dirty plot to undermine his administration. He was forced to carry out a cabinet reshuffle after three of his ministers resigned following their sons arrests. (BBC) - P Morgan Chase has agreed to pay $1.7bn (1bn) to victims of the Bernard Madoff fraud following a settlement with US prosecutors. The settlement comes after Federal prosecutors accused the bank of ignoring red flags about Madoffs crimes. We recognize we could have done a better job, said JP Morgan spokesperson Jennifer Zuccarelli. The bank has agreed to improve its controls as part of the settlement.

The residents convened the meeting to seek the MPWs attention in solving the environmental problem the dust is causing in their community. Some residents of the area have reported experiencing health problems as a result of inhaling the dust. Explaining to the residents at the meeting, Minister Slour disclosed that the company could not continue the road project due to lack of compensation for those whose structures are to be demolished. The Government has not

provided the money needed for the Resettlement Action Plan (RAP) in order to implement the road project. We have learnt that the company is therefore opting to discontinue. RAP being put into effect, is the only way the project can continue, he disclosed. The road construction is being undertaken by CHICO, a Chinese construction company. The Public Works Assistant Minister promised to apply all efforts in addressing the concerns of the Police Academy residents. We are going to contact the management of CHICO to sprinkle water on the road in order to reduce the dust as part of their social responsibility, he concluded. The Daily Observer contacted the management of CHICO and will tackle the story from their angle in a follow-up article.

High Cost of Transportation Leaves Passengers Stranded in Ganta

It has left many passengers stranded while others have been forced to opt for the backs of trucks and trailers. At the Monrovia parking in Ganta more than 100 passengers were seen stranded as a result of the high fares. One passenger, Sam Lloyd, said, We were asked to pay L$1,500 (18.50USD at the rate of80L$ to one US$) from Ganta to Monrovia. The

The University of Liberia (UL) has been in crisis since last November, primarily because of the unholy alliance, violence-prone between the faculty and students. Underneath the whole debacle (disaster) is corruption and widespread, longstanding and sustained malpractices on the ULs campuses, perpetrated by faculty members who seem bent on maintaining a culture of corruption. This has over the past several years, even decades, undermined and dealt a lethal blow to the credibility of the nations highest institution of learning. It is widely known throughout Liberia that many, many UL graduates can hardly read or write a straight sentence. This is the general experience of employers, including this newspaper, the Daily Observer. What have been the problems? First, the UL faculty and administrators have used the breakdown of law, order and discipline in Liberia since the 1980s to institute a culture of corruption on campus that has compromised the very admissions policy of the institution. For a very long time it has been an accepted norm that no one enters UL purely on academic merit. Either you pay money under the table to enter or your name will not come up, no matter how well you completed high school. The corruption poison soon spread into the grading system at UL, where if the student had nothing to give in return for grades, whether money or sex or both, the student will fail. A few years ago, even after a widely experienced and credible academic, Dr. Emmet Dennis, former provost of Rutgers University, was appointed UL president, he was forced to cancel, immediately following graduation, several degrees awarded. The problem: some of the graduates had hardly done three years of study, and many had not been seen on campus for several years! But that wasnt all. University faculty have downplayed books on campus, because they are too busy pushing their own PAMPHLETS which they DEMAND that the students BUY before they can sit in class. No pamphlet, no seat, no assignment, no test, no grade. What are the poor, hapless students to do but to succumb to this tyranny of a corrupt and incompetent faculty? What this system, in place over many years, has done is to sink the University of Liberia to historically its lowest depth and to make it the laughing stock of Liberian academia. But there is yet another serious underlying factor: a senior UL administrator told the Daily Observer yesterday that TWO THIRDS OF UL FACULTY ARE ONLY BACHELOR DEGREE HOLDERS! Even the current head of the faculty association, Clifford Young, holds a BA and a local Masters, but remains a junior member of the faculty. But he successfully got himself elected their president. It is he and his cohorts that connived with a band of unruly students to violently destabilize the UL on November 22, 2013, provoking its indefinite closure. Now they are demanding the reopening of the university on their own terms: the current provost, Dr. Wede Brownell, the very woman who unearthed and put a stop to so much of the corruption and malpractices on campus, must resign. And where would that lead the UL? To business as usual, and further sinking into the abyss. This nation CANNOT sit supinely and allow that to happen. The UL is the pride of every Liberian, UL alumnus or not. Remember, it was established as Liberia College in 1862 by our first President, Joseph Jenkins Roberts, and elevated to university level by President W.V.S. Tubman in 1950. So what is the way forward? Because of the lax in administration in the entire country since 1980, but most especially during the war years, government has paid little attention to the training of university teachers. The time has come for the Visitor of the University and the entire Liberian government to institute a crash program to train at least a hundred university teachers, in the sub-region and abroad, to restore the credibility of the UL. Within three years many of these faculty members should have returned to serve. Meanwhile, GOL should approach friendly neighboring countries such as Nigeria, Ghana, Cote dIvoire and Senegal seeking academic aid to beef up the UL faculty. But this one thing MUST not happen: the UL should not be thrown back to wolves, to further cement its ultimate destruction and doom. NO! That MUST not be allowed to happen.

The news that President Ellen Johnson Sirleaf has resuscitated the board of the Forestry Development Authority (FDA) is a welcome development and could not have come at a better time. Our hopes are now that this new board headed by an eminent public servant, Sister Mary Laurene Brown, with proven leadership credibility would no doubt be courageous and innovative in the execution of its duties. Although one of the smallest countries in Africa, in terms of geography and population, Liberia possesses a large diversity of species, including 2,200 plants, 590 birds, 193 mammals, 162 fish, and a vast array of butterflies. This is according to the Convention on International Trade in Endangered Species (CITES). But these animals are being decimated because of over hunting and because of destruction to their habitats. The country has the largest tract of tropical rainforest in the environmentally important Upper Guinea Forest region and the animals it shelters are a conservation priority. However, the rate of deforestation and illegal hunting are serious threats to the nations rich flora and fauna ecosystems. Wild animals and the bush-meat trade represent a resource from which a large number of Liberians benefit, unlike the timber and mining industries. This is why the new FDA board should formulate sustainable policies to find a compromise that meets the nations biodiversity conservation goals, while integrating the management of these valuable natural resources. These policies should form part of a broader framework that increases national and community management capacity. President Richard Nixon, more than 40 years ago, when he signed

into law Americas endangered species act, said: Nothing is more priceless and more worthy of preservation than the rich array of animal life for which our country has been so blessed. The act passed in the House of Representatives and the Senate in 1973 with barely any opposition. As a result, 1,500 species listed as threatened or endangered are now protected under the law. More than 100 species like the gray wolf, bald eagle, and sturgeon fish have been delisted. This kind of bold leadership is what the Liberian people require and would expect from a Sister Mary Laurene-led FDA board. Given that the bush-meat trade is an important source of protein and income to the local and national economies, the FDA should make wild animal conservation a central plank of its forest resource management strategies. There must be a complete rethink with a focus on ecosystems conservation. This new board should be more than overseeing the granting of timber concessions, its priority must be to save wildlife and wild habitats across the country from destruction. We know that protecting wildlife, given the high rate of poverty in the country, will be delicate. Therefore, it must be done synergistically, interacting with various stakeholder groups. We can talk and chew gum at the same time; we can address poverty and protect our wildlife simultaneously. It can be done! Since the mid-1980s, Liberia has lost 19,000 forest elephants to poaching, reports CITES. The poaching of Liberias elephants has cut the population by 95% leaving only 1,000 elephants currently roaming our lush forests. We cant wait for these species to be in the emergency room before protecting them. At the rate at which the elephants have

declined, wildlife conservationists believe it may take almost 100 years or longer for them to get back up to previous levels. The FDA board should solicit help from all statutory agencies, including the Ministry of Internal Affairs, and local conservation groups to cooperate toward a comprehensive common set of goals of conservation. Decision has to be made on the best available science and the data now shows that more than half of Liberias endemic species are threatened with extinction. We are rapidly losing elephants, zebra-backed and Jentink duikers, and manatees. We need to protect these animals urgently before we lose them for good. We can protect our animals and natural resources through science, conservation, education and management led by the new FDA board. Together we can change attitudes towards nature and help people imagine wildlife and humans living in harmony. The Sirleaf Administration, like all other administrations before it, has been less engaged with endangered species conservation. Sister Mary Laurene Browne and her colleagues can reverse this trend and establish the Presidents conservation legacy. Natural resource and land management laws need to be reformed. We need some innovative laws on the books to protect our wildlife, mammal life, wetlands, and forest ecosystems, and prevent large-scale poaching. By focusing on ecosystem, we can protect many species from the brink of extinction. Therefore, the board should push the FDA management to move to a more ecosystem-based management system, it would be a better habitat conservation system.

Alternative Dispute Resolution (ADR), including various forms of mediation, arbitration and other justice services, is regularly referenced as a solution to challenges faced by the Liberian justice system, including: increasing congestion of court dockets; high numbers of land disputes; significant costs of litigation; procedural delay; and the adversarial nature of proceedings. The Ministry of Justices three-year ADR project will explore ways by which the justice system can be more responsive to the needs of Liberians and examine means of resolving disputes outside of the formal legal process. The overall objective of the ADR project is to determine how ADR is being used in the Liberian context and pilot models that increase the effectiveness, accountability and sustainability of local ADR initiatives through some form of institutionalization or support by the MOJ.

2. Background

The objective of the assignment is to provide management, administrative and technical advice and support to the Ministry of Justice on the establishment of Alternative Dispute Resolution (ADR) in Liberia through the piloting of ADR system in four counties. Duties & Responsibilities: Under the supervision of the Program Manager, the National Consultant in collaboration with the International Consultant will be responsible for helping to facilitate, consensus building and design of the pilot ADR activities; and establishment of pilots in four counties. He called on other teachers to do their best by emulating their colleagues. The Executive Director, T. Michael Weah, gave a brief overview of the WE-CARE Foundations activities. He said WE-CARE was founded in 1992 as an education NGO andpresently works in the area oftraining teachers, writers, illustrators, establishing libraries, and publishing culturally relevant children books. Educating Taxpayers a Priority

-Liberias Tax Institute Boss Says

he head of the Liberian Institute of Tax Practitioners has assured the public that the Institute will take tax education to taxpayers across the country. Mr. Arthur Fumbah said the key benefit of the Institutes tax education program is to ensure a more efficient tax system for all taxpayers, advisers and the tax authorities. We will not be making laws, but educating the public about existing government tax laws and policies enacted by the legislature, he stated. In an exclusive interview with our business desk Tuesday, January 7, Fumbah noted that the Liberian Institute of Tax Practitioners will professionalize the practice of taxation by common standards including the establishment and implementation of best practice ethical standards. He also noted that the Tax Institute will enhance transparency and accountability in the practice

Fumbah: We wont be making laws, but educating the public about governments tax laws and policies
of taxation and contribute to the enhancement of voluntary compliance by taxpayers. The Tax Institute will contribute to the improvement of governments tax revenue collection and would provide employment possibilities by qualifying more individuals, he said. Many taxpayers commit tax crime in Liberia by evading or avoiding government taxes. But the Tax Institute boss assured the government and the private sector that it has the capacity to train more

tax experts that would help change things around for the better. The Institute hopes to be the sole professional body to train and certify tax professionals as well as regulate the activities of tax practitioners in Liberia. A former Deputy Finance Minister for Expenditure & Debt Management of Liberia, Fumbah is currently the senior manager of Baker Tilly Liberia. He confirmed in this interview that tax compliance has been a problem in the country. He, however, attributed this challenge of availability of less information to most taxpayers about the countrys tax laws and policies. The Liberian Institute of Tax Practitioners was founded by the government in 2009 when Mr. Fumbah was serving as Deputy Minister of Finance. In 2013, the Institute was allowed to go independent with the government, represented by the Ministry of Finance, on its steering committee. Members of the Institutes five-member Steering Committee are: Liberia

Institute of Certified Public Accountants (LICPA), the Liberia Chamber of Commerce (LCC), the National Bar Association (NBA), the Liberian Business Association (LIBA) and the Ministry of Finance. Fumbah praised the government for being supportive of the Institutes independence, though it is not benefitting from public resources. They had it under the Ministry of Finance, but they have let it go independent and this is laudable. They are represented on the Steering Committee and are working heartedly with us to ensure that we are successful. The Tax Institute is quite different from the newly legislated Liberia Revenue Authority (LRA) in that it does not enforce or collect governments tax revenue. As a standalone organization, the Institute is now responsible to finance itself. But, Mr. Fumba praised the government for allowing the Tax Institute to go independent. He emphasized that the Institute

will perform as a think-tank for tax education noting this is in the interest of all partiesthe taxpayers and the government. He clarified that the Liberian Institute of Tax Practitioners will not interfere with the functions of the governments Board of Tax Appeals (BoTA) and the newly enacted Liberia Revenue Authority (LRA), which have the responsibilities to hear tax appeal cases (BoTA) and enforce the tax laws of Liberia and collect governments revenue (LRA). We will be there to recruit and conduct training for tax experts who will then go into various communities and businesses to educate existing and potential taxpayers about governments tax policies and in return, encourage those taxpayers to go and pay government taxes. And this is the technicality relating to government tax laws that we will be filling, he said.

Doe, for their failure to follow PPCC procedures and other laws of the executive branch of government. But one of the suspended LIBTELCO directors, Ciata Victor, has disclosed that their suspensions were predicated (a result based on something) on a stratagem (scheme). That plot, her argument runs, was a political maneuver by Deputy Finance Minister for Fiscal Affairs, Sebastian Muah, to ease in his brother, Paul Muah, LIBTELCOs current Deputy Managing Director, as the next Managing Director of LIBTELCO. udge Blamo Dixon of Criminal Court C on Tuesday January 7, found the First International Bank (FIB) guilty of stealing US$56,750 from the account of the Liberia Airport Authority (LAA). Judge Dixon also fined the bank US$10,000 and some of it executives US$300 each. The Criminal Court Judges action followed his denial of the banks appeal to quash the writ of arrest and indictment prepared against it by the government. Their appeal to quash the governments writ issued against them was predicated

(based) on their defense that grounds that they had restituted (paid back) the money. The bank was charged with theft of property, economic sabotage, criminal conspiracy, and misapplication of entrusted property. The charge stemmed from the banks transfer of US$56,750 from LAAs account, to the Melvin Johnson and Associates account held at the JPMorgan Chase Bank in the United State of America (USA). They admitted the allegation and restituted the US$56,750 to the court, when they first appeared before the court. But, ruling further in the matter, Judge Dixon declared that the bank should have filed its

motion-to-quash to his predecessor, Judge Peter Gbenewelah, to whom the Bank had made restituted, according to the Banks statement. It is true that the bank restituted said money to the court through Judge Peter Gbenewelah, who first heard the case. But, they failed to file that motion to quash when Judge Gbenewelah was presiding over this Court, Judge Dixon clarified. Therefore, the motion is hereby denied and prosecution request for re-summoning the FIBank is hereby granted, the Criminal Court Judge declared. Prosecution is hereby ordered to publish the re-summon notice including the indictment in some newspapers and radio stations for four days, he went

The Bank is ordered to appeal before the court on February 12 to commence the trial, Judge Dixon instructed. The case came up in July 2013, when the LAA accused the bank of conspiring with Madam Ellen Corkrum, then managing director and transferred US$56,750 to the Melvin Johnson and Associates account held in JP Morgan Chase Bank in the United States of America, which bears no authorized signatory to the LAA account. Notwithstanding, the bank did transfer that money to the account of defendant Melvin Johnson and Associates.

Turkey Donates US$100,000 Ambulances to Health Ministry

urkey, specifically the city of zmir, have donated two modern ambulances to the Government and people of Liberia, through the Ministry of Health and Social Welfare. The fully equipped and modern ambulances are valued at a total of US$100,000. The donation, which was made on Tuesday, January 7, in the main compound of the Health Ministry in Congo Town; in fulfillment of the City of zmirs candidacy tour to host Expo 2020. He said that the Ministry has already responded to the donation with a US$35,000 project from the Foreign Ministry,

which would solely be used to purchase spare parts to maintain the ambulances. We hope to maintain these ambulances for the years ahead, Deputy Minister Flomo said. Meanwhile, in separate interviews, the Protocol Officer at the Health Ministry, Joseph Yarpkai and a Physician Assistance, asigned in Grand Kru, Titus Kettor, described the ambulances, as mini health centers. Mr. Ibrahim Cuvoglu and Prince J.Y. Jallabah, both staff of the Liberian Consulate office in Turkey, said the Turkish donations are merely minor evidence of the work that will be done, when the Counsel General designate is officially appointed.
