Youknow,duringtheelectionIhadtheoccasionofmeetingawomanwhohadsupportedme inmycampaign.Andshedecidedtocometoshakemyhandandtakeaphotograph.A wonderfulwoman,shewasn'taskingforanything,andIwasverygratefulthatshetooktime tocomeby.Itwasa[n]unexceptionalmomentexceptforthefactthatshewasbornin1894. AndhernamewasMargueriteLewis,anAfricanAmericanwomanwhohadbeenbornin Louisiana,bornintheshadowofslavery,bornatatimewhenlynchingswerecommonplace, bornatatimewhenAfricanAmericansandwomencouldnotvote. Andyet,overthecourseofdecadesshehadparticipatedinbroadeningourdemocracyand ensuringthat,infact,atsomepoint,ifnotherself,thenherchildrenandhergrandchildren andhergreatgrandchildrenwouldbeinapositioninwhichtheycould,too,callthemselves citizensoftheUnitedStatesandmakecertainthatthisGovernmentworksnotjustonbehalf ofthemightyandthepowerfulbutalsoonbehalfofpeoplelikeher.

    Andsothefactthatshevotedandthathervotewascountedinthiselectionwasofsupreme importancetoheranditisthememoryoftalkingtoherandshakingherhandthatcausesme toriseonthisoccasion. IamabsolutelyconvincedthatthePresidentoftheUnitedStates,GeorgeBush,wonthis election.IalsobelievethathegotmorevotesinOhio.Ithink,ashasalreadybeensaidby someofthespeakersinthisbody,thisisnotanissueinwhichwearechallengingthe outcomeoftheelection.AndIthinkit'simportantforustoseparateouttheissueofthe electionoutcomewiththeelectionprocess. Iwasnotinthisbodyfouryearsago,butwhatIobservedasavoter,asacitizenofIllinois fouryearsago,weretroublingevidenceofthefactthatnoteveryvotewasbeingcounted. AndIthinkthatitisunfortunatefouryearslaterthatwecontinuetoseecircumstancesin whichpeoplewhobelievethattheyhavetherighttovotewhoshowupatthepollsstill continuetoconfrontthesortofproblemsthathavebeendocumentedastakingplace,notjust inOhio,but[in]placesallacrossthecountry. IwouldstronglyurgethatthisChamber,aswellastheHouseofRepresentatives,takeitupon itselfonceandforalltoreformthissystem.Thereisnoreason,atatimewhenwehave enormousbattlestakingplaceideologicallyallacrosstheglobe,atatimewhenwe'retryto makecertainthatweencouragedemocracyinIraqandAfghanistanandotherplaces throughouttheworld,thatwehavethelegitimacyofourelectionschallenged,rightlyor wrongly,bypeoplewhoarenotcertainastowhetherourprocessesarefairandjust.Thisis somethingthatwecanfix.Wehaveexpertsonbothsidesoftheaislewhoknowhowtofixit. Whatwe'velackedisthepoliticalwill. Iwouldstronglyurgethat,inacircumstanceinwhichtoomanyvotershavestoodinlong linesforhours,inwhichtoomanyvotershavecastvotesonmachinesthatjamormalfunction orsuckthevoteswithoutatrace,inwhichtoomanyvoterstrytoregistertovoteonlyto discoverthattheirnamesdon'tappearontheroles,orthatpartisanpoliticalinterestsand thosethatservethemhaveworkedhardtothrowupeverybarriertorecognizethemas lawful,inwhichtoomanyvoterswillknowthattherearedifferentelectionsfordifferentparts ofthecountryandthatthesedifferencesturnshamefullyondifferencesofwealthorofrace, inwhichtoomanyvotershavetocontendwithstateofficials,servantsofthepublic,whoput partisanorpersonalpoliticalinterestsaheadofthepublicinadministeringourelectionsin suchcircumstances,wehaveanobligationtofixtheproblem. AndIhavetoaddthatthisisnotaproblemuniquetothiselection,anditisnotapartisan problem.Keepinmind,IcomefromCookCounty,fromChicago,inwhichthereisalong recordofthesekindsofproblemstakingplaceanddisadvantagingRepublicansaswellas Democrats.SoIwouldaskthatallofusriseupandusethisoccasiontoamendthisproblem.
