NAME:- CHETAN KOTIAN (ROLL NO:-21) PROJECT ON:-DOOR STEP BANKING

INTRODUCTION
The regulator has given banks the go-ahead to offer doorstep services to customers. Banks can now deliver cash and drafts to customers homes and offices as well as collect cash, cheques and other instruments. The decision will make life easier for retail customers and corporates. Some of the banks were earlier offering these services. However, the stopped after the central bank began reviewing the services. !eserve Bank of "ndia permitted banks to carr out doorstep banking not onl to individuals and corporates, but also government departments, public sector units and others. The can deliver the mone against cheques received at the counter or through other channels like phone banking and internet banking. !B", in #ebruar , had allowed banks to pick up cash, instruments and deliver demand drafts to individual customers. $t that point it had not allowed cash deliver to individuals. #or corporates and other customers, !B" had then allowed pick up of cash and instruments, deliver of cash against cheques received at the counter and also deliver of demand drafts. #or ears banks have been offering doorstep cash deliver for corporate customers, especiall to factories in far-off locations. "n recent ears, foreign and private sector banks began offering these services to high-end retail customers. Besides differentiating themselves, some banks found it a wa to discourage customers from crowding branches. %Banks had started doing pick-up and deliver of cash for retail customers like shopkeepers as man of them used to crowd the branches towards the end of the da . B offering cash pick up, banks could pick the cash at their own convenience and also prevent customer queues at the counters. $lso, man of the high networth customers and some of elderl customers preferred deliver of cash and demand drafts at their residence or office,& said a senior private sector banker.

Though the regulator had concerns that cash pick-up could cause mone laundering, it had to possibl given in to strong demand from customers. !B" had in its #ebruar circular also given detailed guidelines on the deliver process. "t had said that cash collected should be acknolwledged b issuing a receipt on behalf of the bank, and the mone should be credited into the customers account the same da or the ne't working da . Bank customers can now look forward to home deliver of banking services, with the central bank allowing banks to emplo agents to e'tend doorstep banking services. Banks can pick up cash and cheques for individuals and corporate customers. The can also deliver cash against cheques received across the counter to corporates and government departments. (here banks do emplo agents, the have to certif in writing that the are taking responsibilit for their agents actions. "n its guidelines issued on (ednesda , !B" said that where banks engage agents for deliver of services, the should have a polic approved b their boards, which la s down broad principles for selection of agents and pa ment of commission. Banks will also have to compl with !B" directives on outsourcing services. Bankers sa that doorstep banking can complement internet banking and further reduce pressure on branches. )ublic sector banks ma , however, not be able to e'ploit this facilit as much private and foreign banks due to union opposition to outsourcing of services. This move b !B" will give a big boost to rural banking plans of banks such as "*"*" Bank which was looking at doorstep banking as one of the models to tap the rural market. #oreign banks, which cannot freel e'pand branch network, can also use this route to e'pand their business. The guidelines also prescribe service levels in terms of the time for deliver . $ccording to !B", cash collected from a customer should be acknowledged b issuing a receipt on behalf of the bank and credited to the customers account on the same or ne't working da depending on the time of collection. $s part of risk-management prescriptions, !B" said that the cash deliver

services could be offered against receipt of cheque onl at the branch and not against telephonic request. #or individuals, even this facilit will not be available. $lso, banks can provide door deliver of demand drafts onl if the have received a requisition in advance and the amount has been debited to the customers account. "f a bank decides to charge e'tra for doorstep services, charges have to be first cleared b the board of the bank. !B" has also barred banks from e'tending this service to an address other than what is mentioned in the agreement between banks and customers.

RBI paves way for doorstep banking

$fter a gap of +, ears, the !eserve Bank of "ndia has once again allowed domestic banks to offer doorstep banking, to their customers but with its prior approval. $ circular issued on $pril -. stated that, /$ scheme for providing services at the premises of a customer within the framework of Section +- of the Banking !egulation $ct ,010 ma be formulated b banks with the prior approval of their board and submitted to the !eserve Bank for approval/. The practice was banned in 2a +1,,03- whereb banks were advised not to e'tend an banking facilities at premises of their customers without prior approval of the !B". The decision, the circular stated, has been taken in view of several requests received from government departments such as railwa s and representation from banks. Till the time a separate scheme is worked out, agenc banks in the business of conducting government business ma continue to lift cash and collect credit instruments from premises of central and state government departments. 4overnment business, includes disbursing pension, distribution and collection under savings bonds among other things. 5'plaining the significance of the development, a banker said the facilit follows the !B"6s resolve to pa special attention to the needs of a t pical "ndian depositor who seeks safe avenues for his savings. "n its annual credit polic announced last, the governor stated, /banks are urged to refocus on deposit mobilisation and empower depositors b providing wider access and better qualit of banking services. Therefore, the !B" will persist with its efforts to ensure qualit of banking services in particular to small individual depositors.

RBI issues norms for doorstep banking

Banking services will now be available at the doorstep. "ndividual customers can have cash and other bank instruments picked up from their home or office while onl demand drafts will be delivered. *orporate customers can additionall have cash delivered against cheque received at the bank6s counter. The !eserve Bank of "ndia on (ednesda issued guidelines for banks on /7oorstep Banking/ allowing banks to either deplo their emplo ees or hire agents to e'tend these services. The new guidelines allow banks to e'tend cash deliver services to corporate clients, public sector units and departments of *entral and state governments against the receipt of cheque at the branch, and not based on telephonic requests. "ndividual customers cannot, however, avail of this facilit . Similarl , the deliver of demand drafts for both individual and corporate customers will be done b debiting the account on the basis of requisition in writing or cheque received and not against cash collected at the doorstep. The !B" has, however, cautioned banks about risks arising out of these services and asked them to prescribe cash limits. /Banks are advised to take into account the various risks that ma arise on account of offering doorstep banking services to customers directl or through agents and take effective steps to manage the same. Banks ma specificall consider prescribing cash limits for their agents and customers in this regard,/ sa s the circular. $ccording to the guidelines, banks have been asked to acknowledge cash collection b issuing receipts and ensuring that it is credited to the customer6s account on the same da or the ne't working da . The charges for these services would have to be prominentl indicated on brochures. These services will be provided onl to those customers who have adequatel fulfilled the bank6s /8now 9our *ustomer/ norms.

Banks will now have to prepare their own schemes based on the guidelines with the approval of their board. The central bank has also asked banks to appoint a 4rievance !edressal 2achiner for redressing complaints about services rendered b its :agents.6 The name and the telephone number of the designated officer should be made available to the customers on the bank6s website. Banks have been asked to educate their :agents6 about the incidence of circulation of forged notes, particularl of high denominations. /Banks are advised to take suitable steps to educate their /$gents/ to enable them to detect forged and mutilated notes so as to avoid frauds and disputes with the customers,/ said the circular.
