Please enter the Complaint Description (if you have text in electronic form simply copy and paste here) Article 370 of the Indian constitution, which is of a temporary nature, grants special status to Jammu and Kashmir. Under Part XXI of the Constitution of India, which deals with Temporary, Transitional and Special provisions, the State of Jammu and Kashmir has been accorded special status under Article 370. Even though included in 1st Schedule as 15th state, all the provisions of the Constitution which are applicable to other states are not applicable to J&K. For example, till 1965, J&K had a Sadr-e-Riyasat for Governor and Prime Minister in place of Chief Minister. The United Nation affiliated International Organisation for Animal Protection : OIPA - Indian People for Animals required following information under RTI Act, 2005: 1. 370 imposed due to political reasons for human beings not for animals, all living creatures other than human beings covered under the definition of animal, hence animal rights and their welfare needs relief in 370 provisions, please supply me the details, copies of any proceedings, bills placed before Indian Parliament releasing animals from 370. 2. Supply me complete information, copies of bills placed by Smt. Maneka Gandhi, MP for animal rights and their welfare, on the floor of the House. 3. Copies of bills placed before Parliament about replacement and amendment in the Prevention of Cruelty to Animals Act, 1960. 4. Copies of bills placed before Parliament about replacement and amendment in the Wildlife Protection Act, 1972. 5. Exotic species of animals are not protected under any legislation, except PCA Act, 1960 and all offenses against exotic species animals are non cognizable with minor punishment in legal terms, bailable as well. Supply me the copies of bills placed before Parliament, to protect these species, where as these exotic species are born and brought up in India but as per their shape and size treated as exotic species. 6. Animal sacrifice, halal process of slaughtering became illegal in India, supply me the copies of bills placed before Parliament to ban these activities. 7. National Cattle Commission, 2002 report and recommendation were prepared after spending big amount of public money, provide the details of

expenditure incurred on it by the Government, copies of action taken on this report. 8. Cow slaughtering is illegal in some State but open in many places, supply me the copies of proceedings of Parliament on all bills placed to ban cow slaughtering in India nationwide.
