STAKEHOLDER COMMUNICATION, PARTICIPATION, AND CONSULTATION

During Project Design The main stakeholders of the project are the households that will benefit from additional land brought under irrigation and improved access and more reliable irrigation water. They will be consulted and involved in project preparation. The PPTA will prepare participation plan and MOU will be signed with the Community Organizarions (COs) before starting survey and design of subprojects to ensure benefit sharing. The new communal land to be brought under irrigation should be equally divided in all households. During Project Implementation Beneficiaries will be mobilized through social mobilization process and community organizations (COs) will be formed. They will participate in identification, planning, design and implementation of the subprojects. The social mobilization process and trainings to manage and operate irrigation facilities as well as management of COs will empower the beneficiaries for taking their own decisions. The new land belonging to communities will be equally divided and landless, poor, vulnerable households will also get equal share. All household in a community would be member of the COs and have equal voice.

DESCRIPTION
The output of the S-PPTA will be the final TA report that will include required feasibility, design, and due diligence. The SPPTA will (i) determine scope, components, and geographical coverage of the project; (ii) identify portfolio of subprojects; (iii) carry out feasibility study of the project, including technical, financial, economic, social, environmental, and gender assessment; (iv) complete detailed design and tender documents of core subprojects; (v) prepare procurement plan; (vi) prepare resettlement framework for the project and resettlement plans of core subprojects; (vii) prepare environmental assessment and review framework of the project and conduct initial environmental examination studies of core subprojects; (viii) prepare gender action framework and plan; (ix) design implementation arrangements; (x) carry out economic analysis and calculate EIRR; (xi) prepare cost estimates and financing plan; and (xii) prepare terms of reference for design and support consultants.

PROJECT RATIONALE AND LINKAGE TO COUNTRY/REGIONAL STRATEGY

There is no pre-feasibility or feasibility study available. The S-PPTA is necessary to carry out the feasibility study and prepare design of the Product. The S-PPTA is also necessary to undertake due diligence of technical, social, environmental, and economic aspects of the Project.

Consulting Services

The consulting services will be provided through 14 individual natonal consultants for 51 person-months. Individual consultants from FATA and KP province, locals are preferred because it was experienced during implementation of FDRP that security situation in the project area only permits locals to operate in the field and consulting firms cannot be restricted to provide only local experts. Local experts are available in the market Individual consultants will also be cost effective and recruitment will consume lesser time.
