1. INTRODUCTION
1.1 SECURITY CLASSIFICATION This document is marked as UNCLASSIFIED as there are no sensitive details contained in it and it is expressly written to be circulated both internally and externally. 1.2 DATA INTEGRITY 1 The statistics, tables and graphs contained in this document are based on substantiated cases, which are active investigations of an incident that has definitely happened. This is as opposed to using incident data, which is an initial recording of a crime that has yet to be substantiated. While every effort is made to ensure that the information contained in this report is accurate, the BPS makes no warranty, representation or guarantee as to the content, sequence, accuracy, timeliness or completeness of any data or information provided. The reader of the following pages should not rely on the data provided for comparison purposes over time, or for any reason. The BPS shall assume no liability for any errors, omissions, or inaccuracies in the information provided. Any use of the document for commercial purposes is prohibited. 1.3 EXPLANATION OF GRAPHS The graphs used in this report include standard deviation, which has been used as a means of objectively measuring how much the crime rate has varied over time and is useful in identifying extreme highs and lows of crime. Standard deviation has been used so that where the crime rate is above the red line (2 standard deviation above the mean average), it is considered exceptionally high. Where the crime rate is below the blue line (2 standard deviation below the mean average), it is considered exceptionally low. In both cases it can be referred to as statistically significant (high or low) and is an indication of whether the quarterly statistics are exceptionally high or exceptionally low. 1.4 AIM The aim of this report is to produce accurate, timely, objective information that: Enables informed decisions to be made on the types of crime that threaten the safety of the community. Is used to proactively manage risks to the island and ensure effective policing, redeploying and directing resources at a strategic and tactical level, as required. Facilitates effective and open communication with our stakeholders, developing the means to inform them of the plans, efforts and progress being made by the BPS. Provides meaningful information as one of the means of reassuring communities in Bermuda.
Crimes Against The Person has increased by 1 crime in Q3 2012 due to the re-classification of the murder of Rudy SMITH

UNCLASSIFIED 1.5 Executive Summary In 2013 there were 5 people murdered, 3 of which were killed by firearms with a further 5 people injured through the use of firearms. By comparison, in 2012 there were also 5 people murdered, all of which were killed by firearms with a further 7 people injured through the use of firearms. All crime offences in Q4 2013 totalled 812, a decrease of -7.9% when compared to Q3 2013, and is the lowest quarterly figure since 2000. All crime offences in 2013 totalled 3,480, a decrease of -12.8% when compared to 2012. Crimes Against The Person, Crimes Against The Community and Crimes Against Property have all decreased in 2013 compared to 2012. 2.1 SUMMARY The total for All Crime in Q4 2013 decreased by -70 offences or -7.9% compared to Q3 2013. When compared to 2012, all crime for 2013 has decreased by -510 offences or by -12.8%. The total for Q4 2013 was 812 and the total for 2013 was 3480 as can be seen in Figures 2 and 3: Figure 2: All Crime (Last 5 Quarter comparison Q4 2012 Q4 2013)

2.2 TRENDS All crime in Q4 2013 is the lowest quarter of recorded crime since Q1 2000 and presents the sixth quarter in a row whereby all crime has remained under 1,000 per quarter. In the last 5 years crime has decreased by a third from 5,333 to 3,480 (2009 to 2013). Crimes Against The Person, Crime Against The Community and Crimes Against Property are all down quarter on quarter and year on year. 3.2. TRENDS In 2013 there has been a continual quarterly decrease in Crimes Against The Person which reinforces the view that the long term trend of Crimes Against The Person is decreasing. 4. FIREARM INCIDENTS
Firearm Offences are included within Crimes Against The Community (Section 5); however Firearm Incidents2 may not necessarily be recorded as offences, as often there is no suspect or even a victim. 4.1 SUMMARY In Q4 2013 there were 4 firearm incidents, of which 3 were confirmed firearm incidents and 1 was an incident which involved the recovery of a firearm and or ammunition. This compares to 7 confirmed firearm incidents and 1 incident involving the recovery of a firearm and or ammunition in Q3 2013. In Q4 2012, there were 13 confirmed firearms incidents and 6 incidents involving the recovery of a firearm and or ammunition. There was a decrease in year on year firearm incidents with 39 in 2013 compared to 52 in 2012. There were 22 forensically confirmed firearm incidents in 2013 compared to 29 in 2012 and 26 in 2011. To enable accurate recording, analysis and reporting of firearm incidents, the BPS classifies firearm incidents into 2 categories which are split into Confirmed or Recovery Of A Firearm and Or Ammunition . An Confirmed incident is where a person has been shot (fatally or wounded), a person has been shot at and corroboration is provided by forensic recovery of ballistic material, CCTV footage showing a firearm, reliable witness testimony or a person is charged with a firearms offence connected to the incident, a firearm is used in the commission of a criminal act and corroboration has been obtained, or a report of a firearm discharged and forensic material (bullet casings) have been recovered. A Recovery Of A Firearm and Or Ammunition is where a firearm, ammunition or imitation firearm is recovered by police.

UNCLASSIFIED 4.2 FIREARM TRENDS In 2013 there were 9 firearms recovered, 3 fatalities and 5 injuries by firearms. In comparison, there were 10 firearms recovered in 2012, 5 fatalities and 7 injuries. This brings the total number of persons shot since Q1 2010 to 72, of which 20 have been fatal shootings. 5.2 TRENDS Q4 2013 has the lowest recorded number of offences since Q1 2000. Despite increases in Disorder Offences (from 17 in Q3 2013 to 18 in Q4 2013) and Animal Offences (from 3 in Q3 2013 to 7 in Q4 2013), the long term trend of Crimes Against The Community is decreasing. 6.2 TRENDS Q4 2013 has the fourth lowest recorded number of offences since 2000 and continues the long term decrease in Crimes Against The Property. 7. TRAFFIC COLLISIONS
7.1 SUMMARY Traffic Collisions3 in Q4 2013 increased by +49 or +11.4% compared to Q3 2013. When compared to 2012, Traffic Collisions decreased by -41 or -2.3%. 7.2 TRENDS Traffic Collisions continue to decrease in yearly comparison. There were an average of 36 traffic collisions a week in 2013 compared to 38 traffic collisions in 2009. Drug Enforcement Activity refers to policing activity against drugs seized at the border, or activity that has led to arrests or seizures in Bermuda. 8.1 SUMMARY Drug Enforcement Activity in Q4 2013 decreased by -7 or -9.5% compared to Q3 2013. When compared to 2012, Drug Enforcement Activity decreased by -301 offences or -51.9%. UNCLASSIFIED 8.3 Drug Seizures The Bermuda Police Service continues to work with its partners both locally and overseas to disrupt the trafficking of controlled drugs. These partners include HM Customs Bermuda, U.S. Customs and the U.S. Drug Enforcement Administration. Despite these partnerships, controlled drugs are still entering Bermuda which is evidenced in the number of street level drug seizures. Figure 22 shows the majority of drugs seized in 2013 were at street level (217) while there were 86 seizures at ports (including LF Wade) and 11 overseas seizures. 8.4 Drug Seizures Type Q4 2013 An estimated total of 13.4kg of controlled drugs with an estimated street value of $795,379 was seized in Q4 2013 with Cannabis being the most common drug with 11.32kg seized at a value of $566,393. Cannabis Resin was the next most common drug seized in Q4 2013 with 1.91kg seized at a value of $191,881. UNCLASSIFIED 8.5 Drug Seizure Type 2013 An estimated total of 35.21 Kg of controlled drugs with an estimated street value of $2.9 million was seized in 2013 with Cannabis being the most common drug with 22.62 Kg seized at a value of $1.1 million. By comparison, in 2012 235.4 kg of Cannabis was seized with a value of $11.8 million. Cocaine was the next most common drug seized in 2012 with 10.5 Kg seized at a value of $2.5 million. 11. ARRESTS - ALL OFFENCES 11.1 SUMMARY Arrests refer to those persons arrested and brought into police custody. Arrests in Q4 2013 increased by +24 or +4.0% compared to Q3 2013. When compared to 2012, arrests have decreased by -452 or -14.3%.
