UHURU KENYATTA, CGH, PRESIDENT AND COMMANDER-IN-CHIEF OF THE REPUBLIC OF KENYA DURING THE 24TH EXTRAORDINARY IGAD SUMMIT OF HEADS OF STATE AND GOVERNMENT IN ADDIS ABABA, ETHIOPIA, 31 ST JANUARY, 2 14. The Executive Secretar# of the IGAD Secretariat, Distin$uished Guests, %adies and Gentlemen, I am !leased to &oin #ou for this '( th Extra)ordinar# Summit of IGAD Heads of State and Government. Ma# I at the outset on behalf of m# dele$ation and m# o*n behalf ex!ress our $ratitude to the Government and the !eo!le of the +ederal Democratic ,e!ublic of Ethio!ia for the *arm hos!italit# extended to us since our arrival in this beautiful cit# of Addis Ababa. I also *ish to ex!ress m# $ratitude to the IGAD secretariat for the excellent arran$ements made to*ards holdin$ this Summit. Excellencies, %adies and Gentlemen, This Summit comes at a time *hen our re$ion is facin$ challen$es related to !eace and securit# es!eciall# *ith the current situation in the ,e!ublic of South Sudan. The last fe* *ee-s have been difficult for !eo!le of South Sudan and I believe that it has been their *ish that a .uic- settlement to the crisis is found. I therefore commend the !arties to the conflict for recentl# concludin$ the essation of Hostilities A$reement / 0H1 and the A$reement on the Status of Detainees on '2 rd 3anuar# '45( in Addis Ababa.

Excellencies, %adies and Gentlemen, The essation of Hostilities A$reement !rovides for6 cessation of all militar# actions aimed at each other or an# other actions that ma# undermine the !rocess, standin$ do*n of forces, !rotection of civilians, o!enin$ of humanitarian access, cessation of !ro!a$anda throu$h media as *ell as the formation of a Monitorin$ and 7erification Mechanism /M7M1. 0n the other hand, the A$reement on the Status of Detainees calls for an ex!edited !rocess in the release of detainees *hose contribution in the o*nershi! of the !eace !rocess is deemed im!ortant. I note *ith concern that since the si$nin$ of the t*o a$reements, there have been accusations and counter)accusations on non)com!liance to the a$reements. I therefore a!!eal to our brothers and sisters from South Sudan to !ut the interests of the sufferin$ !o!ulation first and com!l# *ith the a$reements *ith a vie* to alleviatin$ the situation. Above all, it is im!ortant to desist from all actions that ma# lead to violations of human ri$hts, abuses and crimes that are a$ainst all !rovisions of international la*. Excellencies, %adies and Gentlemen, The conclusion of these t*o a$reements !aves the *a# to the next !hase of ne$otiations on com!rehensive resolution of all outstandin$ !olitical issues. In this re$ard therefore, I a!!eal to the conflictin$ !arties to commit themselves to this sta$e of ne$otiations *ith a vie* to reali8in$ national healin$ and reconciliation in the ,e!ublic of South Sudan. As I conclude m# remar-s, %adies and Gentlemen, I reiterate 9en#a:s commitment to continue *or-in$ to$ether *ith all !artners and sta-eholders to the South Sudan !eace !rocess. I THA;9 Y0".
