Data and Information Re-use CEs Steering Group Terms of Reference

Purpose
The Data and Information Re-use CEs Steering Group will lead and drive the direction for, sponsor and facilitate the cross-government Open Government Information and Data Re-use programme It will! determine the programme"s strategic environment and e#pected outcomes and decide what pro$ects are included in the wor% programme receive advice from the Open Government Information and Data Re-use &or%ing Group and also receive sta%eholder perspectives report to the ICT Strateg' Group on its wor% programme and see% support for ma$or decisions especiall' where these have a whole of government impact( and communicate through the ICT Strateg' Group to the )inisterial Committee on ICT

Goals
To lead and drive a cross-government wor% programme to ma%e non-personal government-held data and information more! widel' availa*le and discovera*le easil' usa*le compliant with open government data principles+ within the ,- legal conte#t( and

To facilitate agencies. release of the non-personal government-held data and information that people, communities, and *usinesses want to use and re-use

Scope
,on-personal data /structured machine-reada*le data0 and information /unstructured, documents, images, sound recordings, o*$ects0 across the pu*lic sector This *road scope, covering government information and data held across the pu*lic sector /pu*lic service, state services, state sector and local government0, ac%nowledges that government is a steward of all government-held information and data on *ehalf of the pu*lic 1 It also recognises the imperative to support an accounta*le, colla*orative and participative pu*lic sector This re2uires a programme of wor% considering issues of collective interest across the pu*lic sector and *e'ond the direct accounta*ilit' of individual pu*lic service chief e#ecutives

Role
The Steering Group will! Drive the direction for, sponsor and facilitate the cross-government Open Government Information and Data Re-use wor% programme Determine the wor% programme"s strategic environment and its e#pected outcomes Ta%e a citi9en-centric perspective in setting priorities *' regularl' receiving sta%eholder perspectives Decide what pro$ects are included in the wor% programme and oversee progress, ensuring alignment with legislation, agenc'3sector strategies, Government polic' decisions, and crossgovernment *enefits 6romote understanding and *uild wide support for the wor% programme and associated change agenda :s sponsors, o*tain and commit resources to achieve the wor% programme( and )aintain alignment and lin%ages with other relevant governance *odies

Principles
&hen determining the wor% programme, the following principles will *e applied! The Government.s priorities are reflected ;enefits are ma#imised while costs and ris%s are minimised at an all-of-government level The views and e#pectations of all sta%eholders are appropriatel' reflected and *alanced Trust in government and government-held data and information is maintained or enhanced There is appropriate consideration of overarching legislation and Government polic' decisions There is proper prioritisation with a focus on high-impact, high-value initiatives( and Each initiative has appropriate, specific and measura*le goals, delivera*les, accounta*ilit' arrangements, resources, and progress monitoring

Composition and Form Open Government Information and Data Re-use CEs Steering Group
Initial mem*ers will comprise e#isting mem*ers of the Data Re-use CEs. 7orum! <I,-, Statistics, ,ational <i*rar', :rchives, 6arliamentar' Counsel Office, Standards ,ew -ealand, Internal :ffairs, the Earth2ua%e Commission and the )inistr' of Education ,ew mem*ers will *e invited *' the Group

The Chair will *e an e#isting mem*er, selected *' the Group The Group will meet at least = times a 'ear, and will convene e#tra meetings as re2uired ,o deputies will *e accepted at meetings

Relationship with ICT Strategy Group


The Group will report to the ICT Strateg' Group on its wor% programme and see% support for ma$or decisions especiall' where these have a whole of government impact The ICT Strateg' Group will act as a coordination point and communication channel *etween Chief E#ecutive Steering Groups and the )inisterial Committee on ICT

Open Government Information and Data Re-use

or!ing Group

The Open Government Information and Data Re-use &or%ing Group will support the Steering Group It will replace the e#isting Open Government Information and Data Re-use Reference Group of senior polic' and technical officials The &or%ing Group will report to the Steering Group via the Chair of the &or%ing Group )atters that are to *e ta%en up at Steering Group meetings shall where practica*le first *e discussed *' the &or%ing Group )em*ers representing agencies who have their Chief E#ecutives as mem*ers of the Steering Group are e#pected to *rief their respective Chief E#ecutives prior to Steering Group meetings )em*ers of the &or%ing Group or other suita*le representative/s0 from their respective agencies will *e invited to participate in pro$ect-specific wor%ing groups for pro$ects that are on the &or% 6rogramme as agreed *' Chief E#ecutives The &or%ing Group will provide e#pert comment for the Steering Group and the )inisterial Committee on ICT as re2uired

SSC Se"retariat
:n SSC Secretariat will support the Steering Group and the &or%ing Group )eetings of the Steering Group will *e hosted at the SSC

Sta!eholder #erspe"tives
: mechanism will *e esta*lished for receiving on a case-*'-case *asis sta%eholder perspectives from people, communities, and *usinesses that use or want to use and re-use non-personal government-held data and information This approach will *e finalised *' the Steering Group following advice from the SSC Secretariat
