UTL is giving first priority for quality services To their customers. Quality of UTLs services have been appreciated by customers. The following is a testament to the highest quality standards maintained by UTL prescribed by NTA.

Interconnection Status with other operators

UTL efforts to maintain better QoS.


Efforts made by UTL to keep better quality of Service Use of quality certified equipments from vendors Best equipment in use Continuous and through testing of service items. Strict adherence to RF environment by doing regular RF optimization. Expert technical manpower in skilled technical jobs. Continuous performance monitoring. Preventive and corrective maintenance process adopted. Mantra (We should identify the faults first, not the users)

Way forward for better QoS.


Facilitating various Issues by Regulator/Government/Policy makers Solution of interconnection issues by implementing IUC and QoS guidelines in a time bound manner. Interference free environment. Fast and timely customs clearance. Provision of adequate frequency band allocation necessary to operate the requested services (Voice and data). Monitoring of quality parameters by using Quality monitoring tool. Conducting various interaction program on quality and other issues among stake holders of telecom service sector (Government, Operators, Regulators, suppliers, Consumers, media and civil society.) Sharing of experiences and ideas of quality issues with other countries experts and scientists. Better co-ordination & communication among operators, NTA and MOIC

Congestion in ILD POI and Poor ASR. Interference in allocated frequency band in 1900 MHz band in Terai region. Lack of Inadequate resources in 800 MHz. Delay in custom clearance (Procedural delay) for new and repaired equipments and provision of advance replacement. Energy crisis (Electricity, Diesel) Unplanned Urbanization, Hilly terrain, security issues. Call bypass and revenue frauds/leakages.

Common Concerns for Better QoS


Competition between service providers Network first or Customer? Business first or Quality? Price with Quality Current price of Rental charge, call charges, network deployments rates due to advancement in services, present taxes and fees (license, spectrum, royalty etc) Addressing of Legal issue: Issues raised by operators for licensing fee and legal matters are to be addressed adequately. Investment friendly environment: Security issue, service closure issue and confidence building environment for return on investment. Use of infrastructure: Sharing/barter of infrastructure for the benefit to all.

Quality mobile service: Participatory approach

Operators effort is necessary to maintain the quality of Mobile Telecom service but not sufficient. Consumer Education and Awareness. Understanding of Technology and Services.

Business after Quality service. (Congestion in one of the network in the industry adversely affects the quality of the others network) Not well planned urbanization and construction affects coverage.
