II.

PROJECT DESCRIPTION

Background Butuanoanon River Watershed is located at the center of Cebu. It has a total land area of 7,508.99 hectares. It encompasses parts of two big cities, Cebu City (the upper stream) and Mandaue City (the lower stream). The approximate length of the river including all its tributaries is 34.5 km. The area of the upper part of the watershed is part of Cebu City. Its topography is rugged down and mountainous with elevations reaching up to 900 meters above mean sea level while Mandaue City has an average elevation of 17 meters. Presently the citys upland areas and watersheds are mostly covered with grass and shrubs with patches of corn, coconuts, bananas, cassava and vegetables and cluster of houses. There are 21 barangays that are located all or partially within the watershed. Twelve barangays in Cebu City are located up stream. Total population of the 12 barangay is 7 8,883 as of 2007 census. At thelower part of the river are nine Mandaue City barangays with a total population of 119,192. Total population of the entire watershed is 198,075 as per 2007 NSO census. This is 8.43% of the combined population of Cebu City and Mandaue City. The Butuanon River Watershed Management Board 9BRWMB) was organized in1998 with the assistance of the Environmental Protection Agency of United States of America. Multi-sectoral representatives from pertinent local, national government agencies and the business sector located along the Butuanon River in Mandaue City constituted the Board. Realizing the deteriorating condition of the Butuanon River at that time, the Board focused on mitigating the chemical overload of the river from the industries located near or along the bank. The Board accomplished in defining the roles of the stakeholders, especially the business sectors in the care of the river. The business sector also organized themselves into the Butuanon River Industrial Communities (BRIC). The implementations of the rules and regulations defining the roles of the stakeholders depended, in a major way, on the will of the local governance. In the years following its establishment, the local government was beset by political differences between and among its executive and legislative branches. Environmental concerns were the least of their priorities. With this situation, the Board was not able to function as expected. Central to this project was the strengthening of the watershed governance by local stakeholders. The BRWMB was resuscitated with major participation from

the Mandaue and Cebu Cities. The Mayor of Mandaue City, Jonas C. Cortes, was designated as the official chair of the Board. Rationale Over the past 10 years, several studies conducted on the Butuanon River showed an alarming rate of river degradation. A majoriy of the degradation is caused by a complex mixture of pollutants from various sources. In most studies conducted by the University of San Carlos-Chemistry Department (USC-CD) results showed high metal concentration in the water samples. The results were highest in the downstream stations. Metal concentration in river has increased the biochemical oxygen demand (BOD) in the water. Water with high BOD is considered polluted. According to DENR Administrative Order (DAO) 34 series of 1990 or the revised Water Usage and Classifications, water bodies classified into nine (9) classes. Fresh waters which are the lakes, rivers, reservoirs, etc. are classified into five (5): Class AA (water that requires disinfection to meet the National Standards for Drinking Water (NSDW), Class A (water that requires complete treatment to meet the NSDW), Class B (water for primary contact recreation like for example bathing, swimming, skin diving, etc)., Class C (water for fishery production, recreational water class II, industrial water supply I), and Class D (for agricultural, irrigation, livestock watering, industrial water supply class II) . Coastal and marine waters are classified into four (4): Class SA (water suitable for fishery production, national marine parks and marine reserves, coral reefs parks and reserves), Class SB(tourist zones and marine reserves, recreational water class I, fishery class I for milkfish), Class SC(recreational water class II, fishery water class II, marshy and/or mangrove areas declared as fish and wildlife sanctuaries), and Class SD(industrial water supply class II, other coastal and marine waters). The Butuanon River is classified as a Class D river. The water quality monitoring conducted by Environmental Management Bureau-Department of Natural Resources (EMB-DENR) showed that the Butuanon Rivers BOD concentration exceed the allowable standard which is 15 mg/L for class D river. The strategic plan of the Butuanon River Watershed Management Board through a participatory processes are committed to; strengthen the cooperation and synergy between Mandaue City and Cebu city, rehabilitate the Butuanon River basin, both physical and quality, develop a comprehensive IEC program to support the implementation of projects and programs for the Butuanon River basin and fully support effective enforcement of laws and policies. Major Programs that will lead to the pilot area project implementation are; institutional development, rehabilitation of the Butuanon River, water quality

monitoring of the Butuanon River Basin, and information, education and communication strategies. Thus, the request for budget allocation is necessary to implement the programs and projects as defined by the Butuanon River Watershed Management Strategic Plann which was a product of a multi-stakeholder consultations, focus group discussions, and strategic planning workshop.

Project Objectives 1. Revitalizing the Butuanon River in terms of acceptable water quality standards. 2. Improving the physical ambiance of the proposed pilot area of the Butuanon River from Butuanon Bridge up to Camboga-ong Bridge. 3. Optimizing the carrying capacity of the Butuanon River. 4. Crafting and formulating policies in river basin management, water quality, and integrated water resources management (IWRM.). 5. Strengthening and institutionalization of the Butuanon River Watershed Management Board. 6. Initializing the operationalization of the Mandaue City Environment and Natural Resources Office. 7. Formulating and implementing the strategies on information, communication and education and also with community organizing. 8. Involving the respective barangays covered by the pilot area during the project implementation phase. Project Components 1. Expected Output: A physical improvement of the Butuanon River pilot area in terms of parameters.

2. Outcome: An improved ambiance and water quality towards DENR standards of the Butuanon River pilot area.

3. Environmental Analysis and Related Strategy: Review of existing studies and documents on Butuanon River. Information Data Base Social Marketing Plan Institutional strengthening of the Butuanon River Management Board

5. Risk Assessment Primarily, the risks assumption is that a Project Management Office should be in place to oversee the project implementation vis-a-vis project time frame. No budget-No project. WORK & FINANCIAL PLAN (for non-infra) c/o Annex A of the Resolution recommending to the City Government of Mandaue for the budget allocation for the restoration of the stretch in the pilot area of Butuanon River from Metro Bridge to Cambogaong Bridge, Mandaue City in the amount of 13.5 Million.
