(3.5% summer term 1) Miami chose not to increase tuition for the next two terms to let
parents prepare themselves

Ms.Bullinger- we are not the only institution with a tuition increase and Miami has held
off on it for a while.

- Being on the board for several months has been a great learning experience, I encourage all of
you to apply for this position

c. Student Organization Financial Overview

Mr.Ferguson- ASG assumed all debt of student orgs, accounts were

swept, 0% cutback for the first time ever

Mr.Horvath- How are you going to stop this debt from accumulating in
the future?

Mr.Ferguson- we are no longer allowing organizations to enter a deficit,

will be monitoring this

Mr.Herbst- Are there rules to the program

Mr.Ferguson- yes very strict rules as well as a sub-committee

IX. Old Business:

a. SR010903: RHA Budget 2009-2010

Ms.Keefer- long-range housing plan to renovate and construct

residence halls
Mr.Herbst- we don’t allow student orgs to buy t-shirts why do we allow
RHA to?

Mr.Zwayer- it is a way to recognize who they are, they have a separate

budget so they may appropriate their funds as necessary

Budget approved by unanimous consent.

b. SR010904: CAC Budget 2009-2010

Mr.Zwayer: the numbers under the directors- salary or budget?

Ms.Pazyniak: budget, no one is paid

Budget approved by unanimous consent.

c. SR010905: The Student Financial Analysis Act of 2009

Chair steps down and pro temp assumes position

Debate

Ms.Bahir- if this doesn’t pass will there be an increase in student fees

regardless?

Mr.Clampitt-Dietrich- this is the students clear cut way of stating how

they’d like to pay for it, and how they feel about it, if it does not pass
there are several other routes, but the B.O.T would probably see it as a
lack of student support

Mr.McNabb- if students should help pay for this, how much should they
pay and when. This is the students way of advocating how much we
pay rather than being told how much to pay.

Ms.Riddle- has there been any surveys for the Shriver Center or other
facilities on the campus?

Mr.Clampitt-Dietrich- There have been several ground swell projects

started by student initiatives. As far as Shriver, I don’t know, but today
it is a self funding building. When the rec. center was built there was a
survey as well

Mr.McNabb- there has never been student fee allocations that have
come before senate; it should be our goal to be trusted with these
important decisions

Mr.Horvath- in regards to the recent articles in the student, does this

change the way we are standing on the timing and building?
Mr.Clampitt-Dietrich- in ways teachers can see student life funding as a
decrease in their salaries, their timing was very deliberate

Mr.Hoffman- Does this show that we have tacit support or are we

neutral?

Mr.Clampitt- Dietrich- in some way yes, but I think this is more a re-
affirmation with representing student concerns

Mr.Senko- does administration and parents council firmly agree to

cover the rest of the cost?

Mr.Clampitt-Dietrich- yes and they are even looking towards funding

more

Mr.McNabb- the last B.O. T meeting I told the chair about our plans of
figuring out student opinion, and he was very pleased

Mr.Miller- is there any plan to have more students take the survey?

Mr.Clampitt-Dietrich- most national polls, poll less than half a percent,

2,100 is a much greater number than is usual by statistical protocol

Debate

Mr.Jacobson- there has been a lot of questions about why we don’t do

this in-house; there is simply no equivalency between this and
professional

Mr.Zwayer- a lot of questions will be in regard to student life, so many

of the things coming out of the survey concern us as student senate

Mr.Forrest- after Andrew gave his breakdown of the budget; it’s hard to
not see how we could use the financial stability we have right now in
ASG. Challenge people who question the survey with the concerns
surrounding the need – study space, student org. space, etc.

Mr.Ferguson- the Miami student article said we would be taking money

from student orgs, this is not true because we do have a 0% cutback.
This survey not only covers study space but also student organizations.
There are 350 student orgs, only 10 of them in Shriver

Ms.Hrnjak- there are a lot of student organizations under DAC that sit
in McMillan’s basement, stereotypically people assume that parents
cover fees, this is not true and this survey is important to give all
students a voice

Mr.Senko- voicing support for bill

Mr.Senko- the cost of this survey is just a drop in the bucket for the
long term value of this building

Mr.Horvath- a lot of the concerns in the student are loosely based, and
we have duty as senate to educate the students

Mr.Clampitt-Dietrich- senators will be doing door-to –door/walk-abouts

educating in the next few weeks, it’s a great opportunity for us all to
step up as leaders

Mr.Stephan- I’d like to remind you all that this debate is about the
survey not the BSC itself

Mr.Zwayer- will we have access to the meetings regarding the survey

Mr.Clampitt-Dietrich- absolutely, student senate will have a voice in the

process

Mr.Streubing- will the results be available for all students, not just ASG?

Mr.Clampitt-Dietrich- yes, and we will publicize them to a great extent

Ms.Riddle- I am still torn about this because my constituents were still

not in agreement of spending this money, please consider your
constituents and not your own opinion

Mr.Frazier- I think it would be worth trying to incorporate some

education into the survey as well, for example how our student fees
are split currently

Call to question

Roll-Call vote-

Passes with 38-yays, 3 nays, 4 abstentions

X. New Business:
a. SR010906: A Resolution Expressing Condolences
Mr.Streubing- Miami lost 2 members of community; this is us expressing our condolences, sponsored by
all of us
Call to question
Passes by unanimous consent

b. SR010907: Cycle One Student Organization Funding

Mr.Ferguson- completed funding hearings, 134 student orgs in 4 days, no

appeals

Mr.Senko- do you foresee change in cutback?

Mr.Ferguson- no, I foresee change in sweep

Whereas: The Student Senate of 1996-1997, with support from the Student Body President

the process of building a new center dedicated to student functions;

Whereas: Consideration and discussion of the student center has escalated significantly in
recent years among students, faculty, and staff;

Whereas: A campus-wide survey in 2007 conducted by Brailsford & Dunlavey Inc.

identified several needs of the student body including: increased study space,
office space for student organizations, an updated lounge, new dining options and
other amenities;

Whereas: The Miami University Board of Trustees approved the preliminary plans and
authorized construction for the Bicentennial Student Center at their April 25, 2008
meeting;
Whereas: A global economic recession began in the Summer of 2008, directly affecting
fundraising strategies, University operation budgets, and the ability to finance
capital projects;

Whereas: Brailsford & Dunlavey Inc. has administered survey projects across numerous
college campuses, including Miami University, with a record of success in
determining the financial capabilities and desires of students;

Therefore be it Resolved: The Associated Student Government proposes a follow-up

campus-wide financial analysis be administered regarding the
student body’s interest in financially supporting the building and
its uses.

Further be it Resolved: The Associated Student Government, in a joint financial effort with
the Parents Council and administrators, hereby commits to fund
$15,000 for the dispensation of this survey.
