Mr. Jha is a senior executive with Infosys Public Services and has 20+ years of experience in information technology industry. He is specializing in the Health Exchange space and provides technology solution leadership to large scale programs in selecting the vendors, products, implementation and tuning the programs into operationally-ready state. Mr. Jha has extensive experience in both public sector and commercial business areas. Some of his clients include: Department of Human Services, CareFirst, The Coca Cola Company, Fannie Mae, and Ontario Power Generation. Mr. Jha is currently managing the entire operations and maintenance for Affordable Care Act (ACA) compliant District of Columbias Health Benefit Exchange (DC HBX) (www.dchealthlink.com) implemented by Infosys as a solution integrator (SI vendor) within compressed timeliness on October 1, 2013 providing all of the functionality with an operationally-ready Exchange staff, and connected to the citizens and communities. Program Manager, DCHBX Jul 2012 to Present

Mr Jha led the Infosys team to work on proposal and had engaged with the District to get the project awarded to Infosys for the implementation of DC Health Benefit Exchange. He played a key strategic role as Program Manager and led a successful deployment of DCHBX. KEY ACCOMPLISHMENTS: Reduced time and risk to implementation by defining the COTS based solution which enabled to start from a core set of ACA compliant functionality and incorporated District specific policy requirements directly into the business rules, flows, and modules as appropriate. The solution used ESB/SOA architecture which emphasized standards-based interoperability with external data sources, including Federal Data Source Hub(FDSH), commercial issuers (using SERFF), and other Department of Human Services systems. COTS product vendors adopted their own approach, product roadmaps and schedule with common deadlines, visible milestones and goals determined by the CMS Enterprise Life Cycle (ELM) and were managed with feature maps and function lists made available based on collective knowledge for improvements and necessary changes (ex: new regulatory requirements). Aligned the overall project structure with the functional breakdown of entire program into three releases and task orders consisting of services for Analysis, Design, Detailed Design, Development, Product configuration, Test and Warranty services. Structured the pricing schedule based on the milestones as per RFP requirement and the Contract line item numbers (CLIN) deliverables for various task orders put in separately for the base year and option year. Directed the architecture group to produce a System Design Document which transformed the requirements, user-oriented functional design, and data design into more technical specifications from which the DCAS (DC Access System) was built. Created the Business Architecture and use cases based on CCIIO Blueprints which comprised of a series of business functions based modules with the Data-driven business rules and Web Service Description Language (WSDL) specifying workflows for the major actors in the Exchange; brokers/navigators, issuers, employers, and consumer applicants. Orchestration processes Worked with Districts stakeholders to prepare a Contingency/ Recovery Plan that highlighted alternative actions, key trigger events and/or dates that could invoke the implementation of an alternative course of action, including impacts (i.e., monetary or otherwise) to the District. Program Manager, CareFirst, Baltimore, MD Jul 2012 to Dec 2012 Architected solutions for enhancement of existing CareFirst BCBS-PatientCantered Medical Home (PCMH) solution which attempts to bring down the cost and improve the quality by getting the patient history and quality measure scores. Led 20+ size team and streamlined the production support process based on ITIL model for defect triage, and prioritize issues based on severity and impact, structure ticket flow through level1 and 2 support layers for resolution. Program Manager, Intercall Inc., Atlanta, GA Feb 2009 to Jun 2012 Directed a 25 person team (internal, external, and vendor resources) in the on-time delivery of replacement for an aging rate change system with a new system which has inbuilt business/approval workflow and interfaces with Salesforce. Led a $2 million initiative to replace an in-house developed Rate Change Management Tool by adding a customized UI in Sales Force (SFDC) as required by Sales Reps using abstraction layers to expose various services integrated with the defined approval workflow logic in BPM. Solution improved audit trail and reduced the rate change time from a week to 2 days with remote flexibility to sales representatives for rate negotiation.

Program Manager, Schwans Food Services, Marshall, MN September 2008 to January 2009 Served as the Program Manger of an eight-person team for a prototype design for the SAP Plant Maintenance System for Sanitation Order Types at Schwans Salina Location. The pilot project on completion was expected to serve as template for other bakery plants and the location had potential savings of nearly $200,000 annually in labor and supplies. Program Manager, the Coca Cola Company, Atlanta, GAFebruary 2007 to August 2008 Global project leader of 20+ team responsible for delivery of $3M solution to replace an aging transportation management, with Order, Billing, Delivery, Shipment and Planning data sourcing from ERP and complex TCCC planning systems. The model project was the first BI 7 implementation within TCCC with all deliverables in scope, on time, 100% error free resulting in annual savings of nearly $500K.
