SPECIAL REGULATION No. 7 concerning Transportation, Customs Clearance and Handling of Goods

CHAPTER I - General provisions

ARTICLE 1 - Purpose The purpose of this Special Regulation is to specify the customs rules and the procedures applicable to the transportation, customs clearance and handling of goods, in accordance with Articles 25, 26 and 34 of the General Regulations of Expo Milano 2015 and with the relevant provisions of the Convention relating to International Exhibitions signed at Paris on November 22nd, 1928 as supplemented and amended (hereinafter referred to as "the Paris Convention").

ARTICLE 2 - Compliance with Laws and Regulations


1. All Official Participants shall comply with the provisions of the Agreement between the Italian Republic and the Bureau International des Expositions on measures necessary to facilitate participation in Universal Exposition 2015 in Milan, done in Rome, on July 11th, 2012, with the Paris Convention and its Customs Annex, with the relevant laws, regulations and rules of the Italian Republic, with the General Regulations and with the Special Regulations of Expo Milano 2015 (hereinafter referred to as "Laws and Regulations"). The Organizer shall issue Guidelines, instructions and directives in accordance with Laws and Regulations in order to define rights, obligations and management practices in relation to the matters pertaining to this Special Regulation with which Official Participants and the Organizer itself shall comply.

ARTICLE 3 - Rights and obligations


1. Official Participants shall be responsible for the operations and for the costs of transportation, handling and customs clearance of goods with a view to their participation in Expo Milano 2015. Official Participants may take out any insurance necessary for the transportation and handling of goods. Please refer to Special Regulation No. 8 concerning insurance. The Organizer shall supply Official Participants with lists of customs agents and logistics operators, which will take care of customs clearance and transportation and handling of goods respectively. Services relating to the handling and storage of goods on the site or in warehouses shall be subject to specific Guidelines which will take into consideration the structural constraints of the Exhibition Site. Each Official Participant shall appoint its own Logistics Manager responsible for the performance of all operations relating to the transportation, handling and customs

clearance of goods. The Official Participant shall be required to indicate the name of that person to the Organizer in a timely manner and at least 60 days prior to the first shipment. The Organizer is committed to guaranteeing the highest environmental and social standards in the organisation of the Exhibition. To that end, each Official Participant is urged to adopt an environmental action strategy for sustainable development in the sectors relating to packaging, transportation and handling and storage of goods. The following technical and operational measures are highlighted: a) Packaging: the reuse, quantitative containment and the use of recycled materials, the use of unblended materials to facilitate recycling; b) Logistics: optimisation of routes with preference given to rail or sea transport, actions to improve storage and exhibition operations, optimisation of loads and finding the optimum ratio between primary, secondary and tertiary packaging and actions to contain losses and perishing of goods.

CHAPTER II - Transportation and handling of goods

ARTICLE 4 - Transportation plans


1. As from the date of handover of the Lot or Exhibition Spaces, Official Participants shall provide the Organizer with details of their General Transportation Plan specifying the types of goods, quantities, estimated periods for individual shipments and deliveries, as well as re-exports for goods imported under temporary admission and any other helpful information to enable the Organizer to ensure correct planning. Official Participants shall be required to submit their transportation and handling plan for each individual shipment, drawn up on the basis of the information required by the Guidelines that will be issued by the Organizer in good time. The Official Participant shall be required to inform the Organizer in a timely manner about any changes made to the General Plan or to individual transportation plans. The transportation of hazardous goods is subject to Italian and European legislation and to the international agreements that Italy has ratified.

ARTICLE 5 - Customs clearance of goods at the Site


1. The Italian customs authorities may, where necessary and at the request of interested Official Participants, lend assistance in the performance of customs operations at the temporary supervision areas within or in the immediate vicinity of the Site. Any costs requested by the customs authorities shall be borne by the Official Participant concerned. The Logistics Manager referred to in paragraph 4 of Article 3, or a customs agent designated by him, shall be present at the time of the customs operations. If the Logistics Manager or his customs agent is absent, the goods shall be warehoused at the cost and risk

of the Official Participant. Customs clearance and resulting delivery can only take place in the presence of the Logistics Manager or the customs agent designated by him.

ARTICLE 6 - Packaging requirements


1. 2. Packaging shall comply with current Italian regulations and, as far as possible, with the requirements set out in paragraph 5 of Article 3. As regards the disposal of packaging, Official Participants shall comply with current rules, laws and regulations. The cost of such disposal shall be borne by the Official Participant.

ARTICLE 7 - Labelling instructions


1. 2. For all goods and, in particular, for those requiring special treatment, Official Participants shall be strictly required to follow international labelling conventions. Each package shipped shall be labelled on at least two sides of the package with standard shipping marks, using both Italian metric units and those commonly used internationally to indicate dimensions and weight. Shipping labels shall, in addition to the requirements illustrated in the paragraphs above, indicate: a) "Expo Milano 2015", the logo of which shall be indicated in a specific Guideline. b) Name of the Country or International Intergovernmental Organisation of the Official Participant; c) Name and contact details of the Logistics Manager. d) The identity code of the Official Participant's Exhibition Space.

ARTICLE 8 - Documents required for shipment and customs clearance. 1. Official Participants are required to submit the necessary documentation for the customs clearance of goods as prescribed by current national and community customs regulations and as required by the customs authorities. Foodstuffs and plant products shall be accompanied by health and phytopathological certificates issued by the competent authorities of the producer/exporter country. The documentation described in the paragraph above shall be written in Italian, English and, where necessary or requested, in German and French or in the relevant language of the customs where the goods enter into the European Union and of the country of origin.

ARTICLE 9 - Checking and responsibility for goods 1. 2. Official Participants are responsible for goods within their Exhibition Space. If Official Participants learn about the loss or theft of goods, they shall immediately report this matter to the Organizer and, where necessary, to the competent customs authorities according to the Guidelines issued by the Organizer itself.

ARTICLE 10 - Entry and exit of goods into and from the Exhibition Site 1. The movement of goods from or into the Exhibition Site is subject to the Organizer's authorisation and, where necessary, to that of the competent customs and, possibly, supervisory authorities. The Official Participant shall draw up and provide the Organizer with a plan for the correct handling and arrangement of packages/goods within the Exhibition Site.

ARTICLE 11 - Warehouse 1. The Organizer shall identify a warehouse close to the Exhibition Site where Official Participants, upon payment of a fee including any insurance policy, may at their express request store the goods necessary for their participation in the Exhibition. The dimensions and type of spaces allocated to each Official Participant are established by the Organizer. Empty packaging shall, if it can be used for re-export, be collected and stored in dedicated areas upon payment of a fee to be paid by the Official Participant requesting that service.

CHAPTER III - Customs and duties

ARTICLE 12 - Customs system Official Participants are required to comply with current national and European customs regulations within the single European market. ARTICLE 13 - Goods imported under temporary admission 1. By temporary admission of goods intended for Expo Milano 2015 is meant the temporary importation of goods, free from customs duties and from import bans and restrictions, which are intended for re-exportation. Temporary admission is granted for all goods specified in the Protocol on customs arrangements attached to the Paris Convention. In particular, temporary admission is granted for: a) Goods intended for display or use in demonstrations; b) Goods used for the presentation of foreign products; i) Goods necessary for the display and operation of machinery or apparatus; ii) Construction and decoration materials; iii) Instruments, equipment and means used for the erection and setting up of display stands; iv) Furniture and electrical equipment; v) Advertising or display material;

Sound recordings, films and slides, as well as the equipment required for displaying/viewing these; d) Any goods intended to be used for purposes connected to the universal exhibition which are freely imported within the European Union. The facilities described in paragraph 1 of this Article are granted on condition that the Official Participant guarantees, without deposit of funds, the customs duties levied on goods temporarily imported which are to be paid if they are not re-exported within the time period prescribed by current regulations. The re-exportation of perished goods, seriously damaged goods or goods of low value is not required on condition that the goods are destroyed under customs supervision at the expense of the Official Participant at the request of the Italian customs authorities or other competent authorities and at no cost to the Italian treasury or to the Organizer. Products obtained during the demonstration from temporarily imported goods are subject to the same provisions as goods imported on a temporary basis.

ARTICLE 14 - Customs exemptions In accordance with Article 2 of Regulation 1186/09/EC, all products used or consumed in connection with Expo Milano 2015 indicated in the provisions of that Regulation shall, where applicable, be imported free of import duties (customs duties and charges having equivalent effect and also agricultural levies and other import charges provided for under the common agricultural policy or under specific arrangements applicable to certain goods resulting from the processing of agricultural products). ARTICLE 15 - Prohibited goods Official Participants shall comply with Italian and European regulations governing goods for which importation is prohibited.

CHAPTER IV - Final provisions

ARTICLE 16 - Final provisions For any matters not included in this regulation, reference shall be made to the provisions contained in the Agreement between the Italian Republic and the Bureau International des Expositions on measures necessary to facilitate participation in Universal Exposition 2015 in Milan, done in Rome, on July 11th, 2012, in the Paris Convention and its Customs Annex, and in the rules and regulations of the Italian State or of the European Union.
