Voluntary Service for Development
Education

• German Volunteers will address global


needs as they arise in all OECD
developing countries
• „Learning and helping overseas“ as basis
for development education in Germany

• Development organisations
– professional background essential
• European Voluntary Service
– Age until 30 years. Only within the European Union.
Programm looks for opportunities outside of Europe.
• Other government funded programms
– almost only within Europe

have far less volunteers
• Only to be compared with Peace Corps
(approx. 7.700 in 2006, US $ 328 Mio.)

Intention and figures I

• PILOT – Phase 1.01.2008 – 31.12.2010


• 10.000 German nationality, long-term residence permit
• Women preferred
• 6 – 24 months (12 – 18 months) with 40 hrs. / 2 days
• Age between 18 – 28
• 580 € (approx. US $ 750) Volunteer/month plus health
insurance
• 25 % through sending organisation / partly volunteer

Intention: Sending organisation

• Sending organisation is a German based NGO –


NGO is responsible for volunteer
• NGO are welcome to start with sending
programme (to reach number, test new ways)
• Quality management
• NGO and local partner will choose the volunteer
• Offers 22 days of training

Legal and other issues

• Reconsider payment of „allowance for children“


• Reconsider alternative military service
• Sending organisations and place of engagement
needs to be approved by the government
• A technical secretariat will be tied to an
implementing agency (e.g. DED)
