Healthcare/Obamacare
When representative government is at its finest, it is the product of an active partnership between the citizens and their elected representatives. I am excited about the prospect of partnering with you as your elected representative of House District 129 apart from my faith and my family, I could not aspire to a better calling. I invite you to get involved in this process. Lets continue to discuss whats important to you.
The most important issue in health care to have taken place in the 83rd Legislative session was what didnt happen Medicaid was not allowed to expand as part of Obamacare! Not only does the Affordable Care Act represent an unprecedented federal intrusion into states sovereignty, but almost 30% of Texas biennial budget is being spent on Medicaid making the future of this nancially unsustainable program represent the future of state spending. New federal healthcare legislation will not only double the cost of Medicaid over the next decade, but it will also cost the state an additional $27 billion. Medicaid provides poor health outcomes for those it is meant to serve. If Texas expands Medicaid in accordance to Obamacare stipulations, approximately 1.5 million low-income people will be forced into the program.
Education
In House District 129, our largest school district gained 2,000 new students between the last legislative biennium and the present. And even though public education represents the biggest piece of the states budget pie, TEAs outmoded, system-rst method of determining funding needs to be dropped in favor of a student-rst system that funds enrollment, not daily attendance. This will allow, among other benets, students to be able to take on-line courses for graduation. It would also allow for the exibility for junior college class work and workforce training programs.
Economic freedom is at the heart of the Texas miracle that has made Texas the national leader in job growth for over a decade. The Texas Model of economic growth calls for low taxes and restrained spending. It also calls for a consistent, predictable and fair regulatory environment and strong property rights protection. The less government interferes, the more business is allowed to ourish. In House District 129, $35 billion dollars from private corporations are planned for expansion projects over the next ve years.
Water
Due to subsidence, our coastal areas generally cannot drill for water, but depend upon surface water supplied primarily from man-made Lake Livingston north of Houston. As a result of historical drought conditions of the past two years and potential major wastewater recycling projects being considered by the upstream D/FW metroplex, water levels in Lake Livingston are at risk. At the same time, due to our states pro-business economic climate, approximately 1,200 persons are moving into Texas each and every day. Local demand for water in the 15-county region, including Harris County, is projected to increase by 48% by the year 2060.
this challenge and allow this essential, but often overlooked, resource to become a limiting factor to our Districts industrial and residential growth and our states energy exploration opportunities.
