CityofEastPointNeighborhoodParticipation TrafficCalming/ControlPolicy

TheCityofEastPointrecognizesthevalueofpublicparticipationwhenrespondingtoqualityoflife issuessurroundingneighborhoodtraffic. Theintentofthispolicyistoprovideauniformmethodologytoaddressandmitigateunacceptabletraffic conditionsoccurringwithinourcommunity.Communication,cooperationandinvolvementinfostering residentconsensusintheidentificationoftrafficrelatedissuesandtheirresolutionisanintegral componentofthesepolicies. Whileattemptingtoimprovequalityofliferegardingtrafficrelatedissues,wemustbalancethisendeavor withseveralotherconsiderations.Theseconsiderationsincludethefollowing: ReferencetotheFederalHighwayAdministrationsManualonUniformTrafficControlDevices (MUTCD). TheMUTCDisadocumentissuedbytheFederalHighwayAdministration(FHWA)of theUnitedStatesDepartmentofTransportationtospecifythestandardsbywhichtraffic signs,roadsurfacemarkingsandsignalsaredesigned,installedandused.These specificationsincludetheshapes,colorsandfontsusedinroadmarkingsandsigns.In theUnitedStates,alltrafficcontroldevicesmustgenerallyconformtothesestandards. Themanualisusedbystateandlocalagenciesaswellasprivateconstructionfirmsto ensurethatthetrafficcontroldevicestheyuseconformtothenationalstandard.

Thecornerstonetosuccessforthispolicyrestwiththreekeyelements:Education,Engineeringand Enforcement.However,theadoptionofthispolicydoesnotintendandshouldnotbeconstruedto affectorwaivetheCityofEastPointsimmunityfromdamagesunderanyFederal,StateorMunicipal

law.ThispolicydoesnotrequiretheCityofEastPointtoinstall,removeormodifyanytrafficcontrol device,sign,signalorwarningdevice.Inaddition,thispolicydoesnothinderorprohibitedthe installationorremovalofanydevicewhenasafetyhazardhasbeenindentifiedbytheCityofEastPoint.

Administration
Byadoptionofthispolicy,theCityofEastPointestablishesaTrafficReviewPanelcomprisedofthe ChiefofPolice(ordesignee),ChiefofFire(ordesignee)andtheTrafficEngineer.TheTrafficReview PanelmayincludeanyothermembersofstaffnecessarytocompleteataskprovidedtheCityManager hasapprovedsuchappointment.TheTrafficReviewPanelshallserveasbothanadvisorybodytothe EastPointCityManagerwhenfinancingrequirementsextendbeyondtheadoptedbudgetandasa decisionmakingbodywhosefunctionsshallincludethefollowing: CompleteaninitialreviewtodetermineiftherequestmeetsFederal,StateorMunicipal laws,ifthestreetisaCityofEastPointorGeorgiaDepartmentofTransportation(GDOT) jurisdiction,iftherequestcomplieswiththeMUTCDorifthereisanyotherobviousreason therequestwillbedenied. Iftheinitialreviewdeclinestherequest,thecommunitygroupwillreceiveawritten explanationforthedenial. Iftheinitialreviewwarrantsconsideration,thecommunitygroupwillreceivewritten communicationfromtheTrafficReviewPaneltoadviseofthenextstepsto completetheprocess. IftheinitialreviewconcludesthestreetisGDOT,jurisdiction,theTrafficReview PanelwillnotifyGDOToftheissue.Thecommunitygroupwillreceiveacopyof thecommunication. Reviewalltrafficengineeringstudies,analysisandreportsrelativetorequestsfortraffic controldevicesoraction(forpurposesofthispolicy,trafficcontroldevicesoraction meansthosedevicesorstrategieswhichservetoreducetheincidenceofexcessivespeed (trafficcalming)ormitigateexcessivetrafficvolumesonresidentialstreets.Allstudieswillbe localstudies.Ifamoreindepthstudyisrequiredthatwillgenerateadditionalexpense,the CityMangermustapprovesuchexpenseandorseekCityCouncilapprovaliftheexpense isbeyondtheauthorityoftheCityManagerapproval. Determine,basedonstudies,analysisandreports,ifrequestfortrafficcontroldevicesor actionsmeettheminimumcriteriarecommendedthroughtheMUTCD.

Communicatedirectlywithacitizenandorcommitteerepresentingthecommunityorgroup ofcitizenswhorequestareview.Thiscommunicationwillbethroughouttheprocessofthe requestforthereviewandthefinaldetermination. CompleteawrittenreportofallactivitiestotheCityManagereveryfourmonths.TheCity ManagerwillprovideawrittenreportofallactivitiestotheCityCouncil everyfourmonths. Establishaprocesstoreviewexistingstreetsignsforthepurposeofeliminatingsignsthat arenolongerusefulandorcombinesignstoeliminatethenumberofsignspresent.

Purpose
Neighborhoodtrafficissuesspecificallyaddressedinthispolicyincludethefollowing: NoParkingSignInstallationorRemovalRequest IntersectionControlRequest SpeedControlRequest ChildrenatPlaySignRequest HearingImpairedChildrenSign OtherAdvisoryorAdvancedWarningSignRequest NoRightTurnSign SchoolZoneSafetyRequest CrosswalkRequest CutThroughTrafficMitigationRequest SpeedHumps OtherPublicSafetyandTrafficIssueRequest OtherneighborhoodtrafficissuesnotspecificallyaddressedmaybepresentedtotheTraffic ReviewPanelforconsideration.

Strategy
Thecornerstoneofsuccessforthispolicyrequiresathreestepprocess. SteponeisrequiredbeforeimplementationofsteptwoandorstepthreeprovidedtheTraffic ReviewPaneldoesnotdenytherequest.Anexceptionwillbemadeforissuesthataredeemed

animmediatesafetythreatbytheEastPointPoliceDepartment,EastPointFireDepartmentor theTrafficReviewPanel.

StepOne:Education
Thecommunityorganizationandorcitizengrouppresentingarequestmustparticipatein theeducationprocess.Thiseducationprocesswillbeginaftertheinitialreviewbythe TrafficReviewPanelprovidedtherequestisnotdeniedduringtheinitialreview. However,thefailureoftheTrafficReviewPaneltodenytheinitialreviewdoesnot guaranteeanapprovaloftherequestfollowingthecompletionoftheeducational process. Prepareawrittenhandbillornewslettertobedeliveredormailedtoresidents, businessownersandotherpossiblestakeholders(thosewholiveorworkinthe area)whowillbeimpactedbythepossibleinstallationorremovalofacontrol deviceorprocess.Thishandbillornewsletterwillincludeaninvitationto participateinacommunitymeeting,briefdescriptionoftheissueandpossible solutionstobeconsidered.Thishandbillornewsletteranddistributionofthe handbillornewsletteristobepaidforanddistributedbythecommunitygroup presentingtherequest. Organizeacommunitymeetingwithconcernedcitizens,businessandanyother stakeholder(wholivesorworkinthearea)toparticipateinthediscussionwith membersandorarepresentativeoftheTrafficReviewPanel. Theaffectedresidentsmustbewillingtoposttemporaryyardsignsontheir frontlawns.Thegoalforparticipationwillbeupto25%ofthosewhowillbe affectedoraminimumof12yardsignsalongtherouteoftheaffectedarea.The yardsignswillbefurnishedbythecity.Theyardsignswillbedesignedto addressthespecificissueoftherequest.Forexample,iftheissueis speeding,thesignmaystatePleaseSlowDownorsomesimilareffective language. Ifthereisaperceptionthatanybusiness,school,orotherstakeholderhasa directinvolvementwithcausingtheissue,theEastPointPoliceDepartmentwill arrangeacourtesyvisit,phonecallorothercommunicationtoexpressthe communityconcerns. Iftheissueisrelatedtospeedcontrol,theEastPointPoliceDepartmentwill

posttemporaryautomatedspeedmonitoringsignsalongtherouteorposition thevehiclecontrolmachinealongtheroutetonotifydriversofthemonitoringof speed(andtocollectdatathatmaybeusedduringthisprocess). Iftheissueisrelatedtosomeothertrafficconcern,theEastPointPolice Departmentwillestablishsafetycheckswiththeintentofdistributing appropriateeducationalmaterialregardingthespecificissue. Followingthecompletionoftheeducationalprocess,a60periodwillbe establishedtodetermineiftheeducationalprocesshasprovidedany improvementinthespecificissue.IftheTrafficControlPanelorthecommunity groupcannotdetermineanyimprovement,thenextstepwillcommence. Providedoptionalimprovementsarecompletedasaresultofthecommunity request,thecommunitygroupwillsendasecondhandbillor newsletter.Thishandbillornewsletterwillbemailedorhanddeliveredtothe samesetofindividualsinvolvedinthefirstcommunicationbythecommunity group.Optionalimprovementswouldbedefinedasthoseimprovementsthat arenotrequiredbyFederal/State/Municipallaw.

StepTwo:Engineering
Followingcompletionandevaluationofthe60dayperiodaftertheeducationalprocess,the engineeringphasewillbeginifitisdeterminednoimprovementshavebeenrecorded. Prepareandcollectnecessarydatatoassistinthedeterminationofapossiblesolution. Reviewpresentconditionssuchasstreetstripping,signsandanyotherconditionsto includeinthedatacollectiontosupportconsiderationofapossiblesolution. Preparerecommendationsforandinstallimprovements.Improvementsanticipatedto exceedbudgetconstraintswillrequireapprovaloftheCityManager.IftheCity Managerdeterminesimprovementsarenotabudgetarypriority,theCityManagerwill provideawrittenreporttotheCityCouncilontheresultsofTrafficReviewPanel.The reportfromtheCityManagerwillincludeanexplanationregardingthecostrestrictions andpossiblefinancingrecommendations.

StepThree:Enforcement
Increasepolicepresencefollowingtheimprovementsforaspecifiedtimeframe. ThistimeframewillbedeterminedbytheEastPointPoliceDepartmentandmay notbepublishedtothepublicifitisdeemednecessarytodeterminethe effectivenessoftheimprovements. Implementsafetycheckstosupporteducationoftheimprovements.Thesesafety checkswillbedeterminedbytheEastPointPoliceDepartmentandmaynotbe publishedtothepublicifitisdeemednecessarytodeterminetheeffectivenessofthe improvements. Completeafollowupcourtesycall,visitorothercommunicationwithschools, businessoranyotherstakeholderstoinformthemofthe improvements.

ProcesstosubmitarequesttotheTrafficReviewPanel
CompletetheNeighborhoodManagementInterestForm. TheNeighborhoodManagementInterestFormmustbesigned(oranemailversionmay beusedasasignature)byarepresentativeofthecommunitygroup.Thereareno restrictionsonthesizeofthecommunitygrouporaffiliationasanofficiallyorganized citizensgroup. Petitionrequirements(vacantpropertywillbeexcludedfromthecountof signaturesbutmustbenotedonthepetition).

Theinitialreviewdoesnotrequireapetition.Iftheinitialreviewisapproved,a petitionwillberequired. Forinstallationofstopsignsandintersectioncontrols,90%ofresidents(one residentperaddress)inatwoblockradiusbeforethestopsignorintersection controlsandtwobocksafterthestopsignorintersectioncontrolsmustsignthe petitionormilebeforethestopsignorintersectioncontrolsandmileafter thestopsignorintersectioncontrols(whicheverprovidesthelargestnumberof signatures). Forinstallationorremovalofnoparkingsigns,100%ofresidentswhoparkon thestreetmustsignthepetition.Thiswillincludenoparkingsignswithspecific daysandortimesfornoparking. Forinstallationofspeedhumps,allresidentswithin50feetofthedevicemust agreetotheinstallation.90%ofresidents(oneresidentperaddress)inatwo blockradiusbeforethedeviceandtwobocksafterthedevicemustsignthe petitionormilebeforethedeviceandmileafterthedevice(whichever providesthelargestnumberofsignatures). TheNeighborhoodManagementInterestFormmaybeemailedtotheEastPointCity ClerkOfficewiththeemailservingasasignaturefortheformorahardcopymaybe submitted.TheEastPointCityClerkwillforwardtheemailandorthehardcopyofthe requesttotheTrafficReviewPanelandthetwoEastPointCityCouncilMembers representingthewardinvolvingtherequest. TherepresentativeoftheTrafficReviewPanelwillrespondtothecitizensgroup representativetoconfirmreceiptoftheNeighborhoodManagementInterestForm.

Iftheinitialreviewdeterminesconsiderationwillbegranted,thecommunitygroupmust completethenecessarypetitionandeducationalprocesspriortoanyadditionalsteps beingtakenbytheTrafficReviewPanel.TheTrafficReviewPanelwillverifytheresults ofthepetition. OnceverificationofthepetitioniscompletedbytheTrafficReviewPanel,the communitygroupwillbenotifiedoftheresultsoftheverification.Iftheresultsare

confirmed,thethreestepprocesswillbegineducation,engineering,enforcement. Iftheinitialreviewisdenied,thecommunitygroupmayappealthedecisionwiththe EastPointCityManagerwithin30daysofbeingnotifiedofthedenial. TheCityManagersappealdecisionwillbefinal. TherequesttotheTrafficReviewPanelmayberesubmittedprovidedextenuating circumstancescreateachangeintherequest.However,thesecondrequestmust includeadescriptionoftheextenuatingcircumstances.Thesecondrequestwith extenuatingcircumstanceswillbereviewedbytheTrafficReviewPanel.Thedecisionof theTrafficreviewPanelwillbefinal.Theeducationalprocesswillnotberequired.

NoParkingSignInstallationorRemoval:
TrafficReviewPanelwilldeterminethestudyareaaffectedbytherequestasdescribedbythe requestsubmitted.However,theareaofinterestmaybeincreasedifdeemedappropriatebythe TrafficReviewPanel. Followingtheinitialreview,iftherequestisgrantedthenecessarypetitionrequirements mustbesatisfied. TheTrafficReviewPanelwilldetermineiftheInstallationandorremovalwillbefora24hour periodorspecifictimesanddays. IfinstallationisapprovedbytheTrafficReviewPanel,signswillbepostedatlogicalpointsas determinedbysoundcommonengineeringpracticeandortheMUTCD. ItwillbetheresponsibilityoftheTrafficReviewPaneltonotifyaffectedresidents30daysprior toinstallation.Theeffectedresidentswillbedeterminedbythesamestandardsassetforthinthe petitionrequirements.

IntersectionControlRequest(StopSigns,SignalLightsandother)

Stopsings,signallightsandothersignsshallnotbeinstalledwithintheCityofEastPointunless approvedthroughawarrantanalysisusingMUTCDguidelinesandapprovedbytheTraffic Engineer. AccordingtotheMUTCD,stopsigns,signallightsandotherintersectionsignsshallnotbe installedsolelyforthepurposeofcontrollingthespeedofaroadwayastheyhavebeenshown tobecomeahazardattimeswheninstalledwithoutwarrant. AccordingtotheMUTCD,regulatoryandwarningsignsorsignalsshouldbeused conservativelybecausethesesignsorsignals,ifusedtoexcess,tendtolosetheir effectiveness. Stopsignssignallightsandotherintersectionsignsareonlyappropriateforestablishingrightof way. Stopsigns,signallights,otherintersectionsignsandroadsafetywillbeconsideredbasedon warrantsincludingvehiculartrafficvolumes,typeoftrafficvehicles,pedestriantrafficvolumes, trafficaccidentdataandotherdatainaccordancewithguidelinesdefinedintheMUTCD. Implementationofsigninstallationwillbeinaccordancetobudgetaryconsiderations.

SpeedControlRequest
TheEastPointPoliceDepartmentwillmaintainadatabaseoflocationsatwhichexcessive vehicularspeedshavebeenreported.Thisreportwillincludedetailsofthecomplaint,action takenbytheEastPointPoliceDepartment,resultsofactionstakenby theEastPointPoliceDepartmentandfinalanalysisofthecomplaint. WhenmorethanthreecomplaintswithinaspecificareaarereceivedbytheEastPointPolice Department,theEastPointPoliceDepartmentwillreporttheincidentstotheTrafficReview Panel.TheTrafficReviewPanelwillreviewthecomplaintsforanypossiblesolutionstoresolve theissueandortoaddressthenegativeperceptionofthepublicregardingthecomplaint. Unlessothercircumstancescanwarranttheneed,speedlimitswillbepostedwithin5mphof th the85 percentilespeedofthefreeflowingtraffic.

Statelawestablishescertainprimafaciespeedlimits.Theyincludethe25mphinbusinessand residencedistricts,25mphinschoolzonesand15mphinalleys,uncontrolledintersectionsand railroadcrossings.Theseareasarenotrequiredtobepostedtobeenforced.However,the TrafficReviewPanelmayconsiderposting(followingarequest)inanefforttoreducethe necessityofpolicepatrolsinaspecificarea.

ChildrenatPlaySigns
ChildrenatPlaySignsarenotrecognizedbytheMUTCDasanofficialcontroldevice. ChildrenatPlaySignshavenotbeenprovenbeneficial.Thesesignscreateafalsesenseof securityforparentsandcommunityresidents. CityofEastPointdoesnotinstallchildrenatplaysigns.

HearingImpairedChildrenSign
Hearingimpairedforchildrensignsmaybeinstalledinschoolzonesifchildrenareenrolledat theschool. Ifinstalled,thesesignswillberemovedoncethechildnolongerattendstheschool.

OtherAdvisoryorAdvancedWarningSignRequest
Whenarequestisreceivedforadditionaladvisorywarningsigns,theTrafficReviewPanelwill considereachrequestonthemeritoftherequest. RequestwillbegrantedbasedonguidelinesfromtheMUTCD.

NoRightTurnSign
Norightturnsignswillbeconsideredonacasepercasebasis. AllrightturnsignswillcomplywithMUTCD.

Considerationforplacingarightturnsignwillincludethelocationofthesignallight,typeof signallightinstalled,configurationoftheintersection,existenceofacrosswalkandallother vehicleandpedestriandata.

SchoolZoneSafetyRequest
AswithallotherrequestoftheTrafficReviewPanel,requestforschoolzonesafetywillinclude awiderangeofissuesinthevicinityofaschool. Therequestforconsiderationforaschoolzonesignwillnotbegrantediftherequestcontradicts otherFederal/State/Municipallaws. Reducedspeedzonesinaschoolzoneareareasinwhichthespeedlimitisreducedforcertain periodsofthedayorweekduringschoolhours. Schoolzonerequestwillincludeconsiderationoftheproximityoftheroadwaytotheschool,the typeofschool(elementary,juniorhigh,seniorhighandect.),vehicularvolumes,available parkingfortheschool,pedestrianvolumes,vehicularspeeds,availabilityofsidewalks, alternativeroutesbetweentheschoolandresidentialareasneartheschoolandotherfactors. Requestforcrosswalkswillconformtothecrosswalkrequestsectionofthispolicy. Parkingrestrictionswillconformtothenoparkingrequestsectionofthispolicy. FlashingbeaconstoalertmotoristarenotrequiredbytheMUTCD.Arequestmaybe consideredforarterialandcollectorroadwaysbutnotonlocalstreets.

Crosswalks
Crosswalkswillincludeananalysisofvolumeofpedestriantraffic,proximityofthelocationofa crosswalknearschools,parks,retail,bikeroutes,vehiculartrafficandect.

Crosswalkswillnotgenerallybeinstalledatanuncontrolledintersection.Theuseofcrosswalks atanuncontrolledintersectioncreatesafalsesenseofsecurityforpedestriansthatcould increasethepossibilityofpedestrian/vehicleaccidents.

CutThroughTraffic
Atrafficengineeringstudywillberequiredtodeterminethemeasuresthatareappropriateto addressthespecificcutthroughtrafficissuesthatmayexistforthecommunity. Inorderforarequesttocutthroughtraffictoqualifyforconsideration,theroadwaymusthave residentialcharacteristicswithapeakhourvolumeof300vehiclesinonedirectionwitha40% cutthroughvolumerate.

SpeedHumps
Speedhumpshavebeenincreasinglyrecognizedbyengineersasasuitablegeometricdesigntechnique forcontrollingspeedsunderappropriateroadwaycircumstances.Thefollowinginformationisintended tosetminimalstandardsforappropriateroadwaycircumstances.Theseminimalstandardsaretobe usedinconjunctionwithsoundprofessionalengineeringjudgmentandpractice.Thesestandardsdonot constituteafinalorcompletedesignandevaluationcriteriaforspeedhumpsandoraspeedhump systems.Inaddition,specificterrain,roadway,trafficorlandusecharacteristicsorotherunusual conditionsmayrequirecasespecificmodificationsorexceptiontotheseguidelines. Aspeedhumpisaroadwaygeometricdesignfeatureconsistingofraisedpavementextending transverselyacross(orpartlyacross)aroadwayfortheprimarypurposeofreducingthespeedof vehicles.Inaspeedhump,theraisedpavementareanormallyrisesandreturnstotheprevailinggradeof thesurroundingpavementoveradistanceofatleast12feetinthedirectionoftravel,withamaximum riseof2.5to4inches.Mostspeedhumpsareparabolicincrosssection.Flattoppedsectionand elongatedformsto22feetinthedirectionoftravelarealsorecognized. Theconsiderablelengthinthedirectionoftravelandlimitedmaximumheightiswhatphysically distinguishesspeedhumpsfromtheabruptspeedbumpscommonlyfoundinprivatedrivesand parkinglots.Althoughtherearenoexplicitstandardsforspeedhumps,theygenerallyhaveheightsof3 to6inchesormoreandlengthsinthedirectionoftraveloflessthan3feet. Fromanoperationalperformanceperspective,speedhumpsandabruptspeedbumpshavecrucially differenteffectsonvehiclesandtheiroccupants.Withintherangeoftypicalresidentialstreetspeeds,

speedhumpscauseagentlevehiclerockingmotionthatcausesmilddiscomforttodriversand passengers,withthelevelofdiscomforttendingtoincreasethefasterthevehiclepassesoverthespeed humpswhichisaneffectconsistentwiththeobjectiveofinducingdrivers totravelatspeedsreasonableforneighborhoodstreets.Driverstypicallychoosetocrossspeedhumps atspeedsbetween15and25milesperhour.Abruptspeedbumps,bycontrast,causesignificantdriver discomfortattypicaldesirableresidentialstreetspeeds.Inaperformanceeffect,whichiscompletely contrarytotheintendedpurposeofthebumps,driver/passengerdiscomforttendstodecreasethe fasteravehicleisdrivenoveranabruptspeedbump,becausevehiclesuspensionsareexpressly designedtoabsorbthejoltsofquickpassageoverabruptbumpsratherthantransmittingthentothe passengercompartment.Asaresult,whenconfrontedwithanabruptspeedbump,mostdriverscross atextremelylowspeeds(5mphorless)orcontinueatrelativelyhighspeeds(30mphormore).

EngineeringStudy
Speedhumpsshouldonlybeinstalledwheretheengineeringstudyconcludesthat: Speedconditionstowhichspeedhumpsrespondappropriatelyexist. Judicioususesofotherwarningorregulatorycontroldeviceshavebeenconsidered. Areasonablelevelofenforcementhasnotsolvedorappearsunlikelytosolvethe problem,orthatanecessarylevelofenforcementisunlikelytobemadeavailable.

WarrantingCriteria
Speedhumpsmayonlybeconsideredforinstallationwhenalocationmeetsallofthefollowing criteria,unlesstheTrafficEngineercanprovideawrittenexplanationforanexception. Thedevicemustbelocatedonapaved,residentialstreet(alleysarenoteligible). ThestreetSHOULDhaveverticalcurbabuttingtheproposeddevicelocations.Device

maybeplacedonstreetswithrollcurborribbonstylesidewalkafterareviewto determinethebestpossiblelocation.Inthiscase,itmaybenecessarytotakeadditional measurestopreventdriversfromgoingaroundthedevice. Thepostedspeedlimitshallbe30mphorless. th The85 percentilespeedonthestreetshallbeatleast5mphoverthepostedspeed limit. Trafficvolumemustnotexceed500vehiclesper24hoursperiod. Thedeviceshallnotbewithin200feetofastopsignortrafficsignalonthesubject street. Devicewillbeinstalledtopreventanydrainagecompromise. Nomorethantwotravellanesandonlyonstreetswherethewidthinnogreaterthan45 feet.

Deviceshouldbeinstalledonlywheretheminimumsafestoppingdistancecanbe provided.200feetistheaveragestoppingdistancefor30mph.However,thedistance canbeshortenedundercertainconditions.
