Merrett Sent: 01 August 2013 12:34 To: CYC Labour Group Cc: Wharton, Nick; Chris Read; vivkind@googlemail.com Subject: RE: York Lendal bridge scheme hailed by Campaign for Better Transport In light of Tina s comment, please find attached the last written update report I had which includes quite a lot about the communications side (the second half is on the Council web-site so you can refer people to it), and a more concise/recent summary below: Range of advice on offer before Lendal Bridge traffic trial Residents and businesses are being encouraged to consider their travel options a head of an initial six-month trial that will see Lendal Bridge open only to pedestrians, cyclists, buses, taxis, and emergency vehicles during daytime hours (10:30am-5pm). With the trial due to start in a month s time, from 27 August, every household in York will next week receive a leaflet from City of York Council informing them about the detail s of the trial, the reasons for it, and helping them understand how it might impact their future journeys. The leaflets will also be available to pick-up from key destinations in the city, su ch as York Explore library and the hospital. A number of other support initiatives will provide further advice and informatio n ahead of the trial, including drop-in consultation events taking place on Parliament Street i n the city centre on 7- 8 August, 11-12 September and 5 October in a public exhibition unit (opposite Marks & Spencer). The i-Travel website (www.itravelyork.info) will advise on journey planning and alternative modes of transport. This advice will also be available in person from the iTrave l team in Parliament Street on Saturday 10 and Saturday 17 August. City centre businesses are to be invited to one of two Business Briefings taking place at City of York Council s West Offices on 14 August. The traffic trial aims to create a more attractive and thriving city centre, and test how the transport network will operate, whilst unclogging the corridor from the rail sta tion to the shops

and cultural attractions. It is also looking to complement other public space in itiatives already underway in York, such as the redevelopment of Exhibition Square and the Minster piazza. Cars, lorries and motorbike access on Lendal Bridge will be restricted inline wi th the existing footstreet hours between 10.30am to 5pm, seven days a week, which were extended throughout the city centre as part of an experiment to improve access within the city s walls . Buses, cyclists, pedestrians, taxis and emergency vehicles will continue to have full access over Lendal Bridge at all times. The trial is being supported by the Government s Better Bus Area Fund (BBAF), in a ddition to contributions from the council s capital programme. We need to ensure as a Group that we make it clear to all that this a trial and if it doesn t work CYC will do a re-think. It s no good getting plaudits nationally for a bold venture if it results in the road traffic system being more clogged than at present. An interesting fact is that in terms of employment: Cyc above 4000 employees Northern Rail above 4000 E/E s York Hospital Trust above 4000 E/E s University of York above 3000 E/E s AVIVA PLC above 2000 E/E s Network Rail Infrastructure Ltd above 2000 E/E s Tesco Stores between 1000 2000 E/E s North Yorkshire and York PCT 1000 2000 E/E s We then have 14 companies/businesses who employ 500 1000 E/E s

including the PO Then we have 30 company/businesses which employ 200 with a further 64 employing between 100 200 E/E s 500

Being generous I can only see six companies who employ between 100 and 200 E/E s from the tourism industry - 5 being Hotel Chains and one WP Brown s could arguably benefit definitely no tourist business above this figure. We do however also have aprox 130 businesses who employ between 50 -100 E/E s which do include some directly involved with tourism some indirect and some totally separate like vol groups so a real mixture. My argument is yes we need clearly the tourism industry but that is not what our economy totally survives on nor is built around (as above) so we need a balanced approach to traffic in the city to ensure the buy in of businesses and local people with a collective aim to reduce traffic and congestion but further investment and jobs like what we have achieved with Hiscox along with sustaining tourism. Traffic reduction is helping build the visitor eco nomy. Living streets will also feature York as an exemplar of investment in the public realm with reinvigorate York and Lendal Bridge in a forthcoming report on walking investments. Well done Dave and James. UK sustainable transport charities are using York as a role model to other citie s. Also York is featuring a lot on 20mph in national literature (because I list it, partly). Not all of the 20mph mentions are positive because of the Press's I think biased angle (I am meeting Gavin about this). But certainly other historic cities are following the lead taken by York, Oxford, Cambridge, Bath, Chichester.. Norwich
