WRT helps clients achieve their goals for environmental, economic, and community health through planning and implementation. Our projects range from comprehensive and strategic plans for regions, counties, and municipalities to smaller scale plans and designs for neighborhoods and districts. We work in urban, suburban, small town, and rural places; for communities experiencing growth, needing economic revitalization, and seeking to sustain valued resources. Several themes unify our diverse practice: 1.  We engage citizens in shaping their future through a values-driven planning process tailored to the needs of each community. 2.  We use systems thinking to break down silos, create synergies, and leverage resources. 3.  We help communities define performance-based outcomes and build capacity to take plans to effective implementation. In 2011, the American Planning Association recognized WRTs nearly 50 years of leadership by presenting the firm the first ever National Planning Excellence Award for a Planning Firm. We continue to develop new, innovative approaches and tools to enable communities to succeed in these challenging times. From comprehensive plans to economic development strategies to designs for multi-modal transportation and green infrastructure systems that create value for citizens, the following pages provide a sampling of our work.

WRT helped the City of Albany, New York States capital, develop the first comprehensive plan in its 400-year history. The city set two primary goals for the process: a focus on sustainability and broad-based community engagement. WRT worked closely with team member, PlaceMatters, known for its innovative approach to community engagement, on a planning process designed to maximize citizen involvement through the use of digital technology and targeted outreach to populations who do not normally participate in planning processes. Derived directly from the public input, the vision for Albanys future calls for livable neighborhoods, a model education system, a vibrant urban center, a multimodal transportation system, and a green, prosperous city. Sustainability targets will be achieved through a systems approach in which plan strategies are based on creating synergies between interrelated components such as transportation, green infrastructure, and economic development.

ATLANTA'S PROJECT GREENSPACE


ATLANTA, GA
Client: City of Atlanta

Projected to nearly double its 2000 population by 2030 as new residents are drawn to the City, Atlanta developed the ambitious Project Greenspace initiative to create an integrated green infrastructure system that connects people to parks and recreational facilities; streetscapes, plazas, and other green elements of the urban fabric; and greenways to environmentally sensitive lands. WRT assisted in establishing a long-term vision and comprehensive framework to guide and coordinate the actions of the many agencies, organizations, and citizens involved in protecting, managing, and acquiring the citys parks and open spaces. The plan includes a 12-point action program structured around three broad objectives: growing the greenspace system to serve Atlantas existing and future population; managing parks and greenspaces to the highest standards of quality; and building capacity for implementation through partnerships.

IMAGINE AUSTIN COMPREHENSIVE PLAN


AUSTIN, TX
Client: City of Austin

Austin is defined by its creative economy, vibrant arts scene, and unique community character. WRT led the process to prepare Imagine Austin the citys first comprehensive plan in 30 years. The 619-square mile study area included the current city limits and additional jurisdiction in surrounding counties, and is projected to attract 750,000 new residents and 300,000 new jobs over the next 30 years. The city sought to manage growth in a way that maintained livability and fostered compact development around centers rather than sprawl. The process involved more than 18,000 participants in community meetings, web-based input, and other interactions to create a vision for Austins future, alternative growth scenarios, a preferred growth concept, and policies and actions to achieve the vision. Eight priority action programs set the direction for the city and its partners' focus on key initiatives such as green infrastructure, community health, and the creative economy in implementation.

CITY OF BILOXI COMPREHENSIVE PLAN


BILOXI, MS
Client: City of Biloxi

In 2005, Hurricane Katrina massively impacted the City of Biloxi, destroying over 20% of its homes and businesses. The city, community groups, and residents immediately began planning and rebuilding. WRT was retained by the city to prepare a new comprehensive plan to help guide recovery efforts and beyond. Working with the community, WRT helped define a vision for Biloxis future based on ideas for a diverse, thriving economy, a healthy environment, and a welcoming community. Priorities addressed by the comprehensive plan included rebuilding and creating more resilient neighborhoods, preserving and restoring historic and cultural resources, and managing growth to the north away from susceptible coastal areas. The plan recommended a multiple lines of defense strategy, incorporating preservation and restoration of open space, floodplain, and natural resources to reduce vulnerability to future storms. It also encouraged sustainable land development practices to increase energy efficiency and reduce environmental impacts and resource consumption.

GREENPLAN PHILADELPHIA
PHILADELPHIA, PA
Client: City of Philadelphia Awards Honor Award, Analysis and Planning, American Society of Landscape Architects, National

Philadelphia was identified in 1995 as one of the only counties in the Delaware Valley Region that did not have an open space plan. GreenPlan Philadelphia addressed the need for such a plan, and is considered one of the most progressive in the nation. GreenPlan Philadelphia set ambitious goals, based around a sustainability framework that evaluated the contribution of all projects and policies in terms of environmental, economic and quality of life benefits. All actions fell within eight green elements, and projects were measured for their triple bottom line benefits to the City over the long term. The eight elements included: trees, trails, renewable energy, external building elements, wetlands, meadows, pervious and cool surfaces, and urban agriculture. WRT worked closely with city agencies and stakeholders to integrate economic, societal, and environmental sustainability best practices into the plan. Some of the targets set forth by the plan included a complete bicycle network, having 30% tree cover in every neighborhood, having all City residents living within a half-mile of a major trail, and ensuring 10 acres of parkland for every 1000 citizens.

DESTINATION PORTSMOUTH COMPREHENSIVE PLAN & MASTER TRANSPORTATION PLAN


PORTSMOUTH, VA
Client: City of Portsmouth Awards Best Comprehensive Plan, American Planning Association, Virginia Chapter

Portsmouth, an historic waterfront city located in Virginias Hampton Roads region, was plagued by decades of socio-economic decline. Bold leadership, coupled with increased investment, allowed the city to look toward the future and develop the Destination 2025 Comprehensive Plan for Portsmouth. The process began with a vision statement defining Portsmouths strategic position in the region and articulating citizen aspirations to raise the bar for quality of life, community character and economic prosperity. Policies and action strategies were developed to address priority issues, including education, economic development, and neighborhood revitalization. Following plan adoption, WRT was retained as lead planner and urban designer for several implementation initiatives, including the city's Master Transportation Plan. For the first time, the plan integrates transportation with land use, balances automobile and freight movement with transit, bicycle, and pedestrian travel, and addresses broader sustainability issues such as energy security and climate change. The Master Plan has led directly to millions of dollars of grant funding for traffic safety, bicycle, pedestrian, and other transportation improvements.

SOUTH LIVERMORE VALLEY PLAN


LIVERMORE, CA
Client: City of Livermore Awards APA National, Outstanding Planning Award for Implementation Identified as one of Top 20 Urban Planning Successes of All Time, Public Servant Blog, August 2010

The South Livermore Valley is the largest wine-growing region in Alameda County. The production of premium-quality wine in the Valley dates back to the mid-19th century when grape stock was first brought to the area from France. As the area's wine industry matured, the need to review existing policies, plan for future growth and address critical issues became paramount.

WRTs plan for 1,700 acres along the City of Livermores southern edge allowed for limited development through a mechanism that links land development with conservation: for every acre developed, one acre of planted vineyard is preserved in permanent easement; for every unit developed, another acre of planted vineyard is placed in permanent easement. The plan encouraged economic development in conjunction with home development, integrated new development with agriculture, and reinforced the areas character and its "wine country" heritage through the planting program. The plan has resulted in the development of nearly 1,500 homes in five neighborhoods, preservation of nearly 5,000 acres, increased regional parkland, and substantial new investment in California wine country economic development and visitor amenities.

David is a planner and landscape architect whose thought leadership contributes to the vigor of WRTs sustainable communities planning practice. His practice includes comprehensive plans for cities, counties, and regions; parks and open space system plans; and implementation projects ranging from urban design to zoning and development regulations. David continues to develop and refine ideas and techniques that enable communities to more effectively shape their future. He is an active participant in national initiatives of the American Planning Association and speaks across the country on topics such as the role of planning and design in public health, green infrastructure, and urban forestry.

John is particularly adept at creating consensus among competing interests and in communicating Smart Growth planning concepts to diverse audiences.

Stephen is an urban planner with 30 years experience in the fields of urban design, community planning, site master planning, and environmental assessment. His experience includes numerous master plans, specific area plans, and urban design programs for mixed-use urban infill sites, transitoriented neighborhoods, and brownfield redevelopment areas. Stephen is trained as a group facilitator and regularly works with community advisory groups and leads public workshops and design charrettes as part of the planning process. His projects have been recognized with national awards for excellence in planning, urban design and implementation by the AIA, APA, CNU, and Waterfront Center.

Silvia is a skilled project manager, with extensive public engagement experience and great sensitivity to the challenges of working with diverse stakeholders. She has a special interest in issues related to preserving community identity and applying sustainable practices in a holistic approach to achieve balanced community development. ROBERT M. KERNS, JR, AICP Senior Associate / Community + Regional Planner

Rob is an experienced private and public sector planner whose current focus is comprehensive and regional planning, emphasizing the latest growth management, community design, and circulation strategies. To help implement a communitys planning goals, Rob has drafted a wide variety of zoning and development regulations, and worked cooperatively with development teams to achieve optimum community and private market results. His town revitalization and urban design experience, particularly transit-oriented design (TOD) projects, have enhanced and diversified his planning practice. OUR PRACTICE
WRT is dedicated to improving the quality of the natural and built environments by planning and designing sustainable buildings, communities, landscapes, campuses, cities and regions. Through this process we strive to protect natural resources, promote social justice and economic well-being, and create human habitats that reflect local heritage, culture, and values. The national distribution of our practice in planning, urban design, architecture, and landscape architecture has fostered a broad perspective within our areas of expertise derived from the diverse communities and environments within which the firms projects are located.

WRT employs a VALUES-driven planning process that has evolved from 50 years of experience building sustainable communities. Our goal is to work with communities to determine how to develop a plan that is:
Viable | Grounded in reality and attainable given financial capacity, staff resources, and political will Actionable | Implementable, with specific responsibilities, timelines, and steps that can be taken to achieve outcomes Local | Reflects community ideals and shows a thorough understanding of local conditions Useful | Addresses the communitys current and projected needs and concerns Enduring | Has a life beyond plan adoption and sets up a process for periodic progress reports and updates Sustainable | Meets the environmental, economic, and social needs of the present without compromising those of the future
