What is the mastery of ICT? ICT mastery means the ability of comprehending and using the tools of ICT in common, it includes of computer literature and information literate. 4. Third phase (at the beginning 1990), is IBT (internet-based training) Fourth phase (at the last of 1990-2000), is e-learning phase (learning based on internet) Fifth phase (at the last of 2000), is social software phase + free and open content. 7. First step: Planning network system of covering internet network which is connected schools with sources data and application, it is along with internet network as facilitator and medium of communication and information in school. Second step: Doing system implementation in Indonesia schools which is covering facilities of ICT and training of implementer and teacher Planning and make application learning.
