1. INTRODUCTION
Corporate Social Responsibility is the continuing commitment by business to behave ethically and contribute to economic development while improving the quality of life of the workforce and their families as well as of the local community and society at large. Companies need to answer to two aspects of their operations.

1. The quality of their management - both in terms of people and processes (the inner circle). 2. The nature of, and quantity of their impact on society in the various areas.

Outside stakeholders are taking an increasing interest in the activity of the company. Most look to the outer circle - what the company has actually done, good or bad, in terms of its products and services, in terms of its impact on the environment and on local communities, or in how it treats and develops its workforce. Out of the various stakeholders, it is financial analysts who are predominantly focused - as well as past financial performance - on quality of management as an indicator of likely future performance.

Corporate social responsibility (CSR), also known as corporate responsibility, corporate citizenship, responsible business, sustainable responsible business (SRB), or corporate social performance, is a form of corporate self-regulation integrated into a business model. Ideally, CSR policy would function as a builtin, self-regulating mechanism whereby business would monitor and ensure its adherence to law, ethical standards, and international norms. Consequently, business would embrace responsibility for the impact of its activities on the environment, consumers, employees, communities, stakeholders and all other members of the public sphere. Furthermore, CSR-focused businesses would

proactively promote the public interest by encouraging community growth and development, and voluntarily eliminating practices that harm the public sphere, regardless of legality. Essentially, CSR is the deliberate inclusion of public interest into corporate decision-making, and the honoring of a triple bottom line: People, Planet, Profit. This project has been a great learning experience for me; at the same time it gave me enough scope to implement my analytical ability. This project as a whole can be divided in to two parts: The first part of the project consists of the organizational response towards: Peripheral Development activities of the nearby areas and villages Plantation / environment management and care Land acquisition and compensation Health care Education Drinking water Road and communication system Sports and cultural activities Pond renovation, pisciculture and other activities

In the first part we can learn NALCOs responsibility towards the development of the peripheral areas and villages. In this part I got an opportunity to learn the CSR policies carried over by NALCO, the financial contribution of NALCO in different sectors and the benefits provided to peripheral villages.

The second part of the project consists of the peoples response towards NALCO on the basis of the benefits provided to them on the basis of the above mentioned criteria.

2. COMPANY PROFILE

ABOUT NALCO 2.1) THE BACKGROUND: Following the discovery of large reserves of Bauxite ore in the east coast and the preliminary project work done by Bharat Aluminium Company Limited, NALCO was set up by the Government of India in 1981 to implement one of the largest multi-locational integrated Aluminium projects of the world with its own Captive Power Plant and Port Facilities. The technical collaboration of Aluminium Pechiney of France, the support of Euro-dollar loan from a consortium of International Banks and the special dis- pensations of the Government of India and the Govt. of Orissa helped NALCO to implement the project expeditiously within the budgeted cost of Rs.2408 crore, under very difficult logistics of project management. Different segments of the Company went into production in a phased manner starting from November 1985. Within a short span of time, the Company has emerged as a leader in the field of Aluminium production in the country and also has made significant impact abroad. The Company has helped the country to make a quantum jump in production of Aluminium and has also been earning substantial foreign exchange through creditable export performances year after year.

The integrated complex has five main segments: Bauxite Mine Alumina Refinery Aluminium Smelter Captive Power Plant Port Facilities

NALCO serves the national interest and enjoys trust and confidence of the market and of the general public on account of its product excellence, productivity, profitability and good industrial relations. The inherent thrust on customer service is another hallmark of the Company. Energy & environment are the subjects of prime importance to NALCO. Right from the design stage, the Company has adopted anti-pollution and energy efficient technologies. There is constant monitoring to ensure that there is no pollution of water and air and that there is no disturbance to environment or ecological balance. Plans are on the anvil to expand basic capacities of the plants and facility and create downstream capabilities to meet the demands of the future.

2.2) THE MANAGEMENT:

NALCO is a Government of India Enterprise under the administrative control of the Ministry of Mines. The Company is managed by a Board of Directors appointed by the President of India. The Board consists of maximum 18 Directors including the Chairman-cum-Managing Director of the Company. Apart from CMD, there are 5 functional or full time Directors heading Project & Technical, Personnel & Administration, Commercial, Finance and Production disciplines. There are 2 senior Govt. officials nominated to the Board as Directors by the Government of India. Besides, there are non-official Directors in the Board. Thus, the Board of NALCO is a pool of highly experienced and outstanding professionals drawn from various fields of specialization. The Board enjoys maximum possible operational autonomy, consistent with the

overall corporate objectives, basic policies and programmes with a view to achieving optimum utilization of its resources. Subject to the provisions of the Indian Companies Act, the Memorandum and Articles of Association, Memorandum of Understanding signed with the Govt. and also subject to policies formulated by the Board of Directors, from time to time, the Chairmancum-Managing Director has full powers to sanction expenditure or to deal with other matters for effective functioning of the Company. The managements control system is based on delegation of authority and individual accountability for results. The responsibility and authority to take decisions on various matters are delegated by the Chairman-cum-Managing Director to different levels in the management hierarchy. For personnel matters such as appointments, confirmations, promotions, discipline, transfer, grant of various benefits, leave etc. powers have been delegated to different levels of executives, in conformity with the principles and policies of the management. The schedule of delegation of powers is a published document available for reference, which is subjected to review, from time to time, to incorporate necessary changes.

2.4) HUMAN RESOURCES: The manpower strength of NALCO in total covering its all sectors where there are possessing a variety of skills, qualifications and competence persons. The progressive growth in manpower has taken place in a planned manner, matching the needs of the different stages of the project. The total strength of manpower in NALCO as on 31/3/2006 in different category is as under: - (From NALCO 25 the Annual Report for the year 2005-2006). The philosophy of NALCO in the field of human resources management has been:

Damanjodi, in Koraput district of Orissa, is 550 km by road to south of Bhubaneswar. Angul is 160 km From Bhubaneswar on north. It may be useful for you to get some general information on Damanjodi and Angul which are the main centers of your Companys activities.

Damanjodi

Introducing Koraput, the Gazetteer of India writes: Koraput with the rolling mountains, undulating meadows, roaring rapids, enchanting waterfalls and terraced valleys leading up to verdant hills, feasts the eye as few other districts can. Koraput with her golden autumn and misty mornings of the monsoon months, her painted spring and slumbering summer and her writer ranging from fierce to mild, provides varieties of living in different seasons, which is rare elsewhere. Here in Spring, nature and men vie with each other to make living joyous. Damanjodi, where Nalco has established its Alumina Refinery and a township, is one of the picturesque valleys of this beautiful district, on the foothills of Panchapatamali hills. The plateau of Panchapatamali, where the Bauxite mine of Nalco is located is connected by a 16 km. long uphill road. Damanjodi is 12 km. from Simliguda, a small town located on the National Highway No.43, that connects Vijayanagaram of Andhra Pradesh with Raipur of Madhya Pradesh. The Sunabeda Township of Hindustan Aeronautics Limited is 18 km. from Damanjodi. Koraput town, the Headquarter of district, is 36 km. from Damanjodi. The nearest rail station at Vijayanagaram is at a distance of 135 km. There is of course a passenger rail service from Koraput to Visakhapatnam through the most enchanting hilly terrains of Araku valley and Anantagiri. Damanjodi is also connected by bus service from Berhampur, Cuttack, Bhubaneswar, Angul and Sambalpur. The native population of Damanjodi mostly consists of tribals. The important tribes in this area are Gadara, Paraja, Kandha, Koya&Sunki. The traditional occupation of the local population has been cultivation and allied agricultural activities. Tribals here live a simple and poverty stricken life, deeply rooted to their primitive customs and traditions. The month long celebration of ChaitraParva in April-May is one of the most important festivals of local tribal communities. Here the weather is very pleasant round the year with maximum and minimum temperature ranging between 34 and 30 C. The rains during June to September could be a bit irritating The average rainfall during the year is above 1624 mm. Nalco Township at Damanjodi is a well planned one. Apart from 2968 dwelling units, the township has market complexes, community centers, clubs, swimming pool, playgrounds, parks; a 30 bedded well equipped modern hospital, guest houses, trainees hotels etc. The

township has its own Post Office, Police Station and Banks. There is an English medium school offering CBSE courses. This school is run by Delhi Public School Society. An Oriya medium high school is run by SaraswatiVidyaMandir. Both the schools, because of their facilities and standard of teaching, have become attractions even to outsiders.

Angul

Nalco Nagar is situated within 5 km. of Angul town. Angul was once a feudal state with a chequered history of palace intrigues and wars with neighbouring states. In 1847 the stat was confiscated on account of the rebellion against the British by the then ruling Chief Somanath Singh. Thus, Angul passed under the British rule earlier to many other parts of Orissa. Angul became a district headquarter in 1994. Angul today is a fairly big and bustling town on the National Highway No.42 which is the main Highway connection Bhubaneswar with Raipur (MP), Sambalpur, Sundargarh& Rourkela. Nalco has established its Smelter Plant, the Captive Power Plant and its township close to the National Highway. The place is easily accessible from Cuttack and Bhubaneswar by road and rail. Local population, till the advent of industries, basically depended on agriculture for livelihood. Today in the vicinity of Angul a large number of industries have come up. The other important industries in and around this place are Fertilizer Plant of FCI,Heavy Water Plant of Atomic Energy Commission, Talcher Coal Mines of Mahanadi Coalfields Limited and two Thermal Power Plants of NTPC. Establishment of Nalco and other industries have brought about accelerated growth to the trade, commerce and ancillary industries in the district. The Nalco Township known as Nalco Nagar is modern and well planned. In addition to 3679 dwelling units and trainees hostel with 403 rooms, Nalco Nagar has many civic facilities like community centers, clubs, stadium, swimming pool, market complexes etc. Your Company has established here a 50-bedded hospital with ultra modern facilities. SaraswatiVidyaMandir offering excellent educational facilities to the employees children upto 10+2 standard. Angul has comparatively a dry climate. The summer months can turn uncomfortable and very hot, sometimes with the mercury touching 47C .It is important to note that due to the establishment of your Company, its plants and townships, many local families were displaced or lost parts of their lands in Damanjodi and Angul sectors. The Company has paid adequate compensation to the affected families at the time of acquiring the land and further as a matter of social obligation, has been providing employment and business opportunities to the members of the displaced families on preferential basis. The Company has also been implementing various periphery development programmes at considerable cost to improve the quality of life of the people living in the surrounding villages. Yet for various social, political and economic reasons, you may sometimes notice discontentment and agitations among local people against the Company. These are sensitive situations which need very careful handling. You as a member of the Company must never offend the local sentiments. Rather, you should always strive to play a constructive role in your day to day interactions with local people to help in developing a climate of harmonious relationship and peaceful co-existence.

3. OBJECTIVES OF STUDY
The main objectives of the study are: To understand the Corporate Social Responsibility (CSR) prevailing in the company under study. To know the various ways in which it is helping in the societal development of the areas near the company. The different peripheral development activities carried over by NALCO. Facilities provided to the peripheral villages. Contribution of NALCO in different development activities. Contribution of NALCO in environmental development. The prime reason which pushes them to do such good deeds for the society. The advantages people get as a part of those moral responsibilities. Peoples perception about the social responsibilities being done by the company and their unfulfilled desires if there are any. Satisfaction achieved by the company after CSR. To understand in which areas can a company improve the strategies or levels of its CSR. Finally to understand why Corporate Social Responsibility is done.

4. SCOPE OF CSR
Corporate Social Responsibility is one such niche area of corporate behaviour and governance that needs to get aggressively addressed and implemented tactfully in the organizations. At the same time CSR is one such effective tool that synergizes the efforts of corporate and the social sector agencies towards sustainable growth and development of societal objectives at large. India is a fast growing economy and is booming with national and multinational firms. At the same time , the Indian land also faces social challenges like poverty, population growth, corruption, illiteracy just to name a few. Therefore it is all the more imperative for the Indian companies to be sensitized to CSR in the right perspective in order to facilitate and create an enabling environment for equitable partnership between the civil society and business.

5. LIMITATIONS
When a company is indulged in certain corporate responsibility, then there are certain limitations beyond which it has to take care. A company can employ a certain amount for the corporate social responsibility as there are limitations to the raise of funds in all these activities. Apart from contributing money for such social causes, a company has to take care of its stakeholders who are the rightful people towards profit sharing. When a company gets profit it becomes the responsibility of the company to divide this among them so it is becomes a limitation when it has to utilize this amount for incurring moral responsibilities.

Secondly when a company does something for a society, it has certain limitations which it cannot exceed. People expect more and more from a company which does for the social cause instead of appreciating the morality. But a company has economical & financial limitations.

Thirdly the corruption prevailing in the society also restricts the company from doing good. Money being allotted for social cause goes to either somebodys pocket or fills others banks big time.

Difficult economic situations of many companies are one of the limiting features which stops them from good deeds which they would otherwise plan to do.

Now finally there comes the lack of ethics and ethical standards which is one of the limitations on the path of corporate social responsibility.

6. NALCOs CSR POLICY


ITS NOT CHARITY, ITS OUR RESPONSIBILITY

This is what NALCO states when asked about its activities towards the benefit of the society and the people connected to it. When NALCO started its activities in Orissa 29 yrs ago, there was no such nomenclature as Corporate Social Responsibility or CSR. All that they knew was their moral responsibility towards society. But today CSR has become a buzzword in the corporate world. More and more organizations are walking up to this belated realization that beyond production and profitability it is the social accountability that determines their image. Presently even before the land is acquired and foundation stone is laid for the project. The company launches its CSR activities in the area. It is presumed that on a solid CSR foundation, a strong business empire can be built. National Aluminium Company (Nalco) has so far spent more than Rs 100 crore towards various social sector development activities. Creation of infrastructure in the surrounding villages for communication, education, healthcare and drinking water gets priority in the periphery development plans of the company. Nalco sources said community participation in innovative farming, pisciculture, social forestry and sanitation programmes apart, encouragement to sports, art, culture and literature are all a part of Nalcos involvement with the life of the community. Successful operations of the company have led to employment and income generation for the local people in many significant ways. These apart, during natural calamities, Nalco has been donating to the Chief Ministers Relief Fund and Prime Ministers National Relief Fund. Soon a fter Super Cyclone in Orissa in 1999, Nalco created 197 primary school-cumcyclone shelters in the coastal districts. Besides, illuminating Lord Lingaraj Temple, Nalco has set up Mahatma Gandhi Park and BijuPatnaik Park in

Bhubaneswar and Gandhi Ghat Park at Puri. The company has also committed Rs 2 crore for renovation of Ananda Bazar in the premises of the Jagannath Temple. "In education, our focus is on primary education, for which we have been extending financial assistance in remote tribals-dominated places of Orissa. But, despite our best of intentions, it is not possible to fund all such projects. As a result, at times, some aggrieved persons do turn to media to tarnish the image of Nalco," a senior officer of the company remarked. As for the rehabilitation of the 635 families displaced due to the Nalco project in the Damanjodi and Angul sectors, the company sources said employment has been provided to 629 nominees. The nomination status of balance six families has been taken up at appropriate level. Besides, 1,530 families were substantially affected (parting with one-third or more of their lands) in Angul. Even from these, jobs have been provided to 1,160 persons Nalco has also been sponsoring ITI training to such persons, with 543 having been technically trained so far. Nalco CMD C.R.Pradhan said, "As a corporate policy, Nalco has been allocating 1 per cent of its net profit of the year for social sector activities in the succeeding year. During the 2006-07 fiscal, Nalco made a net profit of Rs 2,381 crore and, accordingly, for the 2007-08, the company allotted Rs 23.81 crore for various developmental activities. "Today, in any investment plans in Orissa, the interested companies are cited Nalcos role as a responsible corporate citizen."

7. ENVIRONMENT MANAGEMENT SAFETY AND POLLUTION CONTROL:

NALCO, since it s inception, has taken adequate steps for Pollution Control And Effective Environment Management. Nalcos technology associate Aluminium Pechiney (AP), Francewith their experience of stringent pollution control standards in Europe, have ensured eco-friendly process technology. With the growing environmental awareness in India and framing of stringent and statutory regulations, Nalco achieved all statutory clearances before starting its production. Strict adherences to approved EMP and constant monitoring have helped Nalco to achieve constant success in the field of environment management.

7.1) ENVIRONMENT POLICY: Nalco affirms that it assigns high importance to promotion and maintenance of a pollution- free environment in all its activities. Objectives: To use non-polluting and environment-friendly technology. To monitor regularly air, water, land, noise and other environmental parameters. To constantly improve upon the standards of pollution control and provide a leadership in environment management. To develop employees awareness on environmental responsibilities and encourage adherence to sound environmental practices. To work closely with government and local authorities to prevent or minimize adverse consequences of the industrial activities on the environment. To comply with all applicable laws governing environment protection through

appropriate mechanisms. To actively participate in social, welfare and environmental development activities of the locality around its units.

7.2) SAFETY POLICY: Nalco assigns high importance to safety as an essential component in every spare of its activities, in order to improve the well-being of employees performance and the growth of the Company.

Objectives: To give highest priority to safety, in selection of plants & equipment's, erection and commissioning activities. To develop operating manuals for each process, with safety provisions duly highlighted. To provide safety training to employees and contract workers and to ensure use of PPE and safe work practices. To inculcate safety culture in the organization where safety is manifested in each employees mind, thought and expression.

To strictly adhere to the safety related laws, rules, procedures framed by the Govt. and to take appropriate action in case of violation. To identify and eliminate risk related process by carrying out safety audits. To ensure, prepare and update Disaster ManagementStrategies and organize mock drills to keep the concerned personnel in preparedness. To give priority to occupational health of its employees. To continuously strive for improvement in safety performances.

8. LAND ACQUISITION, COMPENSATION AND EMPLOYMENT IN NALCO

At the time of inception in 1981, NALCO has acquired 4,057 acres of land at Angul sector out of which 3,449 acres belongs to private land and the remaining 608 acres of government land was also acquired from 39 villages. Besides premium for govt land, Rs 9.8 crore was paid as compensation for the private land losers.

NALCO has provide employment to one of the family member whose family is got displaced or get affected during the land acquisition.

Apart from the direct compensation NALCO has provided direct and indirect employment to the families displaced.

9.NALCO TO DOUBLE ITS CSR EXPENDITURE

Navratna Nalco has decided to set up a Corporate Social Responsibility Foundation by the end of April, 2010. For this, the company shall be allocating one percent of its net profit every year. So far, Nalco was spending one percent of its net profit for its periphery development programme. With the setting up of Nalco CSR Foundation, the amount now stands doubled. Moreover, theGovt guideline is to spend 5% of the net profit from mining revenue for CSR activities; whereas Nalco has decided to spend 2% from its overall net profit, which is much higher.

Building Nalco does not mean merely contributing to the aluminium capacity of the country. It has involved playing significant roles in the economic development of the areas where Nalco operates. Rehabilitation of displaced families, employment and income generation for local people, development of infrastructure, environment care and humanitarian goodwill missions have earned Nalco a place of pride, not only in the corporate world of India but also in the hearts of the people of Orissa.

Now, the doubling of CSR fund indicates that with the passing years, Nalco has become more mellowed and matured, sharing its success with the society at large.

10. PEOPLES PERCEPTION

For the development of a business concern the company should take in to consideration the 4 Ps as Price, Product, Place and promotion. Without taking in to consideration the 4 Ps the company cannot succeed in the market, like that the company have to take into consideration another P i.e. People. For the corporate social responsibility policy, the 5th P i.e. People is very much important because, the companies are implementing the CSR policies not only for the development of the peripheral villages but also for the development of the living style of the people of the peripheral villages. So it is necessary to know the effect of CSR policy on the people implemented by the organization.

To know the effect of CSR policy on the people, I have conducted a survey taking 50 people from the periphery villages and the employees of NALCO, Angul. In the survey I have asked several questions to the people based on the facilities provided by NALCO under the CSR policies.

I have asked questions based on peripheral development activities carried over by NALCO. Activities involves: Land acquisition and employment Water facilities provided Health care facilities Educational facilities Road and communication facilities Participation of NALCO in cultural activities etc. And thus I have come to the following conclusion which briefly states what the perceptions of the people towards these activities are.

Land acquisition and Employment Facilities Provided by NALCO: NALCO has acquired private land and govt. land during the incorporation period. NALCO is claiming that it has provided employment to those people who lose their land during the land acquisition and it has given accurate financial assistance to those who are not eligible for the employment scheme.

According to the people perception the employment facilities and financial assistance provided by NALCO is not sufficient as it should be. They said that the provisions given by NALCO to the LAPs are very less as compared to the LAPs. According to the people living in the peripheral villages of NALCO, Angul the provisions given to the LAPs should be increased. On the other hand the employees justify themselves by stating that its not possible to employ people who are unskilled and illiterate.

Water facilities provided by NALCO: NALCO is contributing crores of Rupees towards the water facilities for the peripheral villages. NALCO is supplying lakhs and lakhs gallons of water to the peripheral villages through tankers. NALCO also provides pipe water facilities to some of the peripheral villages and some areas it has dug wells for the villagers convenience as per the data collected from employees. But According to the villagers, they are benefited from the water supply facilities to the villages to a great extent. They are getting pipe water facilities regularly twice a day but according to them the timing of the supply of the water should be increased. The water should be supplied for a long time especially during summer season. Some villagers are complaining that the water supplied through tankers is not sufficient; the

tankers are not coming regularly to the villages and they are not getting the water facility at times.

Health care facilities provided by NALCO: Employees stated that NALCO is contributing lakhs of rupees towards the medical facilities in the peripheral villages. NALCO is also providing Mobile Medical facility to the peripheral villages, where doctors are going to the villages and provides medical facility to the villagers at the door step. According to the villagers they are very much benefited from the medical facility provided by NALCO. They are very much happy that they and their family members are getting the medical facility at their doorstep. According to the village people the doctors coming to their villages are providing very much necessary information to the people on medical facilities and health care systems etc.

Educational facility provided by NALCO: As per the statements of the employees NALCO Is providing Educational facilities to the village level schools like construction of classrooms, toilets, providing books to the library, fans, scholarships etc and funding the schools regularly. Villagers are happy that NALCO is participating in the development of the village level schools. But they are saying that NALCO is not providing any benefit basically for their children, like concession on course fee. They are saying that they will be very much happy if NALCO will provide any concessional benefit to their children.

Road and communication facility provided by NALCO:

NALCO involves itself in the development of the village level roads construction and in the development of the communication system. NALCO is constructing the inner village roads for the development of the communication system to the village. It has also contributed to the construction of traffic lights, footpaths, street lights etc According to the villagers, they are happy that NALCO has developed the communication system to the villages by constructing the roads in the villages, but they are unhappy that the drainage facility is not there in the village. They are facing many problems in the rainy season due to unavailability of proper drainage system in the villages. They are saying that NALCO should participate in the development of the drainage system.

NALCOs participation in the cultural Activities: NALCO is giving monetary facility to the villages for the purpose of the cultural activities carried over by the village people in the peripheral villages. But some villagers say that NALCO is not at all participating in the cultural Activities carried over by them. They say that NALCO should participate in the social and cultural activities carried over in the villages.

NALCOs participating in the Community Care: According to the village people NALCOs contribution towards the community care/community development is very much less as negligible so they say that NALCO should involve itself in the development of the community care.

11. CONCLUSION To conclude the report, NALCO have been taking up social welfare activities from time to time. NALCO has involved itself in the development of the social activities and development of the peripheral villages by carrying over different activities in the CSR policy. NALCO not only considered the 4 Ps (Price, Product, Place and Promotion) but also taken the5th P (People) phase very carefully. For the people phase NALCO has contributed crores of money in the peripheral development activities under its CSR (Corporate Social Responsibility) Policy. NALCO has contributed the amount in different phases like employment to the LAPs, Educational facilities, Health or Medical facilities, Road and communication facilities, contribution towards Public Park etc.
