he year 2012 proves to be more productive for everyone in the ZCWD family as it continues to achieve its dream of becoming a premiere water district. This issue of The Reservoir speaks well of a concerted effort between the Board, management and staff in bringing ZCWD to a higher level. Bias for Service being one of the core values is the driving force by which all organic members of the water district behave in discharging their functions. Recognizing that hurdling operational obstacles is not easy, identifying factors that hinder implementation and institutional issues were key approaches to deliver commitments that are all geared towards addressing customers concerns on adequacy and availability of safe drinking water 24/7.

Since the increase of water rates in 2009, committed capital improvement projects are now visible. Most signicant of these are the pipe replacement at Pasonanca-Sta. Maria, Mayor Jaldon Street, Mayor Climaco Avenue and San Jose Road, all acknowledged to have caused increase in line pressure up to Barangay TalonTalon, which has been underserved for quite a time. All these efforts were complemented by strong partnership with the city government in terms of new water source development and expansion of the current service area. Expect more! Our successes would not be possible without our personnel complementing every effort with all dedication and compassion. Thus, investing in people is another manifestation of managements commitment to create a competitive pool of public servants with integrity.

The ZCWD has always been active in keeping the public well informed and part of its efforts to reach a wider section of society is The Reservoir. This publication is not your average magazine. It features all the endeavours of the ZCWD in serving the public at its best as well as essential information every individual should know concerning water. I believe that in keeping the community abreast with regard to water utility and service, health and development will always be secured. Community effort is vital and the link which the ZCWD provides, through this publication, will determine the course of all our actions. Each page is informative and can provide additional knowledge for benchmarking. The year 2012 paved the way for many programs, projects and activities. At the heart of ZCWDs busy year are the people defining it and the people it serves. Every page is a story, a story that inspires, educates and above all makes ZCWD a headline!

General Managers Message

The Year 2012 was pivotal for the ZCWD in terms of its expansion programs as these also paved the way for generating employment for the residents of barangays where the water system projects are implemented in partnership with the City Government of Zamboanga. Several rehabilitation projects have likewise been carried out in the citys major streets. Our objectives to continually improve our services and to reach out to more households coupled with fulfilling our social responsibilities were achieved. We hope that 2013 will usher in the start of major projects such as the construction a 20 mega liter Filtration Plant, the forging of pacts with private entities for the rehabilitation of old pipelines and the 50 MLD Water Treatment Plant. We also look forward to the completion of the Terms of Reference for the Construction of our Main Office Building to include our new Motorpool and Property Warehouse. Eventually, we hope to operate under the new Category A Water District. I am delighted that the ZCWD is deeply committed to be of service to the Zamboangueos with the highest standards of professionalism, dedication and integrity. All its programs and projects are anchored towards the best interest of its customer and stakeholders.

agreement states that ZCWD shall regularly remit to GSIS the current compulsory premium contributions deducted from the salaries of its employees and pay its share within the rst ten (10) days of the month following the month to which the contribution applies. After signing the MOA, water district employees covered under the agreement now have increase in their records of premium contributions and creditable service. ZCWD and SSS On the SSS issue, the agreement also states for ZCWD to reconcile with SSS its premium payments for the said period including loans due from its employees. It shall likewise coordinate with SSS to determine the appropriate allocation of the amount transferred by SSS to GSIS. ZCWD is looking forward to a fruitful reconciliation of records and agreement with the SSS this coming 2013.

Brief background Local Water Districts (LWD) were originally private corporations doing quasi-public services. The Social Security System (SSS) was then the administrator of its social insurance fund. However, on September 13, 1991, the Supreme Court ruled that water districts are Government-Owned and Controlled Corporations (GOCC). Consequently, the administration of the social insurance fund became the responsibility of the Government Service Insurance System (GSIS). The transition from private character of water districts to GOCCs in 1992 brought about the issue on the employees contribution covering the period of 1978 to 1992. Several years ago, the Philippine Association of Water Districts (PAWD) did representations with GSIS and SSS to help and assist the water districts. Nothing concrete happened. Hence, Memorandum Circular No.1 series of 2012 was issued on January of this year advising all water districts to coordinate directly with the GSIS and the SSS to reconcile records and decide what action to undertake. ZCWD and GSIS Since 2008 the Zamboanga City Water District (ZCWD) has been coordinating with GSIS on the reconciliation of records of affected ZCWD employees. The objective was to solve the issue the earliest possible time in order for ZCWD employees to fully enjoy their benets and privileges under the GSIS Act of 1997.

On August 14, 2012, ZCWD and GSIS agreed to enter into a Memorandum of Agreement, which states that ZCWD agrees to pay its total outstanding obligation of Php28.64 million in premium arrears to the GSIS. The amount includes interest from 1978 to 1992. Included also in the agreement was the 50% condonation of the interest due, thus, reducing the total obligation of the ZCWD to just Php16.49 million.

PWRF-FP & Sulu LGUs forge ties with ZCWD

n November 19, 2012, the Zamboanga City Water District, represented by GM Leonardo Rey D. Vasquez, signed a Memorandum of Understanding with USAID-Philippine Water Revolving Fund Follow-on Program (PWRF-FP) and the municipalities of Siasi, Parang and Pangutaran in Sulu Province. PWRF-FP was represented by its Chief of Party, Ms. Alma Porciuncula. Under this undertaking, the ZCWD serves as mentor to the three LGUs for the strengthening of operation and maintenance of their water supply systems that were funded under the Salintubig Program for Waterless Municipalities of the Department of the Interior and Local Government. Specically, the ZCWD provides experts and resource persons to support technical assistance and training of the LGU team; shares knowledge, best practices, lessons, and documents to promote replication in other areas; and hosts study visits or internship of the LGU team to ZCWD facilities for the purpose of enhancing their knowledge on operation and maintenance of water systems. A work planning session ensued immediately after the MOU Signing.

The mentoring arrangement commenced with the transfer of knowledge and sharing of experiences to the LGU team on November 27-28, 2012 at Zamboanga City. This included reading and analyzing of water bills, data administration and management, application processes, disconnection, collection and accounting of water revenue. Atty. Mark Allen M. Paredes of ZCWDs Legal Division also lectured on laws relevant to the operation of local water systems. The activity was attended by the LGUs designated Public Economic Enterprise champion and/or the Municipal Planning and Development Coordinator, the Municipal Engineer who served as the water system administrator and the Municipal Accountant. PWRF-FP provided the nancial requirements of the activity.

Fruitful Years

very passing year is chance to look back and reect on the many milestones this ofce achieved with steadfast commitment to public service. Thirty eight (38) years for ZCWD has seen the comings and goings of exceptional men and women who joined its dynamic team and the continuous projects and advocacies of water delivery, health and sanitation. These are just a few of the many achievements that de ne ZCWD over the years. On March 29, 2012, the 38th Anniversary of the ZCWD commenced with a Thanksgiving Mass at 7:00AM at the roofdeck of the ZCWD Main Ofce along Pilar Street. Celebrants were Rev. Fr. Jude Duncombe, Rev. Fr. Rene Tubio and Rev. Fr. Jonathan Berdejo. The Board

of Directors, management and staff joined in the eucharistic celebration followed by a simple breakfast. Afterwards, the Anniversary Program was held where deserving and loyal employees were awarded and given recognition. An important feature of the event was the Tribute Book which was given for the first time to employees celebrating number of years in service with ZCWD. General Manager Leonardo Rey D. Vasquez gave the welcome remarks while ZCWD Board Chair Milagros Fernandez and Congresswoman Maria Isabelle Climaco-Salazar of the 1st District of Zamboanga delivered inspirational messages. Among the awards presented were Service, Loyalty and Exemplary Performance Awards in accordance

with the offices Program Awards and Incentives for Service Excellence (PRAISE). Employees who retired in 2011 were also honored with a special citation. Given special sitations were a group of employees from the operations group for thier acts of service to victims of typhoon Sendong in Cagayan de Oro City. S i m u l t a n e o u s l y, t h e a n n u a l bloodletting activity with assistance from the Philippine National Red Cross, Zamboanga Chapter, was held at the 3rd oor. Sixty three (63) employees qualied as donors during the bloody activity, Aside from the annual bloodletting activity, the of ce also inaugurated the Luyahan Booster Station and the Lunzuran Overhead Tank, a water supply project in the east coast area. The Luyahan Project has a total cost of Php19.4M to include civil works, pipelaying, installation of electromechanical equipment, generator set and the upgrading of the system. The project started in May 26, 2011 and completed in January of 2012. The 70 cubic meter capacity overhead tank in Lunzuran is a structure that was turned over to ZCWD. The overhead tank was operational starting March 27, 2012. Both projects aim to improve water supply distribution in

Luyahan and Lunzuran. Hon. Joel Jose, Punong Barangay of Lunzuran, expressed his gratitude to ZCWD for nally providing a more sustainable supply and distribution of potable water in his barangay. Rev. Fathers Filmore Calibo and Elmer Sumile did the honor of blessing the projects.

he Teodoro C. Araneta Regional Training Center (TCA-RTC) continues to empower water district personnel with the latest trainings and workshops in line with the current challenges and opportunities water districts face. The year 2012 saw a dynamic approach in capability building activities with trainings that were participated by fteen water districts from across the country and in-house trainings for ZCWD employees.

April 17:Orientation on the Water District Recategorization. On April 17, 2012, the ZCWD - HRD Center conducted an orientation on Local Water District manual on Categorization, Recategorization, and other related matters (LWD-MaCRO) at the TCA-RTC. The speakers were Ms. Ma. Eva Camins and Ms. Rachel Go from the Department of Budget and Management. Thirteen (13) managerial personnel from the Zamboanga City Water District led by General Manager Leonardo Rey D. Vasquez attended the activity. Ms. Rachel Go gave a short discussion about categorization and recategorization. Ms. Eva Camins explained the processes involved in the categorization and recategorization of local water districts. May 5:Commercial Services Seminar for Meter Readers and Bill Handlers. The seminar proper started by Mrs. Miriam Bagtasos, OIC, EDP Division, with the topic on Handling of Customers Complaints. Mr. Sofronio Santos talked about the Duties and Functions of a Water Meter Reader and Classification of Service Connection. The objective of this activity was to enhance capabilities of participants along meter reading and bill handling. 1 6 - 1 7 : F U N D A M E N TA L S OF ACCOUNTING FOR N O N - A C C O U N TA N T S . Safety Planning and Emergency Preparedness Seminar

March 6-8:Safety Planning and Emergency Preparedness Seminar. The Safety Planning and Emergency Preparedness Seminar was held last March 6-8, 2012 at the Lobby Bar of the Garden Orchid Hotel, Zamboanga City. The seminar was attended by twenty (20) participants from various Water Districts in Mindanao such as City of Koronadal, General Santos City, Metro Midsayap, Isabela City, Pagadian City and Zamboanga City. Resource persons were Engr. Tomas L. Carlos and Dr. Edison A. Cuenca from Local Water Utilities Administration.

27:Lecture on R.A. 6713 CODE OF CONDUCT AND ETHICAL STANDARDS FOR PUBLIC OFFICIALS and R.A. No. 9485 ANTI- RED TAPE ACT OF 2007 AND BASIC TELEPHONE ETIQUETTE. Selected regular employees as well as Job Order workers of the Zamboanga City Water District attended a four-hour lecture on the Code of Conduct and Ethical Standards for Public Ofcials and the Anti- Red Tape Act of 2007. The lecture was conducted by Atty. Mario Jose Cunting of the Civil Service Commission-IX. Ms. Alexis Kristine G. Gangoso, a call center agent, gave the proper etiquettes for telephone operators as a few of the participants were call center agents of the ZCWD.

Tellers and Cashiers Seminar

Plaridel and Misamis Occidental Water Districts, and the Zamboanga City Water District. The sole lecturer from the Local Water Utilities Administration was Mr. Redentor Talavera. This seminar workshop enabled the participants to better understand accounting procedure and practices. July 17-19:Tellers and Cashiers Seminar. The seminar intended for Tellers and Cashiers of the different Water Districts was conducted at the Marcian Business Hotel, this city. The participants came all the way from Metro Cotabato, Pagadian, and Sindangan and the Zamboanga City Water District. On the rst day, the speakers from the Civil Service Commission-IX lectured on Frontline Services and on the Revised Rules on Administrative Cases in the Civil Service. Ms. Ophelia G. Muhammad, handled the lecture on Frontline Services. Atty. Cynthina Rivera-Florendo, Chief of the Legal Division of the Civil Service Commission, handled the Revised Rules on Administrative

Cases in the Civil Service. On the second day, Atty. Lovell C. Abad, Department Manager of the Legal Services and Management Department of the Zamboanga City Water District, lectured on related laws and circulars relative to Counterfeit Detection. It was a brief lecture, but the participants learned much from him. Ms. Felicita G. Rebollos, Cashier Services Chief of the Zamboanga City Water District, lectured on the Daily Collectors and Tellers Report and on the Cashiers Collection Summary. Ms. Leila M. Montejo, Senior Corporate Accountant of the Zamboanga City Water District, lectured on the Daily Cash Position Report. She gave the participants a workshop which made the activity very lively. On the last day, the Bangko Sentral ng Pilipinas showed how counterfeits can be detected. Mr. Melodino S. Patio, Head Deputy of the BSP-Zamboanga Branch, gave his message to the participants before giving the oor to Mr. Hermogenes Buenaor to lecture on security features of the Philippine currency notes.

28:Enhancement Seminar for Accountable Officers. The Enhancement Seminar for Accountable Ofcers and Cashiers of ZCWD was conducted on July 28, 2012 at the Grand Astoria Hotel, Zamboanga City. Ms. Elvira B. Villanueva and Ms. Isis Josephine Cabrera of the Commission on Audit IX were the resource speakers. Ms. Villanueva began the seminar with a discussion on Accountability and Responsibility over Government Funds. She also discussed the issues and matters related to receipts and collections. Ms. Cabreras discussion on the rules and regulations on disbursements evoked lengthy discussions with the participants. Various exercises were also done after the lectures. August 15:Detection and Apprehension of Tampered Water Meters. It is essential that personnel assigned in handling complaints, meter reading, disconnection and reconnection works should be familiar with proper water management, as well as salient points of R.A. 8041 or otherwise known as the Water Crisis Act. The participants comprised of employees assigned in handling complaints, meter reading, disconnection and reconnection works. The course included lectures on the Types of Water Meters; Proper Reading and Handling of Water Meters; Modes of Water Meter Tampering; Salient points of R.A. 8041. Atty. Lovell C. Abad - Department Manager of the LMSD discussed the provisions of the Water Crisis Act. Engr. Arnulfo A. Alfonso - Department Manager for Maintenance, discussed the detection of Tampered Water Meters.

Technical Seminar for the Board

September 18-20:Technical Seminar for the Board. Participants from Kabacan, Batangas, Pangasinan and Zamboanga City gathered together to participate in the three-day seminar entitled Technical Seminar for the Board at Garden Orchid Hotel, Zamboanga City. Engr. Tomas L. Carlos and Engr. Oscar M. Jusi from the Local Water Utilities Administration were the lecturers for the said seminar. The importance of awareness of proper operation and maintenance of water supply systems must also be part of such technical knowledge to further guide board members on effective policy formulations related to the technical aspects of water utility management. 25-27:Disaster Preparedness Seminar. On September 25-27, 2012, of cers from the Of ce of the Civil Defense, Philippine Red Cross and Bureau of Fire Protection were invited to lecture the employees of the Zamboanga City Water District on Basic First Aid, Emergency Drills and Procedures among others. The objective of the seminar is to equip water district personnel in

various emergency situations. Various drills and exercises were conducted to actually experience the necessary measures to adopt at a given situation. The participants were also given actual demonstrations on the use of various emergency equipment to be used. 29:Self Defense Training. More than the objective of providing security to the water district, the training also aimed at instilling knowledge and skills on self

defense to participants. This time, the participants were not limited to security personnel alone but also the eld personnel. On hand to facilitate the traning were SPO1 Romeo Yabo of the Philippine National Police (PNP) and Mr. Franklin Talosig - an Aikido instructor. The training was divided into lectures and actual exercises. Various situations were given for each execise to identify precision moves as well as how to take control of emergency situations. Arnulfo Alfonso, Department Manager for Maintenance, presented the provision of the X-Deal, which is a program to enable nancially-challenged or indigent customers to pay their delinquent water accounts through the rendition of services. Engr. Marli Acosta-De Fiesta, on the other hand, presented the implementing rules and regulations and guidelines

on adjustment of billings. The orientation was participated by concerned ZCWD personnel who are direct implementors of the two new policies. An open forum followed the presentations and issues and concerns were discussed since the policies will be pilot tested. The orientation was organized by the ZCWD.

side from providing potable water to customers as part of its services, ZCWD is also advocating for proper sanitation and hygiene in communities in order to promote wellness and prevent the incidences of diseases. Individuals and communities have to be informed of the links between hygiene practices, poor sanitation, polluted water sources and diseases. Awareness in the maintenance of cleanliness and sanitation contribute to progress and development of the total person, families and society. Hence, among others, related interventions must be introduced to the public regarding the matter. Along this thrust, ZCWDs Corporate Social Responsibility was conceptualized and eventually adopted per Board

Resolution No. 236 dated November 25, 2011. The main purpose is to assist communities through the implementation of projects along health and nutrition, environment, water and sanitation that will improve peoples quality of life. On 2012, the water district started conducting Orientation on Water Conservation, Sanitation and Hygiene in the following barangays: Sta. Maria (October 22), Tetuan (October 24), Tumaga (November 15) and Pasonanca (November 16). Due to the good feedback from previous orientations a separate orientation was held for the beneciaries of Pantawid Pamilyang Pilipino Program (4Ps) of Barangay Tetuan. Resource speakers came from the Operations Group of ZCWD and the City Health Ofce of Zamboanga.

he successful greening of Zamboanga Citys watershed on July 27-28, 2012 by ZCWD is running on its second year with the planting of 1,500 dipterocarp trees seedlings of Bagtikan and Mayapis species on the area that was used for kaingin in Sitio Sta. Clara at Cabonegro, part of the protected area zone of Pasonanca Natural Park. The newly planted trees is part of the total targeted seedlings of 30,000 for this year. As of July 2012, a total of 17,500 trees have already been planted In different areas of the watershed. The endemic species introduced were composed of one-year old seedlings of 0.6 to 1 meter in height that will eventually develop as natural forest cover, thus regenerating the watershed. The seedling materials came from nurseries managed by the water district. One hundred ofce employees took part in the tree planting activity which was in line with EO No. 26, The National Greening Program of the Philippine government. Implementing the greening program inside Zamboangas watershed not only increases the water yield of existing springs inside the forest, but

also, returns natural biodiversity condition with the planting of more species endemic to the areas. Presently, 80 percent of ZCWDs water sources comes from surface water. For the past few years, ZCWD in coordination with Department of Agriculture (DA), Fiber Industry Development Authority (FIDA) and Deparment of Environment and Natural Resources (DENR), has also conducted Information Education Campaign (IEC) for settlers inside the watershed, and those living in buffer zone areas. Settlers were taught and encouraged to pursue planting of high value crops like durian trees, lettuce and abaca aside from the common rotational crops like tomatoes and bell peppers as a means of livelihood, instead of going into logging activities. Community involvement is highly encouraged by the water district in order for the greening programs sustainability mechanism to succeed.

ZCWD launches Customer Service Hotlines and Tri-Media Programs

he Zamboanga City Water Districts vision in providing excellent service to customers utilizing modern and innovative technologies is slowly taking pace with the launching of its Customer Service Hotlines. The ofce has recently set up a call center manned by 4 personnel who are trained to answer queries on customers payments, outstanding balance, due dates and other information relative to their accounts. For faster response to calls from customers, the staff are also tasked to take down information relative to complaints on high consumption, late billing, leaking and other concerns/requests with regards to water connections and forwards these to concerned division. ZCWD also launched its television program Servicio Verdadero over TV-13 which was aired live every Friday at 9:30 10:30 in the morning. The maiden talk show featured on-going projects of the water district and the implementation of the water rate hike which were issues of discussion by representatives from the Board of Directors and Management. Meanwhile, ZCWDs radio program Servicio Publico was aired every Saturday from 8:45 to 9:00 in the morning over Radio Mindanao Network (900 khz AM band) or popularly known as Radyo Agong. The public information activities being carried out by the Public Relations under the Management Services Division intend to increase public awareness on the policies, projects and programs of ZCWD. It also aim to disseminate information to the public on a weekly basis, to touch base with barangays and gain support for all its development initiatives and to instill the importance and advantage of water conservation among its customers in particular and the public in general. This initiative will be mainstreamed in the of ce Community Relations and External Affairs unit starting 2013.

eople of Zamboanga have a misconception that the ZCWD diversion dam built between 1911 and 1913 is an impounding dam of which poses danger to residents during rainy season. In order to clarify that error, ZCWD invited city councilors and media people for a tour of the facilities most specically the dam which is located inside the watershed reservation area, about 900 meters upstream of the old intake. Engr. Teotimo Reyes, Head of the Production Department, conducted the tour and brieng of the dam and Water Treatment Plant while Engr. Archiles Braulio organized the visit at the clonal nursery of ZCWD. The group was served home cooked haleya(coconut milk cooked with brown sugar) and boiled kamanting and saging for snack, while lunch consisted of ddler crabs in coconut cream, salad ampalaya and broiled sh among others. The highlight of the tour was the crossing of the two rivers where the diversion dam is located. Adding to the excitement was the knowledge that the crossing will entail getting half of the body wet and walking through mountainous range. The tour was facilitated by the Public Relations under the Management Services Division on May 11, 2012. Also seen assisting the group during the tour were GM Chito Vasquez, Directors Nelida Atilano, Edwin Caliolio and Efren Araez.

Growth marks progress. In a water system, the expansion of the service area, the rehabilitation of old pip more barangays and the tapping of additional sources of water spells G R O W T H. It is an understatement to say that a lot of work was accomplished by the water district for the year 2012. F area, ZCWD is now serving 56 Barangays. Six (6) more areas are expected to be operational by 2013. Obvio leaps and bounds. In 2012 alone, around 106.2 million pesos have been expended for the replacement of old/dilapidated s production wells and the construction of ground and overhead tanks. Not only that, ZCWD is presently impleme to Php100 million that would be responsible for the development of water sources, the upgrading of the pipeline homes and establishments in the barangays. The city government of Zamboanga is a partner in the development of these barangay water systems of w assistance to the ZCWD. Hence, we look forward to a busier year ahead as another partnership was forged between the city and Php98.7 million worth of barangay water projects. ZCWD LOCALIZES PAWD SCIENCE & MATH QUIZ - Maria Dolores Concepcion Galvan

Thirty seven (37) students from private and public schools, within ZCWDs service area, joined in the local competition that was held in the city. Immediate family of ZCWD Board of Directors and employees were, however, disqualied to join. The competition which was conducted for the rst time by the water district was played in a ve-round format: Easy, Average, Difcult, Semi-Final and Clincher. Coverage of the contest were science and history of water, computation, laws and jurisprudence of water districts in the Philippines and history and prole of ZCWD. Winners Bryce (4th year HS) and Alwira (Grade 6) received cash prizes, medals and certi cates while the nonwinners received consolation (cash) prizes and certicates of recognition.

CWD conducted on November 26, 2012 the Philippine Association of` Water Districts (PAWD) Science & Math Quiz, local level, in line with the holding of the 2nd PAWD National Science & Math Quiz on February 06, 2013 at the Crowne Plaza Hotel in Manila. Zamboanga Chong Hua High School student Justin Bryce M. Torres and Guiwan Elementary School student Alwira Hannah Sheridan S. Jalil, were declared winners in the competition. Both students were representatives of Zamboanga City Water District (ZCWD) and of the Western Mindanao Water Districts Association (WEMWADA) in the national contest.

Dr. Joseph San Juan of the Department of Education (DepEd), Ms. Rosemarie Salazar from the Department of Science and Technology (DOST) and ZCWDs Engr. Marli Acosta-De Fiesta comprised the 3-member Board of Evaluators. Director Edwin Caliolio formally welcomed and shared words of inspiration to the students, coaches/trainers and guests before the start of the competition. The contest is part of the Corporate Social Responsibility (CSR) activities of the water district.

Monthly Apprehensions
The ICIU inspected and investigated various reports of illegalities. Apprehensions may either result from the accomplishments of job orders forwarded and various requests for inspection and investigation from other departments/divisions of this Office or from tips or reports received from concerned citizens and ZCWD employees. In addition to these, some apprehensions were also the result of actual inspections and investigations conducted by the ICIU. Apprehensions were also made after several instances of surveillances which may run for days or months or even years. For CY 2012, the ICIU apprehended 514 violators of ZCWD rules, regulations, and policies; and the National Water Crisis Act of 1995 or RA 8041.

Major leaks or breakages of mainline or feeder line, leaks at angle meter valves & fire hydrants were endorsed and forwarded to the ZCWD-Mainline and Service Line Division (MSLD) for the necessary repairs thru job orders and memorandum. It should be noted that as a temporary measure to immediately address leaks or breakages in feeder lines and mainlines, the ICIU uses materials such as wooden plugs (derived from guava tree), black rubber (used tire interiors) or leather (worn out sandals) to plug and tie up said leaks and breakages.

Other Accomplishments
The ICIU was also instrumental in following up other activities of the LMSD. Assistance to the MSLD in some of its maintenance works in critical areas were also provided thru the ICIUs coordination with barangay tanods. The ICIU also endorsed several cases to the Legal Division

or CY 2012, the ICIU was able to plug 738 one-half inch () water service connections

for ling under the Small Claims Rule. Two (2) cases led under the Small Claims Rule were already decided in favor of this Office last October 25, 2012. The total collectibles of this Ofce arising from the said cases amounted to PhP106,564.82. Six hundred twenty one (621) illegal connection cases were also closed/settled for CY 2012. In addition to these, the ICIU also endorsed 465 water meters for replacement. These

are either reversed water meters or not functioning (NF) or with broken glass/lens or broken. Reversed water meters were immediately endorsed for replacement in order for this Ofce to record the actual consumption of the customers. Also NF and broken water meters were immediately endorsed for replacement. Water meters with broken lens/ glasses were only endorsed for replacement once the customer has already paid the equivalent amount for its replacement. It should be noted that NF water meters, broken water meters and

water meters with broken lens/ glasses as a matter of procedure are rst opened/disassembled in the presence of the customers and representatives of the barangay before the same are endorsed for replacement or documented for payment of the corresponding fees. Some of these water meters with broken glass/lens or NF water meters at the time of inspection and investigation resulted to the discovery of a filed/shortened vane wheel, hence, concerned customers were apprehended for tampered water meters.

he ZCWD has been strictly implementing the use of licensed software since 2011. The inventory of software had been prepared to determined the software to be uninstalled. Staff were consulted on the software they need most especially in their work. The scheme also provides protection to the system and use of it enhances the performance of computer units. The ZCWD had been implementing a lot of I.T. solutions ranging from programming, system design and development to monitoring and maintenance of hardware and software. This is one of the major activities of the office to

ensure licensed software is used. Aside from this, local networks had been established to improve access and linkages among departments from the main of ce, eld of ces and the water treatment plant. The end-users were also oriented on the licensed software and function-specic information system that that would cater to their work requirements. In the fast changing technological advancements, the ZCWD is keen on this and measures are continuously taken to improve both its system as well as its operations for better public service.

ZCWD Celebrates Annual with Mangrove Planting and Coastal Clean-Up Activities

in maintaining ecological balance. We also demonstrated proper way of planting to ensure higher survival of the propagules. It was indeed a fun experience! The mangrove planting activity was followed by group games purposely to re- strengthen team worth, friendships and camaraderie. Games like the limbo rock with a twist, hoola hoop, beach volley, and touching ball really invigorated ones spirit towards better working relationship. Participants were also provided with delectable and sumptuous seafood lunch banquet prepared by ZCWD Master Chef and kitchen in-charged, Jojo Rivamonte. Before leaving the island, the participants did a coastal clean-up. This activity was spearheaded by Mr. Reynaldo Cabilin. The garbage gathered were all brought back to the City for proper disposal. The group left the island before four in the afternoon with so much memory to cherish and pictures to upload.

mployees of the Zamboanga City Water District planted 500 seedlings of Mangrove and did a Coastal Clean-Up at the Great Sta. Cruz Island last June 30, 2012 as part of its annual Family Day Celebration. One Hundred Fifty regular employees and job order workers joined the whole day activity. The seedlings were bought from the nursery of Ofce of the City Environment and Natural Resources-Department of Environment and Natural Resources (OCENR-DENR). Family Day is an annual event spearheaded by the Management Services Division under the Office of the General Manager. For the past two years, the Family Day was held at the Zamboanga Economic Zone (ECOZONE) for a simple picnic and team-building activities that include amazing race. This time the management decided to let the employees experience the pink sands of Sta. Cruz Island and the mangrove planting and coastal clean-up activities. Mr. Ding Camba hosted the whole day activity. Guests from the 2nd Marine Brigade Landing Team (MBLT) Philippine Marine Corps and participants were welcomed by GM Leonardo Rey Chito Vasquez and Dir. Efren Araez. n December 14, 2012, ZCWDs mighty men and gorgeous ladies went to Astoria Regency Convention Center on classic cowboy hats, boots and checkered shirts to depict a Western Inspired Christmas Party.

Also awarded cash prizes during the party were winners of the Sportsfest held on October 27-28, 2012 at the Tebi & Sean Recreational Center. The Maintenance Department headed by energetic AGM Alejo S. Rojas, Jr. was awarded the Perpetual Trophy as the Champion of the Bowling Event. Winding up the climax of the party was the announcement of winners of the 2012 Choir Competition. First place went to Accounting and Treasury Department (ATD) and the cash prize of Php7,000.00 while the Of ce of the General Manager (OGM) came second, receiving Php6,000.00. The Admin and General Services Department (AGSD) bagged the third place with Php5,000.00 cash prize. Consolation prizes of Php4,000.00 were given to non-winners Production Department, CS-EDP Department, Engineering Department and Maintenance Department. This occasion is an affair to remember always , said GM Vasquez and Chair Milagros Fernandez in their opening messages, for it is not the gifts neither the giveaways and the cash prizes that is the cause for the celebration but because of Baby Jesus, who is the ONLY reason for the season.

The ZCWD Choir set the party mood with their rendition of Christmas songs followed by the Trendsetters, a dance group composed mostly of Job Order workers, who danced the phenomenal Gangnam Style. Adding to the festive spirit were the bingo games and special giveaways like two television sets and grocery items. Setting everyones adrenaline rushing was the Choir Competition. Seven (7) Departments competed for the 1st, 2nd and 3rd place as cash prizes awaits the lucky winners. Zamboangas respected music personalities Ms. Sonia Garcia (Chair), Mr. Dicky Limbaga (member) and Mr. Poly Enriquez (member) were invited to be the panel of judges for the competition. Special guest, Congresswoman Maria Isabelle Climaco-Salazar, fueled the spirit of everyone with her Christmas message and dance number.

ZCWD holds 2012 SportsFest

-Mirasol Larete Kanindot With the aim of de-stressing and lightening up routine schedule of employees, ZCWD held the 2012 Sportsfest on October 27-28, 2012 at Tebi and Seans Recreational Center. Seven departments competed in events like darts, billiards, chess, domino and bowling, as the main event. Board Director Efren Araez bested other ofcers in the ceremonial throw and was awarded the ceremonial trophy by Sportsfest Head Coordinator Engr. Arnulfo Alfonso.The CSEDP Movers received a rousing applause as they danced the Gangnam-John Taola Style during their entertainment number that set the high spirit moving for the entire day. Eventually, it was the Maintenance Department which emerged as champion in the bowling event bringing home the perpetual trophy. Awarding of winners was done during the Christmas party at Astoria Regency. The ZCWD Sportfest is an annual activity intended to strengthen the bond, instill the spirit of sportsmanship and promote camaraderie and teamwork among the Board, management and staff.

he main ofce is set for renovation anytime this year. Despite this good news, having a working space in the water district is a luxury. As the company grows, working space becomes smaller and being effective in a cubicle setting requires careful co-existence and diplomacy with co-workers. To ensure that the SPACE you share does not become too close for comfort. Here are some helpful tips. AVOID NOISEMAKERS. Talking too loudly can make it difcult for others to concentrate. Practice your library voice and use it in your cube. Keep your phone ringer on low, because the interruption can be a nuisance to your neighbours. If you prefer to work with music or radio, wear headphones. Not everyone can focus while doing the shimmy in their chairs. RESPECT THE SPACE AND PRIVACY OF OTHERS. Before entering someone elses ofce or cubicle, knock and check if theyre busy. Dont stand around and wait if the person you want to speak with is on the phone or talking with another co-worker, so they dont feel rushed. Avoid lingering at your co-workerss desk especially when you see that theyre busy. Also, sneaking peeks at their paperwork or computer screen is a denite no-no. AVOID DISCUSSING CONFIDENTIAL MATTERS IN YOUR CUBE. The last thing you want is to get engrossed in a personal conversation and then see your neighbours head peering over the wall. AVOID BRINGING STRONG SMELLS INTO CLOSED QUARTERS. Try not to marinate yourself in your favourite perfume or cologne. If youre going to eat at your desk, remember that not everyone may like the smell of last nights leftovers. AVOID MAKING PERSONAL CALLS DURING WORK HOURS. Do not make personal calls to family and friends that involves arguing, raising your voice or offering personal details. This is an ofce, not your living room! You not only look like a fool, but you embarrass yourself and others with this behaviour. If youre really lucky you might even have rumors spread around the ofce about you. NO BELCHING, FARTING OR NOSE PICKING or ossing your teeth at your desk. Nobody wants to see someone picking his nose or hear someone belching and farting. Why do they want to listen to and smell you? This may sound funny but it is not ofce etiquette. Use the washroom if need be for such bodily functions. KEEP YOU AREA NEAT. Like it or not, you live in a shbowl. Its not just your neighbours who can see and hear you, Your cubicle is a reection of you, so keep your area tidy and clean. Tip. Take a few minutes to clean up your desk before going home. lthough women have reportedly been performing mans work since the dawn of mankind, It is uplifting for us when someone we know can actually do a mans work. Today, the idea that women are capable of certain roles only is pass.
After 38 years in existence, a new breed of female is emerging in ZCWD. The water district promoted its rst female meter reader in 2012. A giant step in bridging barriers where gender sensitivity is an issue. A graduate of Bachelor of Science in Forestry from the Western Mindanao State University, Roda Alejandro Garcia was appointed as Forestry Assistant B under the Engineering Group on March 15, 2004 and was promoted to Utilities/Customer Service Ofcer B on May 15, 2012. Unknown to many, Roda herself was not aware that the position she applied entails work of meter reading. It was only few hours before her scheduled interview did she nd out what

her work would actually be. Undaunted by that fact, she went on with the interview and was elated when she was chosen from among the applicants who wereyou guess it.. It is not about this is mans work all men. According to her, only rather, it concerns on whether the mother of two girls that employee can perform the work found the job exciting and and do the job better than anyone else. fun. She is not afraid of the tambay or addict boys wandering in the area Indeed, in this age we call where she is assigned. Instead, she uses her womanly charm to it work. There is no longer the inquire from them the location or question about gender. It is not residence of a customer/s since about this is mans work only she is unfamiliar yet with the rather, it concerns on whether area. o billions around the world, no time of the year is more eagerly anticipated than the Christmas season. Its that wonderful time of year again when children are excited in celebrating Christmas. In traditional manner, ZCWD held a Christmas Party on December 28, 2012 for children of employees ages 12 and below. The 98 children who were present were excited to play games like message relay, bring me, trip to Jerusalem, statue dance, longest line, etc. The highlight of the party was the magic show of which everyone were amazed with the oating table magic trick. Towards the end of the party, loot bags were distributed in lieu of the traditional gift giving. The Management Services Division staff facilitated the activity.

PLAYS GODPARENTS TO ORPHANS

ighteen (18) employees of ZCWD played godparents to fifteen orphans, ages 5 months to 1 year old, of the Reception & Study Center for Children (RSCC) at Talon-talon, this city. The center is a haven for abandoned, neglected and abused children who are given up for adoption to foster parents and currently under the care of volunteer social workers. Present during the mass baptism held on December 02,2012 at the TalonTalon Parish were ZCWD Board Diretors Milagros Fernandez, Edwin Caliolio and Efren Araez who are also officers of the RSCC Board.

PRAYER before Work

Lord, as I start the day, let me remember how blessed and lucky I am to be in my job. Remind me to be grateful for the work I do, the people I meet and the wage I receive. Keep me cooperative with my colleagues and friendly to the people I serve. If I have to complain, make me think of the common good and later of my own welfare. Help me to be honest in my dealings and responsible in the task assigned to me. Make me aware that in my work, I bring your work to completion. Amen.
