Staff Sgt. Kevin Reilly was asked to attend the March 19 town council meeting to discuss trafc enforcement. Reilly had been asked if he would be able to share more information regarding the Alberta Sheriffs program. The Albertas Sheriffs mandate, as best as Reilly could nd, is to work with local RCMP trafc units to perform trafc law enforcement duties in addition to education and awareness. Trafc sheriffs are deployed to reduce high-risk driving and behaviour, improve trafc and enforcement on our highways and reduce the incidents of injury and fatality and collisions on our provincial highways. Previously there had been a question about whether the sheriffs could come into town and help with regular enforcement. Their mandate and primary goal is to do the trafc enforcement on our provincial highways, both primary and secondary. Although they do come into town at times it is only for certain, specic offenses that are very difcult to enforce on the highways and those are the distracted driving seatbelts impaired driving and obviously for check stop programs, said Reilly. They usually call the local police service, in this case the RCMP here in Strathmore, to try and do a cooperative operation and we try and get our members out with them at the same time so theres bigger visibility. Reilly said there is nothing set up within the Alberta trafc sheriffs to be able to contract them or have them come in under a Memorandum of Understanding, and he thinks part of that reason is that they leave it to the actual local police force service. The difculties that sometimes arise with the sheriffs is that they dont have the same powers with regards to drugs, warrants and impaired drivers. Those are outside their scope of duty and when they do come across those they have to call RCMP ofcers, said Reilly. Continued on Page 2

Wildrose discounts budget gures


SHARON MCLEAY Times Contributor The delivery of the 2014 provincial budget has Wildrose ofcials disputing that government has produced a balanced budget. They are totally playing with the numbers, said Jason Hale, MLA for Strathmore/Brooks. The party maintains that the Conservatives are borrowing $4 billion to come up with a surplus budget, but will really leave the province $17 billion in debt by 2016. The Wildrose party has posted their counter recommendations for Albertans to review at: www.wildrose.ca/media/2014/02/FINAL-2014Budget-Recommendations.pdf They propose their 10 year planning will truly balance the entire budget, not just operational funding, pay down the debt, provide savings, and deliver money to front line services. They maintain they can reduce bureaucracy by 20 per cent over four years, freeing up money that would be diverted to front line services and workers, leading to savings of $250 million each year through to 2016, and $150 million in 2017, for a total of $900 million dollars in savings. To accomplish that many major cuts to top heavy bureaucracy are proposed: eliminate all Associate Minister positions and reduce the number of Ministers to 16 Roll back MLA salaries Cut Cabinet Minister pay Cut the size of the Public Affairs Bureau in half and prohibit its partisan activities Cap bonuses to 15 per cent of base pay Limit severance packages Halt unnecessary extras to the new MLA offices in the Federal Building Cap annual government travel costs to $500,000 for Premier, Ministers, MLAs and staff Eliminate corporate welfare Establish a waste buster program protected by whistleblower legislation Increase worker-to-manager ratios from 5:1 to 10:1 over four years Decentralize managerial responsibilities and authority to front-line staff where appropriate. Cut bureaucratic travel and hosting expenses by 50 per cent Wildrose would also cut other executive and manager expense claims by 25 per cent. They would require departments to show zero-based budget balances every three years and strengthen the clout wielded by the Auditor Generals ofce. They also want to see none of the interest funds generated by the Heritage Trust Fund diverted into general revenues for spending. The Wildrose 10-year Debt Free Capital Plan is a $48 billion promise to fund the prioritized, sustainable and innovative infrastructure our growing province needs. This plan would invest $4.2 billion this year and rise evenly with Albertas population and ination growth (to $5.7 billion in 2022).The full 10-year building plan includes over $21 billion for municipal infrastructure, $7.6 billion for new health care facilities, almost $11 billion for provincial highways and $4.3 billion for other government facilities (i.e. post-secondary, culture, recreation, etc). It also includes funding for approximately 100 new schools and 60 major school modernizations, said leader Danielle Smith. Hale said the Conservative budget doesnt provide enough money to fund the 50 new schools and refurbish the 70 schools that they have promised to cover. If they spent wisely and didnt waste money, it would allow the Heritage Trust fund to grow, said Hale. So with just one billion dollars, what does the Wildrose party say they can accomplish? They propose the following, as food for thought: Provide 1,500 new teachers, teaching assistants and support staff for students with special needs -$130 million Supply 2,000 new senior care support workers for home care, long term care and assisted living- $120 million Set up 230 long term care beds-$65 million Deliver home care for 5500 Albertans-$100 million Increase funding for mental health -$40 million Supply 1,500 new nurses, technicians, and other health support staff-$150 million Improve access to emergency rooms and family doctors-$300 million Dedicate resources to speed surgeries such as 1,000 knee surgeries: $13 million, 1,000 hip surgeries- $14 million, 10,000 cataract surgeries- $8 million Increase diagnostic testing like 50,000 MRIs, CT scans -$40 million Dedicate 300 new law enforcement and corrections ofcers and 5 dedicated check-stop teams-$70 million And funding rehabilitation and treatment of abused children-$15 million

That is part of the reason why the sheriffs work with an integrated trafc unit with Sheriffs and RCMP, so that they can use that RCMP member if they come across an instance outside of their scope of duty. That is something which has happened a number of times and the RCMP takes over the investigation. On April 1 the RCMP will begin the six-month trafc initiative for enhanced trafc control and policing within town. Reilly has asked members of the detachment for input on problem areas and said he would also like to gain input from the town as well. Reilly plans to return to council every two months with updates on how the initiative is going, followed by an in-depth, detailed report at the end of the six-month time frame.

Helping students in Kenya


SHANNON LEClAIR Times Reporter The MetoWe club is hosting their fourth annual benet concert on April 11 at 7 p.m. The concert, which will be held at Strathmore High School (SHS), includes both music and dance, with bands and artists playing both original and cover songs. The performers are from both the school and the community, and include members of a dance group made up of students from the school. We do the concert every year to help support our international cause of improving access to education. The MetoWe club focuses on both local and global concerns, and members participate in both fundraising and awareness raising initiatives, said Christine Magill, SHS teacher and organizer of the MetoWe club. We have currently raised $5,700 to build a classroom in Kenya with Free the Children, our goal is $10,000. We have had the opportunity to visit Kenya twice to see the work Free the Children is doing and to learn about Kenyan culture and daily life. Our third trip is happening to Kenya

These 14 Strathmore High School students have been busy organizing the annual MetoWe benefit concert that was founded by former student Brooklyn Davidson.

from April 18-28. Its pretty amazing as we get to see exactly where the money we raise is spent, and we also get to see the impact it has on the community where the schools are built. The benet concert is the largest fundraising event of the year for the club. There will be a silent auction, which includes items like a NutriBullet blender, Rudy Project Sunglasses and gift cards donated by local Strathmore donors such as Dairy Queen, the Roadhouse,

and Kal Tire. Donations of $20 or more can also receive tax receipts, and Magill said they are still accepting donations and silent auction items. Last year the concert almost sold out so its recommended that people prepurchase their tickets. Tickets are $10 each and can be bought in advance by calling 403-9343135. Smell at Kinsmen displeasing, but not harmful


SHANNON LEClAIR Times Reporter People walking around Kinsmen Lake may have noticed an unpleasant sour egg smell. The smell is associated with the storm water system, and though its not new to the town, it hasnt been an issue in a couple of years. What steps are we considering should the issue become dangerous to the residents, are these levels being monitored and at what rate and are the results of the monitoring available to the public, said Councillor Bob Sobol at the March 19 town council meeting. After the incident in 2010, which was signicantly worse that what is being experienced now, the town installed a couple of aerators in 2011 and started some chemical microorganism treatment to help with some of the sludge. We thought that this was helping with the situation. What we expect is happening in the lake is as the organic matter decays in Kinsmen Lake, said Director of Operations and Engineering Jesse Parker. He further stated the small is not just coming from Kinsmen Lake, but is also at other stormwater ponds throughout town. With the aerators the town tried putting more oxygen into the water, because if there is more oxygen in the water it tends to help with preventing or limiting the decay or organic matter in the ponds, and then the H2S thats coming from that is less. We thought thats what had been happening over the last couple of years, and that may in fact be the case, unfortunately this year seems to be a little different we somewhat attribute that to the length of time that the lakes and ponds have been under an ice cover, said Parker. The earth and water have frozen up a little earlier this year, which may have affected things as well. The best time to put oxygen in the water is when it is cool but that wasnt able to happen this year because the cold weather hit earlier. Parker said the smell is not a problem unique to Strathmore; it has also been happening in Calgary and other communities. It seems to be a regular occurrence in storm ponds that the water becomes a little stagnant if the oxygen isnt high. The decaying matter settles into the base of the lake and then when you get the runoff in the spring that mixes, the decaying matter brings the H2S to the surface and then as it outfalls, brings it out to the environment and localizes it at that point of outfall more or less, Thats really what were seeing at Kinsmen, said Parker. EPCOR, the Strathmore Fire Department and the town have been monitoring. The re hall sampled air quality immediately adjacent from the outfall, where the manhole is for the overow, and around the lake, and the H2S levels are not registering on the meter, which means at this point there is nothing to be done. The town stated in a press release on their website that In the event that H2S concentrations increase to a level that is considered to be of risk, the Town and EPCOR will take necessary steps to resolve the issue and protect the public/ residents in the area. At this time, this situation is considered low risk, and more of an inconvenience based on the odour problem.

Aquatic Centre registration soon to be online


SHANNON LEClAIR Times Reporter Councillor Bob Sobol asked administration about the possibility of online registration at the Aquatic Centre. Due to the growth in town there are more and more people wanting to use the facility and have lessons for their children. Chief Administrative Ofcer Dwight Stanford said that people have been lining up outside the Aquatic Centre early in the morning to register for the different programs. Stanford also said he just found out on March 19 that the online registration option should be set up and operational by June 1, and is expected to cost between $12,000 and $15,000. The real big problem is theres not enough time for swimming lessons and we need to set more time, but the problem is after school is when the parents want their kids to take swimming lessons and all that time is pretty well tied up which is making it really awkward, said Stanford. The cost for the online registration site has not been approved yet. Stanford assured council that administration would be bringing it forward for approval. FACILITY fEES Councillor John Rempel requested that council relook at the facility fees being charged to users of the Civic Centre, Family Centre and Aquatic Centre. Each year the town is losing approximately $2 million to operate the three facilities. I really feel that we need to re-examine our rates schedules again and get them in line with other communities and relieve our taxpayers of some of the burden they are faced with every year, said Rempel. We cant afford to lose that much money every year on those facilities and not be charging as much as other communities are charging their people for using their facilities. Further discussion on the fees will be brought forward to the spring workshop happening in April. PIVOT FIELDS The appraisal for the pivot elds is expected to be complete this week. Stanford said that there has been a lot more work put into it than administration had originally thought there would be. Some of the things they didnt think about are there any rightof-ways; how long are the leases for Encanas pumping areas; what other leases could be on the land. Despite additional requests for information, the appraisal will not cost more than was initially quoted.

Some people use garlic (fresh or in capsules) as a supplement. Although there is little evidence it lowers blood pressure, it does have short-term effects on cholesterol and blood clotting. It is recommended that those people on blood-thinning medication not use high doses because of the increased risk of bleeding. Also high doses of garlic should be stopped 1-2 weeks before major surgery. There are many suggestions for curing hiccoughs. Some work and some dont. One new way, which may seem a little extreme, evidently works really well, especially for people who hiccough for long periods of time. The method is called digital rectal stimulation and means just what it says. Using a surgical glove or even kitchen plastic wrap on a finger and massage the inside of the rectum. Hiccoughs should stop within minutes. Noise-induced hearing loss (NIHL) is becoming a more common problem. Listening to very loud music in earphones even for a short time can damage those tiny sensory hair cells in the inner ear and cause hearing impairment. Keep the sound down in earphones to avoid damage. Here are four ways of preventing cancer. 1. Dont smoke. 2. Eat sensibly: heavy on fruits and vegetables, limit fat, alcohol only in moderation. 3. Maintain a healthy weight. 4. Dont deliberately bake yourself in the sun. These are easy to understand but often hard to do. But they definitely reduce your risk of cancer. Chamber housekeeping pays off


SHARON McLEAY Times Contributor The Strathmore Chamber of Commerce has done its housekeeping for 2014, and is looking forward to hosting more activities and gaining new members in 2014. No-one really knows about all the time Joyce Bazant has put in as Acting President; she has put in time, extra time, and overtime trying to get thing put back together, said Robert Breitwieser I dont know what we would have done without her. I have really noticed a change and the increase in professionalism coming out, said Wheatland Councillor Berniece Bland. Financial statements were reviewed at the annual general meeting, which was held in their ofce on March 20, and statements showed a positive net effect in the accounts. Our equity position is OK, but it will get better as we reduce some more of that debt. When I look where we were and where we are at, we will need to increase our membership and explore our grant opportunities, suggested Treasurer David Wilkes. Our cash position has improved over the previous year, and with that our working capital looks pretty good and it will service some of our short term needs. Special recognition was given to Steven Johnson of Dorward and Company, who volunteered to prepare the unaudited statements. Improvements had been made in other areas of the organization as well. When the new board took over, our society status had been revoked as the return had not been completed in three years. We have completed that and our status has been reinstated. The liability insurance had also lapsed and we have obtained liability insurance for the commerce and all the directors, so we are up and running with that, said President Joyce Bazant. A membership drive last year netted some new members and the society slightly raised rents of the partners sharing their ofce space. Arrangements have been made with the Town of Strathmore to make regular yearly payments for the much-disputed renovation loan, by taking loan payments from business license fees that are allotted to the Chamber of Commerce from the Town of Strathmore. The town really wants to see the Chamber work, said Bazant. They have indicated they want to help us in any way possible. Bylaws were reviewed at the meeting, and there were only a few changes. Copies of both the nancial statements and the bylaws are available at the ofce and they were mailed out to members, prior to the meeting. The Chamber is looking for any members willing to serve on the board. The ofcers will be elected at the next board meeting. The society has held several successful luncheons in the past year, featuring prominent speakers. They anticipate doing this again in 2014. They hosted a very successful awards dinner and partnered with the Town of Strathmore and the Strathmore and District Ag Society in putting on the Strathmore parade. They are open to new ideas that will meet members needs and assist in making Strathmore a vibrant business community. Some things are in the works to encourage local shopping and they hope to feature businesses in the Chamber newsletter sometime soon.

Sound system complaints


SHANNON LEClAIR Times Reporter Town administration and councillors have received numerous complaints over the years about the sound system at the Civic Centre. At the regular council meeting on March 19 Councillor Bob Sobol brought the issue up for discussion. About a year ago or so previous council approved some monies to be spent on upgrading the sound system in the Civic Centre, I guess my question is whats our status on that, said Sobol. Chief Administrative Ofcer for the town Dwight Stanford said that approximately $5,000 had been budgeted for the Civic Centre, and $30,000 was budgeted for the Family Centre. The upgrades for the Family Centre have turned out well and there have been no complaints there. As for the Civic Centre: Our IT person (Dan Wilchowy) had two professional sound system companies come out from Calgary, and evaluate the sound system. Both of them left and reported that the sound system is good in the Civic Centre, said Stanford. We have all had lots of complaints about it, I sure have, but basically our IT person says it is the way people are operating and running the unit. Stanford mentioned this past Remembrance Day when the sound quality was horrible. Wilchowy was going to x it, but was unable to reach the controls that day. He did suggest that if there are major events and if he is informed ahead of time, he will go and adjust the sound system for the user group. If the situation is that we need somebody to go down there and set this up, then theres something wrong with our system, said Sobol. Sobol said he has been in Strathmore for over 10 years and has never heard an adequate sound system coming out of that building. Councillor Brad Walls said that the Lions Club had used the Civic Centre system until they had bought their own, and they had never had an issue. He suggested contacting Fred Rappel who had always gotten the system working great for the Lions. Councillor Pat Fule wanted to know if the system was being tested while the Civic Centre is empty, or in a full room, because the sound amplied could be different depending on what is in there. Council left off with the suggestion that maybe Rappel and Wilchowy should get together and write out instructions for future users.

Project upgrades approved


SHANNON LEClAIR Times Reporter As part of the 2014 Capital Budget council had approved two capital projects for EPCOR. One of the projects is for 50 per cent of the Programmable Logic Controller (PLC) upgrades, and the remaining 50 per cent would be completed in 2015. Council had also approved a project to perform 50 per cent of the Uninterruptable Power Supply (UPS) upgrades for 2014, with the remaining 50 per cent also to be completed in 2015. This evening what we brought forward is a request to focus more so on the PLC upgrades this year. Rather than doing two projects in one year ... we would do one project this year and the subsequent project next year, but our spending over the two years wouldnt change. So rather than splitting it 50/50 over two years, we focus on one this year and the second one next year, said Director of Operations and Engineering for the town Jesse Parker. EPOCR has requested that rather than completing 50 per cent of both projects in 2014, they instead would like to complete the PLC project in 2014 and the UPS project in 2015. The cost to complete the PLC project is $105,600, which is $18,100 more than the combined cost of the two projects approved. The plan is to essentially put in a hot standby, which would basically be on hand for when the existing PLC dies. We are worried that if this were to fail, and the processor of the PLC were to fail, then we would be running somewhat blind at the Waste Water Treatment Plant. Its also important to know that its a hot standby, so what that means is this new PLC will be running in parallel and be kind of on idle in the background and if the current older one fails it switches automatically and we dont get any interruption of service, said Craig Bonneville, senior manager with EPCOR. The decision made in 2010 to continue to use the equipment installed when the Waste Water Treatment Plant was built was because it was still functioning at the time. Since then there have been some failures and EPCOR has managed to scrounge supplies from other facilities, but that is becoming less and less of an option. A motion was made and approved for the PLC project upgrade to be completed this year with the additional $18,100 to be funded from additional MSI grant funding.

Feeder association lends edge


SHARON MCLEAY Times Contributor Remaining competitive and sustainable in the cattle production industry has become more challenging over the past 10 years. Don Wegener of the Wheatland Feeders Co-operative Association (WFCA) said one business advantage cattle producers can employ is to belong to a feeder association. It is a denite benet to producers, said Wegener.We have been in the area for 25 years and have provided service to over 500 paid members. The system works really well. Feeder associations primarily offer cattle producers a cooperative nancing source, under the Feeder Associations Loan Guarantee Program. Membership provides leverage through membership numbers that gain a loan for individual farmers at prime plus per cent interest rate, with a 15 per cent government guarantee. Farmers who are at least 18-years-old, reside in Alberta, own or lease land, and are approved by a local feeder association are eligible for nancing. The purchase price of the cattle is provided by the loan, less a 5 per cent pooled security deposit. The associations pooled security deposits give signicant protection for the lender against loan default and in turn, increase the prospects for cattle producers in securing loans. The contract between the individual feeder association member and the local feeder association is for a term of one year or less for feeder steers and heifers, and 120 days or less for feeder cows. New feeder association members can have up to $100,000 worth of livestock purchased by the feeder association on their behalf. After six months, feeder association members are eligible to obtain nancing for up to $500,000 worth of livestock. New members to the program may have to accommodate a change of mindset regarding ownership, as they place the local feeder association brand on the cattle they feed and produce, as well as registering the association name on the cattle at the time of sale. This ensures payment is made to the local feeder association, who then credits sales to the members individual account. The day-to-day decisions on feeding, management and marketing are left with the individual producer and the prot for their effort is still theirs, after their membership accounts are paid. Benets of belonging to an association are the low interest rates, better odds at securing the loan, nancial administration of the loan and maintenance of nancial records, consults with beef inspectors, input into industry issues and services, contact and networking opportunities with other organizations and producers in the province, and a way to collectively give back to the community. WFCA is one of 51 feeder associations that belong to the Feeders Association of Alberta (FAA), which also puts the power of membership to work in the role of advocating for supportive government policy and regulations. Their advocacy role was addressed at the April 2013 Standing Committee meeting for Alberta Economic Futures. FAA had asked for an update and increases to the Feeder Associations Loan Guarantee Program. We have had a number of meetings with them. My recollection is that this program is something like 70-years-old. Youre also correct that even though weve been guaranteeing these loans to feeder associations, who then in turn assist, you know, local farmers to buy cattleI think there have only been a couple of instances over the years where those guarantees have actually been called on; so its been a very, very effective program and done a lot of good helping farmers get into the business and buy stock. But any program thats that old, probably deserves to, you know, have a review done and some consideration as to how the industry has changed, how the marketplace has changed, and we certainly are open to that kind of a discussion, said Minister of Agriculture Verlyn Olson, in reply to a request for future increases to the program. The FAA also gives back to the rural community. Every year, at their annual convention in January, they hold an auction in support of STARS ambulance, which is an important part of farm safety for rural communities. This year they raised $31,190, which brought their overall contribution to STARS to $381,791. Wenegar expressed optimism that this year could show good gains for cattle feeders and he hopes to see more cattle moving to market.

Great 4-H public speaking event


To the Editor It was my good fortune to attend both the district and regional 4-H public speaking competitions with my grandson this year. I just want to give kudos to the key leader and the 4-H leaders for the great job they did in making both these days a pleasant experience. It is an awesome undertaking to nd two sets of 36 judges plus volunteers for two weekends in a row, organize approximately 120 competitors, (and the ve districts for the regionals); plus provide lunch for all of us too. And this being accomplished after you have already held a club competition with yet another set of judges and volunteers. As a former key leader, I know the time you have committed to this program. I just want to let you know you are appreciated and your efforts are so totally worthwhile. Cheryl Marshman Rockyford

Making music
The Strathmore Childrens choirs had to cancel their trip to the Drumheller Music Festival on Thursday, March 20. The Drumheller adjudicator didnt want the choirs to miss out on their chance to shine so they came to Strathmore to evaluate the choirs on March 21 at 1:30 p.m. in the United Church. The choirs put on a great performance and were rewarded highly for their talents.

Date night with the Mavericks


PAT FULE Fule for Thought Last week, Deb and I actually went out on a date. Our daughter Bree, came over to me and said, I thought you were a fan of the Mavericks? Theyre in Calgary tomorrow night, why dont you go? I replied that the tickets were too expensive, and she said $40 was cheap. I didnt know there were $40 tickets, so Deb and I bought two and went. If you havent seen or heard much of the Mavericks, you should give them a try. Its hard to pin down what their style is its kind of like country meets pop meets rockabilly meets Tex-Mex meets Latin swing! Anyway, Im a huge fan, and we got to be on the oor of Flames Central to see them! We were about four feet from them and it was an amazing night of music the crowd was half the fun! One guy in the front got drunker as the show went on, and kept trying to hand the lead guitarist a bolo tie! Im not sure why he felt that was the thing he had to give, but the guitarist nally had enough, took the tie, and even put it on. Youd think that would nally make the drunk happy, but no! The last song was the bands biggest hit, All You Ever Do Is Bring Me Down. Two pretty young girls had been invited up on the stage to dance the drunk thought he should go too. Now, why he thought he should go is a mystery to me. He wasnt young. He wasnt pretty, and I doubted his dancing abilities. This was not a good decision for a drunk, middle-aged guy! Security pounced pretty fast and began to escort him off stage left. The drunk either tried to climb back down himself, or escape, but he fell right off the stage onto the oor! He crashed to the dance oor with a loud thud! Nothing broke his fall except the booze, but he did pop up pretty quick! I wonder how he feels today I wonder if the Mavericks guitarist enjoyed that fall! I bet he and the other Mavericks had a laugh over that one I know Deb and I did. Did I mention once how much I like slap stick comedy? I know Im getting old, as I was pretty disappointed when we got to the concert, and discovered there were no seats! The rst thing I thought of was, I like this band, but 3.5 hours of standing on cement? We had found a tiny corner of oor space we conquered as ours, but mine had a giant of a guy in front. Luckily, my friend Rob wound up closer to Drunk Falling Guy than me! All I had to do was move over a bit to see past the mountain! Concerts are also great for people watching. Theres the drunk women out for Girls Night who have to pose and take sele after sele to (you know) document their night out! I mean, the concert is not just to see a great band, its meant to document just one of the many nights that are these ladies movie-star lives! I really wanted to photo bomb a couple of their photos, but I knew Deb would kill me. Then theres the couple who feel that a packed concert oor is just the right place to prove to everyone that when drunk, they two-step better than sober! They dont. Watching them crash and bang into each other and others, brought security over once more. I kind of hoped theyd try and get up on stage with Drunk Falling Guy! I felt badly for one of my fellow students. He had bought tickets for his dad to see the Mavericks, and got caught in what may have been a Cougar Trap! If youve been to concerts, youve seen the drunk girl dance. Thats where the obviously drunk girl stands and dances (staggering may also be involved) with one hand on a drink and the other arm outstretched above with ngers pointing up and down in time to the music. Well, there was a drunk cougar who may or may not have been dancing her way closer to my former student! Deb actually pointed it out, as this woman had strategically shimmied her way right in front of the young lad! She proceeded to bump, lean, and fall back a few times, all while giggling and tossing back her owing mane. He looked at Deb with a mixture of horror and shyness, only to be met with Deb giving him a thumbs up! That Debbie, what a sense of humor poor kid was probably looking for help! He had bought these tickets for his dads birthday, only he seemed to be getting the surprise! We were nally able to all shift a bit to give the poor kid a chance to escape the cougar! Conservatives indicate infrastructure support essential
SHARON MCLEAY Times Contributor In the new provincial budget, funding for needed infrastructure plays an important role. As the next phase of the Building Alberta Plan kicks in, Budget 2014 will invest $6.6 billion this year and $19.2 billion over the next three years in essential infrastructure needed to support Albertas exceptionally strong population growth. Alberta is expected to remain Canadas fastest-growing province in 2014 and 2015, Alberta has become the province of choice for four million people to live, work and play. Local people are in the best position to determine their communitys infrastructure needs to address pressures and help improve the quality of life in their towns and cities. Thats why our grant programs are designed to assist municipalities with their priorities to prepare for our provinces unprecedented growth. said Municipal Affairs Minister Ken Hughes. Albertas rapid growth requires continued investment in infrastructure and over the next three years, the government is investing more than $19 billion through the Building Alberta Plan for roads, schools, health facilities and municipal capital projects. There will be $859 million in ood recovery projects, mostly for mitigation to help Alberta communities limit the impact of future ood events. They will invest $3.7 billion over three years, under the Municipal Sustainability Initiative. Excluding ood recovery initiatives, municipalities will receive nearly $2.1 billion in direct funding in Budget 2014, an increase of 8.6 per cent from 2013-14. Government is also investing $1.4 billion to support other municipal infrastructure, including $667 million for GreenTRIP. Municipalities can apply for GreenTrip capital funding to help purchase transit vehicles and technology, build terminals and expand light rail systems that increase ridership, reducing trafc congestion and carbon footprints. The provinces roadways were not forgotten and money will be directed to their improvement. Effective local transportation networks allow people and goods to move safely and efciently within a community and help connect that community to provincial and national networks. We are committed to paving the way to ensure we can move our products to new markets and support the growing transportation needs of our ever-expanding population, said Minister of Transportation Wayne Drysdale, To that end they have committed money for building 258 km of new twinned highways, which includes twinning the treacherous Highway 63 to Fort McMurray by 2016, a $691 million investment over the next three years. They will also provide for 2,500 kilometers of rehabilitation for existing highways, Alberta is the fastest growing province in the country, and we cant afford to stop building. Balance between borrowing and spending


SHARON MCLEAY Times Contributor Interim Premier Doug Horner, speaking as the nance minister, looks for balance through the Conservative borrowing and spending strategy. Government will spend $38.5 billion in operating expense in 2014-15 to deliver important core services, while responding to the challenges of rapid population growth. This is 3.7 per cent more than the previous year; government is maintaining scal discipline because this increase is signicantly below the combined rate of ination and population growthand we will continue to be responsible, said Horner in a press release. He stated that they are also looking inwards at government programs and improving not only the quality of the services they provide, but the efciencies within those services. Through resultsbased budgeting, government has reviewed 375 programs to ensure we are maximizing the use of taxpayer money a comprehensive review that will continue to change the way government does business, said Horner. Horner supported the decision to borrow money to support infrastructure in Alberta. Albertans want government to continue investing in infrastructure, and are comfortable with nancing these long-term assets, as long as it makes nancial sense, said Horner. And it makes nancial sense to borrow at much lower rates than what our savings are currently earning. With our population growing by nearly 300 people a day, we cant afford to wait. Borrowing to build now protects us from construction cost increases. He said that because Alberta has a triple credit rating it allows us to lock in at the lowest possible rates. In exchange, Albertans have tangible assets like schools roads and hospitals.

Conservative breakdown of the operational, capital fund and saving budgets


OPERATIoNAL PLAN: REVENUE HIGHLIGHTS Nearly $1.1 billion in operational and capital funds will be spent on flood recovery over the next three yearsthis is in addition to the $3.8 billion in spending for 2013-14. The 2013-14 forecasts the total revenue at $44.4 billion is 5.4 per cent higher than last year, the revenue growth is a result of higher oil prices There is increased personal and corporate income tax revenue and increased federal grants due to equal per-capita health transfers for the provinces Non-renewable resource revenue is $9.2 billion, 6.7 per cent higher than last year due to higher oil prices, a lower differential and a lower Canadian dollar. Total tax revenue is forecast at $21.1 billion, five per cent higher than last year due to population growth, a strong economy and higher wages. BALANCE SHEET HIGHLIGHTS Operational surplus of $2.6 billion. Net asset improvement of $1.1 billion, which is also the consolidated surplus Operational and consolidated surplus forecast for all three years of the fiscal plan (2014-17) Zero dollars are being borrowed to pay for programs and services. All borrowing will be to support the capital plan. CAPITAL PLAN HIGHLIGHTS $6.6 billion in capital spending this year, totaling $19.2 billion over the next three years. Includes 155 school projects, seven post-secondary projects, 24 health facility projects, 258 kilometers of new/ twinned highways, 2,500 kilometers of rehabilitated highways. $859 million in flood recovery projects, mostly for mitigation to help Alberta communities limit the impact of future flood events. Capital debt servicing costs: $421 million, or one per cent of operational revenue. The debt servicing limit is three per cent of operational revenue. SAVINGS PLAN HIGHLIGHTS The new Savings Management Act defines and implements renewed vision and purpose savings. Total savings are expected to be $23.9 billion by the end of the 2014-15 fiscal year; $26 billion by the end of 2016-17. Budget 2014 commits $1.4 billion to innovation and strengthening labour market capacity through the creation of new endowments, a new fund and adding to the existing Heritage Scholarship Fund. The Contingency Account will reach its targeted amount at $5 billion this year,

SHARON MCLEAY Times Contributor Provincial Finance Minister and now Interim Premier Doug Horner wheeled a shopping cart full of goodies into the legislature on March 6, showing the Conservative government is still able to bring home the goods, despite pressures from critics, uctuations in oil and gas markets and the withdrawals needed for damage control for the 2013 oods. Albertas scal position is turning the corner to a brighter future. With Budget 2014, we have an operational plan that provides the core services Albertans expect, with a return to budget surpluses every year. We have a savings plan that leverages savings for strategic investments in innovation and economic growth and we have a forward-looking capital plan for building, maintaining and improving essential infrastructure as our province continues to grow, said Horner. Due to strong leadership, a growing economy and prudent spending decisions, we are now well-positioned to weather our challenges as we continue to implement our Building Alberta Plan. Alberta has the strongest balance sheet in the countryand we are going to keep it this way. As Horner opened the provincial wallet to talk about paying for the items, he surprised Albertans by not asking for some extra cash. There will be no tax increases or new taxes initiated in 2014. The Conservatives are banking on nancial input from continued population growth, steady resource income, growing trade markets and some savings initiatives. I am cautiously optimistic that our revenue sources will continue to show strength. While we will immediately benet from a dropping Canadian dollar and higher price for oil, global energy prices remain volatile and we must stay the course with our Building Alberta Plan. said Horner. Horner will be borrowing at least $4.3billion to support the capital plan and dip into the contingency fund to balance the budget. He will also reallocate interest money from the Heritage Trust fund. Albertas borrowing plan is strategic and responsible. Government only borrows for infrastructure and there is a legislated cap on borrowing costs in place, along with a clear plan to pay it back. Interest rates are close to a 50year low. We are building our net assets by using all the nancial tools in the tool box, said Horner. Albertans told us they wanted to put our growing savings account to work in support of a stronger economy for decades to come. This budget takes a portion of the interest earned by our savings and focuses them on supporting research and innovation in key areas such as agriculture, social challenges and skilled trades training. Due to strong leadership, a growing economy and prudent spending decisions, we are now well-positioned to weather our challenges as we continue to implement our Building Alberta Plan. Alberta has the strongest balance sheet in the countryand we are going to keep it this way.

Resource development and new markets provide growth


SHARON MCLEAY Times Contributor The Alberta government is hoping to increase Albertas prosperity through the development of existing resources and development of new markets. Their philosophy is to open new markets for the provinces resources to get fairer price, and that means encouraging new and better transportation infrastructure, building relationships inside and outside our borders, and advancing world-leading resource stewardship that will protect Albertas natural heritage for generations to come. Albertas export sector is the backbone of our economy. By expanding and opening new markets, we will maintain Albertas strong economy and high quality of life. Our work is building relationships across Canada and around the world that will position Alberta as a leader in responsible resource development and a safe and secure place for global investment, said Cal Dallas, Minister of International and Intergovernmental Relations in a press release. To that end the following initiatives are set out in the budget: $27 million has been budgeted for international relations $1 million in funding to support three new offices in Brazil, California and Guangzhou, China, to help deliver Albertas International Strategy, along with the 13 other international ofces. Developing and growing markets in new parts of the world for our exported goods and services One new Agriculture and Food Innovation Endowment that will enhance research and develop Albertas food-processing industry. 1.46 million acres of irrigated land will be maintained with a $21 million infrastructure investment. Ongoing efforts to strengthen Albertas agriculture sector and open new markets through an average of $1 billion per year in operational funding to Agriculture and Rural Development. a $200 million endowment account within the Alberta Heritage Savings Trust Fund to support annual allotments for agriculture and food innovation, which will position Alberta as a global leader in research, emerging product development and commercialization opportunities. Aboriginal interests and relationships are also being developed. There is: $15 million budgeted for an expanded Aboriginal Consultation Ofce that will better coordinate and increase the efciency of consultations on land management and resource development. Budget 2014 also reflects the Government of Albertas continuing commitment to increasing the participation of Aboriginal people in the social and economic life of the province, with $10 million earmarked for working with First Nations to develop economic opportunities for their people. There are monies set aside for developing the environmental protections in the resource sector, which makes our oil and gas products safer and more marketable to global purchasers. There is $59 million in funding in 2014-15 for the Alberta Environmental Monitoring, Evaluation and Reporting Agency. The Agency will provide open and transparent access to credible scientic data and information on environmental conditions and trends, primarily in the oil sands region. Also, $245 million is budgeted for the Alberta Energy Regulatoran independent regulatory body responsible for approving energy-related development and enforcing Albertas strict operating and reclamation requirements. Once fully operational, the regulator will be fully industry-funded. . It is hoped there will be 2.76 million tonnes fewer greenhouse gas emissions by 2017, thanks to a $504 million investment over three years in two carbon capture and storage projects.

Conservatives focus on education and social services


SHARON MCLEAY Times Contributor The Conservative budget outlines proposals to support social services and education. Budget 2014 delivers a fully balanced budget focused on core areas that support families and communitieshealth, education and supports for the vulnerable, while continuing to build Alberta, said Interim Premier Doug Horner, speaking as the Finance Minister at the time. The operational budget is over $6.5 billion, with increased funding for enrolment growth in Albertas K-12 system, and they have committed to support for student transportation services, smaller class sizes, and supports to meet the diverse needs of Alberta students. There is a combined $1 billion allotted in new operating funding for health, K-12, post-secondary education and human services to ease growth pressures The educational funding includes: Funding for 155, K-12 school projects and seven post-secondary projects 644,000 K to 12 students will receive an education Projected enrolment to grow by three per cent in 2014-15, making more than 18,000 new students needing education support. 38,500 Alberta students will share $74 million in scholarship funding 2,000 new full-time spaces throughout the Campus Alberta system in 2014-15. Post-secondary institutions will get $2.1 billion in base operating grants, and an additional $32.5 million to create 2,000 new spaces this year. $151 million in additional support for adult learning $7 million as part of a 10-year, $70 million commitment for the Peter Lougheed Leadership Initiative, to support the development of business leadership innovation and entrepreneurial skills. $234 million for student aid programs Scholarships for about 38,500 students and bursaries and grants to support about 29,000 students. $408 million in student loans for 63,000 students in 2014-15. Alberta Heritage Scholarship Fund will support $38 million in scholarships this year. $200 million will be transferred to the Alberta Heritage Scholarship Fund, to fund Heritage Scholarships and other financial supports for students pursuing opportunities in the trades. As Albertas population quickly grows, our government continues to fully fund every student. Were directly investing $37 million each school day to make sure our students are getting the best outcomes from their education, said Minister of Education Jeff Johnson. The new budget also offers supports for social services and health care. Almost 45 per cent of government operational expense goes to health care. The budget commitments are as follows: $18.3 billion for Healthan increase of more than $600 million Health facilities will be supported by $393 million in funding for South Health Campus in Calgary, the Kaye Edmonton Clinic, and Strathcona Community Hospital. $326 million in support of primary health care and addiction and mental health services $805 million for community-based health and wellness programs, services such as podiatry, oral and optometric care, tissue and blood services, immunization programs, and enhanced home care and rehabilitation. $1.5 billion allocated to assist Albertans with prescription drugs, cancer therapy drugs and specialized high-cost pharmaceuticals 3 new health facilities will receive operational funding-South Health Campus in Calgary,Kaye Edmonton Clinic in Edmonton, Strathcona Community Hospital in Sherwood Park 24 health facility projects will be funded 44 per cent increase to $40M in enhanced homecare and rehabilitation funding, partly used to help 1,000 more people go home from hospital with enhanced home care support. The government will continue its efforts to spend smarter, achieve better health outcomes for Albertans, and deliver better value for taxpayers. With the help of front-line health care workers, we will continue to build a healthier Alberta by making health care and wellness programs more accessible and providing them closer to home, said Health Minister Fred Horne. Social service spending will also include: $5.9 million has been allocated for 40 new RCMP officers. Investing $31 million in 2014-15 to follow through on the Slave Lake fire recommendations. The dollars will focus on wildfire prevention, hiring more firefighters and improving other firefighting resources to protect Albertas communities from the devastation of wildfires. Child intervention funding will be increased to $735 million, which is $42 million more than last year. This includes $199 million for foster care support, which will fund about 5,000 foster child placements. Early intervention services for children and youth will receive $95 million. Increased Parent Link Centre outreach programming and enhanced home visitation supports for families at risk. work with community partners to implement An Alberta Approach to Early Childhood Development. $20 million for a new Family and Community Safety program, to support existing initiatives and enhance community capacity to address root causes of issues such as child sexual abuse and sexual and family violence. Homelessness support programs will receive an additional $19 million (to $131 million) and about 2,000 homeless Albertans will be housed and more than 3,200 emergency/transitional shelter spaces will be funded. $967 million is budgeted for Supports to Persons with Disabilities, which aids more than 10,000 adults with developmental disabilities, family support for children with disabilities, and support for Fetal Alcohol Spectrum Disorder initiatives. about 50,000 Albertans will receive income, health benefits and other supports through Assured Income for the Severely Handicapped (AISH) $48 million for new and continued addiction and mental health services. support for 150,000 low-income seniors 23 per cent increase to $31million in special needs assistance for low income seniors home repairs and medical assistance senior support with $353 million budgeted for the Alberta Seniors Benefit, an increase of $21 million $31 million is allotted for special needs assistance for low-income seniors for things like home repairs and medical expenses. More than $20 million in loans are anticipated under the Seniors Property Tax Deferral Program in 2014-15. We are building stronger families and communities by providing greater supports for our child intervention system, addressing family violence, and providing support for Albertans with all types of disabilities and challenges. We will be successful by ensuring Albertas communities have access to effective services that meet the needs of our growing and diverse population, said Manmeet S. CALGARY 4-H REGIONAL COMMUNIcATION COMMITTEE 4-H members challenged judges with their high quality communication skills on March 22 in Strathmore. The Calgary 4-H Region had three public speaking and three presentation competitions at the Strathmore Civic Centre. The Regional competitions are the fourth level of competition for these 4-H members. This is the last level of competition for the junior and intermediate members, but the top two senior members continue on to Provincial 4-H Competitions. We are very grateful for all the judges who came to judge and the volunteers who came to do many of the jobs during the day. Senior 4-H members did an awesome job of being the M.C. for the competitions. The Calgary 4-H Region consists of ve Districts and each district sends forward their top two speakers in each of three age categories. As a result, there were 59 members entertaining and educating everyone during the day. In the public speaking categories, the rst place winner in juniors (9-11 yrs) was Jerett Rodriguez from Perfect Paws 4-H Club in the Foothills 4-H District, second was Seamus MacDougall from the Golden Rod 4-H Multi in Rockyview District and third was Aleri Swalwell from Strathmore 4-H Multi in the Wheatland District. The winners in the intermediate (1214 yrs) competition were rst place Emmett Sawyer from the Swalwell 4-H Beef in Kneehill District. The second place winner was Sabrina Kooistra from Cheadle 4-H in Wheatland District and the third place winner was Morgan Macklin from Sundre 4-H Multi in Mountainview District. The senior 4-H members (15-20 yrs) educated us on many topics and were excellent speakers. The rst place winner was Erinn Jones from Balzac Beef in the Rockyview District. The second place speaker was Krista Jensen from Huxley 4-H Beef in Kneehill District. The third place speaker was Jessica Giles from Longview 4-H Beef in Foothills District. Presentations were held during the afternoon. Some presentations were given by one 4-H member but some were a team of presenters. The rst place junior presenter was Jade Whitmarsh from Big Hill West in the Rockyview District, second place was Aiden Good from West Carstairs 4-H in the Mountainview District and third place was the team of Sydnie Molnar and Halle Vermeeren of Strathmore Multi in Wheatland District. Intermediate presentation winners were the team of Erin Benedict and Emily-May Kemp from Huxley Beef in Kneehill District in rst place. Second place was Sharley Silbernagel from Golden Rod Multi in Rockyview District. Third place was Ivy Foster from Golden Rod Multi in Rockyview District. Senior presentation winners in rst place were the team of Bill Comstock and Marshall Biskup from Crowfoot Multi in the Wheatland District, second place was the team of Dayla Bowhay and Katelynn Webster from Bergen 4-H club in Mountainview District. The third place team was Codi Ashbacher and Mya Ingraham from Arrowwood River Wranglers in Wheatland District. A very special acknowledgement to AltaLink, Capl, Farm Credit Canada, Moodys Equipment, and the Calgary Regional Council for recognizing the importance of quality communication skills that 4-H members learn through 4-H and these events. Recognizing that condent, quality communications skills will be a very important asset to all 4-H members and society now and in the future.

A great quote that was appropriately mentioned at the Premium Ag Seed meetings that were held in Strathmore last week on March 18. Matt Gosling, an independent AgriCoach led the meetings for the day representing Agri-Trend. Gosling reported that 2013 exceeded its yield targets in a number of crops for various reasons, including: famers use of sprayers not just for pesticide or fungicide. Warm nights depressed canola, the area (particularly around Strathmore) only saw 30+ days two or three times throughout the entire season followed by rain, the increased number of growing days, and the use of fungicides and increased nutrition for crops. All of these contributed to Strathmore being one of the highest areas in efciency. A banner that hung in the Civic Centre at the meeting read, We know the value of cool weather germination. We have to. Its Canada. Gosling encouraged the group in the results of farmsized trials (which went through 18 different treatments) to give more accurate results for their studies. In his presentation Gosling and his team predicted the results for this coming year: precision is dramatically increasing and going up every year soil sampling will double in two years the power zone program is a success and has propelled into another source of service to farmers use of fertilizers, pesticides and fungicides will continue to improve seed priming programs seem to double every year pH sensing and VR lime applications will increase Off-spec ES (elemental sulfer) applications will be used Foliar feeding Spring will be messy. There will be logistical, moisture level and supply issues so prepare to plan ahead Break in rotation and different crops And lastly be prepared to make a marketing plan Premium Ag has promoted itself in communities it serves by involving itself in local events and charities. Of the meetings Gosling says, The patience and persistence of the growers and industry partners in the room was impressive as we went from 9 a.m.-5 p.m. with very little breaks! Tom Wolf gave an update on sprayer technology and nozzle selection. Focusing on doing a good job on spraying should always be a focus versus getting as many acres done an hour. Usually the quality of the job is compromised if theres a lack of attention on whats happening at the nozzle. We learned with some impressive photography how roots grow and the damaging effect that fertilizer placement can have on them from Mike Dolinski. Our crops are demanding more nutrition be applied at seeding time, and without proper placement of that fertilizer, seedlings could really suffer. This depends on fertilizer type, amounts, soil types, and proximity to the seed. There was a joint-effort session to educate the growers on nitrogen stabilizers and the science behind properly spreading nitrogen. This is becoming more common practice as the capital cost of seeding equipment is so high, producers want to spread that cost over as many acres as possible. One way to do this is to take nitrogen (usually a majority of the volume applied in spring) and spread it in front of the seeder. Without paying attention to the science behind this process, nitrogen losses could be substantial and yields could be reduced. There are lots of tools and practices to minimize the types of losses that were discussed. The presentation was spearheaded by Elston Solberg, Director of Agri-Knowledge in Agri-Trend. Curriculum criticism doesn't add up


Jeff Johnson Albertas Minister of Education Recently, much has been made of the governments efforts to ensure that Albertas curriculum is more responsive to the many different ways in which students learn. As Albertas Minister of Education, I feel parents deserve to hear directly from me about my ministrys efforts to make the provincial curriculum better suited for a fast-moving and changing global environment. Along with being the minister, Im also a father of three children in the education system, and I too have experienced some of the frustrations expressed by parents in recent weeks. This is why I believe it is important for me to set the record straight about the reforms currently underway. I understand why some parents would be concerned with the notion that the mastery of the basics skills such as arithmetic and reading will play a less important role in the new curriculum than they did before. If this were the case, I would be concerned as well. But fortunately, nothing could be further from the truth. I wish to assure parents and students that these basic skills will serve as the foundation and starting point of every change made to the curriculum. What they wont be is the end point. Through inquirybased learning, well build upon these basic, foundational skills by developing additional competencies that the business community and parents tell us are so critical. The conventional method of teaching core concepts, whereby students rely heavily on memorization, versus a more engaged, inquiry-based method are not mutually exclusive approaches to education. In fact, I believe it is crucial that we develop a curriculum that uses the best of both approaches. However, surviving on mere memorization is a thing of the past. The modern economy demands creativity and problem solving, the application of critical thinking and an ability to collaborate and communicate - skills which lie at the heart of Albertas curriculum redesign process. Top performing education jurisdictions, like Alberta, have increased their focus on these 21st century skills. We cant ignore that without strong abilities in these areas, our kids will be left behind. But we also cant ignore the concerns of parents. Continued on Page

Preparing students for a modern economy requires the basics plus much more
Continued from page This is why we are responding in a thoughtful and collaborative manner. The redesign process is being led by parents, employers, teachers, students and school authorities, all of whom are working together over the next two years to develop a curriculum that successfully weaves new competencies in with core skills like numeracy and literacy. Doing so will help reinforce literacy and numeracy across all subjects and better focus content that has ballooned to approximately 1400 outcomes our teachers are expected to cover. Despite recent criticism, parents should know and take comfort in the fact that according to the most recent international tests our K-12 students remain at the top of international rankings. Albertas overall results are tremendously positive. Out of the 74 jurisdictions from around the world that took part in the Programme for International Student Assessment (PISA) survey, Alberta ranked 11th in math, 5th in reading, and 4th in science. Of particular note is that Albertas 15 year olds are significantly outperforming Albertas adults in these OECD rankings. Our strength and performance internationally is due in part to Albertas willingness to continually adapt. This year is a great example. In response to years of consultation and research, under premier Redford, we recently launched some groundbreaking initiatives. The new Duel Crediting program, for instance, blurs lines between K-12, postsecondary and industry credentialing. The High School Flexibility Program empowers teachers to customize learning to better address individual student need. By eliminating PATs and implementing a more robust standardized assessment at the start of the school year, we will provide parents and teachers with better information on how to tailor each childs education plan going forward and measure improvement throughout the year. Curriculum needs to evolve as well. The days of a small group of educators taking 10 years to review curriculum by subject are long over. We need to be more nimble and create curriculum that is more in tune with the local community and economy. Our curriculum must allow for creativity and excellence in teaching to shine through. We must embrace the individuality of the learner and ensure subject experts are teaching our kids. In short, our curriculum must become more relevant. Weve been asked to listen and thats exactly what were doing. But the truth is that Alberta is at the top because we have not been afraid to take action. I wont apologize for putting the success of our children first but I also commit to listening in order to get it right. At the end of the day we must ask ourselves, are we preparing our children for their future or for our past?

With the right preparation, extraordinary happens.

He broke the Guinness World Record for oldest graduate previously held by Allan Stewart of Australia, who received a Bachelor of Laws degree at age 91 from the University of New England, New South Wales, Australia.

Finding interior bliss


SHANNON LEClAIR Times Reporter Remodeling or renovating your home can be a challenge. Some people may have great ideas and need that nudge in the right direction to get started, while others have no clue where to start. Emily Hogan, owner of Blyss Interiors, Window Coverings and Interior Decorating, took the plunge in October 2013 when she quit her job to focus on her business. She is based here in Strathmore and wants to help you with your renovation project. I knew I always wanted to have my own company, I had always had Blyss Interiors on the side but never really had the chance to put all of my effort into it and make it my career and my business, said Hogan. She had worked at Cordells Design in Calgary, working with builders, doing interior design for show homes. She had also previously worked for Pendelton Interiors when they were in town. She said it was a great company that was always busy, which indicated the need for it, and now especially four years later she said there are so many more buildings and businesses in town that could use her services. She would like to pick up where they left off and be the local go-to person for people in Strathmore and Wheatland County. I think the small-town referrals are the best thing. Word of mouth is key, so really treating that client the best that you can and the best communication is really just small town service, said Hogan. Hogan said custom window coverings are her strong point and her main niche, but she is a full interior designer. She deals with Hunter Douglas who custom makes your window coverings. They have tons of different options, said Hogan, and they can go into custom drapery oprtion. My slogan is redo and renew, so the way I look at it is I want to be accessible. My thought is going into someones house and utilizing pieces that they already own while adding new pieces in, said Hogan. I like doing the whole makeover kind of look but if someone was doing a renovation and needed someone to look after the trades from day one and do all their selections that way I could do that also. Mostly it is an in-home thing, so I would come over and have that consultation and then pull fabrics and go from there. In her ve-year goal she would like to own a little store location. It would still be an in home design service, but the shop would be a place where she could have her fabrics and life-size samples of window coverings. Hiring a decorator isnt just for those who own their own home; there are lots of different options that can be done and considered even in a rental property. There are shortterm solutions that can be applied that make a huge difference. It could just be good artwork placement and the layout of your furniture, said Hogan. An interior designer is someone that can give good, constructive criticism and direction, and can help the client nd the best path to go down budget wise and as far as sustainability in the home. Hogans goal with the whole redo and renew idea is that if someone wanted to refresh a space, whether it be their living room or master bedroom, they could use existing furniture, maybe upholster and/or repaint a chair, put new blinds up, change the colour of the walls. She likes to use things that are already in that space. My big thing is I think your home should be your sacred place. It should reect your personality, your travels and be comfortable and so I think incorporating clients existing pieces and making it work is important and a good way to do it budget friendly too, said Hogan. ARYSSaH STaNKEVITSCH Times Reporter Strathmore native Doug Thurston has been coaching hockey for over 25 years, most recently spending the last three with the Rockyview Raiders of the AMMHL. After suffering a tough start to the season, the Raiders climbed the standings with a strong second half, and nished seventh in their division. Every team Ive been a head coach of has made the playoffs. Ive put my coaching record on the line in the last month, Thurston said. Making the playoffs this year, this might be the best one. Thurston has spent time coaching at every level minor, major, AA, also spending time with the UFA Bisons and Drumheller Dragons. Its my winter hobby, he said. Ive kind of got the bug. I had some early success with a couple of teams. Being around the young guys keeps you young. Its been pretty rewarding over time. I really have been lucky to have some good groups of guys. Some of those players have gone on to play in the NHL, such as Zach Boychuk and Dana Tyrell. Its fun to watch the guys after they leave your team, Thurston said. Keeping his cool, Thurston nds, is the biggest battle, especially with the teenage players. After youve been in it for a while, and then move to a younger group of guys staying patient has been my biggest challenge. You expect guys to know more at times than they do, he said. Theres a quite a bit of difference between 15-year-olds and 17-year-olds. Especially from junior hockey too, where youre dealing with young men. Another difculty of the job, however, is the feeling that comes with painful losses. In Thurstons rst year with the Bisons, the team made it all the way to the provincial nal. time, he said. We outplayed the other team, and outshot them out everything. They just couldnt get the goal that counted. All the negatives dont outweigh the positives of the job to Thurston, who focuses on individual and team improvements. I think if you improve your players and they have a positive year, thats why anybody coaches. Were still at a development level. If you try to make everyone better, and theyre successful, usually your team does well, he said. Im sure Im not the best coach in the world but Im not the worst. Weve always had a positive atmosphere. I just hope they enjoy the year.

ARYSSaH STaNKEVITSCH Times Reporter The Strathmore Skating Club hosted their annual Fire and Ice year-end nale show on March 21. The club prepared roughly 28 performances solo and group. There was lots of positive feedback and those girls really worked hard, said Cora Foldi, one of the event coordinators. It was a good turnout this year. There were a lot of people. It was surprising. Guests were encouraged to bring a donation to the Food Bank monetary or non-perishable items. Even with 28 performances, there were more skaters than that would lead one to believe, as

some of the girls doubled up on the ice. Also, the club brought in guest skaters from the Canalta Skating Club in Calgary Jessica and Jackson Behiel. Theyre very talented, so it was very cool for our kids to see that, Foldi said. Jessica and Jackson each performed an individual dance, and then partnered up for their nale. The Strathmore Skating Club participants involved, ages ve to 18, still have two more competitions before the end of the skating season. Foldi and the coordinators wished to thank all attendees, and especially the group dance coaches. Were really grateful. Our coaches came out to volunteer their time to help our skaters, which was wonderful for the group dances both the juniors and the seniors, she said.

Eighteen skaters took to the ice at the Standard Arena to show off their skills on March 23 for the Standard Can Skate Clubs Fundraising Carnival. The show has been a tradition for over 40 years. This years theme was Proud To Be Canadian.

ARYSSaH STaNKEVITSCH Times Reporter Going undefeated in ve games, the Rockyford Ringers U16B ringette team won Provincials in Calgary from March 1416, defeating the Calgary Prime in overtime 9-8. The majority of the team with the exception of two players won provincials as U14s last year as well. They played their hearts out. They did unbelievably well, said assistant coach Kevin Elder. It was very unexpected. They played hard all weekend and ended up coming out with the win. With less than ve minutes remaining in the gold medal tilt, Rockyford were down 8-6. The Ringers scored two goals to force overtime, and scored the game winner within the rst few minutes. I was always pretty condent that they would do it. Theyve just been that kind of team all year. I was never really in doubt, actually, Elder said. It was a team effort, all of them. The U16B team also won the Golden Ring tournament in Cal-

At Provincials, the Ringers also defeated Lacombe 13-9, Spruce Grove 12-4, Lethbridge 7-6, and Red Deer 7-4 the last win placing them in contention for the gold medal game. Twelve teams in total competed at the tournament. Next season, Elder said, a few of his 12 girls will move up to U19, but the core will remain. The team surprisingly also had ve girls underage, who should be playing at the U14 level, but starred on the U16 squad.

Strathmore to host badminton bout


ARYSSaH STaNKEVITSCH Times Reporter Strathmore will be the setting for the largest badminton tournament in the province on March 29, taking place at three schools in the area Strathmore High School (SHS), Crowther Memorial Junior High School and Wheatland Elementary. The exhibition tournament, organized by the Strathmore High School, gives players a chance to compete before playoffs ofcially begin. The SHS Spartans have been practicing since January, and are excited to compete before upcoming County Campionship and zones. To be honest, we normally win zones, because we have a fairly strong team, and geography helps our position as well, said SHS coach Kenton Zandee. Normally, we do extremely well at counties and we should have a good shot at winning zones. I think a number of our players should proceed onto provincials. SHS also hosted a badminton team-tournament in February, nishing second and third overall. His team is roughly two-thirds boys, and is short on Grade 11s, but still has a larger squad of 30 players. Zandee said his team plays singles, doubles, and mixed but will need to narrow it down. In tournaments, we try to at least get them in two events each, Zandee said. When it comes down to counties they have to declare one event to go into. Thatll determine whether they go to zones or qualify for provincials. Last season, the Spartans won zones and nished third at provincials. Their players will compete for individual medals but also combine their points for team medals. We should have a very good shot at provincials this year because were actually able to drop some of our Grade 11 players because of their birth dates into Grade 10, Zandee said. Some of those players are very high level. Counties will take place at Strathmore High School on April 2, and Olds will host zones on April 12.

ARYSSaH STaNKEVITSCH Times Reporter Sacred Heart Academy (SHA) hosted four other Grade 6 girls basketball teams on March 19 for a divisional exhibition basketball tournament. The Grade 6 boys traveled to Holy Family Academy in Brooks to face four other teams. Dustin Moreau organized the once-a-year tournament and coached a few of the teams SHA submitted two boys squads and three girls squads. He mentioned all of his teams nished middle of the pack in each of their standings. Its to expose them to how to play, Moreau said. A lot of it is more for them to have fun and get experience to try it out. When they move into the junior high, they can see if they want to continue with it or not. The ve SHA teams practiced together for roughly a month prior to the tournament, and worked on some specic fundamentals on the court. The biggest was probably defense, working on covering your man, Moreau said. In their tournament games, the regular guidelines were changed to help the players along. Our basketball games were quite modied. A lot of the rules are modied just so its more active and gives them more chances to shoot. This was the last basketball tournament for Sacred Heart. Their next focus will be track and eld season, beginning in May.

Spartans injured at provincials


ARYSSaH STaNKEVITSCH Times Reporter The Strathmore High School (SHS) Spartans travelled to Lloydminster for girls basketball provincials on March 20, and won their rst game against St. Joseph Catholic High School 79-47. The next day however, the sixth-seeded Spartans dropped to the host, third-seed Holy Rosary High School, in the quarter-nal, 57-49. We kind of hit our end at Holy Rosary. I think that kind of did us in, in our hearts, Spartans coach Dion Galandy said. Following the quarter-nal loss, SHS was moved to the consolation bracket, and played Winston Churchill High School in the non-medal side, losing 50-40. They had defeated Churchill earlier in the season. I think our injuries and all of our sicknesses sort of caught up to us after we lost to Holy Rosary, Galandy said. Our goal was to win a medal. As soon as we lost in the round to play for a medal, I think we kind of I dont know if our hearts were really in it. Galandy played with eight ladies, who were not all 100 per cent, he said. He originally had ten players on his roster, but theyve been plagued with injuries all year. Not only that, but the Spartans nished their contest with Holy Rosary at 1 p.m., and tipped off against Winston Churchill at 5 p.m. We had very little time to rest, especially being short-benched. We twisted a couple more ankles that we had to tape up at provincials. Its just been a tough season. The fact that we accomplished what we did, with the injuries that we had, is really fantastic, Galandy said. Im very proud of what we did. You have to set goals pretty high but we denitely went looking for more. With veterans Jessica Murphy, Carter Jones, and Kate Harris all graduating, Galandy hopes to have seven players return for next season. Well have a few new faces on the team, but a pretty good core group for next year, he said. (This year) was a good experience for the girls. We won a banner for South Central Zones, the rst one in Strathmore High Schools history thats a pretty big accomplishment.

ARYSSaH STaNKEVITSCH Times Reporter The U12 Strathmore Spurs captured bronze in the Calgary Minor Indoor Soccer League, defeating the SHTW Bullets 9-3 on March 13. The playoffs, over a two week period, were divided into a gold nals side and a bronze nals side. The team came along very well. This was a mixed team playing against all boys team. All the nal game, when we got all of our medals, the gold and silver medal teams were amazed that we werent in the gold medal round, coach Mark Shorhen said. In the game to decide whether the Spurs would be on the gold medal side, the Deerfoot Eagles tied the game 4-4 with two seconds remaining. Were hoping that all of them are going to play outdoor so well see where we go with that. Two girls and two boys will be moving up to U14, Shorhen says. Strathmore Minor Soccer also hosted their wind up party and annual general meeting at the Civic Centre on March 23, discussing soccer issues with parents.

ARYSSaH STaNKEVITSCH Times Reporter The Strathmore Curling Club played host to their mens bonspiel from March 17-23, with a total of 30 teams and 120 participants crowding into the Strathmore Curling Rink. Men traveled from as far as Red Deer to play for prizes; the table of awards was worth approximately $16,000. Our bonspiel is very competitive. We dont have many two-time winners. There always seems to be a new team that emerges every year, said Brent Ashlee, head of the mens league. Ashlee has been involved for roughly ten years. The event had four main sponsors Strathmore Golf Club, Canadian Tire, Home Hardware, and Speargrass Golf Course but also had help from other local businesses.

Obviously, its not cheap to do this, Ashlee said. Its a lot of fellowship and a lot of fun. A lot of our teams go to other bonspiels; these other teams reciprocate. It keeps the club going. Ashlee mentioned numbers have declined in years, as up to 60 teams used to be involved in the event. Those teams included farmers and local businesses who would shut their doors to come and curl, Ashlee said. Another reason for the slip in numbers is due to the lack of young players. Its hard to get youth curling, Ashlee said. We have a very good junior program, but it seems to stall when kids graduate, and then they move away. The average age of participants was in the mid-40s, though there was one younger team involved, who had competed in junior curling Provincials. The tradition of the mens bonspiel has been around for nearly 65 years.

Yvonne was predeceased by her husband Tom Stoodley, great-grandson Hudson Reinholdt, and brother Gordon Olsen. Yvonne was born and raised in Calgary and moved to Strathmore with Tom in 1997. ARYSSaH STaNKEVITSCH Times Reporter Numbers have slightly decreased for adult competitive drop-in volleyball this year, a tradition that has been going on for over ten years. Maybe its been the cold weather. Typically we have a regular 10 that drop in, said Lavern Lein, coordinator of the drop-in league. At times weve had up to 16 or more. When hes had that many, Lein says, players would be divided into three teams and rotate in, rather than subbing on a smaller court. Were always looking for new bodies, he said. Its always good to come out and try it. The league takes place every Wednesday evening from 7 p.m. to 9 p.m. at Crowther Memorial Junior High School, and runs from September until the end of April. Once the slo-pitch starts up, then it tends to take some of the players, so we nish up at that point, Lein said. The league is co-ed, and has most players in their 20s and 30s however Lein still competes into his 50s. The ones that do show up are usually returnees, Lein said. Its that level of competitiveness that theyve played in the past, and they want to get back to it again. With no practice required like league play, and no commitment, the league hopes to attract new talented players. The level, if I were to give it a rating out of 10, Id give it at least a seven. Its a fairly good level of ball. It isnt somewhere where you just want to come out and learn to play. You should have skill, Lein said. Come stop in and see if it ts your need! In accordance with the Environmental Protection and Enhancement Act, Village of Rockyford has applied to Alberta Environment and Sustainable Resource Development for an amendment to an existing approval to revise the date when the Rockyford water treatment plant must be upgraded to meet Alberta Environments standards for the treatment of surface water. The waterworks pre-design, design and construction deadlines will all be extended for the nal time, for two years. The nal pre-design report deadline is extended to June 30, 2015, and the submission of detailed upgrading plans and specications is extended to November 1, 2015. The deadline for the completion of the construction of the upgraded Rockyford water treatment plant will be extended to August 1, 2017. The present Rockyford water treatment plant does not meet the 1997, 2006 or the 2012 Environmental Protection and Enhancement Act standard for the treatment and disinfection of surface water. The dates for submission of the pre-design, design and construction will not be extended beyond these dates. Pursuant to section 73 of the Environmental Protection and Enhancement Act, any person who is directly affected by this operation may submit a written statement of concern regarding this application.
