PrefaceA. Corporate Social Responsibility: Corporate Social Responsibility is defining the sustainable responsiveness of corporate towards the empowerment of society and its environment (human and material). This is what to look beyond the profit & the changing scenario of corporate world.

According to the 2013 guidelines (Company Act, 2013) states,


Corporate Social Responsibility is the process by which the managers of an organization think about and evolve their relationship with stakeholders for the common goods, and demonstrate their commitment in this regard by adoption of appropriate business process and strategies. Thus Corporate social responsibility is not charity or mere donations.

CSR: EVOLUATION

INDIA 1.VEDAS, PURAN, UPNISAD- Raja Bali, Danveer Karna (Mahabharat actor) 2. GITA (INDIAN RELIGIOUS EPIC), Chapter III(20)- the word Loksamagraha means the binding men and their communities together regulating them in such a way that they acquire strength from mutual cooperation among the serving elements, including the corporate. 3. MAHATMA GANDHI-advocates for the Trusteeship, which requires that the owner of property should regard himself as its protector and not its master. 4. NEW ECONOMIC ERA (1991)- was catalyst for radical transformation in the CSR. The change has two folds(a) Transformation of the conceptual understanding of CSR (b) Innovation at the implementation level.

(a) Indias rank in H.D.I (134/189countries) and Global Hunger Index(65/79) (b) Corporations practices the double role in the developing countries, violent the laws of land and abuse human and environmental rights(e.g. Niyamgiri V/s Vedanta Co., Plachimada, Kerala V/s Coca-Cola Co.). (c) Ministry of Corporate Affairs(March, 2011) says the National Voluntary guideline on Social, Environmental and Economic Responsibility of Business. (d) Ministry of Environment and Forest(May, 2012)- paper on Institutionalizing Corporate Environment Responsibility- the National Environment Policy, 2006 and Article 48 (A) and Article 51A (G) in Indian constitution. (e) Security Exchange Board of India (Aug.2012)- Business Responsibility Reports to spent in C.S.R as a percentage of profit after tax. (f) Bhopal Union Carbide disaster,1984

Net profit Rs. 5 Cr. Net worth at least Rs.500. Turnover minimum Rs.1000.

B. SOUTH EASTERN COALFIELDS LIMITED

South Eastern Coalfields Ltd. (SECL) is a wholly owned


subsidiary of Coal India Ltd. and the largest coal producing

company in the country. It was incorporated in 1985 with its headquarters in Bilaspur. Its mining operations span 5 districts in Chhattisgarh and 3 districts in Madhya Pradesh. SECL has mining operations in the following districts:

Policy aims Corporate Social Responsibility a key business process for sustainable development. Supplement the role of the Government in enhancing welfare measures. Engaging with community and working towards their development. Inclusive growth in the surrounding areas of our mining Projects. This commitment is translated into action through a network of CSR Projects. Their decision to play a pivotal role in the journey from poverty to prosperity. Thus to bridge the rural-urban gap through a robust CSR Policy.

2013 SECL gets the Corporate Performance Award for highest Production of Coal in India. SECL gets the Corporate Award for best CSR activities among all Coal Companies. First prize in Excellence in Corporate governance category(CIL). 2012 SECL bagged First prize in Environment, Special prize for Best contribution in offtake and the Special prize on Safety.
"IPE CSR Corporate Governance Award 2012" for its outstanding achievement in Corporate Social Responsibility.

Best HR Strategy in Line with Business Award by The Employer Branding Institute (EBI) at Hyderabad on 7th December, 2012. 2002-03 Jawaharlal Nehru Memorial National award for Pollution Control & Energy Conservation Hyderabad. Genentech Environment Excellence Gold Award 2001-02 New Delhi.

Scope of the Study


The study is confined to examine the corporate social responsibility practices in the Education Sector by the SECL, Bilaspur(Chhattisgarh). The scope of the study is limited to an empirical impact assessment of sample selected through a structured survey questionnaire.

OBJECTIVES OF THE STUDY


The document the information related to the following, The purpose of the study is to find out the impact relationship between SECL CSR, Bilaspur and their peripheries. Weather SECL CSR investment plans are shaped by the SECL Management or the representatives from the society. Impact assessment of the SECL, Bilaspur, CSR policy in selected Villages and Urban areas. To know the reasons for fluctuation in education expenditure during different Years. List out the significance areas and implementation part of CSR. Is CSR an effective link between the corporate and needy people?

Significance of the Study and Expected Output


Understand the duty and role of organization and stakeholders under CSR. It will help for the further study in related topic. Help to advantages and limitations of priorities areas of SECL CSR policies. Helps to understand the views of benefiters & further questions with suggestions. Help to aware about the SECL CSR policies for the responsiveness public towards development. Help in performance assessment on such topic. To understand, how much changes in public. Make good understanding between society requirement and the SECL.

SUGESSTIONS For further studies Comparisons between the public and private companies. Role of mediators in SECL CSR topic.

In year 2006-2007 there was no expenditure. 2007-2008 shows huge growth about 98% more from the previously expended amount. 2008-2009 again reflects the history of falling and reached the same negative position by declining 98%.

IMPACT ASSESSMENT PLAN


Data Will be collected by preplanned questionnaire from various stakeholders like, the beneficiaries and non-beneficiaries , and those who plan and implement the CSR activities.

CONCLUSION AND FURTHER PLAN OF STUDY


There was lack in expenditure in two financial years in education sector, but in recent times only for education there was only one boom year. SECL CSR policies are more focused on urban then rural. Mostly focused on education infrastructure development. How much SECL CSR help to develop the education? Thatll must be a part of our research. To know the role of the SECL CSR, Bilaspur in the prospective of social capital generator. So, what??? I am going to clarify & impact assessment of the variation in different years & in my topic on SECL CSR, Bilaspur expenditure in 2001 to 2008.
