Where is the Cadet Encampment?
Encampment is being held at the Oklahoma Army National Guards (OKANG) Regional Training
Institute (RTI) in Oklahoma City. (See included map #1 for where the RTI is located)

Oklahoma Army National Guard Regional Training Institute
6500 North Kelley Avenue
Oklahoma City, Oklahoma

Once I get to the RTI campus, where do I go for Encampment check in?
Once you enter the security gate on Kelley Avenue, after you pass the guard house, turn left. You
will enter a parking lot. Park in a parking place in front of the Education Center. It is the first
building on the left. Come inside the Education Center. You will see where you need to go from
there.

See included map #2 for where on the RTI campus check in will take place.

When is check in for the Encampment?
Check in time for cadets attending Encampment is from 12:00 to 16:00 on Sunday
25 J une 2006.
Check in time for Encampment staff (including cadet staff) is from 08:00 to 10:00 on Saturday
24 J une 2006.

How much spending money should I bring to spend during the encampment?
Dont bring more than $20 in cash. Cadets with more than $20 will have the funds over $20
secured by the encampment staff. Those funds will be returned after graduation.

Do I wear my uniform to get to the Encampment?
No, it is not necessary to wear your uniform while traveling to the encampment. However, once
you have checked in to the encampment and are assigned a room, you will have to unpack and get
into the uniform of the day. The uniform of the day for Sunday is BDUs.

Can I wear my squadron tee-shirts at encampment?
No. For PT, and with BDUs, you wear the encampment tee-shirts issued to you during check in.
These are yours to keep. You will receive 3 of these tee-shirts. They are part of the encampment
uniform. You will need the appropriate white under shirt for your blues.

Someone told me that the TAC officer will go though all of a cadets stuff when they unpack. Is that
true?
Yes. It is called shakedown. The TAC officers will be looking for contraband and items not on
the equipment list. If such items are found, they will be confiscated. They will be returned to you
after graduation. Depending on the nature of a contraband item found, you could be sent home.

Can Cadets bring candy, snacks, soda or energy drinks to the Encampment?
No. Food and drinks are provided by the Encampment, as well as snacks. Any such items found
during shakedown will be confiscated. They will be returned after graduation, unless it/they
turned green during the week. If it turned green, it will be disposed of and not returned. For those
cadets that drink caffeinated beverages, it is suggested you stop drinking them now, because you
wont have access to them at Encampment. No gum.

I only paid the deposit, how and when do I pay for the balance owed for the Encampment?
Bring a check or money order payable to Oklahoma Wing Civil Air Patrol. Be sure to write
the last name of the cadet and the cadets CAP ID number in the memo field. It will be collected
during check in. Please dont bring cash.

What if I dont have a lot of uniforms?
You need at least one set of blues (uniform short sleeve shirt, uniform slacks, shoes, black socks,
uniform belt, flight cap) and one set of BDUs (you really need summer weight, winter weight is
going to be awfully hot with the temperatures at or near 100 degrees regardless of the weave, the
hat, blouse and trouser shall all match). Washers and dryers are available (no charge), but you will
need to bring your own small container of laundry detergent to get you though the week. You
may be able to get two days out of a uniform before it needs to be laundered. You wont get three
days out of a uniform. It will simply just smell too bad.

Most of my stuff looks like everyone elses. How do I know which is my stuff?
All items of clothing, personal belongings, equipment, etc. should be permanently marked
(Sharpie marking pens are good for this) with the 1
st
four letters of the members last name, and
the last four digits of the CAP ID number. This marking should take place before you leave home
to come to encampment.

During check in, cadets will be asked to provide the information about their departure:
Who (the full name) is picking them up after the graduation. If it is not one of the parents on the
encampment application (CAPF31), then a signed note from one of the parents will provide the
full name of the person picking the cadet up from the encampment.

Can Cadets with a state drivers license drive themselves to the Encampment:
Yes. For those cadets that are driving themselves to the encampment, they will surrender all of
the keys to their vehicle while they are signed into the encampment. While they are signed into
the encampment, they will not have access to their vehicle or the vehicles contents.

Cadet vehicles shall not be driven to Tinker for graduation.

After graduation, those cadets with vehicles will be returned to the RTI so they can depart for
home from the RTI in their vehicle.

Prior to departure, the cadet will be required to provide an estimated time of arrival at their home,
and a phone number to the encampment commander.

Upon safe arrival at home, cadets driving themselves will be required to report their arrival to the
encampment commander.

Cadet Cell Phones, pagers, two way text devices, walkie talkies:
Cadets that arrive at encampment with cell phones/pagers/two way text devices/walkie talkies
shall surrender them during check in. They will be returned to the cadet after graduation. They
will not be needed during the encampment. If they are not turned in during check in, they will be
confiscated as contraband. Best option: leave cadet cell phones and other gadgets at home,
you wont need them and cant use them. For those cadets on the cadet staff in a position that
requires communications capability for encampment purposes, the encampment commander will
issue them a CAP radio. In order to graduate, the radio must be returned in the same condition to
the encampment commander.

The cell phone was obtained so that my parents could contact me in the event of an emergency.
That may be very true. While the cadets are at the encampment, they are there to concentrate on
learning information and practicing their skills. Cadet cell phones have proven to be a large
distraction during encampments. Should an emergency arise, you may contact one of the numbers
listed below to convey the emergency. Your cadet can be found very quickly and placed in
contact with you.

In the event of a Family Emergency during the Encampment:
Should a family emergency arise, and your family needs to make contact with you, they may
contact any one of the following:

Russell Davis, Captain, CAP
Encampment Commander
Cell phone (405) 314-5575

J ennifer Dalman, Major, CAP
Deputy Commander for Cadets
Cell phone (405) 213-4553

J immy Thompson, Lt, CAP
Lead TAC Officer
Cell phone (405) 201-7827

You will be found very quickly and placed in contact with your family. This capability is for
emergencies only.

Cadet Personal Electronics:
Gameboys , PSP, IPods, etc. should be left at home.

Contraband:
If an item is not on the equipment list, then dont bring it.

Why do I have to carry a CAPF60 on my person at encampment?
The CAPF60 is a small form, carried on your person. You should carry it on your person at any
CAP activity, not just encampment. It has emergency contact information (who do we call, the
name of your personal physician, the name of your squadron commander), as well as information
about any medical condition you might have plus medication(s) you are currently taking. Should
something happen, and you are unable to speak for yourself, the CAPF60 is used by those
providing aid to assist them in determining your condition until more information can be obtained
through other means.

Where is Encampment Graduation?
Graduation will be held at Tinker Air Force Bases (AFB) Parade Field (also called the soccer
field) and then we move directly into Tinkers Base Theater.

When is Encampment Graduation?
Graduation starts at 09:00 and ends by 11:00. It is Sunday, 2 J uly 2006.

How do my friends and family get access to come onto Tinker AFB?
For those individuals that wish to attend the graduation and/or pick up their cadet/spouse/loved
one from Tinker, they will have to have access to Tinker or be on an Entry Access List (EAL).

For those with access to Tinker, use the gate of your choice that is open.

provide the following information during the check in process (see Map #3):

1. Full name.
2. Date of birth (including the year).
3. Gender.

In order to comply with Tinkers security requirements, we have to provide Tinker the complete

we do not have a way to add names to the list. If you are not on the EAL, you will be denied
admittance to the base.

Where is Tinker Air Force Base?
Tinker Air Force Base is in the Oklahoma City Area. It is East of INTERSTATE 35, and just
South of INTERSTATE 40. Refer to Map #3 (included)

Which gate at Tinker AFB do they use to enter the base?
Use the Eaker Gate (North side of base, just off INTERSTATE 40 between Air Depot Boulevard
and Douglas Boulevard). Refer to Map #4.

How do they get from the gate to the graduation?
Refer to Map #5 for directions from the gate to the graduation.
1. Once you have entered the base from the Eaker gate, proceed due South (straight ahead) in the
right hand lane (you are on F Avenue) to the stop light.
2. Turn right (West) at the stop light onto Arnold Street.
3. You will pass through an intersection with a stop light at F Avenue.

6. You will pass through an intersection with a stop light at Air Depot Boulevard.
7. Work your way over to the left lane.
8. You will pass the Base Chapel (left side of car). Once past the chapel, you will see the base
theater (left side of car).
9. Proceed to the traffic light (McNarney is the cross street).
10. Turn left onto McNarney Avenue.
11. Turn left into the first entrance on the left side (East) of the street and find a parking place.
12. Refer to Map #5 on how to get to the Parade Field.

Driving a vehicle on Tinker AFB:
Tinkers speed limit is 25 MPH. As you near the parking area for graduation, please note the
speed limit drops to 15 MPH. If you are caught speeding, you may be escorted off of the base,
and you and your party will not allowed back onto the base.

When driving on an AFB, the driver cannot use a cell phone unless he is using hands free
(headset) capability. If you are talking on the cell phone when trying to pass through the gate, you
will have to sit there until you end the call.

In order to enter the base, you will need to show:

1. Proof of current insurance for the vehicle.
2. A valid state (any state) drivers license (has to have a photo of the driver on it) for the driver
of the vehicle
3. For passengers in the vehicle over 15 years of age, some form of photo identification (school
