Overview
> Objective: through RF optimisation and parameter tuning, prepare 3G network for successful commercial launch respecting the operator deadlines and guaranteeing the network quality (user perception). > Scope of work: 1.100 sites integrated in 2 regions covering 7 city areas (including Lyon and Marseille). > Project spanning from October 03 to November 04.

Focus is set on the RF quality (coverage, interference control, neighbouring ) as the foundation of the WCDMA network performance.

Main steps
> Preparation: set up drive test solutions, tools, equipment, process definition, build the team, meet operators engineers > RF Design Audit: check design thresholds, understand the simulation tool, detect routes and site issues > Optimisation Process: Site > Cluster > Network Optimisation > Quality Audits. > Post-Audit Sites Optimisation (late arrival sites). > Prepare deliverables and formalise knowledge transfer. > Support specific working groups on complex features fine tuning. First, control the RF quality using basic RABs and controlled feature activation. Then, tune the complex features in known and RF-optimised environments.

The RF pre-optimisation phase allows to highly reduce the amount of work during drive tests.

> Need good RF prediction tools, accurate models and updated databases (aerials, parameters). > Must take into account agreement on design assumptions and targets. > The pre-optimisation allows to:
Audit the site aerial configuration when visiting the sites. Advance decisions on tilts reducing the number of issues to analyse and correct during the drive test check (interferers, coverage ) Create much more accurate neighbouring plans (3G and 3G-2G).

> Huge quantities of data are coming from all the interfaces of the activity, though, to make sure of detecting any evolution of the network, a panel of KPIs indicators have to be set up, with the following mandatory characteristics:
Reliable: Stable enough when nothing happens but able to detect any change as well as able to help quantifying the change. Synthetic: Able to sort the main information through the quantity of data used. Complete: Able to take into account any information coming from the network

> The metric monitoring and reporting shell be performed at different levels (RNC level, cell level, etc.) and for different time intervals (busy hour, daily, weekly). The reporting is provided with detailed sections but will also have summaries specifically aimed at (a) Executives (b) Marketing (c) Engineering. > This reports (High level KPIs + Congestion) must be executed and stored at RNC and cell level and for each day of the monitoring activity period.

Fast alarm HHO implementation: The Fast Alarm handover feature algorithm allows better reactivity from UTRAN, as only one radio criteria is used for both alarm measurement and handover triggering. It also has a positive impact on network capacity as it limits the time during which Compressed Mode is active ==> CS and PS traffic increase by 20% through reducing the number of HHO detections we would be extending 3G voice customers experience and consequently 3G Revenue. Iub renegotiation trial: this function allows the bandwidth with is reserved on the Iub to be renegotiated and rebooked following a change of Radio Bearer ==>This feature allowed the Iub to be used in a more efficient manner for PS services + significant reduction of CAC failures due to lack of bandwidth.
