'Fiji First' Unveiled As Bainimaramas New Party Name For Elections


Fiji Prime Minister Josaia Voreqe Bainimarama has unveiled the name of his proposed party. and economic growth by putting in place fiscal policies that generate confidence and encourage investment; We have reduced personal income tax and increased income tax thresholds so that those who earn less take more money home; We have brought about equality for all iTaukei ensuring that lease monies and access to education are not just for the elite iTaukei but for commoners also; and We now have free text books and subsidized bus fares for our school children who come from poor families. These are just some of the things that we have achieved in such a short time. My government is delivering on our vision of a Fiji that recognises, very simply, we are all Fijians. We will at the same time celebrate and protect the rich and diverse mixture of traditions and indigenous culture that builds a strong united Fijian community. But we have much more to do. The work that we started must continue. If the work is completed under the proposed Fiji First, we will become more prosperous, Fiji will be more peaceful and Fiji will become a stronger nation. You and your families will have a better future. But the work my fellow Fijians cannot be completed without you coming along with me on this journeywe all need to put Fiji firstthe proposed Fiji First needs you. Fiji Welcomes Lifting Of Travel Bans By Australia, NZ


The Fijian interim government has welcomed the decision by Australia 4 and New Zealand to lift existing travel sanctions on senior Fijian officials. The government in Suva said in a statement, it "always believed the sanctions were ill conceived and served only to discourage talented and qualified individuals from serving Fijian people." "The removal of sanctions is a positive step towards restoring normal relations between our governments," the statement said. The lifting of the travel sanctions were announced by Australia and New Zealand on Monday. The bans have been in place since December 2006, following the military coup that brought Mr Bainimarama to power. The recent move is the latest by the Australian Foreign Minister, Julie Bishop, to restore relations with Fiji in recognition of progress towards a democratic election. Ms Bishop said the decision was in line with the Australian Government's policy of re-engagement and normalisation of bilateral relations with Fiji. Her New Zealand counterpart, Murray McCully, said the removal of remaining bans recognised the progress being made in Fiji towards holding free and fair elections. He said the long-awaited Electoral Decree has been published, an elections supervisor appointed and more than half a million people have been registered to vote. The sanctions affected interim prime minister Frank Bainimarama, his ministers, senior military and judicial figures and their families and have been in place for seven years. 4 Earlier this month, Mr Bainimarama stepped down as commander of Fiji's military in order to contest the 4 elections. Facebook post reveals illegal intentions to bypass traffic enforcement A recent local Facebook post advertising the sale of illegal digital radar laser detectors has sparked an investigation by police. You can beat the police, beat the radar guns and cheat the law but you cannot protect your life on the road if you are speeding, said Director Traffic Control Unit, Senior Superintendent of Police Mahesh Mishra in response to questions about the illegal sale. He expressed his disappointment about vehicle owners and drivers trying to cheat the law and escape from the speed radar guns. His concerns follow a post on the social network site, Facebook, seeking interest in purchases of Digital Radar Laser Detectors after they were shipped into the country. This is illegal and whoever is doing it will be taken to task, SSP Mishra said. A laser detector in vehicles alerts the drivers of police radar guns from a distance and drivers speeding are likely to reduce their speed and cheat the law Under the Land Transport Act, no vehicle is to be fitted with the radar laser detector as it is an offence, SSP Mishra said. Our investigation team is already looking into the matter and once this person who is taking orders on Facebook is located, we will bring him in for investigation. We strongly recommend people not to get this fitted in their vehicles because one can cheat the system but it will not always be able to protect itself on the road as anything can happen and majority of accidents are caused by speeding. One of the countrys largest private equity and investment firms, Fijian Holdings Limited has announced an interim dividend of just over $3 million. This is based on the FHL Groups overall performance for the six month period ending December 31st, 2013. This will see over 1,300 FHL shareholders receiving their dividends on April 30th. The 10 cents per share dividend payout will be the same for A and B class

shareholders. At the end of 2013, FHLs total shareholders equity stood at $214 million. FHL is one of Fijis largest conglomerates with 15 subsidiaries in Fiji, Papua New Guinea, Samoa and the Solomon Islands. Fiji Sets September 17 As General Election Date


Fiji is to hold its first general election since the 2006 coup on September 17, its military rulers have announced. The news came less than a month after Frank Bainimarama stepped down as its military leader so he could contest the polls. Mr Bainimarama led the coup that ousted democratically-elected PM Laisenia Qarase in December 2006. Fiji experienced four coups between 1987 and 2006. Australia and New Zealand imposed sanctions following the 2006 coup, while the Commonwealth fully suspended Fiji's membership in 2009, after the military government refused to call polls by 2010. Some restrictions have been lifted as plans for the election have progressed, however. Mohammed Saneem will oversee the elections as the new Supervisor of Elections. He resigned from his positions as Permanent Secretary for Justice and acting Permanent Secretary Responsible for Elections to take up his new post. The new Electoral Decree governing the conduct of the elections was also released. Attorney-General and Minister Responsible for Elections Aiyaz Sayed-Khaiyum caught political parties by surprise when he announced the comprehensive election package. The parties were only expecting the electoral laws. Mr Sayed-Khaiyum said after making the major announcements in Suva: Now, its over to the parties. For weeks leading up to the announcements, parties had been clamouring for the election details. Now they have them. The election day will be a national holiday to facilitate voting.

Minister for Immigration Joketani Cokanasiga said the implementation of the IBMS was successfully launched in April last year and have undergone further developments. Within the past 12 months there were further developments, new software created and aligned, to have the system communicating to each other and more importantly the retrieving of data for analysis purposes which will then assist in decision making, Mr Cokanasiga said. He reiterated that the Roadmap for Democracy, and Sustainable SocioEconomic Development (RDSSED) 20092014 mandated a review of all Border Control Systems operational

Mul Chand Prasad returns home to invest and provide boost in agricultural exports
A Fijian businessman who left the country in 1987 has returned to give something back to the place he calls home. JMO Exporters (Fiji) Limited managing director Mul Chand Prasad said he was excited about starting a venture in Fiji during the ground-breaking ceremony for their new factory in Navua. I have factories overseas and better opportunities; I just thought why not Fiji and give work opportunities to locals, he said. We have six retail outlets spread across South East corners of Queensland and wholesale customer base in all Australian cities and major municipalities. Mr Prasad said he bought the freehold land for his Navua factory from an uncle. The factory I will build will cost me about $3 million and I have already injected $1 million so far, Mr Prasad said. Chief guest and Permanent Secretary for Agriculture Ropate Ligairi said it was another milestone in enhancing the linkage of farmers to the export world. This day will go down in the history books on the growth of the Agricultural export industry in Fiji, he said. Some new products that have never been exported from Fiji like Giant Taro or Via will be exported from this factory and the wide scope of varieties would mean new additional opportunities that all stakeholders can work together to exploit. To explore and take advantage of these opportunities, our Government has introduced tax incentives to support farmers and stakeholders, Mr Ligairi said. JMO Exporters new factory is expected to be completed in six months. New Government initiative Mr Ligairi highlighted the new initiative that Government has put in place whereby young interested Fijians are provided with the opportunity to pursue farming as a business through the Commercial Farmers Scholarship. He said the foundation of the project was built on trust, which was the way forward for the new Fiji.

Fiji's Elections Office is looking 8 at the option of introducing Braille ballot papers for visually impaired voters. Newly appointed Elections Supervisor Mohammed Saneem said while he is not aware if any country in the world is using Braille as a ballot paper, it could be an option to consider and they also need to take the expenses allocated with that into consideration. With the 2014 Electoral decree allowing a voter to request for a presiding officer to assist the voter to cast a vote with another election official, Saneem said the idea was to get Fijians to be confident in the process. 3 In Custody Over Illicit Drugs Find


A 43-year-old barman, a 67-yearold foreign national and a 33-yearold woman of Nadi have been taken into custody in relation to a parcel of baby items sent from Burundi which allegedly contained illicit drugs. According to Police, Custom officers had intercepted the parcel containing some baby items on the 26th of March and upon initial investigations and tests found substances believed to be illicit drugs. The barman was arrested at the Nadi International airport when he went to claim the parcel. Upon questioning, he informed officers that he was picking up the parcel on behalf of a foreign national residing in a Holiday Apartment in Nadi. Police conducted a search at the apartment and arrested the foreign national and the woman. All suspects are in police custody as investigations continue. Chief Operations Officer Assistant Commissioner of Police (ACP) Rusiate Tudravu is again reminding members of the public that they could face hefty penalties if they are found to be involved in such illegal activities. Under the Illicit Drugs Control Act 2004, Section 4 (1) Any person who without lawful authority imports or exports an illicit drug commits an offence and is liable upon conviction to a fine not exceeding $1,000,000 or to imprisonment for life or both. All aspects from the importation, manufacturing, cultivation, transportation, dealings, and even to the act of conspiracy or having knowledge to commit an offence against the Act are covered in the legislation. Those found guilty of conspiring with another to commit offences under the Act you could face a fine of up to $500,000 or an imprisonment term of 14 years. Two cases of illicit drugs were reported last week and investigations are continuing.

Trade Pasifika 2014 was officially opened in Fiji Tuesday night with a firm recommendation from host country Fiji for stronger intra-regional trade among Pacific Island Countries and Territories (PICTs). This, it believes, will provide the best platform for exchange with international trade partners, given the many challenges that characterize business and entrepreneurship in individual countries in the region. Intra-regional trade, amongst our Island countries, should be seen as a 'stepping stone' and 'building block' to trading with international partners. Therefore, there is a need for Pacific businesses and traders to come under one roof to create business linkages and synergies between importers and exporters, in order to facilitate and grow trade and business in the region, said Fiji's Permanent Secretary for Industry and Trade Shaheen Ali in his welcome speech at Tuesday night's opening reception. FIJI has successfully integrated financial education into the school curriculum of 907 schools in Fiji since last year, says Reserve Bank of Fiji governor Barry Whiteside. Mr Whiteside said about 200,000 students were learning about basic financial skills in their classrooms. He made this announcement during a joint session of the Alliance for Financial Inclusion (AFI) Pacific Islands Working Group and the Financial Inclusion Strategy Peer Learning Working Group meeting at the Sheraton Fiji Resort and Spa in Nadi last week. Fiji's main television station has been found guilty of hate speech after it broadcast comments warning the country's military leader that the Indian minority were using him for their own ends. But the speech, by Ratu or chief Timoci Vesikula, has starkly revealed that Fiji's supposedly dormant racial tensions are a potent if suppressed force. "Race is a fact of life, and it is very difficult to reconcile our differences," Vesikula told military leader Frank Bainimarama in a meeting aired by Fiji TV. A regime-created body, Media Industry Development Authority (Mida), received a complaint from Ministry of Information secretary Sharon SmithJohns who claimed it breached the regime's Media Decree Code of Ethics. Without any hearing, chairman Ashwin Raj issued a ruling saying Vesikula was guilty of hate speech and Fiji TV has to broadcast a retraction. Vesikula could now face 10 years' jail and Fiji TV a heavy fine. Paradoxically, Mida provided a further translation of Vesikula's speech including the statement: "Even though we have lived together for a long time, you can't mix water with kerosene." Ever since staging his 2006 coup, Bainimarama has claimed to have taken race an element in all four of its coups out of Fiji politics. Commonwealth Offers Technical Support


The Commonwealth has welcomed recent developments in Fiji and has made known it remains willing to offer any technical expertise needed to assist the conduct of the 2014 Elections in September. In a statement, Commonwealth Secretary-General Kamlesh Sharma welcomed the announcement that elections will be on 17 September 2014. In particular, he noted the gazetting of the Electoral Decree and the appointment of a Supervisor of Elections. TLTB Collects Rent


THE iTaukei Land Trust Board has collected $3.4million in rent subsidy for the first half of 2014, out of which $200,000 was from the second half of last year. Presenting to the Committee for Better Utilisation of Land (CBUL) meeting in Labasa on Tuesday, TLTB deputy general manager Solo Nata said they were aiming to renew and issue a total of 20,278 leases by 2016. Mr Nata said 22 sitting cane leases and seven new leases were approved last month alone. He said another 11 leases for incoming tenants were renewed between January and February this year. "There has been an increase in renewal because we have been renewing leases right up to 2015 and 2017 and on," he said. "This kind of rate is a much improved rate compared to when we first began the renewal and it is ongoing on a monthly basis."

Two Nasinu families and three companies face court proceedings for dengue-related cases. They allegedly breached the Public Health Act. The Nasinu Town Council instituted proceedings after the accused allegedly failed to comply with requirements of the Act. They allegedly did not remove their rubbish which was potentially a breeding ground for dengue mosquitoes The councils acting Health Inspector, Shelvin Singh, said the families and the companies lived and operated within their municipality. Earlier in January, we issued house to house advice and to companies to put out all their refuse within a period of time we allocated, Mr Singh said. However, some did not follow this and they have been taken to court for not destroying mosquito breeding places in their compounds. This is a violation of the Public Health Act, Mr Singh said. He said the council, since the start of last month, had been involved in the Ministry of Healths National Campaign for the fight against Dengue. We have an ongoing plan for fighting dengue through clean-up campaigns and mosquito spraying. This is on hold because of the unfavourable weather conditions we are having. He said the clean-up was to clear mosquito breeding sites and collect home rubbish and refuse. Narere and Kalabu were found with the most rubbish as they are two of the most populated areas within the Nasinu zone. He said old tires and empty plastic containers were the most refuse collected during the National Dengue Campaign that ended last week. Increasing awareness on autism in Fiji is our role as advocates, says President Ratu Epeli Nailatikau. Ratu Epeli made the comment at World Autism Awareness Day celebrations at the Suva Special School. Autism is a life-long developmental condition usually affecting children and characterised by lack of response to people as well as limited ability to communicate, he said. Unfortunately in Fiji we do not have the statistics to indicate how many children or adults live with autism. Ratu Epeli said the numbers attending special schools had been increasing, which showed that there were many more unidentified children with autism in the community. As part of my contribution, I request the relevant Government agencies to assist in collating data on autism so that more meaningful analysis and decisions could be made on how Fiji as a nation can support our people who live with autism.

A mother and her partner have been jailed by the South Australian Supreme Court after a four-year-old girl died when repeatedly forced to ride a motorbike. Liberal Leader Justin Trudeau has a new definition of Canada's middle class that could exclude anyone who has some money socked away for a rainy day. "For me, it's people who live paycheque to paycheque," Trudeau said Wednesday. That's a switch from what the Liberal leader said earlier in the week. "People who live off their incomes are the middle class and those who live off their assets, their portfolios, their trust funds are not," Trudeau said Tuesday, similar to how he defined middle class a day earlier. When Trudeau raised the issue of middle class debt and financial stress in the Commons during question period, Prime Minister Stephen Harper tore into Trudeau's new paycheque-topaycheque definition of middle class. "So that would exclude, Mr. Speaker, people of modest incomes who have saved something, like pensioners, who are not living from paycheque-topaycheque," he said. "And, of course, Mr. Speaker, it would include people

Lee adds that wide range captures the full gamut of middle class, including what he calls the lower and upper middle classes.

B.C. government looking at raising fines and points for those ticketed The B.C.government is aiming to increasing penalties for distracted driving before the end of the year. Currently the fine for distracted driving in B.C. is $167 dollars the second lowest in Canada. The announcement comes a day after news that a Vancouver man racked up 26 tickets and fines of $4,300 in a fouryear period. In 2012, distracted driving accidents led to more deaths than were caused by drunk driving in B.C., said Attorney General Suzanne Anton. There were 81 deaths caused by distracted driving, and 56 caused by drunk driving. Anton said she is looking at a number of approaches to the problem, including raising fines and points on driver's licences. "I think the fines will make a difference and I think the points will make a difference. Fines plus points is much more damaging to a person's record, so that's another piece that I'm having a close look at." Premier Christy Clark says she's looking forward to the changes. "I don't want to prejudge the outcome of that, but I think it's worthy of a good hard look, because if that's the reason many many people are losing their lives, we have a responsibility to address it." While the basic fine for misuse of a cellphone or hand-held electronic device is $167 in B.C., police can more than double that if they find youre driving erratically as a result. Distracted driving can also involve eating while driving or even having a dog in your lap.

An arrest warrant has been issued for Andre Harvey Richard. Langley RCMP say the 44-year-old is under conditions to have no contact with his estranged wife. Mounties believe Richard broke into the family home on Wakefield Drive in Willoughby and lit it on fire. Corporal Holly Marks says the woman was then assaulted with a weapon. Her daughter actually came into the room and witnessed the assault and attempted to stop it, and was assaulted herself. The mother, her 14-year-old-daughter and 8-year-old son managed to get out. The mother and daughter are being treated for non-life threatening injuries and they are currently in the hospital and the son is there with them as well but is not injured. Investigators originally thought the 44-year-old man may have been inside the home which went up in flames early Wednesday morning. They are now searching for a 2006 grey Saturn Relay van with the license plate 804-HWC. He has a history of domestic violence.

Covering the cost of health care and providing a pension for every Canadian will push the country $2.2-trillion further into debt, a new report by the Fraser Institute suggests. The analysis in the report released Tuesday calculates the liability for the current cohort of Canadians that means the promised program spending for people living today less expected tax revenues. And as the population ages and relatively fewer young Canadians enter the workplace and pay taxes to pay for program spending the shortfall, or unfunded liability, has continued to increase. It has grown by more than 20% since 2007-08. If the governments continue on the path that theyre on, something has got to give, says Charles Lammam, resident scholar in economic policy at the conservative think-tank. Taxes have to go up, or benefits for other

programs have to be reduced in order to maintain the same levels of spending we see now. The report looks at the three largest government programs: Canada Pension Plan, Old Age Security, both public health programs and medicare. These items alone account for a $2.2-trillion liability. Add in direct debt and the total unfunded liability hit $4.1-trillion in the 2011-12 fiscal year, according to the report. Theres a pretty big gap in knowledge about what needs to be done to maintain funding of these programs moving into the future, said Mr. Lammam. In addition, governments are taking on billions in debt to finance operational and capital spending. Direct borrowing for municipal, provincial and federal governments in Canada grew to $1.2-trillion in 2011-12 from $872.2-billion in 2007-08. Ontario, Quebec and Alberta are the governments with the top three liability loads, respectively. Ontario owes $1.6-trillion, Quebec $956-billion and Alberta $559.6-billion. We have programs where governments have committed themselves to providing benefits, but the programs are not fully funded, Mr. Lammam said. Economists who looked at the report said it raises some valid concerns, but appears to fail to take into consideration increased tax revenue due to economic growth. This looks like a silly exercise in trying to get people to be frightened about debt, said Stephen Gordon, an economics professor at the University of Laval. The basic point seems to be that commitments for future spending should be considered the same way that regular debt is, and thats a fair point, but it obscures the point by ignoring future revenues. Mr. Gordon noted the institutes model

for the CPP liability excluded future contributions to the program. Its absolutely wrong to conclude that theres an imminent crisis that requires action. Action has already been taken, he said. The same thing for medicare. The present value of the costs of providing health care is likely to be a very, very big number. But it should also be offset by another very, very big number that is the present value of the tax revenues that can be expected to be generated in the future. Likewise, Mike Moffatt, an assistant professor at the Ivey School of Business at the University of Western Ontario, said the Fraser Institute was valuable for pointing out the coming decline in taxpayers relative to the expected increase in program spending. Im not sure I would call that an unfunded liabilities issue. I think its simply more of a demographic issue, he said.

Pay Up Translink Fines, ICBC Orders Drivers

Thousands of B.C. drivers are now being told they must pay old fines issued by TransLink for fare evasion if they want their auto insurance or driver's licences renewed. The unpaid tickets 37,000 of them worth $5.7 million were issued between 2002 and 2012. Provincial legislation passed in 2012 gave TransLink new powers to make fare evaders pay their fines and it also compelled ICBC to deny renewals until fines are paid in full even old ones dating back more than a decade. ICBC spokesman Adam Grossman said it took time for ICBC to make changes in its system to go after the pre-2012 fines, but it has now done so and the first "refusals to issue" on old tickets went into effect Monday. "We actually started contacting customers at the beginning of March to let them know they had outstanding transit debt on their record," Grossman said. "We're starting with those due to come in soon for either their licence or insurance renewal. We started with calls and then follow up with letters

as well and there will be notes on insurance renewal reminders that go out as well." He wasn't able to say how many drivers will be affected. In the years before the system was reformed, 85 per cent of fare evasion fines issued by Transit Police went unpaid because TransLink had no power to enforce payment. That dismal payment rate has improved. As of February, nearly 30 per cent of the 36,300 fines issued since September 2012 have been paid, generating $1.8 million since the new system took effect. Fines paid since then go to TransLink, while the money collected by ICBC on older fines goes to the province. New fare evasion fines start at $173 but climb to $213 after six months and $273 if they're unpaid after a year. TransLink can also send unpaid tickets to collection agencies. TransLink expects fare evasion will diminish further as a problem later this year when new transit faregates and the Compass card payment system are fully activated.

Changes to B.C. Ambulance Service protocols quietly introduced last fall have resulted in lengthy emergency response times and an increase in patient risk, according to Vancouvers fire chief. John McKearney on Tuesday presented to city council a report on the impact of changes to BCASs resource allocation plan, implemented in late October. Chiefly, dozens of call types including serious falls and some motor-vehicle injuries have been downgraded from emergency to routine, resulting in response times to those calls being an average of 21 minutes slower, he said. Once they move from emergency to routine on these incidents it changes the whole timeline to get to a call, Chief McKearney said in an interview after his presentation with city manager Penny Ballem. My officers have given me numerous cases where the patient is in distress, the [call type] is routine and it has taken way beyond what is an appropriate level of service. Chief McKearneys findings are specific to Vancouver, but he said the changes impact all municipal fire services in the province. Further, the fire chief says the changes were implemented suddenly, with no prior consultation with fire services or the public. We woke up on the morning of the 29th of October and the calls started to come in from my officers that the ambulances arent showing up to these calls, he said. When we finally got informed we got information from the Fire Chiefs Association [of B.C.] at about 10:30 a.m. [we learned] the ambulance service had instituted this five hours before, at 5:30 a.m. But William Dick, vice-president of medical programs at B.C. Emergency Health Services (BCEHS), the agency that oversees the BCAS, said the changes were made based on medical evidence and scientific data. This has resulted in ambulances getting to the sickest patients an average of one minute faster provincially while reducing the amount of high-speed, lights and sirens driving they do, increasing public safety, Dr. Dick said. Lower priority patients are waiting an average of six minutes longer provincewide, he conceded. In the past, [these decisions have been made] with just anecdotal evidence, hearsay and best opinion, basically. This is the first time that weve used a scientifically valid, statistically rigorous way to actually look at these calls. He stressed the changes are not about reducing costs, but rather using resources in a smarter way. Both Chief McKearney and Dr. Dick were unclear as to each others data. I cant speak to his information, Dr. Dick said. I just know that it certainly doesnt come close to matching ours and I think I have a really robust global overview of whats happening in the province and each municipality. I am absolutely confident in my data. Chief McKearney included five casestudy examples in his presentation. In one, a 65-year-old man fell, suffering a large laceration to his head. Vancouver Fire and Rescue Services (VFRS) attended and requested that dispatch upgrade the call to emergency; BCAS arrived 49 minutes later. In another, a 55-year-old man fell down two flights of stairs, suffering head trauma. VFRS attended and, after two calls for an urgent upgrade to emergency, BCAS arrived 40 minutes later. Dr. Dick called the examples extreme outlier cases. After Chief McKearneys presentation on Tuesday, Vancouver city council voted to write a letter to B.C. Health Minister Terry Lake asking the province to review the matter.

Anal Itching
What is anal itching? Anal itching is the irritation of the skin at the exit of the rectum, known as the anus, accompanied by the desire to scratch. Although itching may be a reaction to chemicals in the stool, it often implies that there is inflammation of the anal area. The intensity of anal itching and the amount of inflammation increases from the direct trauma of scratching and the presence of moisture. At its most intense, anal itching causes intolerable discomfort that often is described as burning and soreness. What causes anal itching? Anal itching can be caused by irritating chemicals in the foods we eat, such as are found in spices, hot sauces, and peppers. Anal itching also can be caused by the irritation of continuous moisture in the anus caused by frequent liquid stools, diarrhea, or escape of small amounts of stool (incontinence). Moisture increases the possibility of infections of the anus, especially yeast, particularly in patients with diabetes mellitus or HIV. Treatment with antibiotics also can lead to a yeast infection and irritation of the anus. Psoriasis also can irritate the anus. Abnormal passageways (fistulas) from the small intestine or colon to the skin surrounding the anus can form as a result of disease (such as Crohn's disease), and these fistulas bring irritating fluids to the anal area. Other problems that can cause anal itching include: pinworms, hemorrhoids, tears of the anal skin (fissures), and skin tags (abnormal local growth of anal skin). How is anal itching treated? Initial treatment of simple itching is directed toward relieving the burning and soreness. It is important to clean and dry the anus thoroughly and avoid leaving soap in the anal area. Cleaning efforts should include gentle showering without direct rubbing or irritation of the skin with either the washcloth or towel. After bowel movements, moist pads (such as baby wipes, flushable moist wipes, and flushable anal cleansing wipes) should be used for cleaning the anus instead of toilet paper. If there is constant moisture present in the anus or stool incontinence, it may be necessary to clean the anus with moist pads between bowel movements. Many over-the-counter products are sold for the treatment of anal itching. These often contain the same drugs that are used for treating hemorrhoids. Products used for the treatment of anal itching are available as ointments, creams, gels, suppositories, foams, and pads. Ointments, creams, and gels - when used around the anus - should be applied as a thin covering. When applied to the anal canal, these products should be inserted with a finger or a "pile pipe." Pile pipes are most efficient when they have holes on the sides as well as at the end. Pile pipes should be lubricated with ointment prior to insertion. Suppositories or foams do not have advantages over ointments, creams, and gels. Most products contain more than one type of active ingredient. Almost all contain a protectant in addition to another ingredient. Only examples of brand-name products containing one ingredient in addition to the protectant are discussed below. Local anesthetics Local anesthetics temporarily relieve pain, burning, and itching by numbing the nerve endings. The use of these products should be limited to the perianal area and lower anal canal. Local anesthetics can cause allergic reactions with burning and itching. Therefore, the application of anesthetics should be discontinued if burning and itching increase. Examples of local anesthetics include: benzocaine 5% to 20% (Americaine Hemorrhoidal, Lanacane Maximum Strength, Medicone) benzyl alcohol (Itch-X) 5% to 20% dibucaine 0.25% to 1.0% (Nupercainal) dyclonine 0.5% to 1.0% lidocaine (Xylocaine) 2% to 5% pramoxine 1.0% (Fleet Pain-Relief, Procto Foam Non-steroid, Tronothane Hydrochloride) tetracaine 0.5% to 5.0% Vasoconstrictors Vasoconstrictors are chemicals that resemble epinephrine, a naturally occurring chemical. Applied to the anus, vasoconstrictors make the blood vessels become smaller, which may reduce swelling. They also may reduce pain and itching due to their mild anesthetic effect. Vasoconstrictors applied to the perianal area - unlike vasoconstrictors that are taken orally or by injection - have a low likelihood of causing serious side effects, such as high blood pressure, nervousness, tremor, sleeplessness, and aggravation of diabetes or hyperthyroidism. Examples of vasoconstrictors include: ephedrine sulfate 0.1% to 1.25% epinephrine 0.005% to 0.01% phenylephrine 0.25% (Medicone Suppository, Preparation H, Rectocaine) Protectants Protectants prevent irritation of the perianal area by forming a physical barrier on the skin that prevents contact of the irritated skin with aggravating liquid or stool from the rectum. This barrier reduces irritation, itching, pain, and burning. There are many products that are themselves protectants or that contain a protectant in addition to other medications. Examples of protectants include: aluminum hydroxide gel cocoa butter glycerin kaolin lanolin mineral oil (Balneol) white petrolatum starch zinc oxide (Desitin) or calamine (which contains zinc oxide) in concentrations of up to 25% cod liver oil or shark liver oil if the amount of vitamin A is 10,000 USP units/day. Astringents Astringents cause coagulation (clumping) of proteins in the cells of the perianal skin or the lining of the anal canal. This action promotes dryness of the skin, which in turn helps relieve burning, itching, and pain. Examples of astringents include: calamine 5% to 25% zinc oxide 5% to 25% (Calmol 4, Nupercainal, Tronolane) witch hazel 10% to 50% (Fleet Medicated, Tucks, Witch Hazel Hemorrhoidal Pads) Antiseptics Antiseptics inhibit the growth of bacteria and other organisms. However, it is unclear whether antiseptics are any more effective than soap and water. Examples of antiseptics include: boric acid hydrastis phenol benzalkonium chloride cetylpyridinium chloride benzethonium chloride resorcinol Keratolytics Keratolytics are chemicals that cause the outer layers of skin or other tissues to disintegrate. The rationale for their use is that the disintegration allows medications that are applied to the anus and perianal area to penetrate into the deeper tissues. The two approved keratolytics used are: aluminum chlorhydroxy allantoinate (alcloxa) 0.2% to 2.0% resorcinol 1% to 3% Analgesics Analgesic products, like anesthetic products, relieve pain, itching, and burning by depressing receptors on pain nerves. Examples of analgesics include: menthol 0.1% to 1.0% (greater than 1.0% is not recommended) camphor 0.1% to 3% (greater than 3% is not recommended) juniper tar 1% to 5% Corticosteroids Corticosteroids reduce inflammation and can relieve itching, but their chronic use can cause permanent damage to the skin. They should not be used for more than short periods of a few days to two weeks. Only products with weak corticosteroid effects are available over-the-counter. Stronger corticosteroid products that are available by prescription should not be used for treating anal itching. What if anal itching persists? For persistent anal itching, efforts are directed toward identifying an underlying cause. An examination by a doctor can rapidly identify most causes of anal itching. Adjustments in diet, treatment of infections, or surgical procedures to correct the underlying cause may be required.

Vannier added that vitamin C appeared to have other benefits like creating collagen, a protein found in bones, skin and tissues. Vitamin C deficiency has also been linked to heart disease. A new study has suggested that women should follow a high-protein meal with half an hour of moderate exercise as it burns more calories as compared to exercising on an empty stomach. Ashley Binns, a doctoral student in kinesiology and exercise science who led the study at the University of Arkansas, said the goal was to determine the interaction between the thermic effect of food and exercise on the body's total energy expenditure, as measured in calories. Thermic effect is the amount of energy that it takes to digest, store and utilize the food we eat. Binns said that her team looked at the effects of protein consumption alone on total energy expenditure and protein consumption combined with exercise, and found that with exercise, there is a trend for a continued increase in caloric expenditure with higher protein consumption. Director Rohit Shetty said he would push the contestants of the adventure reality show 'Khatron ke Khiladi' to their limits. Rohit, 40, is hosting the fifth season of 'Khatron Ke Khiladi - Darr Ka Blockbuster' being aired from March 22. "While I know how to ensure that the contestants are always on their feet, I am going to push them to their limits. Action and entertainment are my forte and the lighter moments that I hope to create will make the 'Khatron Ke Khiladi' experience a truly memorable one," Rohit said. The filmmaker said he cannot keep himself away from giving a touch of humour to his work. "While I am excited by the concept of action and adventure, I can't keep myself away from adding a touch of humour to my work," he said. "While the scripts were being narrated to me, I kept improvising on them and that's how it all started. The seriousness, aggression and synergies will continue to be intact as per the theme of 'Khatron Ke Khiladi'," he added. Rohit recalled his father late stunt man M B Shetty on the show aired, which involved toughened glass. He said his father had introduced the special glass in Bollywood. The 'Chennai Express' director broke one such piece of standing toughened glass with gloved hands in the show. Shatrughan Sinha (born Shatrughan Prasad Sinha on 15 July, 1946) is an Indian film actor and politician. Apart from being member of Rajya Sabha twice he was also Union Cabinet Minister of Health and Family Welfare (Jan 2003-May 2004) and Shipping (Aug. 2004). He was elected to 15th Lok Sabha in 2009. Early life Sinha was born in Patna, Bihar to Bhubaneswari Prasad Sinha & Shyama Devi Sinha. He is the youngest of four brothers Ram, Lakshman, Bharat and himself. He was educated in Patna Science College. He is an alumnus of the Film and Television Institute of India Pune. Currently there's a scholarship being awarded on his name in the institute to Diploma students. He moved to Mumbai where he started his career in the film industry. He is married to former Miss India Poonam Sinha (ne Chandiramani). Acting career Shatrughan Sinha's first acting opportunity was playing a Pakistani military officer in Dev Anand's Prem Pujari. Subsequently, he got a small role as a police inspector in Mohan Sehgals Sajan in 1969. The release of Prem Pujari was delayed, so his first released film was Sajan. He played supporting roles in many films before appearing in Gulzars Mere Apne in 1971. He was cast along with Poonam Sinha then Komal in the movie "Sabak" (1973). He later appeared in Dulal Guhas Dost in 1974 and in Kalicharan in 1976. Sinha was selected by Rediff as one of the most unconventional actors in Hindi cinema (the others being Ajay Devgan, Amitabh Bachchan, Irfan Khan, Rajnikant, Shahrukh Khan, and Sunil Shetty). In 2008, he joined as a judge on The Great Indian Laughter Challenge show, season 4 on STAR One TV. On 3 October 2009, Sinha appeared on Sony Entertainment Television Asia's show Dus Ka Dum season 2 as host for a special episode. He is currently hosting Bhojpuri version of the popular game show Kaun Banega Crorepati on Mahuaa channel. He portrayed Chief Minister N.T. Rama Rao in Ram Gopal Varma's Rakta Charitra. But lately theres been a push to start buying full-fat products. Many low-fat dairy options contain loads of sugar to compensate for the loss of flavour. Buying natural, full fat, plain yoghurt is the best option. All dairy foods have numerous health benefits including offering high quality protein as well as calcium, magnesium and phosphorus, according to Burrell. Plain yoghurt in particular is a great choices and the total fat (8-10g) is relatively low overall, compared to other high fat foods.

Theres so much conflicting information out there, with the list of foods we should avoid seemingly growing longer each day. But were here to clear that up. We spoke to leading nutritionist and dietitian Susie Burrell about some of the foods health nuts say we should stay far away from. Turns out theyre not that bad after all.

Coffee

The humble potato has copped a bad wrap as some varieties are high GI, said Burrell. With fewer carbs (just 20g per serve) than the average serve of pasta or rice, a single potato in the jacket is another nutrient rich, extremely satiating food just watch the added butter!

Unlike regular white bread, the processing of sourdough means that it has a relatively low GI, meaning it releases its glucose more slowly into the bloodstream, says Burrell. If you can pick up a multigrain or soy and linseed loaf, all the better.

Coffee has a reputation as being unhealthy, but its actually packed with antioxidants. Theres good evidence to show 2-3 cups reduces heart disease risk factors, says Burrell. Plain black or small with a little milk is fine, but large serves of milk and sugar negate the health benefits, she said.

A small serve (1-2 pieces) once a week is no issue especially if lean varieties are chosen. More important is how it is cooked and if excess fat is disposed off, Burrell advises.

Some health nuts only use egg whites as a way to reduce their fat intake. But the yolk is where all the essential nutrients including Vitamin As and D, and essential fatty acids are packed in. Theyre not the cholesterol nightmare they are often considered to be, says Burrell. 1-2 each day is a nutrient rich addition to any diet.

Whole-milk yoghurt

For years weve been trained to reach for the low-fat or skim dairy options in the supermarket.

Forget the sugar-laden packet powders. Try making hot chocolate with raw cacao or pure cocoa powder with a small amount of milk and water. The addition of cocoa powder, which is rich in antioxidants, can make this a nutrient rich, tasty drink, says Burrell. The bitter nature of cacao also means you are less likely to overuse it.

With authentically athletic looks and performance balancing out good passenger space, cargo versatility, and loads of high-tech features, the 2014 Ford Escape is attractive to a wide range of buyers. Just last year, the Ford Escape emerged from a transformationescaping its boxy, SUV-influenced past and becoming a rakish, sporty, more carlike crossover with crisp handling, potent engines, and even a little more passenger space. The 2014 Escape carries into 2014 mostly unchanged, although the Escape SEL trim has been dropped from the lineup. From 2001 to 2012, you'll remember, the Escape did its best impression of the first-generation Explorer, down to the grille and window shapes and even the outdated graining of its interior plastics. This current 2014 Escape is everything but thata rakish profile and aggressive road-going stance on the outside; sporty, almost cockpit-like layout inside. The new athletic look of the 2014 Ford Escape is authenticated in its road manners. Outside of the Mazda CX-5, we can't think of a compact crossover in this class that handles as well. And there's plenty of choice in what you want under the hood: Ford turns to a trio of four-cylinders to replace its former four- and six-cylinder engines and the much-loved but discontinued Ford Escape Hybrid. The base engine's a carryover 2.5-liter four meant for fleets, while the mainstream choice is a 178-horsepower, 1.6-liter turbo four with straight-line acceleration competitive with its chief rivals,

Last year's SEL is discontinued, but the top Escape Titanium is even more of a top-of-the-line luxury model than before. For 2014, a Titanium Technology Package is now optional and adds HID Headlamps, a blindspot system, park assist, and rainsensing wipers. Other noteworthy features offered in the Escape include an improved but still complex MyFord Touch; a navigation system; HD and satellite radio; Bluetooth with audio streaming; pushbutton start; leather seating; all-wheel drive, with or without a 3,500-pound-rated towing package; and a panoramic sunroof. Don't even bother trying to remember what the Escape used to look like, because this isn't anything close to it. Ford last year gave the Escape a fromscratch redesign, with a rakish, athletic exterior and an interior that's daring, sporty, and perhaps a little busy. The Escape now looks the part of a modern crossover from the outside-with lots of passing resemblances to the new Hyundai Santa Fe Sport, or Mazda CX-5. Size up the 2014 Escape and its pert exterior, and you might see its tightly fitted form as part hatchback, part running shoe. With the longer nose, we see hints of a good sport wagon (or sport sedan), as well as enough of the familiar upturned rear pillar to see that some of the influences from the Ford Focus (on which it's based) made it through here intact. From the side it's

kicky and dynamic, but in front the mail-slot-sized grille still isn't working for us. The kind of modern look you get inside the Escape is less familiar, more bold and it stands as unique in this class. The overall theme of the instrument panel is upright yet chiseled, contoured, and heavily styled, and it wraps around the front occupants in a swoopy, finely detailed way that makes other compact crossover interiors feel boring. In turn, it loses the open, airy feel of the firstgeneration Escape, and the rakish look has some tradeoffslike compromised visibility and thicker roof pillarsbut this is the price of modernity. For 2014, with the discontinuation of the mid-range SEL, the top Titanium model gets a little more visual differentiation on the outside, with 18inch machined aluminum wheels, grill radiator shutters, and silver roof rails. At center, a wide ribbon of high-gloss grey plastic, with some climate and audio functions, loops around these a set of center-stack controls, with a piano-like layout of buttons and tall, skinny air vents. At the top of this Matterhorn of modernity, ironically, is a CD slot--the one relic of the past decade we can spot inside the new Escape from a dozen feet away. Oddly, there's another horizontal air vent beneath the LCD screen that seems to exist to cool the climate controls and knee caps.

Fans Raise Funds For Sami's Release


A group of Nadi fans are working around the clock raising funds to clear defender Krishna Sami before the OFC Champions League next week. Sami has been training with the Jetsetters since February but has not been able to obtain his release as the Blues Fan Club of Lautoka is demanding $10,000 for the former Fiji U20 defender's transfer. Nadi president Navneeda Goundar said they are keen to clear Krishna and the fans and well wishers of the team have taken up the initiative to raise funds for his release.

Tortorella And Vigneault A Contrast In Styles
Through seven years as the Canucks coach, Alain Vigneault never became The Show in Vancouver. He was an everyday, willing quote, as the coach is supposed to be. A calming, explanatory voice most of the time. Through good times and bad, it was never about Vigneault. As his first season in the Western Conference approached, John Tortorella swore it wouldnt be about him either. Particularly when it came to his relationship with the media. I dont hide from my history, he said back in August, while readying for his first Canucks camp. I think there are some good things I have done with my intensity and how I have handled things. And there have been a numberas long as my armof stupid things. I get that. I will put it to you this way: I am really cognizant that I need to change there. As this lost season crawls to a conclusion in Vancouver, we can say Tortorella succeeded in making the media sessions less about himself. But did that discipline find its release in his assault on the Calgary dressing room? Clearly, Tortorella was better off aiming his derision at Larry Brooks than Bob Hartley. His real downfall, however, is that he hasnt been able to apply himself to the team that Alain Vigneault left behind. Were losing games, so Im the idiot, Tortorella said Monday. And hes winning games, so hes the smart guy. Vigneaul has taken Tortorellas Rangers and virtually equaled last seasons output. As he brings the playoff-bound Blueshirts to Rogers Arena tonight, the club is on pace for 95 points this season. If last season had featured an 82-game schedule, the Rangers would have had 96 points. No one has to be an idiot here. But if the comparison is that Tortorellas job is likely in serious jeopardy after only one year in Vancouver, while Vigneaults standing is entirely stable in New York, then the question becomes, why the difference? For starters, it appears Vigneault has shaped his coaching style to his new roster, rather than the other way around. Any coach in this league adjusts the way he handles a team to the personnel that he has, Vigneault says. You might have certain things that you prefer to do, but you need the personnel to be able to apply certain things. Did he say, Any coach? It was embarrassing, Reo-Coker said with a laugh on Tuesday after a training session. But I've had worse. I should just be paying more attention to where I was going.
