April 5, 2014 Welcome, Mel Kennedy served as President of our Foundation for a combined total of 25 years, and he has been a Los Angeles reserve police officer for 32 years. Mel has given us a level of dedication that may never be fully realized or appreciated. His legacy touches much of what we are here to do this evening. This is the 40th anniversary of honoring the LAPD Reserve Corps and again tonight we also recognize our community leaders at the Twice a Citizen banquet that Mel envisioned and championed many years ago. We thank former President Kennedy for his years of leadership, and we look forward to filling his shoes by taking the Foundation and the LAPD Reserve Corps to the next level. The election has come at a time of substantial challenges and substantial opportunities. The LAPD Reserve Corps has nearly 70 years of extraordinary history. Thousands of men and women have come through the ranks of the Corps, giving much of themselves including, in some cases, their lives. On the night of December 22, 1945, when Chuck [Huseman] was about 10 years old, he said goodbye to his father, watching him leave for his patrol shift at Newton Division. That evening, his father was shot. He died nine days later, on New Years Eve. (Excerpt from The Rotator, Summer 2013) Thanks in large part to Police Administrator II Gloria Grube, Policeman Norbert John Huseman an Emergency Policeman, Serial # E7425, an early version of reserve officer will be posthumously awarded the LAPD Purple Heart later this year. This past year, the Department honored Reserve Policeman George Booker Mogle, as Chief Charlie Beck presented the Purple Heart to Mogle's 87-year-old daughter, Luelle Tralle. We must tell these stories. We must never forget their legacies. Tonight, we once again recognize our Reserve Officers of the Year, and we recognize our community leader honorees: Beau Boeckmann, Steve Fazio and Mel Kennedy. And we remember our friend Andrea Friedman, who passed away just a few weeks ago. She served as a Los Angeles Police reserve officer for 23 years and as secretary of our board for 15 years. The grief we feel in the loss of our friend is outshined and overcome by the love we feel for having known her, and for her having been a part of our lives. It is an understatement to say she was Twice a Citizen. We are honored to have her family here tonight. Indeed, it has been a difficult past month, as we have been reminded that our officers, reserve and full time, can be taken from us far too soon. Our thoughts are also with the family of Officer Nicholas Choung Lee, end of watch March 7, 2014. As the new presidents of the Los Angeles Police Reserve Foundation, we pledge, along with our fellow board members, the continued commitment to our sworn reserve police officers and specialist volunteers. We look forward to working with Chief of Police Charlie Beck (tonights honorary chairperson) and the LAPD command staff to not only overcome any challenges we face, but to help the LAPD Reserve Corps continue to protect and to serve as the national example of reserve and volunteer law enforcement. Melvin Kennedy

el Kennedy is a family man, businessman and 32-year veteran reserve officer with the Los Angeles Police Department. Mel was born in Owensboro, Kentucky, in 1953 and his family moved to Southern California the following year. He graduated from Paramount High School in 1971 and attended Long Beach City College. Mel started his working career in private security with Wells Fargo Security Services and rose to the position of branch operations manager. With the new salaried position and benefits, Mel was able to propose to Pam Barber and they were married in August 1976. From that point on, it was all about building their family by raising three girls, an adopted son and four foster kids. In 1979, Mel moved into the construction industry and became a draftsman with Frank Barber Fine Cabinets; over the next 10 years he advanced to president and chief operating officer. It was in 1982, inspired by a speech made by then-President Reagan, that Mel pursued and realized his dream of becoming a police officer by joining the Los Angeles Police Reserve Corps. It was the best of both worlds to have both a great-paying job and be a reserve police officer. Over the years, Officer Kennedy has worked a variety of assignments: West Traffic Division, OperationsSouth Bureau, Olympic Games Planning Group, Personnel and Training, Narcotics Group/Major Violators, Detective Bureau and Operations-Central Bureau. Over the years, Mel received numerous commendations and has been recognized for his contributions to the Olympic Games, the Reserve audit team, Care and Share, The Rotator, IBARS, SID/

Firearms Unit, the Reserve management structure and the Reserve Foundation. Mel joined the Los Angeles Police Reserve Foundation (LAPRF) in 1986. Its stated purpose was to fund the annual Reserve Officer of the Year banquet. In 1987, Mel was elected president and together with other board members began to lead the foundation toward doing much more for the reserve officers than simply providing a recognition dinner. The board was expanded and a welfare fund established, training and equipment grants created, and the foundation became active in helping to guide the Reserve Corps, especially advocating for reserve officers on issues. Mel served as president for a combined total of 25 years and says that serving alongside his fellow board members has been one of the most gratifying parts of his life. Inspired by the incredible dedication of his fellow reserve officers, Mel wrote a hymn for the Corps, The Los Angeles Police Reserve Corps March a song that incorporates many of the Reserves' class mottos and attempts to describe who and what the Reserves are. Performed and recorded by the Los Angeles Police Band, it is played at Reserve events as a lasting tribute to their service. Mel is now a small-business owner who works and consults in the private security industry. He and his family, including his four wonderful grandchildren, attend Life Center Church in Lakewood, and Mel continues to serve on the board of directors for the Calicinto Ranch-Boys and Girls of Prisoners Foundation, as well as the Los Angeles Police Reserve Foundation.

aving worked for over 25 years in the family business, native Angeleno Beau Boeckmann has loved and lived the automobile business his entire life. In addition to serving as vice president of Galpin Motors, he is president of the Galpin Premier Collection, which holds franchises for Lincoln, Jaguar, Aston Martin, Volvo, Mazda, Lotus and Subaru. He is also president of Galpin Volkswagen, vice president of Galpin Ford, and president and chief designer for Galpin Auto Sports. The Galpin organization is one of the most celebrated automotive groups in the country and holds leadership positions with many of its brands, including Galpin Ford, which has been the No. 1 dealership in retail sales worldwide for the past 24 years. Beau literally grew up in the family business, performing numerous jobs from his teenage years to his current positions. He worked part time at Galpin while attending the University of Southern California, where he earned a Bachelor of Science in business, with an emphasis in entrepreneurship. Upon graduation, he worked full time on the sales floor, as well as in the service, finance and rental departments. In addition to his daily duties at Galpin, Beau has lent his talents and expertise to Ford Motor Company, serving on the product committees for both Ford and Lincoln, developing all upcoming products well into the next decade. He has also served as a member of the Lincoln National Dealer Council. Beau has a true passion for automobiles and the automobile business. Nowhere is this shown more than at Galpin Auto Sports (GAS). Always looking for something new, different and unexpected, he has originated many innovative concepts and designs for all types of vehicles. Many of these vehicles have earned international attention and acclaim, appearing in such publications as the Robb Report, Hot

Rod, Autoweek, Motor Trend, Playboy, Popular Mechanics and The Wall Street Journal, to name a few. MTV recognized Beaus talents and the uniqueness of GAS when they chose it to be the home for three years of Pimp My Ride, the No. 1-rated automotive show in history. Under Beaus leadership and vision, GAS has also built award-winning vehicles, including Iron Orchid, an original, custombuilt design that won the most awards at the Detroit Autorama, multiple awards at the Grand National Roadster Show and the top award at the Long Beach Motorama. Beaus accomplishments have been recognized by many leading industry organizations, including the Petersen Automotive Museum, which presented Beau with its first Automobile Visionary Award, and he has been inducted into the National Rod & Custom Car Hall of Fame. Beau is also deeply involved in community and philanthropic efforts, where he is proud to have touched many lives. He has been recognized for his community work by organizations such as New Horizons, which honored him with its Dignity, Love & Compassion Award, the Boys & Girls Club of the San Fernando Valley and Wheels for Humanity. He is also a member of the Las Virgenes chapter of the Young Presidents Organization. Beau has a longstanding relationship with the Los Angeles Police Department through his father, Bert Boeckmann, who served with distinction as a Los Angeles Police Commissioner for almost 17 years. In addition, Beau has always had the highest respect, admiration and appreciation for all law enforcement. Beau and his wife, Mary, reside in Los Angeles and have six children.

Steve R. Fazio
President and CEO, Fazio Enterprises

ith a desire and passion to start a career in law enforcement, Steve Fazio entered the Los Angeles Police Academy as part of 10/81R. In the ensuing years, Steve went on to work as a reserve in a variety of assignments, from 77th Street patrol to South Bureau CRASH, the Felony Warrant Section, Personnel and Training Bureau, and several on-loan deployment periods where he assisted the Department as part of various special problem units. During his time with the Department, Fazio received numerous commendations, citations and awards for outstanding work in various functions, ranging from arrests in the field to crafting and implementing deployment options while assisting LAPD management. Fazio served as the lead reserve for all Department in-service training for several years in the late 1980s and 1990s, in addition to being the reserve officer in charge of Central Bureau for more than 10 years. Fazio enjoyed serving as an adjutant for the Bureau command staff under different commanders throughout the 1990s, and was the first line-reserve officer to be approved and assigned to a specialized unit by the late Chief Jessie Brewer in 1985 as part of the South Bureau CRASH Unit. One of the many activities Fazio was involved in was overseeing the deployment of reservists during the Olympics in 1984 and papal visit in 1987 where he was part of the team charged with feeding all Department personnel, A and B Watch, for the three days with no budget as well as working as the Bureau reserve in-charge throughout the civil unrest in 1992. Despite his own home being destroyed, he also worked during the Northridge earthquake of 1994, and was always first one in whenever the Department was facing an unusual occurrence, personnel shortage, or when one

of his regular counterparts was looking for a special or day off. Additionally, Fazio was part of the negotiating team that enabled state legislative and municipal city charter changes that allowed supervisors to deploy reserve officers with greater flexibility. After completing his service with the LAPD, Fazio was appointed by Mayor Antonio Villaraigosa to the Los Angeles Fire Department Board of Commissioners, and is the only member of the commission to be retained by current Mayor Eric Garcetti. Concurrent to his involvement with the City of Los Angeles as a volunteer, over the last 30 years Fazio has created a successful business as the CEO of Fazio Cleaners and as an advisor to many other Los Angeles-based businesses. He earned both an MBA and doctoral degree from Pepperdine University, where he also served as executive in residence teaching business strategy and organization theory. Throughout the years, Fazio has been a member of numerous other organizations and foundations where he has served in leadership roles, including the Young Presidents Organization, Brentwood Area Chamber of Commerce and the Cedars-Sinai Board of Governors. Among Steves proudest accomplishments is the leadership role he took in the founding of Sierra Canyon School, an institution that educates students from early kindergarten to 12th grade. The school now boasts a $30 million state-of-the-art building and has taken its place as an institution with one of the most diverse student populations among all private independent schools. Steve lives in the San Fernando Valley with the love of his life, Nicole, and together they have four children.

Dear Reserve Officers: I am amazed at the hard work and dedication of the Los Angeles Police Department Reserve Corps. I would like to thank you all for your continued contributions and commitment to this organization. I would also like to acknowledge all the award recipients this evening. You have truly demonstrated your loyalty to the Los Angeles Police Department and the citizens we serve. This past year has proven to be an interesting and busy one for the Reserve Corps. Reserve Officers have demonstrated an overwhelming interest in continuing education and training. Many of you have attended the Arrest and Control/Searching and Handcuffing perishable skills training days and continue to complete the mandated online training courses. Additionally, Reserve Officers have volunteered for details and responded to requests for additional resources throughout the City, including the DUI Tasks Forces and the Academy Awards. The Reserve Officer and Volunteer Unit looks forward to working with the Reserve Officers in an effort to enhance the Reserve Corps through additional training and volunteer opportunities. In conclusion, I would like to thank you for your support of the annual special events such as the Special Olympics and Sunshine Kids. est Traffic Division (WTD) is pleased to select Reserve Police Officer I Brian Pearcy as the WTD 2013 Reserve Officer of the Year. Officer Pearcy is deserving of this award because of his hard work and dedication to the Los Angeles Police Department (LAPD) and to the Reserve program for the past 27 years.

service team, the LAPD/FBI joint task force and the surveillance (rolling) detail with CRASH detectives. He also worked the gang intelligence detail for the OSB Special Problems Unit. In 2006, Reserve Officer Pearcy transferred to WTD as a reserve motor officer. Although he continues his law practice on a full-time basis, he still dedicates his reserve time consistently, logging in almost 400 hours in 50 days that he worked. He has worked such details as the Academy Awards, Sunshine Kids, Nisei Week parade, DUI checkpoints and saturations, traffic enforcement, crime task forces, Martin Luther King Day parade, escorts and other various details. Reserve Officer Pearcy is a valuable asset to WTD and the Operations-West Bureau family. He deserves to be recognized for his hard work, dedication and tireless efforts for the Department and the communities we serve. West Traffic Division is proud to select Reserve Officer Brian Pearcy as our 2013 Reserve Officer of the Year.

Officer Pearcy received his bachelors degree in 1984 and joined the Department in March 1987. After attending the Police Academy, he worked patrol at 77th Division and then at Operations-South Bureau (OSB) for the Operation Hammer Task Force. Officer Pearcy received his law degree from the University of the Pacific, McGeorge School of Law, in 1991. Upon passing the bar that same year, he started working full time as a lawyer and became a reserve officer for the Department instead. As a reserve officer, Pearcy continued his assignment at OSB. He worked such details as OSB CRASH from 1991 to 2006, gang enforcement, Robbery Apprehension Detail (RAD), the warrant

Sharon Abbott

arbor Area nominates Sharon Abbott as the Area Reserve Officer of the Year for 2013. Reserve Officer Abbott has been a member of the Los Angeles Police Department family for 44 years. Although the story of her journey is long, it is one worth repeating and sharing. Because of her father, Sharon developed an interest in LAPD at a young age. Sharons father was a U.S. Marine WWII veteran and went into counterintelligence after the war. Sharons father helped LAPD set up their very own counterintelligence program in the 60s and 70s. He often shared LAPD stories with Sharon and took her to LAPD sites, further exposing her to the culture. Sharon was fascinated with LAPD and knew that one day she would become an LAPD officer. With that ambition in mind, Sharon joined the LAPD Explorer Program in December 1970 and was enrolled in the third Explorer class that allowed females. She quickly distinguished herself as an exceptional Explorer and became the first female to achieve the rank of captain. After high school, Sharon went on to further her education at the University of Honolulu. While attending college, she remained an active advocate for the Explorer Program and became a liaison between the university and the Department. Upon graduation, she returned to the Explorer Program as one of four advisors. Sharon worked as an advisor from 1978 to 1990, giving thousands of hours to the program. She was also responsible for developing the first Explorer field trip to Washington, D.C.

Through hard work, self-sacrifice, dedication and many years of service, Sharon continued to provide leadership and growth to the Explorer Program. Because of this, Sharon received the Silver Beaver Award from the Boy Scouts of America for distinguished service. Using the United States military as a model, silver awards signify the highest honor granted by the Boy Scouts. In May 1990, Sharons dream came true when she donned the LAPD badge and uniform. As a reserve officer, Sharon worked at Southeast Division, Training Division, Fugitive Warrant Section, Operations-South Bureau Youth Programs unit and Harbor Division, all while maintaining a 40-hour workweek in her civilian life. While in the Reserve program, Sharon became a liaison and mentor to female reserve officer recruits, providing guidance and leadership, while putting her own needs aside. When asked why she contributes so many hours to Harbors Youth Programs, Officer Abbott replied, The first and biggest benefit I get from volunteering is the satisfaction of incorporating service into my life and making a difference in my community and country. Secondly, I know that mentoring kids helps because they see that there is someone there who cares about them. Its Officer Abbots willingness to make a difference in youth development and her countless acts of generosity that set her apart. It is with great pride that she is nominated as Harbor Areas Reserve Officer of the Year for 2013.

eserve Police Officer Tim Bragg gives numerous hours of his time to both the Los Angeles Police Department and to the citizens of Los Angeles for little monetary compensation. He brings with him a good attitude and the self-motivation to excel in his assignment and receives satisfaction from helping others.

Through his time and effort, Reserve Officer Bragg has helped to reduce the fear and incidents of crime in the community by working special details to bring increased police presence and maintain high visibility in areas often plagued by crime. Reserve Officer Bragg, having given 30 years of service, is a valuable asset to the Los Angeles Police Department, the Northeast Area and the citizens of Los Angeles. His commitment to his community and to the Los Angeles Police Department has truly earned him this nomination and thus, he is highly deserving of the award for Reserve Officer of the Year 2013.

Reserve Officer Bragg was appointed to the Los Angeles Police Department on October 14, 1984. He transferred to Northeast Division in November 1991. Reserve Officer Bragg never hesitates to volunteer for an assignment. In 2013 he worked approximately 200 hours in a uniformed A-car capacity and has answered numerous radio calls for service in the communities

Gary Hall

ary Hall joined the Los Angeles Police Reserve Corps on June 9, 1975. Although Gary has been assigned to Devonshire Area patrol most of that time, he has worked on loan to many other divisions, including 77th Street, Southwest, Southeast, Hollywood, Pacific, North Hollywood and Detective Bureau working the old K-car detail. During Garys 39 years of service, he has worked the 1984 Olympics, the 1992 Los Angeles riots, the 1994 Northridge earthquake and the Hillside Strangler case, to name just a few. During this time, Gary has made over 150 arrests; among his more high-profile was the booking of Brandon Menard, the 21-year-old man who brutally murdered his adoptive family in 2006. Gary has put in jail numerous murderers, rapists, armed robbers and burglars, and last year he arrested a home-invasion robbery suspect with his reserve partner, Richard Badger. Among his other awards, Gary and his full-time partner, Mark White, were nominated by the California Robbery Investigators

Association after an officer-involved shooting and arrest of a longtime robbery suspect wanted in over 50 armed robberies. Gary was also awarded the Peace Officers Association of Los Angeles County award in 2008. Gary has also received a Meritorious Unit Citation, a 1987 Papal Visit Ribbon and a Reserve Service Ribbon, and is in process for his 20-year patrol ribbon. Gary and his wife, Cyndi, founded a jail outreach program in which they volunteer with the Los Angeles County Sheriff s Department inside the Pitchess Detention Center to help rehabilitate inmates. Reserve Officer Hall displays a genuinely caring attitude that is readily apparent to community members and to those he works with on a daily basis. He performs his duties in an exemplary manner and conveys a positive image of the personnel at Devonshire Area as well as the Los Angeles Police Department. He is well deserving of the recognition of 2013 Reserve Officer of the Year.

Rudy Crusat

raining Division nominates Level III Armed Reserve Police Officer Rudy Crusat as the 2013 Training Division Reserve Officer of the Year. Reserve Officer Crusat has been a member of the Los Angeles Police Department since 1987 and currently serves as the Departments primary mentor for reserve officer candidates during the recruitment and testing stages of the hiring process. During 2013, Crusat distinguished himself by working well over 300 hours and conducting the reserve officer orientation on 12 different occasions over the course of the year. On the third Thursday of every month, Rudy conducts the reserve officer candidate orientation. Over the course of his presentation, he fields questions relative to the Reserve Corps and full-time sworn officers. After every orientation Rudy stays to field more questions from those individuals who would rather speak in the comfort of a one-on-one setting as opposed to an open forum. Each orientation goes past the allotted time and Rudy remains to answer every last question. Rudy is assisted by other reserve officers with backgrounds in patrol and specialized divisions to lend their expertise to the candidates. Rudys efforts are fully supported by the citys Personnel Department, as the focus on police recruitment continues to be a priority. Rudys hard work and diligence have paid off, as the city approved candidates for the upcoming Module III Reserve

Officer Academy. Over 600 candidates attended the orientation throughout the year, with Rudy and his team tracking each of them through the hiring process. After countless hours of mentoring and aggressive recruiting efforts, several of those candidates will now enter the Academy. Rudy does all this while maintaining a full-time career in the insurance industry. Rudy is the consummate professional and exemplifies the Departments core value of service to our communities. He is in constant contact with the public and the officers assigned to the Reserve Officer and Volunteer Unit (ROVU). He provides regular updates regarding the status of reserve officer candidates and the Reserve Corps in general. Each of the officers in ROVU enjoys working with Rudy because he is such a professional and so dedicated to the Department. He also makes himself available to work special details throughout the city. Reserve Officer Crusats attention to duty during the calendar year was exemplary and represented the commitment to service typified by LAPD reserve officers. Training Division proudly selects Level III Armed Reserve Police Officer Rudy Crusat as the 2013 Reserve Officer of the Year.

In addition to saluting the Reserve Corp, I would like to offer sincere congratulations to our 2014 Twice a Citizen honorees: Beau Boeckmann, Vice President of Galpin Motors, Steve Fazio, President & CEO of Fazio Enterprises, Melvin Kennedy, Past President of the Los Angeles Police Reserve Foundation. We are extremely grateful to you for your passionate service and commitment to keeping our neighborhoods safe. Congratulations to the Reserve Officers of the Los Angeles Police Department. I applaud your continued efforts an wish you many more years of prosperity and success.

ANDREA and ALBERT FRIEDMAN

The following biography was written as part of the presentation tonight to honor Pacific Areas officers. Tragically, Andrea passed away on March 6. We have chosen to print it, as is, to retain the spirit in which it was intended by Andrea and her family. ndrea and Albert Friedman were born and raised in San Diego and Los Angeles, respectively, and have been married for 37 years. Having always lived in Los Angeles with their daughter, Kari, they take great pride in being called true Angelenos. Kari, now married and working in Washington, D.C., is a special agent with the FBI. Karis husband, Joshua, also in the FBI, additionally serves his country as a captain in the Maryland National Guard. Together they live in Northern Virginia with their best friend, Bella, a 2-year-old pointer/beagle mix. Albert has a bachelors degree from UCLA, a masters degree from USC and a law degree from Loyola Law School. He was chairman of Friedman Bag Company, a family-owned corporation that was located in downtown Los Angeles from 1927 to 2005. During his time there, Albert was an active LAPD booster and brought Andrea into the family business. Andrea, with a bachelors degree from Loyola Marymount University, became the first Friedman woman to actively work in the family business. Both Andrea and Albert serve on family foundations, he on the A/H Foundation and both on the Samuel Friedman Foundation. Albert, an LAPD reserve specialist, has served for many years as a director of Californians Organized for Police Support (COPS), an organization that provides financial support for the Los Angeles Police Band. He is dedicated to the Department, which has been proven through the years by his unwavering support of COPS and the Reserve Foundation. Albert, along with Andrea, can often be seen serving at special community events. In honor of her dear friend Sister Genevieve (who taught 18-year-old Andrea her one-and-only art class), Andrea, as a member of the Loyola Marymount Communication and Fine Arts Council, sponsors the annual Andrea Kingaard Friedman juried student art exhibition. Albert, who has throughout the years supported the USC Film School, sponsors an annual seminar for USC writing students called First Pitch. Together Albert and Andrea have supported a variety of academic activities at UCLA, USC and LMU, continuing to dedicate their time and resources to further the dreams of many students in the schools they attended. An organization especially near and dear to their hearts is the Concern Foundation for Cancer Research, founded by

Alberts sister, Beverly Friedman Wolman. In 1971, at the age of 39, Beverly passed away after a long and courageous battle with cancer. Andrea and Albert have at various times both served on the board of the Concern Foundation, with Andrea currently serving. Together they work toward finding a cure, and hope to continue to support those who are fighting cancer. In 1991, Andrea realized a childhood dream when she graduated as a reserve police officer from the Los Angeles Police Academy. Looking back, she is sure her father would not have approved. Andrea, a Level III reserve, holds the rank of R6, and has served her entire career with Pacific Division, where she was previously honored as the Pacific Area Reserve Officer of the Year. For the last 12 years, she has served uniformed shifts at LAX Field Services Division. A supervisor comments from a recent evaluation: Over the years working LAX FSD, Officer Friedman, along with her delicious brownies, with which she spoils the LAX staff, has built a reputation of being a person who genuinely cares about the people she comes in contact with. She has demonstrated this by taking every opportunity to provide the best possible service, regardless of whether it involves the general public or Department personnel. This commitment and dedication to teamwork and to producing the best possible work product have made Andrea a valuable asset to LAX FSD and the Department, while having an extremely positive effect on morale. Andrea continues to demonstrate her commitment and dedication to both LAX FSD and the Department by making herself available to work extra shifts when the national threat level is raised or when additional police personnel are needed. Andrea continues to help out at Pacific Division in community-related activities in addition to her service as board director and secretary for the Los Angeles Police Reserve Foundation. Serving in that position continuously since joining the board in 2000, Andrea keeps the foundation on track and on

schedule and was the driving force behind the design and development of the Reserve challenge coin. Andrea and Albert are the largest and longest-term individual contributors of time and resources in support of the Los Angeles Police Reserve Corps and the Los Angeles Police Reserve Foundation. Andrea retired from the Reserve Corps in December 2013 and stepped down from the Foundation, so she and Albert could be with their new granddaughter. Tonight we pay tribute to Andrea and Albert Friedman, who truly are Twice the Citizens.

This story is reprinted from the Winter 2013 issue of The Rotator. Policeman Mogle, who died in the line of duty on August 7, 1946, was one of 43 LAPD officers to be honored this year. The awards were handed out chronologically, so Luella was the first to walk on stage. Master of Ceremonies Chris Schauble, the co-anchor of KTLA 5 Morning News, said the teleprompter told him to ask the audience to withhold their applause until the end of the presentations. But he said we should ignore that request that each and every honoree deserved the applause. Indeed, it was questionable whether such a request would have been followed anyway. After 88-yearold Luella made her way on stage, assisted by her son Dave Tralle, the standing ovation commenced and it was repeated for each of the honorees or next of kin. Chief Beck said the day was both one of the best days of the year, but also one the hardest: This is a day where we recognize the men and women of the Los Angeles Police Department who have put themselves in danger and sacrificed. He added, Its always difficult to single out the bravest in an occupation that requires bravery every day. There are no cowards in my black and whites. There are no people who put on this uniform every day who are not heroes. The Medal of Valor has been awarded 636 times in the Departments 144-year history, the Chief noted. The LAPD Purple Heart is a new award, established by the Police Commission in May 2009. The inaugural Purple Heart ceremony was held on September 15, 2011, at which

Reserve Police Officer Stuart Tiara was one of the officers posthumously honored. The establishment of the award was spearheaded by thenLAPD Police Commissioner Alan Skobin, who has also served as a Los Angeles Sheriff s Reserve Deputy. This years program stated: The LAPDs Purple Heart is awarded to officers who have sustained traumatic physical injury during an on-duty tactical situation and posthumously to the next of kin in the name of those who are killed or die of wounds received in the line of duty. In addition to Luella and Dave Tralle, the other Mogle family members who made the trip to Los Angeles for the ceremony were granddaughters Kathryn Ryan and Pat Wass, and Pats husband, Steve. The Mogle family sat with a couple of officers from the North Hollywood Shootout, along with LAPRF President Mel Kennedy and this author.

Reserve Policeman George Booker Mogle has been known as the first LAPD reserve officer to be killed in the line of duty. He was shot by a prowler suspect on July 31, 1946, while working 77th Division, and he died of his wounds a week later on August 7. His story was told in the Spring 2012 Rotator article, The Lost Story of George Booker Mogle. Current 77th Area Commanding Officer Captain Robert N. Arcos and 77th Patrol Captain Lillian L. Carranza met with Luella and the family. At the end of the ceremony, the Mogle family was asked what George Booker might have thought, if we could imagine that he was told this day would come. His daughter, Luella summed it up: After all these years, who would have thought this would happen.

Reserve police officers have been serving the citizens of Los Angeles as part of the Los Angeles Police Department for over 65 years. The Reserve Corps was officially established by the City Council in 1947, but we know that reserve officers, in various incarnations, had been patrolling the streets of Los Angeles for years before that. t the end of September, The Rotator asked our veteran reserves, those with 20-plus years on the job, to answer some questions. They replied with their stories their experiences and memories. They replied with their advice expertise, crafted after years of doing the job. And they replied with their thoughts about the status of the Corps good and bad. We will start with some humor. Around the turn of this century, this author was working Patrol with Reserve Officer Gary Hazel (retired). At the time, Gary had about 35 years on, as his

six or seven service stripes indicated. We were at the scene of an incident in Hollywood, along with several other units, including a supervisor. One of the detained suspects saw Garys sleeve and asked the sergeant what rank that was. Without missing a beat, the sergeant said, Hes a colonel, of course. From then on, the suspect insisted on pleading his case to Colonel Hazel. Theres gravitas on sleeves like that, and a lot of knowledge that comes with it. The hardest part of this article was editing the content down to fit the space. Each of these officers undoubtedly deserves

a separate interview or profile, but unfortunately, this article will have to suffice for now. In fact, we added four pages to this issue to be able to include as much as we have. We thank all the officers who participated and apologize that we were unable to include everything they said. A few officers requested anonymity, either entirely or on select answers.
