The Colorado Constitution grants the General Assembly the power to levy
“an annual tax sufficient, with other resources, to defray the estimated expenses of the state government for each fiscal year.” Colo. Const. art. X, § 2. Yet, perhaps because of Madison’s warning, what the constitution giveth, it taketh away. The General Assembly’s power to propose taxes has always been subject to numerous constitutional limitations, qualifications, and exemptions.
