Structure Policymaking Organs UNIDO has two policyma$ing organs: the +eneral 3on erence and the Industrial Development -oard. #he 'rogramme and -udget 3ommittee is a su"sidiary organ o the Industrial Development -oard. #eneral $onference %#$&: #he +eneral 3on erence determines the guiding principles and policies o the Organization and approves the "udget and wor$ programme. )very our years! the 3on erence appoints the Director(+eneral. It also elects the mem"ers o the Industrial Development -oard and o the 'rogramme and -udget 3ommittee. #he 3on erence meets every two years. Industrial Development 'oard %ID'&: #he -oard has 45 mem"ers! elected or a our(year term on a rotational "asis. It reviews the implementation o the wor$ programme! the regular and operational "udgets and ma$es recommendations to the 3on erence on policy matters! including the appointment o the Director(+eneral. #he -oard meets once a year. (rogramme and 'udget $ommittee %('$&: #he 3ommittee consists o 67 mem"ers! elected or a two(year term. It is a su"sidiary organ o the -oard which provides assistance in the preparation and e.amination o the wor$ programme! the "udget and other inancial matters. #he 3ommittee meets once a year. UNIDO currently has 176 0em"er 8tates. UNIDO Secretariat Director #eneral %D#&: #he 3onstitution o UNIDO stipulates that the Director +eneral is the chie administrative o icer o the Organization who is accounta"le to its policyma$ing organs. 8u"9ect to the directives o the policyma$ing organs! the Director +eneral has the overall responsi"ility and authority to direct the wor$ o the Organization. #he Director +eneral is appointed "y the +eneral 3on erence upon recommendation o the -oard or a period o our years.

#he O ice o Internal Oversight 8ervices! O ice o :egal * airs! O ice or 3hange and Organizational 2enewal! )valuation +roup and the ;ocal 'oint or )thics and *ccounta"ility are independent units reporting directly to the Director +eneral. Deput" to the Director #eneral %DD#&: #he Deputy to the Director +eneral provides advice and su"stantive support to the Director +eneral in the overall management o the UNIDO 8ecretariat! and assists the Director +eneral in the e ective and e icient unctioning o the 8ecretariat. <e/she represents and acts on "ehal o the Director +eneral. In particular! he/she assists the Director +eneral in ensuring that the operations o UNIDO are ully in line with the directives o the policyma$ing organs and strategies and policies o the Organization. #he Division is responsi"le or providing analytical! advisory and resource mo"ilization support to the wor$ o the Organization as well as alignment with its &uality assurance ramewor$. 2estoring agro(industries 8haring innovative agri"usiness solutions Investment and technology 2ural energy or productive use *xample of UNIDO pro-ect under MD#,: SM* $luster Development (rogramme #he programme or 80) cluster development aims at addressing the challenges associated with the lac$ o lin$ages among small "usinesses and support institutions! which o ten prevents 80)s rom realizing their ull growth potential particularly in the conte.t o glo"al value chains. #o strengthen its contri"ution to poverty reduction! the cluster development programme increasingly ocuses on wor$ing directly with the poor. 'ro9ects or 80) cluster development are under way in 3olom"ia! )cuador! )thiopia! India! the Islamic 2epu"lic o Iran! 0orocco! Nicaragua! 'a$istan and 8enegal. *xample of successful SM* initiative in India: #he United Bingdom=s Department or International Development (D;ID)! UNIDO! together with the +overnment o the 8tate o Orissa! developed a stone carving cluster support programme. #he programme had the ollowing impacts: C *rtisans in sel (help groups and cooperatives were given low(interest loans that were invested in productive activities. C 'roducts o the cluster are sold in new mar$ets> the increased sales and prices or high( &uality products have raised the income o "oth s$illed and semi(s$illed artisans. C 'roductivity has increased "y 14 to 6D per cent! product &uality has improved and the cost o production has decreased! while mechanization has made wor$ easier and improved living conditions. C /omen artisans have "een a"le to sell their own products and have gained greater sel ( con idence in doing so in mar$ets within and outside the state. 0D+ 5: 'romote +ender e&uality and empower women "#o individual and no nation must be denied the opportunity to benefit from development$ The e%ual rights and opportunities of women and men must be assured& illennium !eclaration 'overty o ten has a woman=s ace. /omen and girls constitute three( i ths o the world=s poor: their poverty level is worse than that o men as a result o clear gender disparities in education! employment opportunities and decision(ma$ing power. It is clear that! achieving the 0D+s will not "e easi"le without closing the gap "etween women and men in terms o capacities! access to resources and opportunities! and vulnera"ility to violence and con licts. ;or 0D+5! *xample of UNIDO pro-ect under MD#.: /ural and Women0s *ntrepreneurship Development (rogramme #he 'rogramme stimulates entrepreneurship in developing countries! with a ocus on women and youth. Under this programme! UNIDO has prepared entrepreneurship development curricula or secondary and vocational school on *ngola! 3ameroon! +uinea! 0ozam"i&ue! Nami"ia! 2wanda and #imor(:este. Due to its integrated nature (covering technical! management and mar$eting aspects o manu acturing rom production to mar$ets)! the programme has made a signi icant contri"ution to rural development and women entrepreneurship "y ensuring that women ac&uire the necessary s$ills to ensure continuity o their "usinesses. *xample of successful initiative in Morocco: UNIDO! in colla"oration with the 8panish 3ooperation *gency! developed a women entrepreneurship programme or 0oroccan women. +lo"alization has emerged as the dominant eature o the world economy and is "ound to retain this pre(eminence in the coming years. #rade has "een recognized as a central element in industrial development strategies or some time. <owever! the li"eralization o investment and trade regimes on their own do not ensure that much o the developing world "ene its rom glo"al mar$ets and achieves rapid economic growth. #he Gth 0D+ on glo"al partnership contains the important target to develop a trading system that is open! rule("ased! predicta"le and non(discriminatory. ;or 0D+G! UNIDO%s response is to actively oster value(addition! diversi ication o production away rom a heavy reliance on commodities! and on capacity("uilding to meet the technical and "usiness re&uirements o participation in trade.
