VIOLATION OF THE POLLUTION CONTROL ACT
That SALVATORE A. ARZILLO did in Jasper County, on or around October 1, 2009
through May 31, 2012, willfully and unlawfully violate the parameters set forth in a
National Pollutant Discharge Elimination System (NPDES) permit issued by the
Department of Health and Environmental Control. This was done in violation of 48-1-90;
48-1-320, of the South Carolina Code of Laws, 1976 as amended.
Against the peace and dignity of the State, and contrary to the statute in such case made
and provided.

VIOLATION OF THE SOLID WASTE POLICY AND MANAGEMENT ACT
If
That SALVATORE A. ARZILLO did, in Jasper County, on or about May 9, 2013
through March 27, 2014, commit the crime of Violation of the Solid Waste Policy and
Management Act, to wit: he disposed of large amounts of construction and demolition
debris in and on property that is not permitted as a solid waste disposal facility. The
property is located at or near 494 Hardeeville Industrial Park Road in Hardeeville, SC.
The property is the site of a business owned and operated by the defendant. This was
done in violation of 44-96-440; 44-96-450, of the South Carolina Code of Laws, 1976
as amended.
Against the peace and dignity of the State, and contrary to the statute in such case made
